    Commissioner Jonathan Hill 32 Smith Square, London SW1P 3EU Dear Commissioner Hill, We are writing this open letter to you as NGOs, civil society organisations, campaigners and EU citizens to call on you to amend the proposed rules for addressing excessive price speculation on food and other commodities in financial markets. When the EU legislation - Markets in Financial Instruments Directive II (MiFID II) – was agreed in January 2014, the European Commission claimed that it would be “curbing speculation on commodities and the disastrous impacts it can have on the world's poorest populations.” 1 However, we are alarmed that the proposed rules for implementation 2 will severely weaken the effectiveness of the legislation and will not tackle excessive speculation on food and other commodities. High and volatile food prices have had a devastating impact in poor and food dependent countries, causing increased hunger, poverty and instability. They also affect agricultural producers as well as consumers in the EU and around the world. Strict limits need to be set consistently throughout the EU on the amount that companies and persons can bet on commodity prices in order to curb harmful speculation. However, the proposals to implement MiFID II that you are considering will allow weak and ineffective position limit systems in member states. They will also leave the EU unable to deliver on its commitments by the G20 leaders, G20 Finance Ministers and G20 Agriculture Ministers. The EU agreed to improve the regulation of financial commodity markets to address excessive price volatility 3 as an important step to reduce poverty, achieve food security, budget stability and strong growth that is both sustainable and inclusive 4 including setting up a robust position limits system.

The period of ‘Thy Kingdom Come’ is a global prayer movement that invites Christians around the world to pray for more people to come to know Jesus.     Prayer Pilgrimage This month the Benefice of Dorchester with the Winterbournes looks forward to the arrival of new Team Rector of Dorchester, Revd Canon Thomas Woodhouse. He and his family will be formally welcomed at the service of Institution, Induction and Installation on Wednesday 26th February, 7pm in St Mary’s Church, Edward Road (where Thomas will be based). However, prior to that, he will be travelling the patch by way of a Prayer Pilgrimage to which all are invited in their particular context, or if more convenient to one of the other churches in the team.     Cathedral News August 2019 – No. 688 From: The Dean We’ve recently gone through the process of Peer Review. After the Chapter had completed a lengthy self-evaluation questionnaire on matters of governance and finance and so on, three reviewers came from other cathedrals to mark our homework. Or rather, to bring an external perspective to bear, and help us refine our thinking about where we are heading as a cathedral. In spite of our natural wariness in advance, only to be expected given the amount of external scrutiny the cathedral has undergone in recent years, it was an encouraging experience. More of that, however, in a future Cathedral News. For now, I want to pick up on a comment made by all three reviewers. They came to us from Liverpool, Winchester, and Ely, and all expressed delight, and surprise, at the splendour of our cathedral: “We had no idea what a marvellous building it is!” For me, their observations provoked two questions... Is it because we all take the building for granted? Or is it because we’ve failed to tell our story effectively? I suspect there is truth behind both these questions. We all know how ‘distance lends enchantment to the view’; and the converse is also clearly true. It is not that familiarity necessarily breeds contempt, but you cannot live in a perpetual state of wonderment. Sir Simon Jenkins, the author of all those books on beautiful houses and railway stations and churches and cathedrals, told of his visit to Exeter: “I came into the cathedral and sat in silence for half an hour, overwhelmed by the beauty of the place.” I have the benefit of being in the cathedral every day, and will often speak of how our vaulted ceiling lifts my heart daily to heaven.
