While 2020 was a challenging year with COVID-19, TAC achieved a number of “firsts” including the first transition of a CTAB accredited program to TAC, the first virtual site visit, the first 5 Year Comprehensive Review of the National Accreditation Criteria and accreditation process, and the review of the first discipline CTAC.

Summary The year closed with a surplus of $88,372, exceeding the budgeted amount of $34,429. With several audits postponed due of COVID or pushed into 2021 by the educational institution, accreditation revenue was significantly lower than budgeted. Additionally, CTAB accredited program annual fees for 2021 were recorded as deferred revenue as opposed to 2020 revenue. The revenue shortage was offset with a considerable savings of accreditation costs due to aborted audit team travel and auditor fees, associated with late in the year site visits, to be recorded in 2021.

Savings were also realized for the following budgeted items; governance, IEA, professional development, Forms Automation Project and office. Standards development costs exceeded the budgeted amount with the allocation of funds for the math learning outcome stakeholders’ surveys. Detailed explanations are provided below.

All CTAB accredited programs were invoiced in October for 2021-2022 annual fees even though some programs plan to transition to TAC accreditation in 2021 and the annual fee would not be applicable. Based on this situation and the invoices being sent well in advance of the March 1st start of the accreditation period, the amounts over 60 days are not a concern.

HST receivable $14,624 – Amount to be offset by the HST Payable account and remitted to government.

Prepaid expense $1,820 – The amount is for the 2021 portion of the insurance premium and the 2021 AAAC membership.

Accrued interest $207 – Interest accrued on the GICs prior to maturity.

Accounts payable $27,175 – Key amounts includes $9,605 to The Portage Group, $5,684 for CCTT, $4,475 to Mark Mechanek, $3,946 to Xerox, $1,130 to CNA-Q, $976 to Shift Law and $958 to RBC Visa. The CNA-Q amount is the net refund for annual fees not due as the accredited programs are in their initial accreditation cycle.

Deferred Revenue $59,375 – Accreditation fees pre-paid by Vancouver Community College ($2,000) and 2021 annual fees for CTAB accredited programs. All programs invoiced. Should program be TAC accredited in 2021, the CTAB annual fee will be applied against the TAC accreditation fee.

Member Dues Actual $413,713 – Represents billing for four quarters. Budget $413,434 – Variance of $279 is a result of corrections to the number of certified members for TPS and TechNova to calculate member dues budget.

Accreditation Fees Actual $85,775 – Based on the 2020 revenue schedule. See chart below for breakdown. Budget $130,815 – See chart below. Variance of ($45,040) is primarily due to audits being pushed back to 2021 and CTAB annual fees to be recorded as deferred revenue as they relate to the March 1, 2021 to February 28, 2022 period instead of being recorded as revenue this year. Accreditation Actual $5,514 – Auditor fees related to accreditations which were completed early in 2020, a share of the travel related to the CTAB audit of the BCIT Forest and Natural Areas Management program and conference calls for fall audits. Budget $73,255 – The variance of ($67,711) is due to the considerable fewer audits which were conducted as a result of COVID-19. The chart below provides further explanation. The audits which were conducted involved a virtual site visit, eliminating travel costs. As the audits will be completed in early 2021, auditor fees were not incurred.

Office Actual $13,929 – Costs include rent, parking/travel, photocopying, courier/postage, supplies, cell phone and banking and payroll charges. See below for details. Budget $18,140 – The variance of ($4,211) is primarily due to reducing the rent cost with OACETT from $1,000 to $600 per month starting in April and cancelling parking as staff started working from home. Photocopying, courier and supplies costs were also lower than budgeted.
