This article is an open access publication Abstract This study aimed to provide a mathematical model for the determination of optimal wind power price in the case of con- struction of new of-grid-connected wind power plants in diferent areas. The proposed model is based on nine features including construction cost, side costs (cost of replacement, maintenance, and repairs), pollution, electricity generation, proft, renewability level, green economy, rate of return on investment, and consumption. First, the inputs of the mathemati- cal model were obtained by technical–economic feasibility evaluation of the study areas in the software Homer using the 10-year wind speed data (2006–2016). The optimal wind power prices were then determined in three diferent modes by solving the mathematical model with MATLAB. The modes considered in optimization were the construction of 1, 2, and 3 wind power plants in the study areas. Simulation of construction of wind power plants in each mode was conducted in the software Homer. The results showed that the optimal wind power price resulting from construction of 1, 2, and 3 are 0.159, 0.151, and 0.140 $ per kilowatt, respectively. The proposed mathematical model was found to have sufcient capability in determination of optimal wind power price. It increases with age and about 54.4% were circumcised less than 7 years age. Almost all operations were performed by traditional circumcisers 85.7%. FGM was correlated with mothers’ education level (p<0.001), age (p<0.001), women’s level of education (p=0.006) and the level of knowledge and attitude toward mutilation (p<0.001). FGM is a common practice in Ravansars’ women. Improving the public knowledge regarding FGM and its consequences is extremely essential.

The aim of this study was to examine the access to healthcare and degree of development in health care resources in the west of Iran in 2011. Method: This was a cross-sectional and retrospective study. The study setting was 51 cities of five western provinces of Iran, including Kermanshah, Kurdistan, Ilam, Lorestan and Hamadan. For assessing these towns in terms of the degree of development in healthcare resources by the numerical taxonomy technique, 23 indicators of health resources were selected and obtained from the statistics yearbook. The data was analyzed by EXCEL software. Results:Our study showed that the highest and lowest access to health care based on numerical taxonomy belonged to cities of Kermanshah (0.61) and Salas Babajani (1.07). Also, most towns of Ilam, Lorestan and Kurdistan provinces are underdeveloped and developing, while the most towns of Kermanshah and Hamadan provinces were placed in the developed region. Conclusion: This study showed that there was a large gap between the cities of one province and also among the provinces in terms of the access to and degree of development in health care resources. Therefore, it is suggested that a higher priority in terms of health resource allocation should be placed on the developing and underdeveloped areas in order to reduce these disparities.

In concrete dam 3D mechanical jointmeter use for measurement of displacement that occurred between tow block (Hezarkhani et al., 2010). The earthquake, with 7.3 magnitudes, occurred on 12/11/2017. In this research, the data of installed instruments such as 3D mechanical jointmeter have been used and it is shown that the earthquake caused rotation and settlement of the dam body blocks and opening of the joints of the blocks. Hirvi dam located in Paveh county-Kermanshah province-Iran and is a regulatory dam that built on the Sirvan River. Hirvi dam contain 22 block that 11 block located on right bank and 11 block on left bank (view is downstream to upper stream). 3D (X, Y and Z) mechanical joint meter installed on joints of between blocks. X axis dimension is horizontal and parallel to dam axis, Y axis dimension is horizontal and is perpendicular to dam axis and Z axis is vertical and is perpendicular to dam axis. X axis shown the opening, Y axis shown the shearing and Z axis shown. According to 3D mechanical jointmeter data, in the period of the earthquake of Sarpol-e Zahab, we can diagnostic that block R7 relative to R6 and block R6 relative to R5 enclosure.
