Abstract: During the past few years grave concern is being voiced by people from different walks of life over the deteriorating conditions of Hussain Sagar Lake. As a result of heavy anthropogenic pressures, the eco-systems of lake are not only strengthening in its surface becoming poor in quality, posing health hazards to the people living in around close proximity to the lake. Over the years the entire eco-system of Hussain Sagar Lake has changed. The water quality has deteriorated considerably during the last three decades. Over the years the lake has become pollution due to immersion of Ganesh Idols. Many undesirable changes in the structure of biological communities have resulted and some important species have either declined or completely disappeared. VIKAS SEHRA Vikas Sehra ([email protected]) is with the Centre for the Study of Regional Development, Jawaharlal Nehru University, New Delhi. Vol. 55, Issue No. 10, 07 Mar, 2020 In complete contrast to its past glory, the Musi river which traverses through Hyderabad city, is degraded by indiscriminate disposal of waste and massive encroachments. The Telangana government had announced plans in 2017 to revitalise the river through a large- scale riverfront development project. By revisiting similar initiatives taken up earlier to resuscitate the Musi, the article argues that these techno-managerial solutions completely disregard notions of commons, only to normalise their exploitation. On 28 September 1908, water levels in Musi river rose to 16 feet and completely flooded Hyderabad, leaving behind a trail of death and destruction. Encroached and concretised, the river has shrunk into a drain ever since. Today, it crawls through the city carrying a deadly mix of drain water interspersed with patches of cattle grass, solid wastes, and poisonous fumes. To revitalise the river, the Telangana government announced the Musi Riverfront Development Project in 2017. The degrading condition of such ecological commons (such as waterbodies, air, wetlands, etc) in cities brings focus back to Hardin’s "The Tragedy of the Commons" (1968). According to Hardin, in the absence of well-defined ownership, individuals maximise their self- interests, which eventually results in the overexploitation of commons. But Hardin’s conceptualisation was eventually criticised, and many scholars over time pointed out its ISSN (Online) - 2349-8846 limitations.

    EASSY ON TELANGANA Telangana, the twelfth largest and twelfth most populous state of India was formed on 2nd June 2014 with Hyderabad as its capital. It falls in the southern part of the country and covers an area of approximately 114,840 square kilometres. Till 1948, major part of Telangana was ruled over by the Nizam of Hyderabad. It was known as the Telugu-speaking region of the princely state of Hyderabad which dissolved into one big state, Andhra Pradesh in the year 1956. The word 'Telangana' is derived from the Sanskrit word 'Trilinga or Trilinga Desa" which means 'the country of three lingas'. In the ancient time, Telangana was ruled by several empires namely, the Satavahana dynasty (230 BCE to 220 CE), the Kakatiya Dynasty (1083-1323), the Musunuri Nayaks (1326-1356) the Delhi Sultanate, the Bahmani Sultanate (1347-1512), Qutub Shahi dynasty (1512-1687), Mughal Empire (1687-1724) and Asaf Jahi Dynasty (1724-1948). The Nizam of Hyderabad didn't want to merge with Indian Union but to remain independent during independence but the Government of India captured Hyderabad State on 17th September 1948 after a military operation called Operation Polo. Telangana is situated on the Deccan Plateau and two major rivers Godavri and Krishna flow through it. There is hot and dry climate for major part of the year. It has three National Parks: Kasu Brahmananda Reddy National Park in Hyderabad district, and Mahavir Harina Vanasthali National Park and Mrugavani National Park in Ranga Reddy district. The official languages of the state are Telugu and Urdu. Telangana has 10 districts, 42 revenue divisions, and 462 mandals.

Ramachandraiah* Sheela Prasad** Abstract Being located in the Deccan Plateau region, Hyderabad city has been dotted with a number of lakes, which formed very important component of its physical environment. With the increasing control of the State and private agencies over the years, and rapid urban sprawl of the city, many of the water bodies have been totally lost. Many have been shrunk in size while the waters of several lakes got polluted with the discharge of untreated domestic and industrial effluents. This study makes an attempt to analyse the transformation of common property resources (the lakes) into private property. The adverse consequences of the loss of water bodies are felt in the steep decline in water table and the resultant water crisis in several areas. Further, the severity of flooding that was witnessed in August 2000 was also due to a reduction in the carrying capacity of lakes and water channels. The State has not bothered to either implement the existing laws or pay attention to the suggestions of environmental organisations in this regard. The paper argues that in this process of loss of water bodies in Hyderabad, the State is as much responsible as private agencies in terms of the policies that it has formulated and the lack of ensuring legislation and implementation.

The multi-spectral data obtained from remote sensing satellites like Landsat, IRS, SPOT, IKONOS have been used to study features either by visual interpretation or by processing digital data using digital computers. It provides excellent capability to monitor composition of ecosystem and impact of management and degradation processes.
