Be it enacted by the Legislature of the State of Haryana in the Sixty-eighth Year of the Republic of India as follows :- 1. This Act may be called the Haryana State University of Horticultural Sciences, Karnal Short title. (Amendment) Act, 2017. 2. In the long title of the Haryana State University of Horticultural Sciences, Karnal Act, 2015 Amendment of (hereinafter called the principal Act), for the words and sign “The Haryana State University of long title of Haryana Act 32 Horticultural Sciences,”, the words “Maharana Partap Horticultural University” shall be substituted. of 2016. 3. The Horticulture University is being set up to establish a University in the State for the purposes of affiliating, teaching and ensuring proper and systematic instruction, training, research and extension in modern systems of Horticultural sciences, vegetable sciences and allied sciences. The main campus of the University will be at village Anjanthali, Nilokheri, Karnal. It has been decided to change the name of the University from “Haryana State University of Horticultural Sciences, Karnal” to “Maharana Partap Horticultural University, Karnal”. Therefore, the necessary amendment within “Haryana State University of Horticulture Sciences, Karnal Act, 2015 will be required. Singh, Scientist- ‘D’ North Western Region Chandigarh September 2016 2 FOREWORD Central Ground Water Board has been monitoring ground water levels and ground water quality of the country since 1968 to depict the spatial and temporal variation of ground water regime. The changes in water levels and quality are result of the development pattern of the ground water resources for irrigation and drinking water needs. Analyses of water level fluctuations are aimed at observing seasonal, annual and decadal variations. Therefore, the accurate monitoring of the ground water levels and its quality both in time and space are the main pre-requisites for assessment, scientific development and planning of this vital resource. Central Ground Water Board, North Western Region, Chandigarh has established Ground Water Observation Wells (GWOW) in Haryana State for monitoring the water levels. As on 31.03.2015, there were 964 Ground Water Observation Wells which included 481 dug wells and 488 piezometers for monitoring phreatic and deeper aquifers. In order to strengthen the ground water monitoring mechanism for better insight into ground water development scenario, additional ground water observation wells were established and integrated with ground water monitoring database.

    Mobile phones based agro-advisories role in gender empowerment Surabhi Mittal International Maize and Wheat Improvement Center (CIMMYT) India [email protected] Abstract Mobile phone-enabled information delivery mechanism has the potential to reduce the knowledge gap between large and small farmers, and also across gender by creating awareness. This paper focuses on how women are receptive to the information that they receive through mobile phones, how the access to information through the mobile phone has helped them to feel empowered? What kind of information they value? And what potentially it means for their empowerment? This is done by analyzing listening behavior of farmers both men and women towards information provided through mobile phones. The study is undertaken in selected villages of two states of India Haryana and Bihar and thus also present some contrasting results across the two states. Female farmers feel that the agro advisories have helped them to increase their knowledge about farming practices which includes information about modern technologies and best practices. Introduction Indian agriculture has suffered from low growth and low productivity in last two decades and this has been attributed to major challenges that include deficits in physical infrastructure, poor availability of agricultural inputs such as seed, fertilizer and agri-related services in rural areas, and farmers’ poor access to information about modern technologies and best practices. (Kumar and Rosegrant, 1994; Mittal and Kumar, 2000; Evenson et al., 1999; Fan et al., 1999; Singh, 2002). No.S.O. 46/C.A.59/1988/S.99/2010.- Whereas, the Haryana Roadways, a Haryana State Transport Undertaking is providing transport services on all the inter-state and inter-state routes except certain routes on link roads in Haryana allotted to the unemployed youth through their co-operative transport societies under the Scheme 1993 and Scheme 2001, and that the need for passenger transportation has been increasing constantly which is resulting into proliferation of unauthorized operation of traffic in the State; therefore, in order to bridge the gap between demand and supply of transport services, the Governor of Haryana is of the opinion that for the purpose of providing an efficient, adequate, economical and properly co-ordinated road transport service, it is necessary and in the public interest that passenger roads transport services in general should continue to be run and operated by the State Transport Undertaking, namely Haryana Roadways to the complete exclusion of other persons except on routes specified under this scheme and those routes situated on link roads and allotted to private Transport Co-operative Societies of unemployed youth under the Scheme 1993 and Scheme 2001. Now, therefore, in exercise of the powers conferred by sub section (i) of section 99 of the Motor Vehicles Act, 1988 (Central Act 59 of 1988), and in supersession of Haryana Government, Transport Department, notification No. S.O. 90/C.A. 59 /88/S.100/93, dated the 3rd November, 1993 and notification No. SO 422/AT1/CA 59/1988/S (3)/100, dated the 19th January, 2001, the Governor of Haryana hereby formulates a proposal regarding the following policy and publishes it in the Official Gazette for information of persons likely to be affected thereby.
