Recognition of Scheduled Public Comment The deadline to sign up to speak for Scheduled Public Comment is Wednesday by 5 p.m., prior to the meeting, through the City Clerk’s Office. Only those who meet the deadline can speak in this section. This is an opportunity for the public to address City Council. There is an expectation that the presentation will be conducted in a respectful manner. Council may ask questions for clarification, but there will not be any dialogue. Please limit your presentation to five minutes. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. CB 26 - IGA to accept grant from CDOT for Traffic Safety Education and Enforcement Projects Pdf Staff recommends approval of the IGA in order to accept grant funding from the Colorado Department of Transportation to support traffic safety education and enforcement for fiscal years 2019 - 2022. ii. Acceptance of CDOT Grant for Traffic Safety Enforcement and Education Pdf Staff recommends approval of a Resolution to accept grant funding from the Colorado Department of Transportation to support traffic safety education and enforcement for State of Colorado fiscal years 2019 - 2022. b. Approval of Ordinances on Second Reading. i. CB 17 - Participation in the Metro Mortgage Assistance Plus Program CB 17 - Pdf Staff recommends City Council approve, by Ordinance, authorizing and approving the City's continued participation in the Metro Mortgage Assistance Plus Program and authorizing the execution of the Delegation and Participation Agreement. CB 24 - VALE Grant Acceptance CB 24 - Pdf The Police Department is recommending City Council approve, by Ordinance, to accept of the Victim Assistance in Law Enforcement (VALE) Grant in the amount of $18,000.00. This Grant funding will supplement the salary of the Victim/Witness Advocate in the Englewood Municipal Court. Staff: Victim Witness Services Coordinator Nancy Wenig iii. CB 28 - 2009 Series Bond Refunding CB 28 - Pdf Staff seeks City Council's approve, by Ordinance, to refund General Obligation Water Bonds - Series 2009 with an estimated accumulated net savings of approximately $240,000. Savings may vary based on the set rate which will be established no earlier than June 24, 2019 after the 2nd Reading. The City will experience annual savings through reduced interest payments over the remaining life of the bonds. The current interest rate quoted is below the rate quoted during the Study Session on May 20, 2019.     LEGISLATIVE WRAP-UP Colorado Coalition Against Domestic Violence Accomplishes 2011 Legislative Priorities Colorado’s 68th General Assembly concluded the 2011 Legislative Session on May 11th with sig- nificant achievements for domestic violence advocates and survivors. The priority pieces of legisla- tion for the Colorado Coalition Against Domestic Violence, HB 1080 and SB 187, passed and have been signed into law by the Governor! The Coalition’s proactive legislation, HB 1080, which en- hances the Address Confidentiality Program (ACP), went into effect on June 2nd. HB 1080 was passed without a single vote in opposition! The statutory changes will strengthen the ACP for cur- rent and future participants, enhance the security and efficiency of the Program, and decrease the amount of funding used on administration. SB 187, the bill to renew regulation of mental health professionals and their oversight boards, cre- ated an opening for the Coalition to close a gap in the regulation of court appointed mental health professionals. We testified before the Senate on the need for an amendment to the bill to address the existing lack of accountability for roles like Child and Family Investigators (CFI’s) and were then invited to work with two of the Senators to draft it. Through collaboration with these Senators, the House sponsor, and a dedicated group of survivor/protective parents, the Coalition worked dili- gently to ensure the amendment remained in the bill throughout the legislative process. SB 187 will go into effect on July 1st, at which time parents whose court appointed mental health profes- sional engages in professional misconduct will be able to have a complaint investigated and acted upon by the Department of Regulatory Agencies.

    ANNUAL LEGISLATIVE FORECAST Winds of Change at the Capitol Policy Trends for the 2015 Legislative Session Republicans did well in the 2014 election, capturing the state Senate for the first time in a decade. But Democratic Governor John Hickenlooper won re-election, and his party retained control of the House of Representatives. Because of split control of the House and Senate, Democrats can no longer hold sway over the agenda, and votes from both parties will be needed to pass legislation. For Hickenlooper, it means every bill that reaches his desk will be bipartisan to some degree. Following are some of the weighty and politically charged issues that the General Assembly will debate during the 2015 session. A Reversal of 2013? Senate Republicans campaigned on a platform of undoing laws Democrats passed in 2013. Chief among them: gun bills that banned the sale of ammunition magazines larger than 15 rounds and mandated background checks for private- party gun sales.
