Roll call vote indicated: Ayes: Mrs. Jones, Mr. Canning, Mrs. Gleason, Mr. Johnson, Ms. Stearns Nays: None Abstain: Mrs. Kampwirth 4 Dr. Simms displayed a video presentation before introducing Deputy Chief Samuel Board Recognition Hunter of the Hazel Crest Fire Department. Fire Chief Charles Jackson and Deputy Award of the Month Chief Samuel Hunter are the recipients of the Board Recognition Award of the Month. Dr. Simms thanked the village of Hazel Crest, Chief Jackson and Deputy Chief Hunter for implementing the Fire Cadet program. Mrs. Jones presented Deputy Chief Hunter with a plaque in their honor. Deputy Chief Hunter thanked the Board for the recognition and stated how important our youth are. On behalf of the Fire Cadets, Dr. Kendall was presented with an honorary Fire Cadet t-shirt. Ms. Stearns presented the Volunteer of Excellence Award to Mrs. Lori DeVos- Barelli. Mrs. DeVos-Barelli has been with us for 34 years. Not only has she been an outstanding secretary to the Board and to the Superintendent, but she has given a lot of herself. She has been an excellent example and is irreplaceable. This Board will miss her. Mrs. DeVos-Barelli thanked everyone and professed how proud she is

to have worked for this District. The speeches were for her son and she truly hoped she helped many students along the way. 1 Hillcrest High School students Devin Preston and Tyra Ford, seniors, shared Good News Reports different essays written on why knowledge is power. Brenae Scott provided the Good News Report for Tinley Park High School, including: Congratulations to the Choir for their performance at the IHSA Organizational Contest and receiving a First Place Division 1 rating. Memorial Elementary School visited Tinley Park High School and experimented with slime, ice cream and rubber eggs. This spring, the entire Drama group performed the musical, Grease. In collaboration with Panduit, the Robotics team entered eight robots in the Southworks Engineering and Robotics Olympics, placing second. During senior night, two students were recognized as exemplifying the phrase, “Student Athlete”, Ryan Zientara and Kasey Brennan. Congratulations to the Girls Team, who are currently 19-0 in the season, 14-0 in conference. Congratulations to the Varsity team on their 5-0 sweep of TF United. Yosra Abdulwahid and Jeff Taylor provided the Good News Report for Oak Forest High School, including: Ecology Club traveled to Starved Rock to view the eagle nests and the Astronomy class went to the planetarium. The Minority Studies class toured the history museum, the Speculative Literature class toured the haunting sites and the Integrated Physics students learned about force and motion while driving electric carts. The Statistics classes went outside to collect data on a friendly game of whiffle ball. Upperclassmen attended Prom on April 27th at Dinolfo’s Banquet Hall. Spring sports are heading into the post-season with some programs battling it out for a conference championship in the SSC. The Girls Soccer team took time out of their schedules to help those in need by packaging and distributing hygiene kits at the South Suburban PADS in Country Club Hills. Inaya Smith and Alyssa Ceballos provided the Good News Report for Bremen High School, including: Bremen hosted a B-Great Leadership luncheon with speakers; Midlothian Police Chief Dan Delaney, Kenootz Pizza owner Ken Keeler and Mayor of Midlothian Gary L’Heureux, whose words inspired 115 students. The Gifted and Talented Program attended a trip to Fair Oaks Farms in Indiana. Members of the Midlothian VFW Post 2580 attended the April Honors assembly to recognize winners from this year’s Voice of Democracy contest. The Braves collaborated across the District at the inaugural District 228 Science Bowl. Ms. Theresa Connelly and the Code of the Braves participated in the United Way April Food Day, with other District 228 students to collect, sort, and pack food donations for local food pantries. Junior student-athlete Charlie Bennett has been accepted into the 2018 Semper Fidelis All-American Program. Bennett’s self-reflective essay was rated as the number one essay out of the Chicagoland area. 2 Dr. Simms introduced Science teacher, Mirko Polyak, who led the Robotics team School Presentations this year to develop an understanding of Science and Engineering. The team took 1st

Place in the Southworks Robotics and Engineering competition, with their “sBrick Racer”, driven by Bryan Ingram. Tinley Park High School took 2nd Place. Mr. Polyak displayed two of the robotic projects. Ms. Stearns asked how often the club meets and do the students have an interest in battle bots. Mr. Polyak responded they are not an official club, students come on their own and, although they have an interest in them, they focused on the contest. Mr. Canning asked if this ties into NASA and Mr. Polyak confirmed. Mr. Johnson asked about the cost of the sample racers. Mr. Polyak explained there was no cost to the District, but it would cost about $250-$1,000. Dr. Simms then presented a video from the robotics competition.

1 Mrs. Morrison explained the purpose of the public hearing was to address the Public Hearing transfer of monies from the Operations and Maintenance Fund to the Education Fund. District 228 ended fiscal year 2017 with a $9.5 million fund balance in the Operations and Maintenance Fund. This large fund balance is over the amount of expenditures incurred in 2017. It is recommended that District 228 transfer $5 million of the fund balance in Operations and Maintenance to Education. Mrs. Gleason moved to open the floor for the public hearing on the Transfer of Monies from the Operations & Maintenance Fund to the Educational Fund. Mr. Johnson seconded the motion. Roll call vote indicated: Ayes: Mrs. Gleason, Mr. Johnson, Mr. Canning, Mrs. Jones, Mrs. Kampwirth, Ms. Stearns Nays: None Abstain: None There being no comments Mrs. Jones moved to close the floor to the public. 2 Ms. Stearns opened the floor to the public for comments. Ms. Jeanette Chastain Communications provided a letter to the Board of Education from the BEST union. She asked that a Board Member read it aloud for fear of reprisal. Mrs. Jones read the letter as requested. Mr. Johnson responded to the letter, stating staff members should not be afraid to speak. Members of the BEST union voiced concerns regarding various issues. Dr. Kendall explained the ability to grieve an issue and reiterated that it is a pilot, as well as multiple conversations with the union. Official recourse is to file a grievance. The District has worked with the union on the pilot and it is not set in stone. He also stated BEST is welcome to contact him with concerns and he will make himself available within 48 hours. Steve Stump, Bremen, inquired about the 2 positions being posted. Dr. Goggins responded that they were. There was some debate about if the positions were posted and emailed. Ms. Stearns asked why the Board hadn’t approved the vacancies. Dr. Goggins explained the Board approves recommendations, not vacancies. There was one applicant for the position, who is currently on the agenda for approval. There were multiple conversations with the BEST union for this position. Dr. Kendall stated that the union needed to resolve its communication concerns outside of the Board meeting and the Board needed to get back to the agenda. There being no further communications Ms. Stearns closed the floor to the public. 1 Dr. Kendall reported the following: Superintendent’s Report Freedom of Information Since the last regular Board meeting, we received the following Freedom of Information Act requests:  Ms. Rebecca Feigel, requested an application and/or resume for Rebecca L. Feigel, submitted sometime within the past 2 years. This request has been completed. 2018-0508 3

 Mr. David Giuliani, a Daily Journal reporter, requested documents related to the 2014 dismissal of a staff member, including any separation or other agreements, notices of dismissal, and documents showing the factual basis and reasons behind the dismissal. This request has been completed. Superintendent’s Report  This is the third year that the State of and Bremen High School District 228 have offered the Illinois State Seal of Biliteracy and the Commendation of Biliteracy to our students. This year we have 85 students who earned the Seal of Biliteracy or Commendation, with 11 students earning in two languages (more than triple the number last year). In addition, 86 students have been inducted into the French and Spanish Honor Societies. These awards will be reflected on the students’ high school transcripts and diplomas. They are evidence of skills that are attractive to college admissions offices and future employers.  We are in the final weeks of the 2017-18 school year. Next week we will recognize the Class of 2018 with our commencement ceremonies. I am confident our nearly 1,400 graduates will continue to work hard toward their goals. On behalf of the entire school community, we wish them all the best. 2 Mr. Canning thanked the BEST members for coming out. He does not have a Board Member problem with the letter, he thinks it was well written. The video from the Reports Committee of the Whole meeting, shows the improvements being made. We, of course, need staffing for the new buildings. He stated these are growing pains but the administrators have worked well with everyone. There is complete confidence in the administration to work through this. This doesn’t work without the support staff. There will be glitches, but the Superintendent will work with you. Contracts should not be violated, but it is not intentional. He asked BEST to give administration time to work it out. He thanked them for all that they do, and asked that they please follow the chain of command. Mr. Johnson reported that he attended Tinley Park Seniors Honors night. The program was flawless and it was well organized. Mrs. Gleason reported that she attended the Hillcrest Senior Honors night, it was well attended and wonderful. She and Mrs. Resler also attended the Cinco de mayo event at Bremen. The gym had many families, food and a mariachi band. Mrs. Jones reported that she attended the Equity Event, presented by the Illinois Association of School Boards, and provided a synopsis of the day. Mrs. Jones stated she is all for promotions and wants to make sure the Board is in compliance with the BEST contract. She noted it is Staff Appreciation Week, and she thanked all staff for their hard work. She stated she appreciates Lori and will miss her. She is not just a superintendent secretary; she is an example of greatness. Mrs. Jones then thanked all of the parents and staff who have helped this year’s graduates. Ms. Stearns reported that she attended the Hillcrest Senior Honors night, and it is always amazing to hear the students say where they are attending college. She also attended the Equity Event. It is always important to help minority, low income students to succeed. It is also important to bring a professional in to evaluate the District.
