Dr. Tom Messer, president pre- sented Dr. Schettler’s degree with these words: “Jim Schettler serves as pastor of the Campus Church at Pensacola Christian College. The unique ministry of the Campus Church involves over 1,500 community folk plus over 4,000 college students when Pensacola Christian College is in session. His personal walk with God and the power of the Holy Spirit on his life make his dynamic style of preaching vibrant and alive to Christians of all ages. His pastor’s heart is evident in his concern and care for individuals. He is in demand as a speaker at conferences and youth camps all over the nation. CoxCom, Inc. d/b/a Cox Communications Phoenix (“CoxCom”) filed the above- captioned petition for special relief seeking to modify the Phoenix, Arizona designated market area to exclude television broadcast station KDTP (Ch. 39), currently Phoenix, Arizona (“KDTP”), from carriage in 29 cable communities in the Phoenix DMA in anticipation of KDTP’s city of license change to Holbrook, Arizona. In support of its request, CoxCom argues that the market modification is necessary because KDTP, which is currently licensed to Phoenix, has been approved by the Commission to change its city of license to Holbrook, Arizona, and its over-the-air broadcast channel number to 11. In exchange, the current Holbrook station, KPHZ (“KPHZ”), would cease operations on channel 11 and take over the Phoenix operations of KDTP on channel 39. CoxCom maintains that this change in the Television Table of Allotments will make it impossible for KDTP to continue to serve the Phoenix area, as Holbrook is approximately 148 miles from the communities at issue and KDTP’s effective radiated power, when it operates from Holbrook, will be minimal. 2. Both Community Television Educators, Inc., licensee of KDTP, and NBC Telemundo License Company, licensee of television broadcast station KPHZ (Ch. 11), Holbrook, Arizona, filed an opposition to this petition.

Telemundo is one of the two major Spanish­ language television networks in the U.S.! and Phoenix is the sixth largest Hispanic market in the U.S. 2 with about one-third ofthe total population being ofHispanic origin. The use of a Class A TV station having perhaps one-tenth the radiated power of a full-service NTSC station places the network at a technical disadvantage, and practically makes reception of the Telemundo network difficult or impossible for the many Hispanic viewers who rely upon indoor antennas for over-the-air reception. A strong, reliable over-the-air signal is particularly important for reaching Hispanic viewers in the Phoenix area because these viewers are less likely to use cable television or direct broadcast satellite for television reception, tending to rely exclusively upon indoor receiving antennas for over-the-air reception.
