  • Press Release on Modification Works for the MTR Diamond Hill Station In
    CB(1)786/12-13(01) PR021/13 25 March 2013 Enhanced facilities to make MTR Diamond Hill Station the future East Kowloon railway hub MTR Diamond Hill Station will be transformed into a major new railway hub for East Kowloon when the first phase of the Shatin to Central Link (SCL) commences service in 2018. Modification works will begin in mid-April to upgrade and enlarge Diamond Hill Station to serve as the future interchange station between SCL and the Kwun Tong Line. A new SCL concourse and platforms will be built and a wide array of enhanced facilities will be added there including the installation of 3 new lifts, 12 escalators, additional Ticket Issuing Machines, Automatic Teller Machines, shops, and new public toilet facilities. “We take on the feedback from the community on barrier-free facilities. By reorganising the station layout and exploring ways to overcome technical challenges, we have been able to maximize the number of lifts and escalators we can put into the station, “said Mr Jay Walder, Chief Executive Officer of MTR Corporation. “Passengers will enjoy the convenience brought by the new facilities at the Kwun Tong Line of Diamond Hill Station from the end of 2015, while the facilities at the new extension will be unveiled with the completion of the SCL in 2018,”said Mr Philco Wong, General Manager – Shatin to Central Link of MTR Corporation. In the intervening period, a number of temporary arrangements will be implemented at the station to facilitate construction works. “In planning the modification works, we will do our best to minimize the inconvenience caused to the passengers.

    Annex List of Development Bureau’s Initiatives in the Policy Address Supplement A list of Development Bureau’s initiatives, progress made on completed initiatives or those that have attained major progress and challenge ahead stipulated in the Policy Address Supplement is appended below. They are mainly under the Chapters of “Good Governance”, “Housing and Land Supply”, “Diversified Economy” and “Liveable City”. Good Governance Progress Made The Judiciary has established a central steering committee to oversee the implementation of the new High Court and District Court projects. The statutory rezoning procedures for the latter’s development site commenced in May 2019. Housing and Land Supply New Initiatives Expedite land use reviews for brownfield sites with higher development potential and certain squatter areas in urban districts, with a view to boosting land supply for public housing development. Announce a proposed framework for the Land Sharing Pilot Scheme and start accepting applications in early 2020. Amend the Outline Zoning Plans to incorporate the recommendations of the planning and engineering feasibility studies on the two action areas in Kwun Tong and Kowloon Bay, commence demolition of the former Kowloon Bay Waste Recycling Centre to release the land for commercial development, and undertake engineering investigation and design for the infrastructural facilities in Kwun Tong Action Area, with a view to further promoting the transformation of Kowloon East into the second core business district. Review the development potential of over 300 sites originally ‐ 2 ‐ earmarked for standalone “Government, Institution or Community” (GIC) facilities, with a view to optimising land use and expediting development. Progress Made The URA has identified two clusters of sites involving more than 30 Civil Servants’ Co-operative Building Society Scheme buildings in Kowloon City for re-development as a pilot project.

    CB(4)1318/15-16(01) Legislative Council Panel on Transport Fares of MTR Kwun Tong Line Extension This paper briefs Members on the fares of MTR Kwun Tong Line Extension (“KTE”). Background 2. KTE will commence passenger service on 23 October 20161. It is approximately 2.6-kilometre long, extending the existing Kwun Tong Line from Yau Ma Tei Station to the new Ho Man Tin Station and Whampoa Station (“KTE stations”). Ho Man Tin Station will be an interchange station connecting Kwun Tong Line and the future Shatin to Central Link. Fares of KTE 3. In accordance with the Operating Agreement signed between the Government and the MTR Corporation Limited (“MTRCL”), MTRCL shall brief the Legislative Council Panel on Transport and the Transport Advisory Committee on fares of new railway extensions. 4. Being an extension of the Kwun Tong Line, the same “distance based” fare structure of the existing MTR heavy rail system will be applied to determining fares of the two new KTE stations.     Information Paper C&WDC T&TC Paper No. 43/2019 Central & Western District Council – Traffic & Transport Committee Temporary Service Arrangement in Relation to the Peak Tramway’s Upgrading Plan On 2 October 2018, the Chief Executive in Council (“ExCo”) has approved, under the Peak Tramway Ordinance (Cap. 265), the grant of the second 10-year (2026 - 2035) operating right of the peak tramway to the Peak Tramways Company Limited (“PTC”) for maintaining the peak tramway as an important tourism and recreational facility. Since early 2019, PTC has embarked on works related to the upgrading plan. At present, the progress of the upgrading plan is on schedule, and the Government will continue to closely monitor the progress of the upgrading plan carried out by PTC. To enable District Council members to have an understanding of the latest progress of the upgrading plan and the temporary service arrangement in respect of service suspension starting from 23 April 2019 for around two to three months, the information paper prepared by PTC is attached for members’ reference.     For Circulation C&W DC Paper No. 109/2017 Central and Western District Council Progress of Admiralty Station Expansion Works under the Shatin to Central Link Project Introduction 1. This paper aims to update members of the Central and Western District Council on the progress of the expansion works of Admiralty Station under the Shatin to Central Link (“SCL”) project. Background 2. The 17-kilometre SCL is a territory-wide strategic railway project linked with a number of existing and future railways to form two strategic railway corridors, namely the “East West Corridor” and the “North South Corridor”. The “East West Corridor” will be formed by extending the Ma On Shan Line from Tai Wai Station to Hung Hom Station where it will connect with the West Rail Line. The “North South Corridor” will extend the existing East Rail Line from Hung Hom Station across the Victoria Harbour to Admiralty Station via Exhibition Station. The “East West Corridor” and “North South Corridor” are expected to commission in mid-2019 and the 2021 respectively. 3. Admiralty Station will become the railway transport hub on Hong Kong Island that serves as the interchange for Island Line, Tsuen Wan Line, South Island Line (“SIL”) and the SCL. As part of the facilities are integrated for both the SCL and the South Island Line (East) (SIL(E)) project, part of the major works including platforms and interchange concourse were carried out under the SIL(E) project to shorten the overall construction time and minimise disturbance to the environment, road traffic and community. As SIL has been in operation since December 2016, SCL has taken over the works site from SIL(E) in Admiralty to continue the remaining railway construction works.

    LC Paper No. CB(4)610/15-16(05) Legislative Council Panel on Transport Subcommittee on Matters Relating to Railways Progress Update of the Construction of the Shatin to Central Link (As at 31 December 2015) Introduction This paper reports to Members on the progress of the main construction works of the Shatin to Central Link (“SCL”) as at 31 December 2015. Background 2. SCL, with a total length of 17 kilometres, consists of the following two sections – (a) Tai Wai to Hung Hom section: this is an extension of the Ma On Shan Line from Tai Wai via Southeast Kowloon to Hung Hom where it will join the West Rail Line; and (b) Hung Hom to Admiralty section: this is an extension of the East Rail Line from Hung Hom across the Victoria Harbour to Wan Chai North and Admiralty. 3. SCL will have ten stations. Apart from bringing improvements to the existing Tai Wai Station, the SCL project will involve construction of new stations or extension of existing stations at Hin Keng, Diamond Hill, Kai Tak, To Kwa Wan, Ma Tau Wai, Ho Man Tin, Hung Hom, the Hong Kong Convention and Exhibition Centre, and Admiralty. It is a territory-wide strategic railway project (alignment layout at Annex 1). Admiralty Station and Ho Man Tin Station will become integrated stations providing interchange service to passengers of SCL and South Island Line (East)(“SIL(E)”), as well as passengers of SCL and Kwun Tong Line Extension (“KTE”) respectively. 4. The Approved Project Estimate for the entire SCL project is $79,800 million (in money-of-the-day prices) and the project is funded by the Government under the “concession approach”.

    PRESS STATEMENT 13 November 2019 MTR Unable to Provide Normal Services Due to Repeated Vandalism by Rioters The MTR network and facilities have been repeatedly vandalised over the past several days. A total of seven rail lines were affected today (13 November 2019) and train service on some of the lines had to be fully or partially suspended. Furthermore, seven stations were forced to close as station facilities were maliciously damaged or operations were disrupted. A large number of commuters all over Hong Kong was adversely affected because of these incidents. The MTR Corporation strongly condemns the rioters’ acts which endangered the safety of passengers, MTR staff and railway operations. The Corporation has reported the cases to the Police and reserves the right to take legal action against the parties concerned. After the end of service hours yesterday, rioters broke into several closed stations to set fires and vandalise trains, stations and trackside equipment. On the East Rail Line, there were arson attacks that targeted two trains stabled at Sheung Shui Station and a train stabled at University Station. Another train stabled at Mong Kok East Station was also damaged. In addition, a track-side signaling equipment room near Fo Tan was attacked. Considering these stations had already been damaged during the day yesterday, the Corporation had no choice but to suspend the train service of the East Rail Line from the start of traffic hours today. Following recovery efforts by engineering personnel, train service between Hung Hom and Tai Wai stations resumed at around 5pm with trains by-passing Kowloon Tong Station.
