lots of information to cover in our message this time. We'll give you a summary of ISCA's role at the National Jamboree this summer, our latest board meeting and lots more. So, first, since the Jamboree was our most recent endeavor and a substantial portion of the Journal this quarter is devoted to the Jamboree, we'll talk a little about that.

IseA at the 2005 National Jamboree at Ft. A.P. Hill - this was a first for ISCA to have a formal presence at a National Jamboree. Our overall goal was to establish a presence so that ISCA would be recognized on a National level as the organization looking out for and promoting ethics in the area of collecting and preserving Scouting memorabilia. We feel we really accomplished Terry Grove that by having a presence in two areas at the Jamboree. Of course, this is just Craig Leighty Chairman the first step in establishing a broader presence at future (we'll be President talking more about that in the future).

ISCA's presence this time was in the form of an ISCA Information booth located right in the middle of all of the BSA National Exhibits and the sponsorship of the Collections Merit Badge in Merit Badge Midway. At the ISCA booth which was organized by Marketing VP, Jef Heckinger, information was provided to Jamboree attendees about ISCA and we signed up approximately 200 new members (about 74 youth) and about 1600 Scouts and Scouters joined ISCA as e-Members. Note: e-Members do not receive the quarterly journal or have access to the members area of out web-site, but of course are encouraged to join ISCA at a future date to receive the benefits of being a full member.

New updated CSP and OA checklists were available (they are also available on the ISCA web-site for download in both PDF and spreadsheet format). In addition, Pokemon provided ISCA with a large quantity of collectable Pokemon cards that we also distributed to attendees.

At the Collections Merit Badge area, we processed over 1,000 Scouts through the booth and a total of 684 Scouts completed the merit badge. Approximately 90% of them earned it for collecting patches, not a real surprise and in second place was trading cards (mostly Magic Cards). Craig Leighty and Jim Ellis organized and coordinated this very successful activity.

To make both of these Jamboree events happen, over 20 ISCA members helped out at either the ISCA booth and/or the Collections Merit Badge area - a special thanks goes out to all of you and their names are listed at the end of our report.

lastly, Terry Grove had his Eagle Display at the Jamboree at the NESA booth. His display was also important in ISCA's presence.

Financial Update - ISCA is growing as noted above and is also financially strong. Current assets are about $57,000 of liquid assets, however, a little over 75% of that is reserved for the Life Membership fund which is used to cover the costs of our life members. Note: Life membership fees have been increased to $500 per year.

Other Board and Administrative Information To Share - we are now taking nominations for officers whose terms expire at the end of this year. Make sure you read the separate announcement of which positions will be up for re-election and please consider nominating yourself if you would like to get more involved. At this time, we'd like to announce that Warren Kuefeld has stepped down from the position of EVP - e-Membership. We'd like to thank Warren for kicking off this position and coordination of placing over 25 articles on the web-site intended in some cases for the new collector, but in other cases the more experience collector. If you haven't checked them out, please do so. You can reproduce as many of them as you wish and use them at troop meetings, OA conclaves, Trade-O-Rees and any place else that collectors (or potential) collectors might be present. At the Board meeting prior to the start of the Jamboree, we announced that Dr. Jeff Morley was the recipient of the 2005 ISCA Distinguished Service Award for service to our hobby - Congratulations Jeff.

A Special Thanks - and finally some thanks to the following individuals who contributed to making our efforts at the Jamboree such a great success: Roy More for bringing the penny smasher and manning it for the entire Jamboree, Conley Williams, Roger Ward, Johnny Pleasants and Bill Topkis for providing handouts including frisbees, pocket Blue Books, Journals, and bookmarks with the ISCA Ethics printed on them. A special thanks to Chris Jensen for all of the help with transportation and storage. And Finally the staff of volunteers who helped in the booths: Tom lyons, len Slater, Morris Cooper, Bob Hannah, Ron Boller, Bill Jones, Jon Hall, Mike Evans, Chris Kamykowski, Kyle Rief, Jonathan More, Michael Deleo, Tod Johnson, Dean Klingler, Dean Smith, Destry Hoffard, Paul Orgeron, AI Silva, Bob Cylkowski, Nick Demarco, Ned Bogie, Richard Jones and Jeff Ansley who helped to make everything possible.

ISCA participated in two locations at this year's National Jamboree. Craig Leighty and Jim Ellis led a group of ISCA volunteers at the Collections Merit Badge at the Merit Badge Midway, with Scouts sucessfully completing 684 Collections Merit Badges. The second area ISCA worked in was the ISCA Booth at the National Exhibits area. Jef Heckinger headed up this group. Between the two locations, more than 40,000 Scouts, Scouters, and visitors learned about ISCA. We have more than 1,500 new e-members and 200 full members to show for our efforts in addition to all of the positive exposure we received. ISCA JOURNAL - SSEPTEMBER 2005 5 2005 DISTINGUISHED SERVICE AWARD The ISCA Board of Directors is pleased to announce that the receipent of the 2005 Distinguished Service Award is Jeff Morley. Jeff began his Scouting career as a in 1961 and attained the rank of Eagle Scout in 1968. He was inducted into Tamet Lodge 225 in 1966 and became a Vigil Honor member of that Lodge in 1970. Jeff served as that Lodge's last Lodge Chief from 1971 - 1972. He served on the Emerald Bay Camp Staff in 1968 and on Philmont Staff in 1971 and 1972. In addition, Jeff served on the NOAC staff in 1986 and 1988.

Jeff is a Life Member of ISCA and was a Charter Member of The California Traders Association, a predecessor of ISCA. Jeff has been collecting Scouting memorabilia for over forty years and his collecting achievements are quite remarkable. He is the only collector to have ever reassembled all of the patches (issues and correct varieties) pictured in 'The Wabiningo Lodge Emblem Handbook" published in 1952 by DSA Recipient Dwight Bischel. Jeff has one of the very few complete OA Number and OA Name collections. In addition, he has one of the very few complete First Flap OA collections. Jeff has one of the very best National OA issue and variety collections, one of the best OA chenille collections, one of the best OA Anniversary and Bicentennial collections, one of the best OA pie collections, one of the best OA Vigil Honor sash collections, one of the best World Jamboree collections, and one of the best National Jamboree collections. Jeff has the definitive California OA issue and variety collection, including a complete "Green Book II" collection. Moreover, Jeff has one of the best Region Patch collections and Camp Patch collections. He also has a comprehensive collection of his boyhood Scouting: Crescent Bay Area Council (which is his favorite collection of all).

Jeff's contributions to the Scout collecting hobby are significant. He is a prolific publisher, researcher, author and co-author of numerous articles in various patch journals and other publications. Jeff and DSA recipient Bill Topkis co-founded The American Scouting Historical Society in 1984. Jeff is Editor of the original "Journal of the American Scouting Historical Society." Moreover, Jeff is a co-author, with DSA recipient Alan O'Connor, of the "Green Book: California OA Insignia," co-author of "Green Book II," with DSA recipient Dave Minnihan, co­ author of the original "First Flaps" book with Bill Topkis, and Co-Author of "First Flaps, In Color," with Dave Thomas and Bill Topkis. He is a National Editor of the "Blue Book I - V" editions, as well as a co-developer of the "Issue and Variety System" of cataloging OA patch insignia, which is used today. Moreover, Jeff has been a contributor to the "Pocket Blue Book," and a patch designer of various OA flaps and other patches for at least thirteen different Lodges. Over the last thirty-five years, he has also designed various OA Conclave patches, neckerchiefs, National OA patches, Jamboree patches, NOAC patches, camp patches, and activity patches.

Troop 12 was originally founded in 1909 under the British We are currently the only active Scout troop in Shanghai. With the surfacing of CHOCTAW AREA/COUNCIL (OS) there are Thanks go out to the following individuals for their now 9 very early RWS in the original style with the cruder lettering contributions; Paul Beames, Gene Berman, Bob & Vicki Burt, for the council name backed with gauze. It appears that the council David Collins, Matt Doellmann, Rod Gaudreau, Roy More, names were added on to "blanks" on which the word "council" had Herman Gaskins, John Hoffman, Col. lim Lawhon, Steve already been embroidered, but without gauze backing. The last Lentz, Mr. Nichols, and Mr. Votava. original style RWS to surface was Northern New Mexico/Council (June 2004).

It has been a long time since a new pair of patches have been reported. The 2 new ones come from Michigan and are NOTTAWA TRAILS/COUNCIL BWS and NOTTAWA TRAILS/ COUNCIL WBS. In the last column a Brooklyn 1/2BW was reported. Subsequently it has been learned that 3 more New York City boroughs had similar patches. They are MANHATTAN 1/2BW, QUEENS 1/2BW, and STATEN ISLAND 1/2BW.

Of the 10 new mbs, BARKSDALE FIELD 1/2GB is perhaps the most unusual as it is the first US Air Force base reported in Explorer colors. That base is in LA. The other new US Air Force base WESTOVER FIELD 1/2RW also reflects the earlier designation of "Field" rather than "Base" and is located in MA. Fort Lee in Virginia has turned up in both tan and red FORT LEE 1/2TR and khaki and red FORT LEE 1/2KR. FORT BAKER 1/2RW was located within the Presidio adjacent to San Francisco. The most interesting mbs may well be BLACK HORSE 1/2RW, which was worn by a number of Scout troops within Stuttgart, West Germany. It was selected because a black horse appeared on the city's coat of arms. There is a US Air Force mbs that used a unit designation (638th ACWRON), but this is the first one to make use of a European city's coat of " arms. Three new air stations have surfaced. Two are US Navy installations - N.A.S. LAKEHURST 1/2KR in NJ and NAF EL CENTRO 1/2RW in CA. The US Marine installation - MCAS NEW RIVER 1/2RW in NC is the more recent designation that previously appeared as MCAF New River The newer patch was worn by Scouts in Troop 216 and supplied by Paul Beames their Scoutmaster in the mid 1970's. The other - GTMO 1/2RW is the shortened version of Guantanamo Bay 1/2RW located in Cuba.

Three of the 5 new USA/ABR finds will test your knowledge of world geography. Where are ASMARA 1/2RW and IlMR 1/2RW? The former is the capital of ERITREA 1/2RW (where's that?) and the other is a city in Turkey. For all of you who have ever consumed beer, then MUNCHEN 1/2RW should be no geographical challenge, Southern Germany of course. The oddest USA/ABR is SWEDEN 1/4RW, which was worn by Scouts in Troop 226 in . What makes it odd is there were no white borders on either end, which was not apparent until it was removed from a Scout shirt. As it is longer than a typical 1/4-strip it appears to have been cut down, but from what and why. Can anyone help us out here?

In terms of unusual and sometimes funny community strips we have Buzzards Bay, London Bridge (yes, they bought it and had it shipped to Al), Menallen Grange, Rains Crossroads, and Thanksgiving.

It is with sadness that I notify the membership that Robert "Bob" Chapman Jr., has gone home. Bob, age 77, of Massillon, Ohio passed away July 28, 2005. He was born to the late Robert and Norma Chapman on February 27, 1928. Robert later moved to Canton where he met the love of his life, Ruth (Rogers) Chapman. Bob was the produce manager at the A&D Foodarama until 1989. He was active in the Boy Scouts for the past 31 years and a well known collector on the Trade-O-Ree circuit. Survived by his wife, Ruth with whom he would have shared 57 years of marriage on August 29th; one daughter, Becky; four sons, Richard Chapman, Robert and Kellie Chapman III, Ronald R. and Cathie Chapman, Randall Chapman; four grandchildren and five great­ grandchildren. Our thoughts and prayers are with his family.

Recently I received two badges that made me think about Scouting in the countries of Eastern Europe. What started this was the fact that one of the badges had a piece glued to it. As I asked around, I found out it was because of the Communist Revolution and the change required by the new order. The badges were from Hungary and represented Scouting from around 1919 to 1933. For four months in 1919 there was a short lived communist revolution and during that time the symbol of the crown was forbidden. The national FDL of Hungary has the crown at the knot and so for these short four months Scouts had to either remove the badge or glue the new shield symbol on over the crown. These two badges can be seen as Figure1 & Figure 2.

Of course, when the Russian invasion came, Scouting was outlawed in all the Eastern-Bloc countries. What happened is that it remained as an exile movement in other countries such as France and West Germany. It even reached as far as America and Canada. Badges from these exile organizations are getting more and more scarce every year as most have returned to a Scouting tradition as the communist regimes fell so there is little need for an exile movement. I have selected images from the Czech movement in Germany, Polish movement in Canada and the USA and the Russian movement in France. I am always on the lookout for these badges and one that comes to mind is the Toronto ZHP badge. It is the Polish exile Scouts in Toronto, Canada. I have never seen it, so if you have one and can scan if for me, please let me know.

The email has slowed considerably these last few weeks as winter leaves and more time can be spent outside camping. There was however, one interesting question asked of me. It involves the history of badges. I am aware of great records kept for British, Australian, and New Zealand badges with the last having a book that is nothing more than the history of its Scout badges. I am not aware of any such thing either completed or being done for the USA or Canada which was what was asked. If anyone has information about such projects please pass it my way.

This quarter's country is the island of Malta. Scouting has been active there since 1908 while it was a British Colony and in 1966, when it gain independence, it also gained membership to the World Organization Scouting Movement (WOSM). The badges of Malta are quite beautiful and there are not many to the entire set. The badges with this article are all from Malta. If anyone would like a list of Malta badges please email me and I can send a PDF file of them. It now has color pictures to enhance the catalog.

My summer will involve trips to the Czech Republic, Romania, Austria, Germany and the Netherlands before returning to Hong Kong. I am planning on looking up the Scout shops in each place I visit. You can never tell what will show up. If anyone collects from these countries and is looking for badges, let me know and we may be able to strike up a trade or two.

Five Scouts from the Hong Kong Direct service troop will be there as well as a couple of local Hong Kong Scouts and Scouters. They all have badges to trade so happy collecting.

Our feature set of pictures this edition are the various CSPs that have been issued by councils in celebration of Cub Scouting's 75 th anniversary (1930-2005) and Boy Scouting's 95 th anniversary (1910-2005) this year. As you can see there are quite a few that have been issued so far with more to come I'm sure. Have fun collecting this theme!

Merger News: INDIANHEAD and VIKING Councils have merged. The new council name is NORTHERN STAR as of June 30th 2005. DIRECT SERVICE SINGAPORE Council has become part of FAR EAST Council as of March 31, 2005. The rumored merger between JUNIATA VALLEY and KEYSTONE AREA was voted down. SOUTHWEST GEORGIA will be changing their name back to CHEHAW in January of 2006. FOUR LAKES and SINNISSIPPI councils merged as of August 1, 2005.
