Moving Fast, Far and Forward By Edwin Tong, SC, Senior Minister of State for Law and Health Wefie with MinLaw officers at COS 2019 The budget season is upon us again. Deputy Prime Minister and Minister for Finance Heng Swee Keat just delivered his Budget Statement in Parliament on 18 February. It was a budget that addresses immediate concerns, yet is also far- sighted. We have to respond to challenges in the new decade, against a backdrop of COVID-19 outbreak, as well as global structural shifts, economic uncertainties and strategic tensions, and yet also ask what kind of Singapore we want to have in the decades to come. From tomorrow till next week, the Parliament will sit as a Committee of Supply, and examine the various ministries’ plans. This rigorous process is necessary to ensure that the budget addresses Singapore’s current and future needs, while remaining fiscally sustainable – a sacrosanct principle which has served us well. Before the Ministry of Law (MinLaw) presents our plans for the year to the Committee of Supply, I thought I would share what we had achieved last year. We Moved FAST Singapore is a small country, with small population and land area. As our Founding Father Mr Lee Kuan Yew said, “for Singapore to survive and prosper, we need to be relevant and useful to the world”. To maintain relevance, we need to be nimble and adapt to the constantly changing world. The same applies to our legal industry. We are small, with only about 1,000 law firms and 7,000 lawyers; the world’s largest law firm has more lawyers than all of Singapore! To carve out a niche for 1 ourselves in the world, we need to adapt, and adapt fast, to the evolving legal landscape – shifting client expectations, alternative legal service providers, legal technology. -

The Case of Sungei Road Market
10TH CONFERENCE OF THE INTERNATIONAL FORUM ON URBANISM: THE ENTREPRENEURIAL CITY Urban Village of Start-ups: The Case of Sungei Road Market Chong, Keng Hua Gao, Tongchaoran Singapore University of Technology and Design 8 Somapah Road, Singapore 487372 Contact: +65 63036672, [email protected] Abstract This paper explores the value of a long-established informal ground-up market place in Singapore, Sungei Road Market (1930s-2017), which recently gave way to urban development. To better understand its urban-village nature, this paper traces the history of Sungei Road Market and studies the social aspects of the market and its stakeholders. Interviews with the stall owners, patrons, and public were conducted to acquire different perspectives of its history and future. In addition, field observations and asset mapping retrieve further insights of the market’s operations. Based on this study, we reveal that the true value of Sungei Road Market lies in the intangible ones – in the form of vendor-vendor network and vendor-visitor network, showing a case of resilience throughout the decades. It also formed a special case of cohesive community and public facility for the lower- income empty nesters. The complex micro-ecosystem developed, in which symbiotic relationships and competition coexisted, presented a case of unique business model and a ground-up entrepreneur culture in the early days. While the issues of heritage or conservation are beyond the scope of this paper, the study nevertheless present the intangible values of Sungei Road Market. SINGAPORE 2017 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution, laws, and policies provide for religious freedom, subject to restrictions relating to public order, public health, and morality. The government continued to ban Jehovah’s Witnesses and the Family Federation for World Peace and Unification (Unification Church). The government restricted speech or actions it perceived as detrimental to “religious harmony.” There is no legal provision for conscientious objection, including on religious grounds, and Jehovah’s Witnesses reported 12 conscientious objectors remained detained at year’s end. In April an Indian imam who uttered an Arabic prayer during which he asked for “help against Jews and Christians” was fined and deported for acts “prejudicial to the maintenance of religious harmony and likely to disturb public tranquility.” Three foreign Islamic preachers were banned from entering the country in October and November, and two foreign Christian speakers were banned from preaching in September because the government reportedly viewed their teaching as damaging to social harmony. The government changed a voluntary program into a mandatory requirement that all Muslim religious teachers and centers of learning register with the Islamic Religious Council of Singapore (MUIS). Parliament discussed the existing prohibition on wearing the hijab for certain civil servants, but the prohibition remained. In September former Parliamentary Speaker Halimah Yacob, who wears the hijab, became president. The post was reserved in this presidential cycle for eligible Malays, who are mostly Muslim. The government made multiple high-level affirmations of the importance of religious harmony, launched an initiative to foster understanding of different religious practices, and created a fund and documentary to explore religious differences and prejudices. -

The official visit was part of YAB Prime Minister’s high-level introductory visits to ASEAN countries after being sworn in as the 7th Prime Minister of Malaysia. YAB Tun Dr Mahathir was accompanied by his wife YABhg Tun Dr Siti Hasmah Mohd Ali; Foreign Minister YB Dato’ Saifuddin Abdullah; Minister of Economic Affairs YB Dato’ Seri Mohamed Azmin Ali and senior offi- cials from the Prime Minister’s Office as well as Wisma Putra. YAB Prime Minister’s official programme at the Istana include the Welcome Ceremony (inspection of the Guards of Honour), courtesy call on President Halimah Yacob, four-eyed meeting with Prime Minister Lee Hsien Loong which was followed by a Delegation Meeting, Orchid-Naming ceremony i.e. an orchid was named Dendrobium Mahathir Siti Hasmah in honour of YAB Prime Minister and YABhg.
