West Kamenq District of Arunachal Pradesh is lying ap­ proximately between ° 30' to 92° 40' East longitudes and 26° 54' to 28'^ 01' North latitudes. The district is surrounded by Tibet region of China in the North, on the West/ Tawang and East Kameng Districts of Arunachal Pradesh are in the North West and East respectively. The southern boundary adjoins Sonitpur District of .

HISTORICAL GEN?^TS:-

The name of the district is derived from the / a tributary of the Brammaputra, that flows through the Dis­ trict. Till 1914, the district was a part of the Darrang District of Assam. By a Governme'.t of Notification of 1914/ the area covered by this district became a part of the 'Western Section' of the 'North East Frontier Tract' to which the entry of the British subject was regulated by an 'Inner Line'.In 1919 this tract was renamed as the 'Balipara Frontier Tract' having its headquarter at Charduar of Assam. In 1946, the district area was curved out of the Balipara Frontier Tract with the name of 'Sela Sub-Agencyand its headquarter continued to be at Charduar. In 1954,Sela Sub-Age- ncy was renamed as the Kameng Frontier Division and its headquar­ ter was later transferred to Bomdila. Like other parts of NEFA, it was also under the Ministry of External Affairs and over all inch- arge of the district was a Political Officer. On 1st September, 1965 the Ministry of Heme Affairs took over the Administrative ch­ arge of NEFA from the Ministry of External Affairs and Kameng Fro­ ntier Division was renamed as Kameng District and the Political Officer was redesignated as Deputy Commissioner. On 1st June 1980,Kameng District was bifurcated into East and V'Jest Kameng District. East Kameng was formed covering the area of the then Seppa Sub-Division and rest of the area of erst­ while Kameng District was placed under West Kameng. Finally on 6th October, 1984/ West Kameng District was again bifurcated and curv­ ing out the area of Tawang Sub-Division, Tawang District was form­ ed .

PHISIOGRAPHY :-

The Topography of the District is mostly mountainous. A greater part of it falls within the higher mountain Zone,Consis­ ting a mass of tangled peaks and valleys. In West Kameng, there are three principal mountain ra- nges^a part of Sela ranqe, Bomdila range and Foot-hills range .The Fala range consists a scries of mountains arranged in the form of big line from Tibet in the north, Bhutan -in the West and thus for­ ming a tough terrain to pass Contd... :2:

Sout ^.1* range lies the Foot-hills range having hills of quit*- ic tudes and the area is mostly plain. The area of rcot~hsi" ge is full of tropical forests with trees of great ec-ncr.ic - lues and various types of wild game.

The Kameng river flows through the district and le­ aving the district at Bhalukpong it ultimately joins the rx Brahmaputra in plains of Assam. Tenga/ Bichom and Dirang Chu are the main tributaries of the river Kameng.

CLIMATE . The district is situated within the temperate Zone and is remote from the sea. The sea has thus no influence on its climate an 1 the distance from the Equator is immaterial owing to t!ie i ifluence of the snow-clad mountains. The only factor which determines the climate is the direction and height oi iuountains and the nature of soil.

Although the district lies close to the tropiC/ it furnishes every gradation of climate, from the sultry and suff­ ocating tropical heat of Foot-hills area to the arctic cold of snow-clad peaks. Thus the climate is hot and humid upto 4000'in southern area, temparate upto 7000' and cold beyc .3 it. Humidity is generally high throughout the year,the winter months being les5= humid.

POPULATION

The district i.. isavinj 156 villages Vv’i t l i a popula - tion of 41,567(as per 1981 Census). The average density of po­ pulation per Sq.Km. io /. liie lit i.acy rate is recorded at 25.28 and the sex ratio indicates 833 females per 1000 The sch­ eduled castes and Scheculed Tribes pc;pulation of tht> tlistrict are 24 7 and 23,101 persons respectively.

LOCAL ABIT ANTS Thvre are five ;najor tribes i.n West Kam^^ng, namely Monpas, Mijis, ^\kas, Sherdukpens and Khowas.

MON?AS The Monpas belong to the Tibcto Mongoloid stock.They are well built, fair xri complexion and medium to tall in struc- --- unassuminc! in t emparament. :3:

A Moripa family is patriarchal. Monogamy is the ge­ neral rule though polygamy is also practised. Monpas have ca­ stes and clans with no social heirarchy.

Due to slight variations in dilects Monpas can be divided into five linguistic groups/ namely/ Towang Monpa/Di- • rang Monpa/ Lish Monpa/ Boot Monpa and Kalaktang Monpa. Each group has its own dialects. Monpas are Mahayana Buddhist by religion with close cultural and religious affinities with Bhutanese and Tibetans. All houses have small altars and chapels with sta­ tues of Buddha. Offering water in little cups and burning bu-ter lamps are daily ritual. The people believe in transmigration of the soul and reincarnation. The Monpas perform many pantomimf^ dances out of which the 'Ajilamu' dance is very popular. Losar and Choskar are the major religious fastivals of Monpas. Losar is celebra­ ted to comjnemorate the advent of New Year. There is great me­ rry-making and dancing during Losar festival. In Choskar fes­ tival the Lamas read religious scriptures in the Gompa for a npin|t>er of days. There after the villagers carry the religious books on their back in a procession under the guidance of the i • ' senior Lama and the procession goes round the Cultivation fi- e^(ps. The significance of this performance is to ensure bett­ er cultivation and protect the grains from the^insects and animals and also for the prosperity of the villagers in getrUral. The Monpas are agriculturists. They practise both shifting and permanent typejof cultivation. They keep horses, yakS/ COWS/ goats/ sheep/ pigs and fowls. They do hunting by net/ angle and trap. The Monpas are known for wood-curving / painting* religious scrolls called Thankas/carpet-making and 'weaving.

MIJI(Dhammai);- The Mijis live in the valley of Bichom river and they are a small group of people. According to their own tra­ dition and belief they had originally migrated from the plains and even claim to have connections with the Ahom kings who ruled over Assam. Marriage among the Mijis usually takes place by negotiation. Normal bride price is given by the parents of the bridegroom. The Mijis belong to the Mongoloid stock. They are divided into two classes/ the Nyubbu and the Nyullu/Who donot intermarry.Their religion is indigenous but they have Come un­ der certain amount of Buddhist influence. Oontd,•••f•« t• :4:

The Miji family is patriarchal. The pufc promi­ nent tatoo mark on faces. Basketry is a popular handycratt the menfolk. The Mijis are agriculturist and pactise t cultivation. They also do hunting and fishing.

The Mijis observe a number of ceremonies in the llage/ the most important celebration is known as Fun'll! ’ or Chindang. The Mijis belief in many Gods. Janglun./nul is L: most powerful of all of them. A festival is observed in ; of the spi' it in the month of October. Each village has a Deori or priest who officiates in the ritual.

There is a village council in each Miji village and the council consists of village headman and other elders of the village.

AKA(Hrusso):- The Akas are inhabitants of the South Eastern part of West Kameng.Their main concentration is noticed in the Thrizino area. The Aka society is said to be mainly based on two broad groupj ; Kutsun and Kovatsun. An Aka family is patriarchal and polygairy i spract i sed, Harr i age takes place either by the co­ mmon way of negotiations or by elopment. Cross cousin marriage is pr> ferred to others. Mithuns aue an essential part of the bri­ de price for marriage. The Aka house is an elongated structure. The Akas have prominent tatoo marks on the faces. The Akas obser­ ve a nuTiber cf ceremonies in the village. Trie most important: community fes­ tival is known as Nerhido, performed by village priest ooca in a year.

The Aka women make colourful bags. Pasketry is i, >the popular handycraft amongst the menfolk. The most common form of art is wood r 3 in t inq .

The Akas are agr iculturi^. ..nd they pr.^.ctise shifting cultivation. T ’ney kr.ep Mithun, ccw, horse, goat, pig and poultry. They practise hunting and chasing by n; -ms of spears, bows and arrows. The Akas have a number of r-jngs and danccs fv r different seeic-religious festivities.

SHERDUKPEN:- The Sherdukpens belong to libeto Mongcioid stock and they are fair in coruplexion. Their main concentration is spread % over four main villages of Rupa , Jigaon, Shergaon ar;d Thongre. Howev'?r,at present some of them settled in Kamenqbari area of West Kameng.

The Sherdukpen society is based on two c 1 asses:Thong and Chao. The Thongs are said to be descendants of King Japtang- Bura and Chaos are the descendants of his partners and servant class. As such the class Thong is superior to Chao.The two cla­ sses are again devided into several clans.

A Sherdukpen family is patriarchal and they practise moncgamous type of marriage. The Sherdukpen houses are generally erected on substantial stone foundations. The floor and walls are made of thick wooden planks.

Like Monpas, the Sherdukpens are also Buddhist and deeply religious. They observe a number of ceremonies./ the impor­ tant ones are (a) Choskar (b) Losar (c) Wang and (d )Kn i^saba.The Choskar/ Losar and Wang are Buddhist ceremonies. Khiksaba is a non Buddhish ceremony and celebrated at the out-skirts of the vi­ llages.

The Sherdukpens are agriculturist and practise both shifting and permanent cultivation. They keep Livestock like pon­ ies, Cows, goat, Sheep, fowls and bullocks. They hunt with bows and arrows. They practise fishing by means of nets, angles,traps. The Sherdukpen women are skillful weavers. The Sherdukpens per­ form many dances, the principal dances are the Yak dance, the deer dance and Ajilamu dance which are both exciting and enter­ taining. An interestinc feature of Sherdukpens life is their an­ nual migration during the winter month to Doimara and in the adjoining foot-hills area for purposes of trade and maintaining their age-long relations with the plains.

KHAWAS(Bugun ) : - The Khawas inhabit in some of the villages of Bomdila and Thrizino circles of the district. They call themselves Bugun. The Tribe is sub-divided into a number of clans. All of them are said to have originated from a single tribal identity called"Ach- impimbu". The tribe endogamy and clan exocfamy is the rule of the tribe. Mon.^qamy is the social norm but sometimes bioqamy is also practised.

A Khawa family is patriarchal. The Khawas belong to the Mongoloid stock and are of fair complexion. They have flat nose/ccis picuous cheek-bones, black hair and brownish eyes. Both males and females keep long hair and tie thei-r hair like the Akas and Mijis. The Panchayat Raj has been introduced in the dis­ trict with the North East Frontier Agency Pancha/at Raj Regula­ tion, 1967. Under this regulation (1) the Gram Sabhas exist'^;^at* the village level (2) the Anchal Samiti cover the level of blobke and Zilla Par3 shad^ at the district level.
