Seattle Park District Oversight Committee (PDOC) Meeting Summary December 17, 2019 Welcome –with Kelly McCaffrey, Seattle Park District Oversight Committee Chair Public Comment: Tim Motzer- Chair, LCNA Parks, Open Space and Community Center Committee Tim asked that the following three recommendations be considered during the next Seattle Park District financial planning process. 1. Retain the current 2018 property tax rate of 24.5 cents through 2020 to minimize the amount of tax increase that may be needed to fund needed improvements in the second funding cycle. 2. Establish a $15 million budget line item to replace aging Park facilities (must include the zoo and aquarium capital needs). 3. Thoroughly assess performance measures for the existing funded Seattle Park District projects and operating programs. Superintendent’s Report– with Jesús Aguirre, Seattle Park and Recreation, Superintendent Stone Cottage on Alki Beach – There will be a presentation by Seattle Parks and Recreation (SPR) staff on this issue at the January 9 Park Board meeting. Recent City Council Action: On Monday, The City Council also approved legislation authoring a new 2018 Memorandum of Understanding with the Seattle Aquarium Society for the development of the new Ocean Pavilion facility, expanding the Seattle Aquarium. Additionally, SPR received authorization to acquire property adjacent to Terry Pettus Park on Lake Union, adding waterfront park space to a well-used street end in the Eastlake Residential Urban Village, as well as approval for the reappointment of Andréa Akita to the Board of Park Commissioners and Deepa Sivarajan (Seattle LGBTQ Commission rep) and Shelani Vanniasinkam (Immigrant and Refugee Commission rep) to the Seattle Park District Oversight Committee. -

Central Library: Enjoy a few books, then travel to the 10th floor for a view of Elliott Bay. 5. Planes: Spot an air, sea, or float plane. HintCheck Lake Union or the Museum of Flight! 6. The Ballard Locks: Find salmon working their way through the ladder or boats moving from fresh to salt water. 7. Dinosaurs! Search for these prehistoric creatures in the Pacific Science Center, or go take a look at the first dinosaur fossil found in Washington State in the University District's Burke Museum. 8. Sports Stadiums: Head south of downtown to find where the Mariners, Seahawks, and Sounders play! 9. River Otters: Say hello to Ziggy, Duncan & Valkyrie, the Woodland Park Zoo's resident synchronized swimmers in the Northern Trail section. 10. Fremont Troll: Explore the Fremont neighborhood making sure to stop and see the mythical and mysterious creature who lives under the Aurora Bridge. 11. Eagle Sculpture: Wander around the Olympic Sculpture Park and enjoy the larger than life masterpieces. You might stop for a picnic next to Alexander Calder's giant eagle! 12. Fish: See how many different types of fish you can find at the Seattle Aquarium! Don't forget to say hi to the scuba diver in the Windows on Washington Waters exhibit. -

SEATTLE PUBLIC SCHOOLS DATE: October 6, 2017 TO: Recipients of the State Environmental Policy Act Determination of Non-Significance (SEPA DNS) for the Queen Anne Elementary School Addition Project FROM: Pegi McEvoy, SEPA Environmental Offic Seattle Public Schools has identified that the SEPA Environmental Checklist dated October 2017, meets our environmental review needs for the current proposal to expand the Queen Anne Elementary School building using fundingJrom the Building Excellence TV (BEX TV) Capital Improvement Program, approved by voters in February 2013. Project construction is scheduled to begin June 2018 and will be targeted for completion in the fall of 2019 After conducting an independent review, SPS has determined that the project does not have significant adverse impacts on the environment as documented with the enclosed Determination of Non- Significance (DNS). The SEPA Environmental Checklist, October 2017, discusses the potential environmental impacts that could result from expansion of the school to add classrooms for a permanent capacity of 200 students, a new gymnasium, and expanded dining commons, and new administrative space. A draft of the Checklist was released for public comment from May 31, 2017 to June 26, 2017. Comments received informed revisions to the final SEPA Checklist on which the DNS is based. The responses to written comments received are documented in the summary table, Attachment A to this memo. 2009 Earthcorps Annual Report
2009 EarthCorps Annual Report a watershed year from the director Dear Friends, 2009 was a Watershed Year at EarthCorps. In addition to navigating a challenging economy, EarthCorps’ staff and Board of Directors made the following watershed decisions: • Commit to leading in the science of ecological restoration, mapping and monitoring; 2009 Field • Re-commit to the corps in EarthCorps; Accomplishments • View our work on a watershed scale. 100,000 hours of service Science – An important goal in our current Strategic Plan is to deploy the best possible practices in our work, according to restoration science and including mapping and GIS. We made a profound 11,300 volunteers leap forward in August 2009 by joining forces with Seattle Urban Nature – a mapping and 585 acres mapped monitoring organization that has catalyzed restoration in the Seattle area since 1999. With two ecologists, a new Education Director, and GIS/GPS capabilities now in-house, EarthCorps is poised to 299 acres inventoried provide a comprehensive suite of needed services to local land managers and community partners, 190 acres of land in restoration and to involve the corps, volunteers, and students in restoration monitoring and citizen science. 40,000 plants installed Corps – EarthCorps has always been a people-centered organization, dedicated to selecting, equip- 5 miles of trail maintained ping and networking the most promising young environmental leaders so they can maximize their impact in their communities. In 2009, we welcomed a visit from C. Srinivasan ‘97 (India), who told of his success in creating zero-waste, green roof and indigenous ecotourism/reforestation efforts in his home city of Vellore. -

GIS data sources were as follows: • Snohomish County • King County • Pierce County • City of Everett • City of Mountlake Terrace • City of Lake Forest Park This information was not verified in the field and parks and recreation facility representatives were not contacted to determine ownership or the recreational uses associated with these resources. Over 1,300 parks and recreation facilities were listed in the available GIS database including a wide variety of open space areas, sports fields, trails, and water- oriented facilities. COMPREHENSIVE LIST OF SEATTLE PARKS BONUS FEATURE FOR DISCOVERING SEATTLE PARKS: A LOCAL’S GUIDE BY LINNEA WESTERLIND Over the course of writing Discovering Seattle Parks, I visited every park in Seattle. While my guidebook describes the best 100 or so parks in the city (in bold below), this bonus feature lists all the parks in the city that are publicly owned, accessible, and worth a visit. Each park listing includes its address and top features. I skipped parks that are inaccessible (some of the city’s greenspaces have no paths or access points) and ones that are simply not worth a visit (just a square of grass in a median). This compilation also includes the best of the 149 waterfront street ends managed by the Seattle Department of Transportation that have been developed into mini parks. I did not include the more than 80 community P-Patches that are managed by the Department of Neighbor- hoods, although many are worth a visit to check out interesting garden art and peek at (but don’t touch) the garden beds bursting with veggies, herbs, and flowers. QUEEN ANNE HISTORIC CONTEXT STATEMENT Prepared by Florence K. Lentz and Mimi Sheridan For the Seattle Department of Neighborhoods, Historic Preservation Program and the Queen Anne Historical Society October 2005 The community of Queen Anne is one of Seattle’s oldest residential neighborhoods. Pioneer settler Thomas Mercer first called the forested, water-lapped district Eden Hill. By the mid-1880s, the growing suburb had acquired the name Queen Anne Town in reference to its showy domestic architecture. The character of this thoroughly urban neighborhood today is the result of several key influences, both physical and human. Natural features have both encouraged and restrained the development of Queen Anne over time. Waterways at the base of the hill virtually assured adjacent industrial growth from an early date. At the same time, steep topography limited the spread of large-scale commercial and industrial land uses on the hill itself. Instead, the hill became attractive as an early residential suburb because of its spectacular territorial and water views and its relative accessibility to the city. Queen Anne Hill was linked to Seattle by public transit in the late 1880s. Thereafter, streetcar lines fostered rapid platting, intensive residential construction, and the eventual emergence of multifamily housing – all within a brief forty-year period of time. The close-in location and unsurpassed views continue to stabilize the high value of real estate on the hill. Queen Anne’s character has been shaped as much by its human resources as by its physical features. The fact that progressive, well-educated families made the hill their home from the outset has left a lasting legacy. -

AqUA VISTA Seattle Aquarium makeover will offer visitors a pier-side view of the deep blue sea BY HEIDI MILLS rom the rooftop of the Seattle Aquarium’s new Ocean Pavilion, visi- tors will look out toward Puget Sound F and the Olympics, back toward Pike Place Market and the city skyline, and down into a 350,000-gallon shark tank. That’s right. A shark tank. One that visitors to the waterfront can observe without ever entering the aquarium. Boosters believe the dramatic vistas and dar- ing design of the Ocean Pavilion will make the aquarium one of Seattle’s must-see attractions, along with the Space Needle and Pike Place Market, and brand Seattle as a global leader in marine conservation efforts. The building is slated to open in 2023 as part of the city’s ambitious new waterfront. With the Alaskan Way Viaduct’s demolition, the waterfront will be transformed into a 20-acre urban park, and the Ocean Pavilion will become the centerpiece, occupying the most prominent spot. “The Ocean Pavilion will be at the crossroads of the city,” says Bob Davidson, Seattle Aquarium president and chief executive officer. “It’s a gift, and it’s also a statement of the importance of Seattle’s relationship to the water and the ocean.” For locals underwhelmed by today’s cramped aquarium, and by a waterfront largely occupied by trinket shops and tourist traps, the upcoming overhaul will be stunning. The Ocean Pavilion and waterfront park will bring bold new archi- tecture, large outdoor gathering spaces and a connection to Puget Sound that hasn’t existed since the viaduct was constructed in the 1950s.
