The USDA Forest Service, Pacific Southwest Region, Law Enforcement and Investigations, (LEI) will soon be advertising three GL-1801-5/7/9, Law Enforcement Officer, (LEO) positions.

Introductory Statement The incumbent will be responsible for performing full-time law enforcement duties including detection, investigation, apprehension, detention, and prosecution activities associated with the enforcement of the laws and regulations relating to National Forest System lands and resources. The incumbent is required to qualify with and carry defensive equipment, including firearms, and subject to random drug testing. The position is subject to pre-employment drug screening, compliance with physical fitness requirements, and satisfactory results on a pre- employment Single Scope Background Investigation; the position is designated as high risk.

This is a primary law enforcement position under 5 U.S.C. 834© (CSRS) and 8412(d) (FERS). Applicant must be under age 37. Applicants who are age 37 or over may subtract any of their prior federal service that is in approved primary/rigorous positions that is creditable for retirement from their current age to meet this age requirement. Applicants must provide proof of this creditable service prior to appointment.

Applicants who are entitled to veteran’s preference are eligible to request a waiver to the maximum age requirement. In instances where the maximum entry-age is waived, the corresponding mandatory retirement age for these individuals will also be higher because it will be reached after 20 years of coverage under special retirement provisions for the entitlement to an immediate enhanced annuity.

Special Conditions of Employment: Final appointment for this position is conditional upon the candidate meeting all medical and physical requirements in a pre-employment examination, passing a pre-employment drug test, compliance with physical fitness requirements, and successful completion on a pre- employment Single Scope background investigation. The incumbent is required to carry and use government-owned firearms as part of assigned duties and maintain such qualifications. Because of an amendment to 18 U.S.C. 922(g)(9), which became effective September 30, 1996, applicants are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless such conviction was expunged, set aside, or the applicant received a pardon.

The incumbent must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). The individual selected must successfully complete, or have completed, the Land Management Police Training (LMPT) at the Federal Law Enforcement Training Center (FLETC), Glynco, GA, or equivalent basic police officer training. In addition, the incumbent must successfully complete the 12-week Field Training and Evaluation Program immediately following basic training and the FLETC Drug Enforcement Training Program (DETP).

The Region: The Pacific Southwest Region is comprised of 18 national forests with a combined size of over 20 million acres, or approximately one fifth of California’s land base, which is located in the North Coast, Cascade, and Sierra ranges and from Big Sur to the Mexican border in the South Coast range.

Sequoia NF – Springville, CA: The 1.2 million acre is located at the southernmost end of the range in California, within Tulare, Kern, and Fresno counties. The Sequoia National Forest contains three Ranger Districts, Hume Lake based out of Dunlap, CA, Western Divide based out of Springville, CA, and Kern River based out of Kernville, CA. The Sequoia National Forest also includes the 330,000 acre Giant Sequoia National Monument. Elevations range from less than 1,000 feet on the Kings and Kern Rivers to 12,432 feet on Florence Peak in the . There are thirty-eight protected giant sequoia groves scattered over a belt 260 miles long and about 15 miles wide at any point. Vegetation on the Forest consists of 700,000 acres of conifer, 350,000 acres of mixed chaparral, and 72,000 acres of grasslands.

Located in the southern Sierra Nevada Mountains, the Western Divide Ranger District offers varied environments and activities. The District elevation ranges from 1,000 feet to 12,000 feet with vegetation that includes annual grassland, oak-woodlands, mixed conifer forests, and giant sequoia groves. The Western Divide Ranger District includes two-thirds of the Giant Sequoia National Monument and the Hume Lake District includes the northern third of the Monument.

Recreational opportunities include camping, fishing, picnicking, hiking, horseback riding, hunting, cross-country skiing, snowmobiling, and sight-seeing. There is an assortment of wildlife inhabiting these areas. The Western Divide District is approximately 341,000 acres.

The Sequoia National Forest includes the Dome Land and areas and parts of the Golden Trout, South Sierra, and areas.

Community Information: This position is located at the District Office in the community of Springville, California. The population of Springville is about 1,100 and the town is set along the Tule River at 1,000 feet in elevation. For the most part this puts the town above the summertime smog and wintertime fog that is common in the San Joaquin Valley. In the summertime average temperatures range from 90-100 degrees during the day to 60-70 at night. In the wintertime average temperatures range from 50-60 degrees during the day to 30-40 at night. Most rain is received in the wintertime aside from occasional summer thunderstorms.

The Springville area consists of several small businesses, Chamber of Commerce, post office, elementary school (K-8). Private housing is readily available for purchase, but housing rentals are scarce.

Porterville, a community of about 50,000 people, is located 13 miles away. High schools and a community college (Porterville College) are located here.

Porterville/Springville area offers plenty of recreational opportunities; golf, bowling, movie theater, community theater, fishing, swimming, boating, and water skiing at nearby Lake Success, as well as at Lake Isabella on the southern end of the Forest.

Stanislaus National Forest- Pinecrest & Groveland, California The Stanislaus National Forest totals approximately 1,090,000 acres within its boundaries. The Forest is bordered on the south by the Merced River and the . The and the comprise the northern border. and the Toiyabe National Forest make up the eastern boundaries.

The Forest/Community Stanislaus NF – Groveland, CA: Sonora is the largest full-service community within commuting distance of Groveland. Sonora is the county seat for Tuolumne County. The Tuolumne County Chamber of Commerce website is quite informative. Nearby Yosemite National Park provides year-round recreation and inspiration for both locals and international travelers. Summer time is tourist season.

The historic gold rush town of Groveland is small and friendly, yet it is complete with a grocery store, pharmacy, library/museum, medical clinic, youth center and a variety of restaurants, hotels and shops. You will find churches of many denominations and a variety of service groups. Groveland’s Tenaya Elementary School covers grades K-8 and Tioga High School is grades 9-12. The Groveland’s Yosemite Chamber of Commerce website is a great resource for local information and community events.

Housing opportunities are changing. The best information on availability and cost can be obtained from local real estate and property management firms in the area. Pine Mountain Lake is a gated community and boasts a private lake, swimming pool, an 18-hole championship golf course, airport and horse riding stables. A good source of local and wider area community information can be found on the website maintained by the local newspaper the Pine Mountain Lake Union Democrat or the myMotherLode website.

Stanislaus NF – Pinecrest, CA: The Summit Ranger District Office is located in Pinecrest about 30 miles east of Sonora on Highway 108 at the intersection with Pinecrest Lake Road, at 5800’ elevation. The nearest full service community to the Summit Ranger District is the city of Sonora, 30 miles west of Pinecrest on Highway 108. It serves as the county seat for Tuolumne County (http://www.tuolumnecounty.ca.gov/). The Tuolumne County Chamber of Commerce website (http://www.tcchamber.com/index.php) is quite informative. Sonora contains a full compliment of goods and services (Wal-Mart, Orchard Supply, Lowes, PetSmart, Safeway, etc.) one hospital, a junior college, an airport, public transportation, county fairgrounds, four theaters, a cinema, many restaurants and much more. A good source of community information can be found on the website maintained by the local newspaper (www.uniondemocrat.com) or www.mymotherlode.com).

The Pinecrest area is a seasonal cabin community that within the US Forest Service administered Pinecrest Recreation Area; There are multiple community areas in the Highway 108 corridor from Sonora, CA, to Strawberry, CA, with available and affordable single family homes and a variety of neighborhood types from traditional to remote mountain. The Highway 108 corridor receives the Stanislaus National Forest’s highest visitation use, and the Summit District is the busiest of the Stanislaus National Forest’s four Districts with multiple lake areas, resort areas, Wilderness access, and many campgrounds. Pinecrest has some basic services and a full range of services with multiple offerings for doctors, dentists, veterinarians, schools, restaurants, etc. are located in the communities throughout the Highway 108 corridor such as in Twain Harte, CA, with a community pool, library, grocerty market, and pharmacy, and in the full service community of Sonora, CA. Although there are no churches in the Pinecrest area, during the summer months an all demonination service is held every Sunday at the Pinecrest Amphitheater.
