This is the Draft Neighbourhood Plan and it is published for at least 6 weeks formal public consultation from Wednesday 11th September 2019 until Friday 1st November 2019. The Draft Plan has been amended and updated following careful consideration of the comments submitted during the informal public consultation on the First Draft Plan in March 2019. The Plan has been prepared by the High Lane Village Neighbourhood Forum (HLVNF) Management Committee made up of local residents and Councillors. Public consultation is a very important part of preparing NDPs and this is a further opportunity to support, object or comment on the emerging draft planning policies which will be used by SMBC to help guide development in High Lane up to 2035. Hopefully our NDP reflects the various priorities and concerns of High Lane residents and those who work in the area so that we have more say in the planning process. We need to know if the draft planning policies are suitable, or if there is anything important that we have missed. Overall, how we want to guide new development in a positive way to ensure that changes are sensitive to High Lane’s attractive character and setting in the Green Belt. All responses will be considered very carefully by the Neighbourhood Plan Steering Groups (NPSG) and used to inform the Submission version of the NDP which will be submitted to SMBC later in 2019 or in early 2020. HLVNF 3 High Lane Village NDP - Regulation 14 Draft Plan for Public Consultation Executive Summary This is the Draft Neighbourhood Development Plan (NDP) for High Lane. This Plan has been prepared by the High Lane Village Neighbourhood Forum of local residents with the support and advice of officers from Stockport MBC and other stakeholder groups such as Sustrans and the Greater Manchester Ecological Unit. The NDP sets out draft local planning policies which will be used to help SMBC determine planning applications in the area up to 2035. These policies have been prepared taking into account the concerns and ideas of local residents, which have been put forward during numerous informal public consultation processes since 2017. The NDP provides planning policies and proposals to help address local transport issues including congestion and poor air quality, and promotes more liveable neighbourhoods which provide an appealing and safe environment to encourage more walking and cycling. A policy for new housing within the existing built up area and for future proposals which may come forward through the GMSF should guide new development to provide the type of housing most needed in the area. Open spaces, recreation areas and walking and cycling routes are identified for protection, and policies support their enhancement. Natural heritage including local landscape character, important views and wildlife are protected as significant local assets for future generations to enjoy. Going Forward The NDP will be a statutory planning document and therefore it is required to go through a number of stages before it can be made (adopted) by Stockport MBC and used to help determine planning applications. They are used alongside local authority (here, Stockport Metropolitan Borough Council) and national planning policy documents, to help determine planning applications. NDPs are powerful tools and present significant opportunities for local people to have a real say in how, and where, development should happen within their local area. 1.2 An NDP can cover a range of planning related issues, or just have one, single policy. It is also worth noting that NDPs cannot address some strategic planning matters such as Minerals and

Description : Poynton nestles in the foothills of the southern Pennines and today it is a thriving large village. Few visitors would realise that at one time Poynton had the largest coalfield in Cheshire, having 74 pits in its heyday. Coalmining ceased in 1935 and all pits were capped but there remain many interesting clues to this former industry including buildings and tracks. Apart from providing a glimpse of its recent industrial past, the walk passes by many attractive houses, covers a short stretch of the Macclesfield canal, and provides glorious views over Lyme Park and beyond. Refreshments and toilets are available along the route. If at all possible, find time to visit the Anson Engine Museum which is one of the country’s specialist museums. It has a unique collection of over 250 gas and oil engines, many maintained in running order. It shows the development of the modern combustion engine and boasts a giant scale model of Poynton (c1900) showing the position of the coalfields. The museum is open Fridays, Saturdays, Sundays and Bank Holidays from Easter to the end of October. The Nelson Pit Visitor Centre is close by and contains a comprehensive study of the history of the Poynton coalfields.

For much of its length, the Middlewood Way runs close to the Macclesfield Canal. In 1863, the town of Marple, Bollington and Macclesfield were facing economic depression. Local dignitaries, in particular the cotton mill owners of Bollington, hoped that a new railway would improve their fortunes, and presented a scheme to Parliament. The Macclesfield, Bollington and Marple Railway opened in 1869. The line carried cotton, silk, coal and passengers, but always struggled to make a profit. It was closed in 1970 and redeveloped for recreation as the Middlewood Way in 1985. The Macclesfield Canal was completed in 1831, very late for a canal – so late that it was almost a railway! Coal from Poynton, stone from Kerridge and hats from Stockport were some of the cargoes carried.

    The Middlewood Way “They’ve shut the road through the woods seventy years ago” . I can remember learning a poem something like that at school many years ago and, coming to Marple some time ago, I have only to replace “road” by “line” for…. in the sunny glades of eastern Cheshire we have our paradise – it is called the Middlewood Way and it follows a disused railway track from Marple to Macclesfield. As one can see the canal snakes along beside the railway track – sometimes touching, sometimes drawing away – but always allowing a mix and match of scenery from canal to track.It wasn’t exactly seventy years ago that the railway line was closed between Marple and Macclesfield but is was over 50 years and the railway had then been running for about 100 years. As far back as 1849 the North Staffordshire Railway, (N.S.) having reached Macclesfield, found the way to Manchester blocked by the London and North Western Railway, (L.&N.W.) At all stages, the L.&N.W. was obstructive and refused to allow any traffic to Manchester to pass via Macclesfield, insisting that it went via Crewe, thus ensuring a greater mileage. In 1863 a Macclesfield businessman, Thomas Oliver, in an effort to give a fresh lease of life to Bollington, then an important cotton town suffering depression due to the American civil war, promoted a scheme for a local line to be built from Macclesfield to Marple via Bollington.
