Security programs primarily focus on prevention-based strategies aimed at stopping attackers from getting into the network. These programs attempt to use hardened perimeters and endpoint defenses by recognizing and blocking malicious activities to detect and stop attackers before they can get in. Most organizations implement such a strategy by fortifying their networks with defense-in-depth through layered prevention controls. Detection controls are usually placed to augment prevention at the perimeter, and not as consistently deployed for in-network threat detection. This architecture leaves detection gaps that are difficult to fill with existing security controls not specifically designed for that role. Introducing Traffic Analysis George Danezis and Richard Clayton January 26, 2007 1 Introduction In the Second World War, traffic analysis was used by the British at Bletchley Park to assess the size of Germany's air-force, and Japanese traffic analysis countermeasures contributed to the surprise of their 1941 attack on Pearl Harbour. Nowadays, Google uses the incidence of links to assess the relative importance of web pages, credit card companies examine transactions to spot fraudulent patterns of spending, and amateur plane-spotters revealed the CIA's `extraordinary rendition' programme. Diffie and Landau, in their book on wiretapping, went so far as to say that “traffic analysis, not cryptanalysis, is the backbone of communications intelligence" [1]. However, until recently the topic has been neglected by Computer Science academics. A rich literature discusses how to secure the confidentiality, integrity and availability of communication content, but very little work has considered the information leaked from communications ‘traffic data' and how these compromises might be minimised. Traffic data records the time and duration of a communication, and traffic analysis examines this data to determine the detailed shape of the communication streams, the identities of the parties communicating, and what can be established about their locations. The data may even be sketchy or incomplete { simply knowing what `typical' communication patterns look like can be used to infer information about a particular observed communication. Civilian infrastructures, on which state and economic actors are increasingly reliant, are ever more vulnerable to traffic analysis: wireless and GSM telephony are replacing traditional systems, routing is transparent and protocols are overlaid over others { giving plenty of opportunity to observe, and take advantage of the traffic data. -

Training the Motivated: Digital Security for Activists Glencora Borradaile Kelsy Kretschmer Abstract School of Electrical Engineering School of Public Policy The state of global surveillance and the political and Computer Science Sociology Program environment has many activists caring more about their Oregon State University Oregon State University online security culture. Pre- and post-surveys of the seminar will form an initial assessment of what kind of intervention might increase the security practices of activists and to inform the design of program offerings. We report on the pre-surveys from three offerings of the seminar. Introduction In collaboration with the Civil Liberties Defense Center (CLDC), the first author had been offering informal digital security trainings for activists and their lawyers. After the fall elections in the U.S., requests for these trainings increased dramatically and shortly thereafter we launched a Digital Security for Activists (DSA) program. The DSA program’s intent is to align with the CLDC mission (“to defend and uphold civil liberties through education, outreach, litigation, legal support, and assistance”) and enable citizen activists to assert their constitutional rights while organizing online. L. 86-36 Not unlike the telegraph and ita influence on the American Civil War, the invention of radio had a profound affect on World War I military operations and in all conflicts since 1901. Signals intelligence, a new form. of intelligence produced from. the intercept of radio traffic, developed on a parallel course with radio during the early years of the twentieth century. Although signals intelligence was identified as a method to produce useful and critical information during war, it did not mature as a significant tool until after the ,.War to End All Wars." Radio traffic analysis, a branch of signals intelligence, was not even recognized as a separate technique until long after the First World War ended. Nevertheless, traffic analysis, or TIA, existed as a function in that era and made significant contributions to military operations and to the development ofsignals intelligence. For the American signals intelligence service, radio traffic analysis originated as a technique in the codebreaking section and with the clerks in the goniometric or Direction Finding (DF) service of the American Expeditionary Force. The early cryptanalysts developed TIA techniques to identify the originator and receiver of radio messages and to determine the more important encoded or enciphered messages to attack. TIA also evolved in the DF service with the clerks who discovered ways to produce intelligence from analysis of the externals of messages and from the location ofthe radio transmitters. The increasingly more complex communications systems which defied cryptanalytic attack provided the impetus for these developments. -

EPIC is a public interest, non-profit research and educational organization based in Washington, D.C. 1 EPIC was established in 1994 to focus public attention on emerging privacy and civil liberties issues and to protect privacy, freedom of expression, and democratic values in the information age. EPIC routinely files amicus briefs in U.S. courts, pursues open government cases, defends consumer privacy, coordinates non- profit participation in international policy discussions, and advocates before legislative and judicial organizations about emerging privacy and civil liberties issues. EPIC is a leading privacy and freedom of information organization in the US with special expertise in government surveillance related legal matters. 3. The matter before the Court in 10 Human Rights Organizations and Others v. the United Kingdom impacts the human rights to privacy, data protection and freedom of expression of people around the world, which is reflected also by the variety of the applicants’ affiliations. The matter before the Court is an issue of broad international importance because it involves arrangements to transfer personal data between the United States and European countries. -

Legal Responses and Countermeasures to National Security Letters Brett Weinstein INTRODUCTION In early June of 2013, governmental surveillance suddenly and dramatically entered the public consciousness, prompting a torrent of debate and backlash. The Guardian published a top secret court order requiring Verizon to hand over all telephone call records to the National Security Agency (NSA); the Washington Post disclosed a secret but widespread Internet surveillance program, and months of similar revelations followed, all stemming from leaks by former NSA contractor, Edward Snowden.1 As a result, the public and the press began to question the tools that the government uses for surveillance, including National Security Letters (NSLs), and the relationship between the government and the technology and telecommunications companies that seemingly possess all personal and private information generated in the modern, digital world.2 J.D. -

Privacy International is a leading UK charity working on the right to privacy at an international level. It focuses, in particular, on challenging unlawful acts of surveillance. 2. The Secretary of State for the Foreign and Commonwealth Office is the minister responsible for oversight of the Government Communication Headquarters (“GCHQ”), the UK’s signals intelligence agency. 3. These proceedings concern the infection by GCHQ of individuals’ computers and mobile devices on a widespread scale to gain access either to the functions of those devices – for instance activating a camera or microphone without the user’s consent – or to obtain stored data. Recently-disclosed documents suggest GCHQ has developed technology to infect individual devices, and in conjunction with the United States National Security Agency (“NSA”), has the capability to deploy that technology to potentially millions of computers by using malicious software (“malware”). GCHQ has also developed malware, known as “WARRIOR PRIDE”, specifically for infecting mobile phones. 4. The use of such techniques is potentially far more intrusive than any other current surveillance technique, including the interception of communications. At a basic level, the profile information supplied by a user in registering a device for various purposes may include details of his location, age, gender, marital status, income, 1 ethnicity, sexual orientation, education, and family. More fundamentally, access to stored content (such as documents, photos, videos, web history, or address books), not to mention the logging of keystrokes or the covert and unauthorised photography or recording of the user and those around him, will produce further such information, as will the ability to track the precise location of a user of a mobile device. -
