This publication marks the 6th IBRO newsletter which has been printed since John Grasso's departure. I would like to go on record by saying that I have enjoyed every minute. The correspondence and phone conversations I have with various members have been satisfing beyond words. However, as many of you know, the entire financial responsibility has been paid in total by yours truly. The funds which are on deposit from previous membership cues have never been forwarded. Only four have sent any money to cover membership dues. To date, I have spent over $6,000.00 on postage, printing, & envelopes. There have also been a quantity of issues sent to prospective new members, various professional groups, and some newspapers.I have not requested, nor am I asking or expecting any re-embursement. The pleasure has been mine. However; the members have now received all the issues that their dues (sent almost two years ago) paid for. I feel the time is prudent to request new membership dues to off-set future expenses. After speaking with various members, and taking into consideration the post office increase April 1, 1988, a sum of $20.00, although low to the point of barely breaking even, should be asked for.

Payne, Salem, Oregon post office clerk, stamp and cover collector who said, "my stamp and cover collecting hobby led to old covers (envelopes) postmarked from post offices in Oregon that no longer exist. In order to know where these places were I started a list of dead post offices. Others gave me help and I made research in old postal guides in various libraries, but such directories gave no dates of establishment or discontinuation of offices. I interested Lewis McArthur in the subject and through him and a close friend in Washington, D.C., we hired girls to copy the Oregon post office ledgers, about 4000 work sheets, in the National Archives! From those sheets I have compiled the Oregon post office list of all offices! They could be obtained in no other way and from no other source. All of this information will be in the third edition of Lewis A. McArthur's OREGON GEOGRAPHIC NAMES which will be off the Binford & Mort press in Portland November 1952. It is a must for history lovers and collectors." From Mr. Payne's list of Oregon post offices we have compiled two lists of Wasco county post offices. The first list are the 55 offices within the present boundary of Wasco county. The distances indicated from The Dalles are by the original roads, not our longer highways.

From 1970 to 1994, these indexes were printed separately upon comple- tion of the last issue for the year. If not bound with the volume, as in a library set, they were easily misplaced or lost. As the journal approached its twenty-fifth year of publica- tion, the editors decided to integrate future indexes into the back of every final issue for the volume, a practice that began with Volume 26. To mark the milestone anniversary in 1995, they combined the indexes produced up until that time to create a twenty-five-year cumulative index. As the journal’s fortieth anniversary year of 2010 approached, the need for another compilation became clear. The index presented here integrates the past fifteen volume indexes into the earlier twenty-five-year cumulative index. While indexers’ styles and skills have varied over the years, every effort has been made to create a product that is as complete and consistent as possible. Throughout the index, volume numbers appear in bold-face type, while page numbers are in book-face. Within the larger entries, references to brief or isolated pas- sages are listed at the beginning, while more extensive references are grouped under the subheadings that follow.
