Sison PROVINCIAL RESOLUTION NO. 407-2015 REQUESTING SOCIAL SECURITY SYSTEM (SSS) TO TAKE EXCEPTION TO THE TRANSFER OF BRANCH AREA OF JURISDICTION OF THE FOUR (4) TOWNS IN THE 2ND CONGRESSIONAL DISTRICT OF PANGASINAN FROM ALAMINOS BRANCH TO CAMILING BRANCH WHEREAS, Social Security System (SSS) which is considered as one of the frontline services of the national government is mandated to provide a social security protection to workers in the private sector, wage earners as well as self- employed persons; WHEREAS, Social Security System Office Order No. 2015-007 dated May 1, 2015 provides for the areas of jurisdiction of its branches; WHEREAS, four (4) towns in the 2nd Congressional District of Pangasinan, namely: Aguilar, Basista, Mangatarem and Urbiztondo were originally under the functional jurisdiction of the Alaminos Branch of the SSS but were transferred to Camiling Branch in Tarlac City; WHEREAS, SSS Alaminos Branch is serving the 1st and 2nd Congressional Districts of the Province of Pangasinan and based on geographical and political categorization, the four (4) towns belong to the 2nd District and therefore must be rendered service by the Alaminos Branch; WHEREAS, the Sangguniang Panlalawigan of Pangasinan believes that the transfer of the branch area of jurisdiction of the four (4) towns from Pangasinan to other Province would simply mean dismembering the territorial integrity of the Province of Pangasinan; 2F Capitol Bldg., Lingayen, Pangasinan 2401 * Tel/Fax (+6375) 5424040 * e-mail address: [email protected] Republic of the Philippines PROVINCE OF PANGASINAN Lingayen www.pangasinan.gov.ph OFFICE OF THE SANGGUNIANG PANLALAWIGAN SECRETARY Provincial Resolution No. 407-2015 Page 2 WHEREAS, the said move of SSS for the transfer of branch area of jurisdiction from Alaminos to Camiling Branch would also imply that the acquisition of data will be cumbersome in the preparation of investment plan of the Province considering that data will be secured in other Province; WHEREAS, the Sangguniang Panlalawigan fully supports the sentiments of the Mayors of the affected towns who have manifested that the branch area of jurisdiction of their towns be returned to Alaminos Branch; WHEREFORE, on motion of SP Members Nestor D. Reyes and Raul P. Sison, duly seconded, it was – RESOLVED, by the Sangguniang Panlalawigan in session assembled to request, as it is hereby requested, the Social Security System (SSS) to take exception to the transfer of branch area of jurisdiction of the four (4) towns in the 2nd Congressional District of Pangasinan from Alaminos Branch to Camiling Branch; RESOLVED FURTHER, that a copy of this resolution be furnished to Mr. Emilio S. De Quiros, Jr., President and CEO, Social Security System (SSS), East Ave., Diliman, Quezon City, for his information, proper evaluation and favorable consideration. ATTY. VERNA T.     PANGASINAN HISTORY Pangasinan was among the earliest political and administrative units in the Philippines. It was officially conquered and colonized by D. Martin de Goiti in 1571. On April 5, 1572, Pangasinan was made an encomienda by the Spanish royal crown to receive instructions on the Catholic faith, which means that Pangasinan was organized under one leadership and has identity before the Spanish royal court. Eight years later, in 1580, Pangasinan was organized into a political unit under an alkalde mayor who at that time has authority as head of the province or provincial government with judicial function indicating that Pangasinan has become a province. To commemorate the day when Pangasinan became an encomienda and the year it became a province, Pangasinan celebrates April 5, 1580 as the official founding day of the Province of Pangasinan. At that time, its territorial jurisdiction included the Province of Zambales and parts of La Union and Tarlac. By the middle of the 19th century however, the northern towns of Agoo to Bacnotan were separated from the province and became parts of La Union. The provincial territory was further diminished in 1875 with the annexation of Paniqui and other towns south of it to Tarlac. Pangasinan, derived its name from the word “panag asinan” , which means “where salt is made”, owing to the rich and fine salt beds which were the prior source of livelihood of the province’s coastal towns. GEOGRAPHY Pangasinan territory covers a land area of 536,818 hectares which constitutes almost one-half (41.8 %) of the total land area of the region and 1.8 % of the total Philippine area.
