P13/15 PLANNING APPLICATIONS b) Application No: 59346 Applicant: Mr Graham White Proposal: Erection of dwelling. Location: Land rear of 80 South Street, South Molton It was RESOLVED that it be recommended that this application be refused for the following reasons: i) The proposed development neither preserves nor enhances the character of the conservation area. ii) No off-street parking provided and on-street parking is very problematic in this area. iii) Such a dwelling is not conducive to healthy living. iv) Members consider this development is an over-intensification of the area. c) Application No: 59380 Applicant: Mr Kevin Smith Proposal: Extension to dwelling. Location: 17 Tower Park, South Molton It was RESOLVED that it be recommended that this application be approved. d) Application No: 59418 Applicant: Miss G. & Mr C. P25/15 APPROVAL OF MINUTES Planning Committee 28 July 2015 It was RESOLVED that these minutes be approved.

P26/15 SUPPLEMENTARY PLANNING Cllr Bushell had requested that the North Council’s Supplementary Planning Guidance was brought to members attention and members specifically noted the section in respect of Affordable Housing. It was RESOLVED that an informal meeting of this committee is convened in order to discuss Spatial Strategy in respect of planning decisions. The Acting Town Clerk is to speak to the planners and establish what other councils have implemented regarding this matter. Cllr Moore wished to have it noted that he voted against this decision.

The time being 6.23pm Cllr Yeo joined the meeting and took the chair. The time being 6.25pm Cllrs C. and S. Lock joined the meeting.

Location: The Old Stable, Station Road, South Molton It was RESOLVED that it be recommended that this application be approved. Six voted in favour and Cllr Cornelius voted against. Members questioned where the bin store and the cycle storage areas for these flats would be sited as it was not evident on the plan.

Location: Westmead, Nadder Lane, South Molton It was RESOLVED that it be recommended that this application be unanimously approved c) Application No: 59956 Applicant: South Molton Town Council Proposal: Listed building application in respect of creation of market holder storage units. Location: Pannier Market, Broad Street, South Molton It was RESOLVED that it be recommended that, as this is the Town Council’s own application, no formal decision is made and that this application be forwarded to the District Council to determine. Members were pleased that this application had been submitted as it would make use of a disused area.

Location: The Coaching Inn, Queen Street, South Molton It was RESOLVED that it be recommended that this application be unanimously refused for the following reasons: a) That this application is an over-intensification of the site. b) The proximity of the development to licensed premises for young children c) That there are highway conditions to be taken into account regarding traffic movements within the site and off site. d) That there may be an Article 8 infringement on the residential dwelling of the landlord. e) That there is a lack of car parking space. f) That there would disruption to adjacent properties including the Coaching Inns business and the potential adverse economic impact. g) That members have issues regarding the building design as the application is within the Conservation area. h) Concerns regarding wheelie bins on the pavement in Queen Street. i) Noise issues. j) A wildlife report will be required.

P101/15 APPROVAL OF MINUTES Planning Committee 26 April 2016 It was RESOLVED that these minutes be approved. 7 For Cllr Worden did not vote as he was not present at this meeting.

P102/15 PLANNING APPLICATIONS a) Application No: 60906 Applicant: Mr Gary Clay Proposal: Demolition of existing shop & cottage, erection of new shop & relocation of filling station forecourt. Location: Rogers Garage, 111 East Street, South Molton It was RESOLVED that it be recommended that this application be approved in principle subject to the following conditions: i) That the canopy for the car wash area be in place ii) That the wall of the house is retained iii) That the lights in the lighting area are pointed downwards iv) That the illuminations are switched off at 10pm v) That the car parking space near the estate agents be taken away so that lorries have an easier access onto the forecourt 5 For - 2 Abstained - 1 Against

b) Application No: 61072 Applicant: Mr Kevin Ward Proposal: Erection of plantroom & installation of 1 no biomass boiler. Location: South Molton Community Hospital, Widgery Drive, South Molton It was RESOLVED that it be recommended that this application be approved but it was hoped that the chimney of the boiler is set below the level of the balconies of Eastleigh Homes. 7 For 1 Abstained (Cllr Worden due to his personal interest)

Cllr Goodman re-joined the meeting.

P103/15 PLANNING DECISIONS Members noted the planning decisions received from the District Council details of which had been previously circulated.
