The Koch brothers were not yet in the daily conversations of the average American, but that would change with the 2012 release of BNF’s investigative documentary Koch Brothers Exposed. Originally Greenwald envisioned Koch Brothers Exposed as a series of thirteen short investigative videos that shed light on the Koch political dealings and the negative impact their money has on a variety of aspects of American life. These mini-documentaries immediately went viral, and viewers made it clear to BNF that they wanted more comprehensive coverage of the Koch’s activities. The first edition of the hour-long Koch Brothers Exposed highlighted the Koch’s efforts to gut Social Security by spending more than $28 million to popularize the fiction that the federal program was on the brink of collapse. It also addressed the Koch’s attempts at re-segregating schools in North Carolina; their efforts at voter suppression by supporting misleading voter ID laws; and the disastrous impact of their environmental policies on oil and gas projects and on industrial toxic waste. -

The Impact of Organizational Characteristics on Super PAC Financing and Independent Expenditures Paul S. Herrnson University of Connecticut [email protected] Presented at the Meeting of the Campaign Finance Task Force, Bipartisan Policy Center, Washington, DC, April 21, 2017 (revised June 2017). 1 Exe cutive Summa ry Super PACs have grown in number, wealth, and influence since the Supreme Court laid the foundation for their formation in Citizens United v. Federal Election Commission, and the decisions reached by other courts and the FEC clarified the boundaries of their political participation. Their objectives and activities also have evolved. Super PACs are not nearly as monolithic as they have been portrayed by the media. While it is inaccurate to characterize them as representative of American society, it is important to recognize that they vary in wealth, mission, structure, affiliation, political perspective, financial transparency, and how and where they participate in political campaigns. Organizational characteristics influence super PAC financing, including the sums they raise. Organizational characteristics also affect super PAC independent expenditures, including the amounts spent, the elections in which they are made, the candidates targeted, and the tone of the messages delivered. The super PAC community is not static. It is likely to continue to evolve in response to legal challenges; regulatory decisions; the objectives of those who create, administer, and finance them; and changes in the broader political environment. 2 Contents I. This dissertation examines the influence of fact- checks on citizens' evaluations of political candidates. Using an original content analysis, I determine who conducts fact-checks of candidates for political office, who is being fact- checked, and how fact-checkers rate political candidates' level of truthfulness. Groups to Watch
Groups to watch There is no question that conservative foundations and think tanks will put an increased emphasis on attacking public sector unions and public schools after the Supreme Court makes its decision in the Janus v. AFSCME case. They are already spending hundreds of millions of dollars across the nation to elect anti-labor and anti-public education candidates and to produce so-called "research," television ads and mailings to bash unions. The Koch network alone plans to spend $400 million this year.1 Virtually all of these organizations aren't required to report their donors. These groups try to bill themselves as pro-worker – they are not. They want to privatize our public schools, lower taxes for corporations and the wealthy, block access to health care, cut pensions, suppress voters, gerrymander and weaken the political power of unions. The tentacles of all of these group are already reaching into Minnesota, advocating for vouchers, more charter schools, defined-contribution pensions and the destruction of public employee unions. State Policy N etwork The State Policy Network (SPN) is a web of so-called “think tanks” that push a right-wing agenda in every state across the country, all while reporting little or no lobbying activities. The $80 million empire2 works to rig the system against working families by pushing for privatizing public schools, blocking expanded access to health care, lowering taxes for corporations and the very wealthy and undermining workers’ rights and unions. SPN and many of its affiliates are members of the controversial American Legislative Exchange Council (ALEC), where corporate lobbyists and special interest group representatives vote as equals with state lawmakers behind closed doors on “model” legislation that in many cases ends up benefiting the corporations’ bottom line. -

PATRIOTISM AND TAXATION: THE TAX COMPLIANCE IMPLICATIONS OF THE TEA PARTY MOVEMENT Richard Lavoie* Given the rise of the tea party movement, which draws strength from the historical linkage between patriotism and tax protests in the United States, the role of patriotism as a general tax compliance factor is examined in light of the extant empirical evidence. The existing research suggests that patriotism may be a weaker tax compliance factor in the United States than it is elsewhere. In light of this possibility, the tea party movement has the potential to weaken this compliance factor even more. -

Conservative Movement How did the conservative movement, routed in Barry Goldwater's catastrophic defeat to Lyndon Johnson in the 1964 presidential campaign, return to elect its champion Ronald Reagan just 16 years later? What at first looks like the political comeback of the century becomes, on closer examination, the product of a particular political moment that united an unstable coalition. In the liberal press, conservatives are often portrayed as a monolithic Right Wing. Close up, conservatives are as varied as their counterparts on the Left. Indeed, the circumstances of the late 1980s -- the demise of the Soviet Union, Reagan's legacy, the George H. W. Bush administration -- frayed the coalition of traditional conservatives, libertarian advocates of laissez-faire economics, and Cold War anti- communists first knitted together in the 1950s by William F. Buckley Jr. and the staff of the National Review. The Reagan coalition added to the conservative mix two rather incongruous groups: the religious right, primarily provincial white Protestant fundamentalists and evangelicals from the Sunbelt (defecting from the Democrats since the George Wallace's 1968 presidential campaign); and the neoconservatives, centered in New York and led predominantly by cosmopolitan, secular Jewish intellectuals. Goldwater's campaign in 1964 brought conservatives together for their first national electoral effort since Taft lost the Republican nomination to Eisenhower in 1952. Conservatives shared a distaste for Eisenhower's "modern Republicanism" that largely accepted the welfare state developed by Roosevelt's New Deal and Truman's Fair Deal. Undeterred by Goldwater's defeat, conservative activists regrouped and began developing institutions for the long haul. -

Although our jurisdictions vary in size, geography, and political composition, we are united in our commitment to an effective criminal justice system that safeguards the communities of our states. To that end, a bipartisan coalition of Attorneys General supported the passage of the First Step Act of 2018—landmark legislation that brought common sense improvements to myriad aspects of the criminal justice system. Central to these reforms was retroactive relief for individuals sentenced under the discredited 100-to-1 crack-to-powder cocaine ratio that Congress abolished in 2010. Following the Supreme Court’s recent opinion in Terry v. United States, however, the lowest level crack cocaine offenders remain categorically ineligible for resentencing. We write today to urge Congress to amend the First Step Act, and to clarify that its retroactive relief applies to all individuals sentenced under the prior regime. Congress enacted the historic First Step Act of 2018 to modernize the criminal justice system, implementing comprehensive reform in areas such as corrections, criminal charging, community re-entry, and beyond.
