Abstract This report presents results from the eighth in a series of national telephone surveys conducted for the National Highway Traffic Safety Administration (NHTSA) to assess current status and trends regarding the public’s attitudes, knowledge, and self-reported behavior related to drinking and driving. This Volume I: Summary Report, presents key results from the survey, including the reported frequency of drinking and driving, perceptions of drinking and driving as a problem, actions taken to prevent drinking and driving, attitudes and experience with enforcement of the drinking and driving laws, and the perceived effectiveness of different intervention strategies. Volume II: Findings Report provides an in-depth analysis of the topics presented in Volume I, in addition to other topics of interest. Volume III: Methodology Report describes the methods used to conduct the interviews and analyze the data, and includes copies of the questionnaires. Twenty percent of the public age 16 and older had in the past year driven a motor vehicle within 2 hours of drinking alcohol, a number largely unchanged from previous survey years. About two-thirds of these drinking-drivers did so in the past 30 days. Computed national estimates showed the public making 85.5 million drinking-driving trips in the past 30 days. Eight percent of the population had ridden in the past year with a driver they thought had consumed too much alcohol to drive safely, with males 21 to 24 (24%) most likely to report this. Thirty percent of drinking-drivers had driven in the past year when they thought they were over the legal limit for alcohol and driving. More than four-fifths (81%) of the public age 16 and older viewed drinking and driving by others as a major safety threat to themselves and their families. One-third (33%) had ridden with a designated driver in the past year. Forty-four percent of drivers had been a designated driver in the past year. About 1% of the population 16 and older had been arrested for a drinking and driving violation in the past 2 years; the percentage was 5% for males 21 to 24. Four in 10 persons (40%) believed the penalties for violating drinking and driving laws should be much more severe, while an additional 26% believed they should be somewhat more severe. Thirty percent had seen a sobriety checkpoint in the past year. There was a preference that sobriety checkpoints be conducted weekly (40%) or monthly (35%). When asked if there was a national minimum drinking age in the United States, 71% said “yes.” Of those who said there was a minimum legal drinking age, 86% correctly identified it as 21. Of eight intervention strategies read to respondents, alcohol interlocks ranked first in the percentage that believed them very effective in reducing or preventing drunk driving (63%), followed by providing alternate ways for people who have had too much to drink to get home, suspending the license of drunk drivers, and impounding or seizing the vehicle of drunk drivers (all at 54%). 17. Traffic crashes cost society more than $230 billion each year.2 Despite progress since the 1980s in reducing alcohol-related fatalities, they remain unacceptably high. The National Highway Traffic Safety Administration (NHTSA), in conjunction with other Federal and State agencies and grassroots organizations, has worked aggressively toward reducing the incidence of alcohol-impaired motor vehicle crashes. Passage of laws in all 50 States and the District of Columbia establishing 21 as the minimum drinking age, as well as the October 2000 passage of a stricter standard for drinking and driving,3 indicate continuing improvement in this area. The 2008 National Survey of Drinking and Driving Attitudes and Behaviors is the eighth in a series of periodic surveys begun in 1991. The objective of these studies is to provide a status report on current attitudes, knowledge, and behaviors of the general driving-age public with respect to drinking and driving. The data are used to 1) track trends in the nature and scope of the drinking-driving problem, and 2) identify areas in need of further attention in the pursuit of reducing drinking and driving. This report summarizes survey data collected from 6,999 survey respondents in 2008, as well as a trend analysis generated from the six surveys administered between 1993 and 2008 (the 1991 results are not included because of substantial differences between the 1991 survey and its successors). The survey was administered to a randomly selected sample ages 16 and older from September 2008 to December 2008, with over-sampling of young adults ages 16 to 24. A total of 5,392 interviews were completed with respondents who were using landline phones during the interview and 1,607 were completed with respondents who were using cell phones. This report is not intended to provide in-depth analyses of any one topic, but rather to provide a general overview of current drinking and driving attitudes and behaviors, as well as to address the extent to which these attitudes and behaviors have changed since 1993. FOREWORD As the use of alcohol and the problems related to alcohol abuse increase in our society, so does public concern. The socioeconomic costs (crime, treatment lost employment, reduced productivity, social programs) confronting California's citizens as a result of the problems related to alcohol abuse is conservatively estimated at more than $11 billion annually. This is a cost of over $400 for every man, woman, and child in California. As a result, citizen and parent groups, youth and student organizations, civic groups, law enforcement agencies, educators, health care providers, business leaders, and the community at large are joining together to battle this problem and its consequences to our citizens, especially our youth.

Code §§ 13A-6-20 & Serious Bodily Injury: Driving under the influence that result in the 13A-5-6(a)(2) serious bodily injury of another person is assault in the first degree, Ala. Code § 13A-6-4 which is a Class B felony. These felonies are punishable by no more than 20 years and no less than two years incarceration. Criminally Negligent Homicide: A person commits the crime of criminally negligent homicide by causing the death of another through criminally negligent conduct. If the death is caused while operating a motor vehicle while under the influence, the punishment is increased to a Class C felony, which is punishable by a prison term of no more than 10 years or less than 1 year and one day. Priority diseases and reasons for inclusion 6.14 Alcohol use disorders and alcoholic liver disease See Background Paper 6.14 (BP6_14Alcohol.pdf) Background The WHO estimates that alcohol is now the third highest risk factor for premature mortality, disability and loss of health worldwide.1 Between 2004 to 2006, alcohol use accounted for about 3.8% of all deaths (2.5 million) and about 4.5% (69.4 million) of Disability Adjusted Life Years (DALYS).2 Europe is the largest consumer of alcohol in the world and alcohol consumption in this region emerges as the third leading risk factor for disease and mortality.3 In European countries in 2004, an estimated one in seven male deaths (95 000) and one in 13 female deaths (over 25 000) in the 15 to 64 age group were due to alcohol-related causes.3 Alcohol is a causal factor in 60 types of diseases and injuries and a contributing factor in 200 others, and accounts for 20% to 50% of the prevalence of cirrhosis of the liver. Alcohol Use Disorders (AUD) account for a major part of neuropsychiatric disorders and contribute substantially to the global burden of disease. Alcohol dependence accounts for 71% of all alcohol-related deaths and for about 60% of social costs attributable to alcohol.4 The acute effects of alcohol consumption on the risk of both unintentional and intentional injuries also have a sizeable impact on the global burden of disease.2 Alcoholic liver disease (ALD) is the commonest cause of cirrhosis in the western world, and is currently one of the ten most common causes of death.5 Liver fibrosis caused by alcohol abuse and its end stage, cirrhosis, present enormous problems for health care worldwide.

    ADDICTIONS: Alcohol-related harm in the United States Posted: Wednesday, May 3, 2017 JoAnn Hummers When considering the impact of alcohol and other drugs on communities, one common response is “I only drink alcohol, but don’t use drugs!” or “It’s only beer.” A group called Alcohol Justice describes its mission as promoting “evidence-based public health policies and organiz[ing] campaigns with diverse communities and youth against the alcohol industry’s harmful practices.” Here is their description of the problem: ––– Globally, alcohol consumption causes an estimated 2.5 million deaths every year. Alcohol has been found the most harmful drug in terms of harm to both users and to other people. A 2013 study found alcohol caused nine times as many deaths annually as other drugs. Alcohol contributes to a wide range of negative societal and personal consequences, and causes more harm than any other drug in the U.S. Despite the alcohol industry’s claims, alcohol-related harm goes far beyond drunk driving or underage drinking. In the United States: • Alcohol is the third leading cause of preventable death. • Nine percent of all deaths were attributed to alcohol consumption in 2005. • Approximately 4,300 people under the legal drinking age of 21 die annually from injuries caused by drinking alcohol. Alcohol consumption accounts for approximately 88,000 deaths each year. • Alcohol use is associated with physical and sexual assault, unintended pregnancy, sexually transmitted diseases, violence, vandalism, crime, overdose, other substance use, and high-risk behavior. • Alcohol contributes to various illnesses such as hypertension, liver cirrhosis, chronic pancreatitis and cancers of the breast, esophagus, larynx, pancreas and liver.

In fact, DUI and DUID crashes in the United States have killed more people since 1982 than the total number of Americans killed in battle since 1950. This includes the Korean War, the Viet Nam war, Desert Storm, and Operation Iraqi Freedom combined. (Statistical Summary – America’s Major Wars) Every 2 minutes, someone is injured in an alcohol related crash in America. In Colorado, one person dies every sixteen hours from injuries received in a motor vehicle related crash. The National Safety Council currently estimates each fatal crash to cost $1,150,000, each injury crash to cost $52,900, and each property damage crash to cost about $7,500. (Drunk Driving Task Force 2007 report) It is clear the economic and human toll involved is catastrophic and affects all of society.
