THE BEST FIFA FOOTBALL AWARDS™ 2019 RULES OF ALLOCATION The articles below relate to the following awards: FIFA FIFPro Women’s World11 Art. 1. The FIFA FIFPro Women’s World11 awards are organised by FIFA and FIFPro. Art. 2. The awards are given to the best players in each position (cf. art. 7 below) based on their performances during the period from 25 May 2018 to 7 July 2019 inclusive. Art 3. Players must have appeared in at least 15 official matches (at national or international level) during the period from 25 May 2018 to 7 July 2019 inclusive in order to be eligible. Art. 4. The winners of the awards are voted for by professional women’s players from around the world. Art. 5. All votes count equally. Art. 6. Players may vote for any current professional women’s player, including themselves and team-mates from the same club or national team. Art. 7. Sport and play in a digital world Call for papers in Sport, Ethics and Philosophy Dr. Ivo van Hilvoorde ([email protected]) Digital technology plays an important role in the everyday lives of people. The increasing popularity and attraction of gaming has often been framed as a problematic and disquieting development, because the time spent with digital media is supposed to be at the expense of ‘real’ playing and exercising time. In the last decade however, new games emerged on the market that do not conform anymore to the standard idea that gaming contradicts with playing ‘real sports’. ‘Sport games’ are gaining in significance all over the world and are even challenging the modern and hegemonic concept of sport (Taylor, 2012). As some researchers argue, new technologies allow for entirely ‘new forms of play that we’ve only just begun to imagine’ (Pesce, 2000, p. 213; Sydnor, 2001). There is still a lot of confusion about some of the concepts that are being used to describe this development towards the digitalization of play and sport culture. Concepts like sport gaming, virtual sports and exergaming are often used in a rather loose manner and may refer to a variety of manifestations of ‘digital play’, such as the simulation of real sports, cybersport and e-sports on either traditional or motion-controlled game consoles. With the term cybersport, Hemphill (2005: 199) refers to ‘alternative sport realities, that is, to electronically extended athletes in digitally represented sporting worlds’. Whereas Hemphill speaks of ‘alternative sport realities’, other definitions imply that e-sports is simply a new subset of the family of sports. -

International Journal of Communication 14(2020), 3727–3745 1932–8036/20200005 Historiography of Korean Esports: Perspectives on Spectatorship DAL YONG JIN Simon Fraser University, Canada As a historiography of esports in Korea, this article documents the very early esports era, which played a major role in developing Korea’s esports scene, between the late 1990s and the early 2000s. By using spectatorship as a theoretical framework, it articulates the historical backgrounds for the emergence of esports in tandem with Korea’s unique sociocultural milieu, including the formation of mass spectatorship. In so doing, it attempts to identify the major players and events that contributed to the formation of esports culture. It periodizes the early Korean esports scene into three major periods—namely, the introduction of PC communications like Hitel until 1998, the introduction of StarCraft and PC bang, and the emergence of esports broadcasting and the institutionalization of spectatorship in the Korean context until 2002. Keywords: esports, historiography, spectatorship, youth culture, digital games In the late 2010s, millions of global youth participated in esports as gamers and viewers every day. With the rapid growth of various game platforms, in particular, online and mobile, people around the world enjoy these new cultural activities. From elementary school students to college students, to people in their early careers, global youth are deeply involved in esports, referring to an electronic sport and the leagues in which players compete through networked games and related activities, including the broadcasting of game leagues (Jin, 2010; T. L. Taylor, 2015). As esports attract crowds of millions more through online video streaming services like Twitch, the activity’s popularity as one of the most enjoyable sports and business products continues to soar. -

Taxation and International Migration of Superstars: Evidence from the European Football Market∗ Henrik Jacobsen Kleven, London School of Economics Camille Landais, Stanford University Emmanuel Saez, UC Berkeley June 2011 Abstract This paper analyzes the effects of top earnings tax rates on the international migration of football players in Europe. We construct a panel data set of top earnings tax rates, football player careers, and club performances in the first leagues of 14 European coun- tries since 1985. We identify the effects of top earnings tax rates on migration using a number of tax and institutional changes: (a) the 1995 Bosman ruling which liberalized the European football market, (b) top tax rate reforms within countries, and (c) special tax schemes offering preferential tax rates to immigrant football players. We start by present- ing reduced-form graphical evidence showing large and compelling migration responses to country-specific tax reforms and labor market regulation. We then develop a multinomial regression framework to exploit all sources of tax variation simultaneously. Our results show that (i) the overall location elasticity with respect to the net-of-tax rate is positive and large, (ii) location elasticities are extremely large at the top of the ability distribu- tion but negative at the bottom due to ability sorting effects, and (iii) cross-tax effects of foreign players on domestic players (and vice versa) are negative and quite strong due to displacement effects. ∗We would like to thank Raj Chetty, Caroline Hoxby, Larry Katz, Wojciech Kopczuk, Claus Kreiner, Thomas Piketty, James Poterba, Guttorm Schjelderup, Dan Silverman, Joel Slemrod, and numerous seminar participants for helpful comments and discussions. -

It’s often said, about one thing or the other, that if it didn’t exist, someone would invent it. This applies very much to sports, although it is clearly difficult to reason counterfactually about a phe- nomenon that so permeates the daily lives of all people. So let’s avoid imagining a world with- out sports, and restrict this speculation to a supposed introduction of sports in society in 2010. How would that work? – Like so much else today, it would probably be a project introduced from above, e.g. in Europe at EU level, with directives to member states to adopt laws that initiate and regulate this new form of entertainment. Much of what we today take for granted in terms of recreational and competitive sports would probably never come into being, such as sports where the participants might get hurt (like boxing), or where the environment might suffer (such as motor racing), or contests between nations – international competitions would most likely take the form of the Ryder Cup, extrapolated to the global level, that is to say that Europe will compete against the U.S.
