Hannah D. TOWN WARRANT The State of New Hampshire To the inhabitants of the Town of Rye, in the County of Rocking- ham in said State, qualified to vote in Town affairs: You are hereby notified to meet at the Town Hall in said Rye on Tuesday the tenth of March, next, at nine o'clock in the forenoon, to vote by ballot upon the following subjects: Article 1. To choose a Treasurer and a member of the Budget Committee for the ensuing year; a Selectmen, a Cemetery Trustee, a Library Trustee, a Trustee of Trust Funds, and two members of the Budget Committee for the ensuing three years. Article 2. To choose all necessary officers for the Rye School District in accordance with the statutory procedure adopted by said District at its March 1962 annual meeting. Polls will not close before seven o'clock p.m. on March 10, 1981. You are hereby further notified to adjourn to meet at the Rye Junior High School on the fourteenth day of March, next, at seven o'clock in the evening, to vote upon the following subjects: Article 3. To see if the Town will authorize the Selectmen to borrow money in anticipation of taxes. Article 4. To see if the Town will vote to allow a five percent (5%) discount on all property taxes paid within thirty days from the date of mailing of the tax bills. Article 5. To see if the Town will vote to raise and appropriate the sum of one hundred and fifty-five thousand dollars ($155,000.00) for the purpose of prepar- ing plans and specifications for sewerage treatment facilities which are require- ments contained in the Federal Water Pollution Control Act, as amended (33 U.S.C. 1251 et seq.) and will qualify the Town for Federal funds, and to authorize the Selectmen to apply for, negotiate for and do all other things necessary to obtain such Federal, State, or other assistance in the amount of one hundred and thirty- eight thousand five hundred dollars ($138,500.00) as may be available for this purpose, and further, to authorize the Selectmen to borrow money in anticipation of said assistance as outlined in N.H.R.S.A. 33:7-b, as amended, and pass any vote relating thereto. And, pending such assistance, to authorize the raising by the issuance of Serial Bonds or Notes not to exceed sixteen thousand five hundred dollars ($16,500.00) being the State and Town share under the Municipal Finance Act (N.H.R.S.A. 33:1, as amended), or by taxation, and to allow the Selectmen to expend such monies as become available from the Federal government under the Financial Assistance Program of the Construction Grants Section of the Federal Water Pollution Control Act, as amended (33 U.S.C. 1251 et seq.) and pass any vote relating thereto. (Requires a two-thirds vote.) This Article is recommended by the Budget Committee only to the extent of $46,000.00. Article 6. To see if the Town will vote to raise and appropriate the sum of seventy thousand dollars ($70,000) for the purpose of constructing a new high- way building at the brush dump site at the corner of Washington and Grove Roads, in accordance with preliminary plans presented by the Highway Agent. The funds for this project are proposed to be raised as follows: Forty thousand dollars ($40,000) to be appropriated from Revenue Sharing funds received or to be re- ceived by the Town in the fiscal year 1981 and the remainder, thirty thousand dollars ($30,000) to be raised and/or appropriated from a combination of the proceeds from the sale of the present highway building and taxes. (This Article recommended by the Budget Committee) Article 7. To see if the Town will vote to authorize the Board of Selectmen to sell the present highway building, in the event the previous Article (#6) is approved, by sealed bid or public auction to the highest bidder. Article 8. To see if the Town will vote to raise and appropriate the sum of six hundred seventy-three dollars ($673) to be paid to the Rockingham County Community Action Program, Inc. as the Town's share of the local program. (This Article not recommended by the Budget Committee) Article 9. To see if the Town will vote to raise and appropriate the sum of one hundred dollars ($100) to be paid to the Retit^-ed Senior Volunteer Program of Portsmouth, N. H., as the Town's share of its programs. (This Article not recommended by the Budget Committee) Article 10. To see if the Town will vote to raise and appropriate the sum of fifteen thousand dollars ($15,000) for the purpose of constructing a bandstand in Parsons Park in accordance with preliminary plans prepared by Philip S. Gambling , A. I. A., Architect. (This Article not recommended by the Budget Committee) Article 11. To see if the Town will vote to raise and appropriate the sum of ten thousand dollars ($10,000) for the purpose of providing additional office space at the Rye Town Hall; specifically, to enclose the area at the rear of the Select- men's office. (This Aiticle not recommended by the Budget Committee) Article 12. On petition of Frances I. Holway and 88 others, to see if the Town will raise and dpproptiaLe the sum of ten thousand dollars ($10,000) for the pur- pose of hiring an Administrative Assistant to the Selectmen, such sum to be ex- pended for salary and expenses for the period of July 1 through December 31, 1981. Said Administrative Assistant will have had college training in public administra- tion and administrative experience in municipal government. (This Article not recommended by the Budget Committee) Article 13 On petition of Larry D. Severance and 13 others, to see if the Town will authorize the Selectmen to appoint a committee for the purpose of finding a site for a teen/community center in Rye and to raise and appropriate $500 for administrative costs. This committee would be composed of eleven members includ- ing a representative from the Rye Recreation Commission, the Rye Police Department, the Rye School Board, the Rye Young Women's Club, the Rye Lions Club, and four teen-age residents and two other interested citizens. (This Article not recommended by the Budget Committee) Article 14. On petition of Leigh Y. Johnston and 14 others, to see if the Town will vote to raise and appropriate the sum of two thousand dollars ($2000) to paint the Town Hall offices, lobby, and kitchen area and recarpet the Selectmen's, Tax Collector's, and Town Clerk's offices.
