1. EXECUTIVE SUMMARY The proposed project is located Near Village-Parewar, Tehsil- Jaisalmer, District- Jaisalmer (Rajasthan) over an area of 4.50 ha. The proposed capacity of the project is 1,56,251 TPA. Open-cast mechanized mining method will be adopted for this project. Brief description of the project is described below.

2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

2.2 Brief Description of Nature of Project: The applied lease area is a new lease and sanctioned area (M.L 493/2013).The proposed project is located near Village Parewar of Tehsil - Jaisalmer, District- Jaisalmer, Rajasthan over an area of 4.50 ha. The proposed capacity of the project is 1,56,251 TPA. The state govt. has issued Letter of Intent (LOI) vide letter no NiKha Bhu/Jaisal/CC- 7/\F.1(1)493/13/2861 dated11/08/2014. Mine Plan has been approved by Department Of Mines and Geology, vide letter number SME/BKN/CC-II/M.P/M.L. 493/2013/122 dated 27/10/14. The proposed project Silica Sand mine shall be developed by other than mechanized opencast Mining method. The OB and sand mineral are soft and is mined by excavator, so drilling or blasting is not proposed. The OB shall be removed by excavator/JCB. The main operation shall be digging, extraction, sorting and the transportation by trucks. The mineral trucks will be loaded by excavator onto dumpers. The mined mineral shall be collected in the mineral stack yard and then sorted manually before its final dispatch to various industries through trucks. The waste generated shall be carried through trucks to the dump within the lease area. The bench height shall be 3m and bench width shall be more than 3m.

Silica sand is produced by crushing sand stone or quartzite of open texture and washing and grading it to yield requisite grain distribution. Silica flour is produced by crushing grinding and washing the high grade quartz, quartzite rocks or from white silica sand. Silica sand is used for water purification and manufacture of glass, synthetic foundry moulding catalysts, disodium ultramarine etc. It is also used for acid heat resistant ceramics, refractory, pottery glaze, enamel etc. Silica sand of 150 mesh is used in Sawing stone, grinding and surfacing glass and polishing marble. Rounded grains of silica sand are used for sand blasting. It is also used as filler in paints ‘Wood Paste’ moulded hard rubber goods, gypsum Plasters, Oxychloride acoustic plasters and soap. 2.3.2 Demand and Supply Gap

The basic requirement of the lessee will be white high silica sand for pulverizing and for making silica powder for supply to various industries such as soap, glass and chemical industries making silica gel, high grade steel casting etc. The rest of the material i.e. stone, Bajri and sand after segregation would be used in road construction as building materials/ construction. To meet this requirement mining of silica sand is to be continued with proper management for the protection of environment.

3. PROJECT DESCRIPTION

3.1 Type of Project including interlinked and interdependent projects, if any As per Gazette Notification of Ministry of Environment, Forest and Climate Change (MoEFCC), New Delhi all projects less than 50 hectare falls in category “B” As the lease area of the proposed project is 4.50 Ha, it falls in “B” category. No interlinked projects are involved.

3.2 Location (map showing general location, specific location, and project boundary & project site layout) with coordinates. The applied lease area is a part of the previously held and sanctioned area (M.L 493/2013). Silica sand deposits were observed in form of surface exposures. The proposed project is located Near Village- Parewar, Tehsil- Jaisalmer, District- Jaisalmer, Rajasthan over an area of 4.5 ha. The proposed capacity of the project is 1,56,251. The details of the project co-ordinate are described in given below.

3.3 Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. The mineral to be mined are naturally occurring sand which is site specific due to its geological origin. No alternative sites are proposed.

3.4 Size and Magnitude of Operation Opencast other than mechanized method of mining has been proposed. Proposed five year production details are shown in the following table.

3.5 Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given) As per the Mining Plan submitted for approval it is aimed to target the production of the mine is at the rate of 1,56,251 Tonnes per annum. The Mining shall be started from the pillar “B”.In next year the existing pit shall be advanced in SE direction. The mined mineral shall be collected in the mineral stack yard and then sorted manually before its final dispatch to various industries through trucks. The waste generated shall be carried through trucks to the dump within the lease area. The bench height shall 3m and bench width shall be more than 3m. 1st year- During the First year of mining the applicant will excavate further from the surface one Bench of O/B (R.L. 168 to above) shall be advance in the southwest direction. Three benches of mineral shall be prepared (RL 168.5-165.5, 165.5-162.5, 162.5-159.5). About 118155 MT of material shall be excavated. This will include 86569 MT of recoverable mineral & 4556 MT mineral wastes generated. 27030 MT overburden generated from OB benches. 2nd Year- During the second year of mining the applicant will excavate further from the surface. Two bench of O/B (R.L. 168.5 to above) shall be advance in the southwest direction. Three mineral benches shall be prepared (RL 168.5-165.5, 165.5-162.5,162.5-159.5). About 123202.5 MT of Material shall be excavated. This will include 98475 MT of recoverable mineral & 5182.5 MT mineral wastes generated. The Over burden shall be generated 19545 MT from OB bench. 3rd Year- During the third year of the Mining the applicant will excavate further from the surface one bench of over burden (R.L. 168.5-Above) shall be advance in the southwest direction. Two mineral benches shall be prepared (R.L. 168.5-165.5, 165.5-162.5, 162.5-159.5). About 137827.5 MT of Material shall be excavated. This will include 105969.5 MT of recoverable mineral 5578 MT mineral wastes generated. The Over burden shall be generated 26280 MT from OB bench 4th Year- During the fourth year of the Mining the applicant will excavate shall be advance in the southern direction. Two mineral benches shall be prepared (R.L.168.5-165.5, 165.5-162.5, 162.5- 159.5). About 161660 MT of material shall be excavated. This will include 125528.5 MT of recoverable mineral & 6606.5 MT mineral wastes generated. The overburden shall be generated from O.B. bench 29525 MT 5th Year- During the fifth year of the Mining the applicant will excavate two mineral benches shall be prepared (R.L. 159.5-156.5, 156.5-153.5) in the all direction. About 164474 MT of material shall be excavated. This will include 156251 MT of recoverable mineral & 8223 MT mineral wastes generated.

3.6 Raw materials required along with estimated quantity, likely source, marketing area of final products/s, Mode of transport of raw Material and Finished Product. No raw material will be required for production of Silica Sand. Marketing area: Silica Sand will be used in various forms in various industries to manufacture various products. Silica Sand shall be used in ceramics, glass manufacturing, ferrosilicon, induction furnaces lining and electric lining industries and in paints. The mineral will be transported to the destination industries by dumpers/ trucks.

3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. Water will be accumulated in the excavated mined out pit area during rains and pits shall serve as a natural ground water recharging structure. As a result of extraction of mineral, the rate of charging of ground water is likely to be increased considerably. Water collected in the sump will be used in various purposes at the mine viz. plantation, dust suppression etc.

3.8 Availability of water its source, Energy/power requirement and source should be given Total water requirement in the mine will be about 1.3 KLD for drinking & domestic use, dust suppression and plantation. Drinking water and water for dust suppression and plantation will be sourced from nearby villages at a distance more than 1km. Besides above, rain water will be collected in the working pit which will be used for dust suppression and plantation purpose. A small water tank is also proposed to be constructed in the office premises. This can be used for supply of water for mining work, spraying, watering the plants and drinking purpose. Diesel shall be used as motive source of primary energy for mine machinery. Diesel will be outsourced from nearby diesel pumps.

3.9.1.1 Nature and Quantity of waste:

The waste rocks found in the area is overburden over the Mineral bed & line rejects of sorting of intergrowth of soil cover. The thickness of waste & topsoil is varying up to 3.0m. The rock fragments of small size are also resulted after mining.

3.9.2.1 Selection of Dump Site: 1. As per the surface exposures where potential mineral is not observed. 2. Prospecting pit at the proposed dumping area shall be dug before dumping. 3. The topography favourable for dumping. 4. The area sufficient for long-term use. 3.9.2.2 Stacking of Overburden:

4. SITE ANALYSIS

4.1 Connectivity The lease area is about 13.8 km WSW of Village Parewar, and the area is connected to the village by unmetalled road. The lease area is connected by Ram Garh Road to Tehsil town Jaisalmer at a distance of 4 km in WSW direction. The nearest Railway Station is situated at Jaisalmer at about 38 km SSE direction from the project site.

4.2 Land Form, Land use and land Ownership The mine lease area is a government land of 4.50 ha. The land is a barren land not used for agriculture or any other purpose.

Rainfall: The average annual rainfall in this area is very low and hardly exceeds 471.8 mm Temperature: The maximum temperature was recorded in the month of May at 45.5°C and the minimum temperature was 6°C in January. Relative Humidity: The maximum Relative Humidity was found during the monsoon season in the month of August recording the highest at 77%. Wind Speed and Direction: The maximum average wind speed was found to be 17 kmph in the month of June.

4.7 Social Infrastructure Available 4.7.1 Power & Water supply

4.7.1.1 Power supply Electricity supply does not exist in the applied mining lease at present. However the Parewar village is electrified. It is proposed to connect the applied mine with power supply connection in the near future from the near-by villages. 4.7.1.2 Water Supply Water will be supplied from wells near the mine. A small water tank is also proposed to be constructed in office premises. This can be used for supply of water for mining work, water sprinkling, watering the plants and drinking purposes. 4.7.2 Mine Office Permanent mine office is proposed at the western part of the applied lease area. 4.7.3 Rest Shelter Permanent rest shelter for workers is proposed at the mines site.

5. PLANNING BRIEF

5.1 Planning concept (type of industries, facilities, transportation etc) Town and country Planning/Development authority Classification The applied lease area is a part of the previous held and sanctioned area (M.L 493/2013). The proposed project is located Near Village- Parewar, Tehsil- Jaisalmer, District- Jaisalmer, Rajasthan over an area of 4.5 ha. The proposed capacity of the project is 156251 TPA. As per the Mining Plan submitted for approval it is aimed to target the production of the mine is at the rate of 156251 Tonnes per annum. The Mining shall be started from the pillar “B”.In next year the existing pit shall be advanced in SE direction. The mined mineral shall be collected in the mineral stack yard and then sorted manually before its final dispatch to various industries through trucks. The waste generated shall be carried through trucks to the dump within the lease area. The bench height shall 3m and bench width shall be more than 3m.

5.2 Population Projections The project will employ workers mostly from nearby villages. Only specialized/ supervisory staff will be hired from outside. There will not be any increase in population due to the project. However, few people from other areas may migrate in this area for business opportunities.

5.4 Assessment of Infrastructure Demand (Physical & Social) The road facility is already available which shall be strengthened and properly maintained. Preference will be given to local labour from nearby villages. Other requisite infrastructures such as labourers transport of mine labours is available by way of jeep and two-wheeler. Medical facility will be available for first aid at the project site.

5.5 Amenities/Facilities One small mine office and rest shelter for the staffs and the workers will be constructed. Drinking water requirements for the project area will be fulfilled from tube-wells from nearby villages. First Aid box with all necessary materials will be kept ready at all time in the office building for use as and when required. 5.5.1 Budgetary Provision for labour

6. PROPOSED INFRASTRUCTURE

6.1 Industrial Area (Processing Area) The lease area shall be the processing area for the mining works. No other industrial area has been proposed in the applied area.

6.2 Residential Area (Non-Processing Area) No residential area is proposed.

6.3 Afforestation: Maximum plantation will be done in the barrier zone and remaining will be done on both sides of the unmetalled road leading to the mines. Babool, Vilayati Babool, Khejari, Ama Tas will be used for the plantation purpose. 6.3.1 Progressive Afforestation during proposal period:

6.4 Social Infrastructure This Project will provide employment to local people directly and indirectly. Indirect employment will be in the form of are shopkeepers, mechanic, drivers, transporters etc. The lessee will be responsible for providing better social infrastructure benefits such as drinking water, health care measures, educational facilities, promotion of culture and religious activities in surroundings as part of their CSR activities.

6.6 Drinking Water Management (Source & supply of water) Water required for drinking and domestic purpose will be about 1.3 KLD and will be sourced from the dug well from nearby villages.

6.7 Sewerage System A Sewage system of Septic Tanks followed by soap pits shall be provided for the project area.

6.8 Industrial Waste Management 6.8.1 Solid waste Management

The waste rocks are considered as overburden over the mineral bed. OB and mineral waste generation during the plan period is 103210 and 30146 Tonnes respectively. OB and mineral wastes will be stored separately. Retaining wall will be constructed to protect the wash out of the top soil and over burden dump. Garland land will also be constructed around the dumps. 6.8.2 Power Requirement

7. REHABILITATION AND RESETTLEMENT(R&R PLAN)

7.1 Policy to adopted (Central State) in respect of the project affected person including home outsees, land outsees and landless labour The mine area does not have cover any habitation or agricultural land. Hence the mining activity does not involve any displacement of human settlement. No public buildings, places, monuments etc exist within the lease area or in the vicinity of the mine lease area. The mining operation will not disturb/ relocate any village or need resettlement. Thus no adverse impact is anticipated.

ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) CONCLUSION The project is of utmost importance to the area/ region for interest of mineral development and shall greatly contribute to improve the socio-economic conditions of the local habitants. The operation of the proposed expansion project will bestow various social and economic benefits to the local communities of the area in addition to providing better employment opportunities. The mining project shall improve social infrastructure of the area, apart from increased financial benefits accruing to state and central agencies by ways of taxes, royalties, cesses etc.
