ERF 32074 MOWBRAY, CORNER CHURCH STREET AND BRIDGE STREET, IN THE TABLE BAY DISTRICT, , CAPE DIVISION, WESTERN CAPE PROVINCE:

Application to HWC for works to a building that is older than 60 years, located within a HPOZ, graded and for the erection of a 1st floor extension is hereby formally submitted.

The application / proposed works are supported by both Council. The rate payers do not fully support but we are in the process of discussing a possible revised scheme. Please see endorsed plans and Council’s comments.

2. Application details:

A 1st floor extension is proposed to a building that is older than 60 years, graded and located within a HPOZ.

The application triggers a technical departures (building line) and Council’s consent is requested as works are proposed in a HPOZ. Council can only clear the LUM application once HWC has issued a RoD.

The internal alterations proposed to the graded building are minor and very minor graded material is removed. All the original floors, roofs, fire places and doors are retained.

3. Property Description

Erf 32074, Mowbray is situated in the City of Cape Town, Cape Division, Western Cape Province. The property is located on the corner of Church Street and Bridge Street and is currently developed with a Combined Building. The Combined Building comprises of shops on ground floor and offices on the first and second floor.

The subject property is governed by the City of Cape Town Zoning Scheme Regulations (CTZSR) and is currently zoned as General Residential (GR2) use zones. In terms of the permitted uses on the property, a Boarding House is permitted in the mentioned zone, as off right.

4. Current and proposed use of the property:

Student accommodation.

5. Character of the area:

The subject property is located within an area that is zoned General Residential (GR2 and GR4) use zones (see zoning extract below), and in relatively close proximity to the , the activity route Main Road and the Mowbray Station. The character the area is made up of a variety of uses ranging from dwelling houses to Blocks of Flats and businesses along Main Road.

6. Mandate, Ownership and Title conditions

Enclosed is the Power of Attorney and Resolution, enabling Andrew Pratt Town Planners to act on behalf of the registered owner, Mr and Mrs van Wijk, to inter alia apply for and facilitate the HWC’s approval process associated with the proposed use of the subject property.

7. Motivation

From the plans it will be noted that very little graded material will be removed.

The 1st floor extension will be set back from the main façade of the original graded building, therefore not upsetting the scale and appearance of the graded building.

Other finishes will be traditional in style and in keeping with the original finishes on the parent dwelling and the surrounding area. Overall the materials on the exterior of the dwelling will be of a high standard.

None of the original fittings such as wooden floors, fire places, doors and windows will be removed. All will be renovated and retained.

8. Summary:

The following conclusions are drawn from the report in order to illustrate the approval of the proposed application:

- The proposal would not detract from the existing surrounding built form and would not have a negative impact on the character of the graded property and surrounding area. - The building will be restored and original features will be retained.

Given the above, HWC is to favorably consider this application and grant the RoD.
