Lease of the Palais Royale - Request for Proposals P-129-99.RFP (High Park) (City Council on July 4, 5 and 6, 2000, adopted this Clause, without amendment.) The Economic Development and Parks Committee recommends the adoption of the following joint report (May 29, 2000) from the Commissioner of Economic Development, Culture and Tourism and the Chief Financial Officer and Treasurer: Purpose: To seek approval for the negotiation and execution of an agreement for the lease of the Palais Royale with the recommended proponent, Shoreline Entertainment Corporation. Financial Implications and Impact Statement: The City is currently covering all operating and maintenance costs for the Palais Royale building through the 2000 Facilities Operating Budget. Adoption of the recommendations included in this report will relieve the City of this expense, provide for an estimated investment of $2 million for restoration and rehabilitation of the building, general enhancement of the site, and will offer an income stream based on a percentage of sales over the term of the lease, with a minimum of $25,000.00 per year. This rent will begin to be fully realized in 2001 and will be reflected in the Parks and Recreation Operating Budget for next year. The Chief Financial Officer and Treasurer has reviewed this report and concurs with the financial impact statement. Recommendations: It is recommended that: (1) the proposal received from Shoreline Entertainment Corporation, the only acceptable proponent, in response to Request for Proposals P-129-99.RFP, for the lease of the Palais Royale, be accepted; (2) staff be authorized to negotiate and execute a lease agreement, in a form acceptable to the City Solicitor, with Shoreline Entertainment Corporation; and (3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto. -

They include the Palais Royale, the Sunnyside Bathing Pavilion, and the historic Joy Gas Station. Perhaps the oddest site, however, is the sadly isolated and neglected Lion Monument. STAFF REPORT June 13, 2006 To: Policy and Finance Committee From: Brenda Librecz, General Manager, Parks, Forestry and Recreation Subject: Constructing an Alternative Parking Lot in the Median of Lakeshore Blvd. West; the Installation of a Mid-block Pedestrian Traffic Control Signal in the Vicinity of 1601 Lakeshore Blvd West; Terminating the Existing Agreement with Shoreline Entertainment Inc; and the Execution of an Agreement with the Palais Royale Corporation (Ward 14 Parkdale - High Park) Purpose: To seek Council authority for the Toronto Parking Authority (TPA) to fund and construct a parking lot in the centre median of Lakeshore Boulevard West; to seek Council authority to install a mid-block pedestrian traffic control signal in the vicinity of 1601 Lakeshore Boulevard West; and to negotiate and enter into a Lease Agreement with the Palais Royale Corporation for the operation of the Palais Royale and a License Agreement with the TPA for the parking lot in the median. Financial Implications and Impact Statement: The Toronto Parking Authority will be responsible for the initial construction costs and administration fees, which will not exceed $500,000.00, including all applicable taxes and charges. The project was not included in the Authority’s 2006 Approved Capital Budget. It is requested that this project be funded through the reallocation of funds within the 2006 Approved Capital Budget. Funding in the amount of $500,000.00 will be reallocated from project TPA 906711 Danforth Main Trent Avenue-Variety Village to Project TPA 907012 Palais Royale. The reallocation of funding for this project will not impact the Toronto Parking Authority’s 2006 Approved Capital Budget. -

STAFF REPORT ACTION REQUIRED Western Waterfront Master Plan Date: May 15, 2009 To: Executive Committee From: Deputy City Manager Richard Butts Wards: 13, 14 Reference P:\\2009\ClusterB\wf\ec09003 and ec09003 Att. 1 & ec09003 Att. 2 Number: SUMMARY This report recommends that the Western Waterfront Master Plan be approved by City Council and used to guide future decisions related to improvements to the public realm within the Western Waterfront over the next twenty years and beyond. The Master Plan provides an overall vision for improving parkland, beaches, break walls, trails, promenades, roads, bridges, servicing and recreational facilities within the Western Waterfront. The Plan applies to the waterfront area between the Humber River and Exhibition Place and includes Sunnyside Beach and Marilyn Bell Park. It was prepared for the City by a consulting team led by planningAlliance. RECOMMENDATIONS It is recommended that City Council: 1. Approve the May 2009 Western Waterfront Master Plan which is to guide future decisions related to improvements to the public realm within this area; 2. Direct the General Manager of Transportation Services to include for consideration in the 2010 Capital Budget for Transportation Services as a new project, $2.0 million in new capital funding ($1.0 million in 2010 and $1.0 million in 2011) in order to initiate in 2010 the environmental assessment for reconfiguration of Lake Shore Boulevard between the Humber River and Exhibition Place; Staff report for action on Western Waterfront Master Plan 1 3.
