Introduction 1.1 Background 1.1.1 The HK2030: Planning Vision and Strategy (Main Study) is a strategic planning study tasked with preparing a strategic land use planning framework for Hong Kong for a period of 30 years. It will address ‘how much, what type and where land for development should be provided’. 1.1.2 The Government is committed to supporting and promoting sustainable development and to this end major policy and strategy initiatives must undergo a sustainability assessment. Under the overall goal of adhering to the principle of sustainable development, a planning objective of the HK2030 Study is to provide a good quality living environment. To achieve this, we need to strike a balance in the demand for, and supply of, environmental resources and a Strategic Environmental Assessment (SEA) is being undertaken as an integral part of the HK2030 Study. 1.1.3 To put the SEA into context, it is important to note that the Main Study involves four key stages of work viz: Stage 1: Agenda Setting, Baseline Review and Identification of Key Issues Stage 2: Examination of Key Issues Stage 3: Formulation and Evaluation of Scenarios and Options Stage 4: Formulation of Development Strategies and Response Plans 1.1.4 The SEA is being integrated with the Main Study by providing environmental input at all stages.

    Extract of the minutes of Meeting between Legislative Council Members and North District Council Members held on 22 February 2001 5 Action - 5 - Compensation and rehousing issues arising from land resumption in North District 32. Mr HAU Kam-lam said that the rehousing issues arising from the land resumption in North District mainly involved two aspects. Firstly, residents affected by the clearance were required to undergo the means and assets test. In this regard, he opined that the Administration should adopt more relaxed criteria in dealing with their resettlement in public housing since they were forced to move away from their places of residence as a result of the land resumption. They did not submit any applications for public housing on their own initiative. Secondly, he considered that local rehousing should be offered to the affected clearees and sufficient schools should be provided in the vicinity for their children. He further commented that the Government lacked comprehensive planning for the land resumption exercise in North District. Very often, it only resumed a portion of a piece of farmland, factory site or commercial premises or the middle part of a lot, thus seriously affecting the original usage of land. The landowners and the occupants concerned were not offered reasonable compensation. He therefore urged LegCo Members to assist the residents of North District in seeking reasonable rehousing and compensation. 33. On the issue of local rehousing, Mr LAU Kong-wah pointed out that, according to the information provided by the Housing Department (HD) to the LegCo Secretariat, eligible residents would be rehoused within the same or adjacent district as far as practicable, subject to availability of resources.

    Jockey Club Age-friendly City Project Action Plan for North District 1. Background Hong Kong is facing an ageing population. By 2040, about 30% of the overall population will be elders aged over 65, approximately equivalent to 2.46 million in absolute number. The demographic change will lead to new or expanded services, programmes and infrastructures to accommodate the needs of older people. Creating an age-friendly community will benefit people of all ages. Making cities age-friendly is one of the most effective policy approaches for responding to demographic ageing. In order to proactively tackle the challenges of the rapidly ageing population, The Hong Kong Jockey Club Charities Trust is implementing the Jockey Club Age-friendly City Project in partnership with four gerontology research institutes in Hong Kong. The project is aimed at building momentum in districts to develop age-friendly communities, recommending a framework for districts to undertake continual improvement, as well as arousing public awareness and encouraging community participation. The CUHK Jockey Club Institute of Ageing (“The Institute”) is responsible for providing professional support for building an age-friendly community in five districts, namely Sha Tin, Tai Po, Kwai Tsing, North and Sai Kung. 2. Profile of North District North District is located at the northern part of the New Territories, consisting of Sheung Shui, Fanling, Sha Tau Kok and Ta Kwu Ling. There is a clear rural-urban divide of population in North District in terms of living area. Nearly 80% of the district population lives in town areas whereas the rest of them scatter across 117 rural villages.
