6 Prior to the first use of the development the approved vehicle parking, indicated on the submitted drawing CW/1019/2/08sht2 shall be provided, laid out, hard surfaced, drained, marked out and made available for use. Once created these areas shall be maintained clear of any obstruction and retained for their intended purpose at all times.

7 Prior to the commencement of development a Phase I ground contamination assessment shall be carried out to involve a desk top study of any previous uses of the site and site walkover. The Phase I survey shall be submitted to the Local Planning Authority, and only if a previous contaminative use is identified will a Phase II report be necessary.

A phase II assessment should be undertaken by a suitably qualified Environmental Consultant (in consultation with the local planning authority)and will take account of the condition of the land and outline the extent of any ground contamination on the above named site and on any land adjacent to the site. The investigation methods including sampling and analytical strategy shall be in accordance with best practise or current guidance.

Thereafter a remediation scheme shall be agreed with the local planning authority to leave the site in a condition suitable for its proposed end use.

Any remediation work should be undertaken prior to the commencement of the development and a validation report submitted on completion of the work.

8 This site is known to be on a former filled quarry and as such there could be landfill gas issues affecting the proposed development.

Therefore prior to development, a specific site investigation will need to be commissioned to assess whether landfill gas is migrating onto the application site. Such an investigation will be in accordance with best practice and updated technical

4 guidance and will provide information on soil gas composition, concentrations, pressures and flow rates over a minimum period of eight weeks. The investigation should be carried out by a competent Environmental Consultant and the investigation methods, including sampling and analytical strategy shall be approved in writing by the Local Planning Authority.

If required gas mitigation measures may need to be incorporated according to best practice and updated technical guidance. These measures shall be agreed with the local planning authority prior to commencement of development.

9 The development approved by this outline planning permission is constrained to the parameters described in the design and access statement submitted with the application and any future decisions of the local planning authority relating to this outline permission will be consistent with the statement, unless material considerations justify a departure from the statement.

The proposal would have limited impact on the amenities of neighbouring properties. The proposal would not cause significant problems related to access, road safety or traffic flow. In addition and subject to conditions

3 All external stonework of the proposed development shall match the stonework of the original building in type, size, colour, dressing and coursing to the satisfaction of the Local Planning Authority.
