    Volume 19 | Issue 12 | Number 2 | Article ID 5604 | Jun 15, 2021 The Asia-Pacific Journal | Japan Focus Imperial Japanese Propaganda and the Founding of The Japan Times 1897-1904 Alexander Rotard Abstract: Founded in 1897 as a semi-official government organ by Zumoto Motosada with the support of Itō Hirobumi and Fukuzawa Yukichi, The Japan Times played an essential role, as the first English-language newspaper to be edited by Japanese, in shaping Western understandings of Japan and Japanese modernisation in the late 19th to early 20th centuries. The Japan Times framed Japanese ‘modernisation’ in the language of Western civilisation, thus facilitating Japan’s rapprochement with the Western Powers (particularly with Great Britain) in the late 19th century by presenting Japan as a ‘civilised’ (i.e., Western) nation-state. The paper played an equally important role in manipulating Western public discourses in favour of Japan’s expansionist ambitions in Asia by framing justifications for Japanese foreign policy in concepts of Western civilisation. The Internet has given Canada’s community newspapers the ability to publish online as quickly as their daily and broadcast counterparts, providing both opportunities and challenges. This study investigates how community newsrooms are adapting to a digital environment, examines media response to technological change, and assesses the long-term viability of community newspapers via an analysis of structural trends at a time when newspapers are forced to once again renegotiate their place within the evolving networked news ecology. This is, after all, not the first time newspapers have faced a so- called disruptive technology. Radio did not kill newspapers, nor will the Internet. It was believed that (1) editors of weeklynewspapers would regard as more important letters referring to the community positively, while (2) editors of daily newspapers would regardas more important letters dealing with controversial issues and conflict. Surveys were completed by 55 weekly and 45 dailynewspaper editors in a large eastern state. Circulation figures for those papers ranged from fewer than 5,000 to more than 100,000, representing a variety of community sizes. The results supported the hypotheses. The proportion of weekly and daily editors regardingas important or unimportant letters reflecting conflict presentedan almost perfect inverse relationship. These results lend support to the notion that newspapers are reflections of the social structures in which they operate. The tendency of daily newspapers--usually published in larger heterogeneous communities--to reportmore conflict, and the inclination of weekly newspapers--usually published in smaller homogeneous communities--to suppress it, illustrate the importance of the social environments in which thesenewspapers operate.

    Ireland's Alternative Press: Writing from the Margins Lance Pettit Introduction [Alternative media are those that] avowedly reject or challenge established and institutionalised politics, in the sense that they all advocate change in society, or at least a critical assessment of traditional values.[...] Often founded to campaign on one particular issue, alternative media face considerable problems of survival, given their tendency to be under-financed, and unattractive to advertisers and the mass commercial market.(O'Sullivan, 1994: 10) Given the relative scarcity of published sources on the press in Ireland, it is perhaps not surprising that there is little writing on alternative publications. An Phoblacht/Republican News (AP) Gay Community News (GCN) and The Big Issues (BI) might appear to exemplify O'Sullivan's definition of 'alternative media'. This article provides an examination of the term using examples that are specific to the social and political context of Ireland in the 1990s. The material presented here is largely based on three, hour-long interviews carried out with the editors in October 1996. Table 1 below provides some key facts about the publications for reference and comparison. The aim of this article is to understand these publications in relation to, and indicators of, the wider cultural dynamic of contemporary Ireland and its mainstream press. Table 1. The Yolo County Archives was established in 1985 as the official repository of the historical records of Yolo County government. Beyond that, the purpose of the Archives is to collect, preserve, and make available to the public a collection of material pertaining to Yolo County from 1850 to the present. Therefore, in addition to official county records, it also contains material donated by many individuals, businesses, and organizations. The Archives is administered by the County Library and is funded jointly by Yolo County and a volunteer group, Friends of Yolo County Archives. It shares a building with the administrative headquarters of the County Library and the County Record Center. The Archives’ collection occupies 1,200 square feet of warehouse space. In addition, there is a public research room and a conservation workroom. Copies of documents, maps, and photographs may be purchased. There is no charge for on-site use of the Archives and 30 minutes of research is done without charge for each mail or telephone request. The Archives is staffed seven hours a week and is open on Tuesdays between 9 a.m.
