Planning Committee meeting – 19th April 2021 Minutes of the meeting of St Agnes Parish Council Planning Committee as above, held online and via telephone at 18:30.

PL78/20 Public Participation: M Hough gave context to PA21/02229. M Hornbuckle gave context to PA21/00342 which has been altered according to the comments of the Planning Committee previously. E Hope spoke in objection to PA21/02320, citing a threat to livelihood as the proposal will limit cattle movement, amongst other matters. C Montagu (Agent) gave context to PA21/01938.

PL79/20 Planning Committee ONLINE meeting minutes: 15th March 2021 RESOLVED that the minutes of the meeting of the Planning Committee as above, having been previously circulated, be taken as read, approved and signed. Cllrs Slater/Ripper. 7 voted in favour, 1 abstained: Cllr Johns.

PL80/20 Naming of new development within the grounds of Whites Close, St Agnes CONSIDERED the name, Silver Darlings Lane, (proposed by the Housing Delivery Team at ) which was not considered appropriate. After consultation with R Radcliffe at St Agnes Museum, ‘Saffron Close’ or ‘Saffron Gardens’ was preferred. Officers to respond.

PL81/20 Pre-planning presentation for proposed replacement of barn with dwelling: Kennall Farm, TR5 0XY RECEIVED as above from J Webber (Webber Architecture) and provided feedback as follows: The visibility for access and egress on to the Highway was raised as a concern. Light pollution was raised as a potential concern as there are large, prominent windows – shutters were proposed by the architect. The use of local slate was discussed. Concern was raised about Highways safety with regard to construction vehicles – a traffic management plan would be put in place if required.

Strong objection on the following grounds: the AONB Unit is against the proposals, which appear to be urbanising this area. The application makes no mention of visibility splays or the NDP, and outdatedly refers to Local Plan as “emerging”. The need for a new access does not appear to have been evidenced. PA21/01938: Proposed single storey extension to the dwelling, the erection of a detached single storey garage, erection of a summerhouse and change of use of a portion of the adjoining land to garden. G Shearer. Stone House, 22A, Goonown Lane, Goonown, St Agnes TR5 0UX

Strong objection on the following grounds: The WHS team are not supportive as part of the proposals lie outside the settlement boundary, and “buildings and paraphernalia will be harmful” to the fields in this context. The plans are thought to be contrary to Local Plan policy 24. The Council also note with respect to the adjoining land that there is a lack of evidence for there being 10 years of use as a garden. While the Council strongly objects to this specific application, this objection centres on extending outside the existing boundary; the Council and are not necessarily against development within the existing curtilage. The Council object on the following grounds: the proposals may damage the sustainability to a nearby farming business, disrupting farm access. This will reduce space for delivery vehicles and make access hazardous, while encroaching beyond the settlement boundary. The need for a worker to live at the business address is also not proven.
