21 FEB 1997 MCA-Deng MCA LEADERS SIGN CONDOLENCE BOOK FOR DENG KUALA LUMPUR, Feb 21 (Bernama) -- MCA president Datuk Seri Dr Ling Liong Sik and several other party leaders today signed the condolence book for China's paramount leader, Deng Xiaoping, who died on Wednesday, at the Chinese embassy in Jalan Ampang, here. Those present were the party's deputy president, Datuk Lim Ah Lek, secretary-general Datuk Ting Chew Peh, vice-president Datuk Chua Jui Meng, Youth chief Datuk Chan Kong Choy, Wanita leader Datuk Teng Gaik Kwan and Datuk Tan Chai Ho. Led by Dr Ling, they performed the traditional bow in front of Deng's portrait with words of eternal remembrance of comrade Deng written in Mandarin. Speaking to reporters later, Dr Ling, who is Transport Minister, Deng would be best remembered for the modernisation of China. He credited Deng with the political stability in China which had led to strong economic growth in the last decade. He hoped there would be a smooth transition of leadership as China could provide the inspiration and growth for the whole region and the world at large. The MCA is the third largest Chinese-based ruling political party after the Communist Party of China and the Nationalist Party of Taiwan. However, unlike them, the MCA was formed by western-educated capitalists who aimed to bring more political rights to the straits-born Chinese. Later, DAP secretary-general Lim Kit Siang led a 12-member delegation to pay their last respects. Dewan Negara President Tan Sri Mohamed Ya'acob also signed the condolence book which will be open from 9am to 5pm daily until Tuesday, except on Sunday. -

Transparency and Authoritarian Rule in Southeast Asia
TRANSPARENCY AND AUTHORITARIAN RULE IN SOUTHEAST ASIA The 1997–98 Asian economic crisis raised serious questions for the remaining authoritarian regimes in Southeast Asia, not least the hitherto outstanding economic success stories of Singapore and Malaysia. Could leaders presiding over economies so heavily dependent on international capital investment ignore the new mantra among multilateral financial institutions about the virtues of ‘transparency’? Was it really a universal functional requirement for economic recovery and advancement? Wasn’t the free flow of ideas and information an anathema to authoritarian rule? In Transparency and Authoritarian Rule in Southeast Asia Garry Rodan rejects the notion that the economic crisis was further evidence that ulti- mately capitalism can only develop within liberal social and political insti- tutions, and that new technology necessarily undermines authoritarian control. Instead, he argues that in Singapore and Malaysia external pres- sures for transparency reform were, and are, in many respects, being met without serious compromise to authoritarian rule or the sanctioning of media freedom. This book analyses the different content, sources and significance of varying pressures for transparency reform, ranging from corporate dis- closures to media liberalisation. It will be of equal interest to media analysts and readers keen to understand the implications of good governance debates and reforms for democratisation. For Asianists this book offers sharp insights into the process of change – political, social and economic – since the Asian crisis. 14/12/1998 Nation expected to have 3m trees by year 2000 THE country is expected to achieve the target of planting 3 million trees by the year 2000 if more than 15 per cent of Malaysians are serious in the effort to turn the country into a "garden nation". Housing and Local Government Minister Datuk Dr Ting Chew Peh said every state in Malaysia has been allocated the number of trees to be planted. "But, it is rather disappointing because we have not received encouraging responds from the public," he said at the tree planting ceremony in Cheras yesterday. His speech was read out by Deputy Culture, Arts and Tourism Minister Datuk Teng Gaik Kwan. Also present was Parliamentary Secretary for Domestic Trade and Consumer Affairs Ministry Datuk Tan Chai Ho. The campaign was organised in support of the "Love the Environment - Malaysia a Garden Country" which kicked off early last year. It was launched by Prime Minister Datuk Seri Dr Mahathir Mohamad with the aim of turning the country into a "garden country" by 2005. The ministry will be providing some 1,000 trees for the campaign with 500 to be planted at Bandar Tun Razak and Cheras. Yesterday's event was organised in cooperation with Chinese daily Sin Chew Jit Poh, RediFM98.8, Malaysia Health Action Centre, MCA Bandar Tun Razak, MCA Cheras and MCA Negri Sembilan divisions, Green Country Farm, Rock Records and Tapes (M) Sdn Bhd and Leisure Mall.
