II COMPETITION

Art. 1. Organizer

25.-27.09. 2014 Pirelli Rally is organized by Tampereen Urheiluautoilijat Ry.

This rally is organized according general rules and regulations of AKK Motorsport (ASN Finland) and according national sporting & rally regulations and orders and according the Finnish Rally Championship rules & regulations. There will also be used these supplementary regulations of Pirelli Rally 2014, which AKK Motorsport has approved with permission number 33/R/14 For class 16, the rules and regulations of VOC Mekonomen Rally is also in use.

III GENERAL GUIDELINES

Art. 3. General description

Total lenght of this rally is approx. 600 km, including 9 Special Stages, which total length is approx. 150 km.

If the competitor or any representative of him or her is seen on route of the rally before start or in the communities of Tampere, Ylöjärvi, Kangasala, Lempäälä, Orivesi, Valkeakoski, Pälkäne, Hattula or Hämeenlinna, on the roads marked by yellow, green, grey or black in the Finnish GT Map or on unmarked roads in the same area, the competitor will be excluded from this rally.

3.1. Route markers

In this rally we will use new alternative turning signs according new 2015 national rallying rules. More information of these alternative signs is available on competitors guide.

Class 11 is open to all drivers, born in 1968 or earlier. Co-Driver can be younger, but co-driver may not drive the race car during SpecialStages.

VOC Mekonomen Rally Class 16 VOC Mekonomen

In this class 16 is driven two different competitions. Friday and Saturday races are the events of the VOC Rally Sverige. Saturday’s race is also a event of VOC Nordic West Euro Cup. Different drivers may participate with the same car on different days events.

Art 5. Eligible Drivers

Pirelli Rally 2014 is a NEAFP-competition and is therefore open to other national ASN competition license holders.

Art 6. Entering into the competition

6.2. Anyone who wishes to enter this Pirelli Rally 2014, must fill in the official entry form in web based national KITI-race service or contact the secretary of the rally for alternative instructions for entering the competition.

6.8. First 180 competitors, who have entered according rules and regulations, will be accepted into rally. In case the competition has more than 180 entries, the possible elimination will be in classes 12 – 16 in order of entries.

Art. 7. Entry Fees

7.1. Entry fees are followings: Classes: FRC 1 - 4 550,- € Entered in FRC-series Classes: FRC 1 - 4 700,- € Not entered in FRC-series Classes: SC 5 - 6 550,- € Classes: WRC 7 - 8 700,- € Classes: HRCF 9 -10 500,- € Classes: 11-15 450,- € Class: VOC 16 300,- €

Entry fee includes tranponder rental fee.

7.1.1. The entry and entry fee must the organizer at least by 15.09.2014 at 16.00 o’clock.

Art. 13. Traffic and Service

13.2 Service Area and prohibited service areas

In this rally competition there is one central service area which is located in Tampere Stadium RATINA. Servicing is allowed only in that service park area.

The organizer reserves each competitor a service space of 6m x 8m. Teams who have entered to Team’s Championship are being arranged service space according FRC regulations. For any special requirements, a specific application with measurements of needed area must be made until 15.09.2014 at 16:00 o’clock by writing into e-mail: [email protected]. After this time period organizer will charge 150 euros per competitor for any changes. The organizer reserves the right not to accept the requests of any competitors. Service vehicles which height exceeds 3,7 meters, must be informed beforehand to organizer.

All service vehicles must have a fire extinguisher as well as an oil spill kit or a fluid-proof tarpaulin ready for use. Underneath of the rally car must always be a fluid-proof tarpaulin; at least the size of the car and it must be used during all service operations.

Penalties at service park area: 1. infringement 300,-€ 2. infringement 600,-€ 3. infringement exclusion from competition by the clerk of the course.

13.3. Refuel Zones

Re-Fuelling is permitted only at the service stations which are marked in the road book of Pirelli Rally 2014 or at the alternative service stations which are marked by organizer, according FRC regulations. In entry form competitor needs to inform organizer which gasoline he wants to use (98E5, E85 or FIA Appendix J fuel) and also which kind of re-fueling will competitor use, (road book service stations or re-fueling area at service park RATINA from own barrels). There is an extra fee 30,- € for re-fueling at service park RATINA area, which is payable at the office of rally, during administrative check-in to competition.

13.7. Reconnaissance (Recce) Regulations

Recce starting onwards 25.09.2014 at 17.00 until 19.00 o’clock or 26.09.2014 from 06.30 o’clock. Competitors are allowed to collect recce material from the rally office. When collecting recce material from office, competitor must give information to organizer about the used recce vehicle and mobile phone number where he/she can be reached at any time. When collecting recce material, both competitors must be present personally at the office for the administrative check of both drivers identity.

Recce car identification stickers given by the PIRELLI Rally 2014 organizer must be attached in the recce vehicle and they must be visible according the given instructions and during the whole duration of the reconnaissance.

During recce the speed limit is 80km/h at all special stages, unless a lower speed limit is set by traffic signs or with limit signs set up by PIRELLI rally 2014 organizer. Driving conduct may not endanger or disturb other traffic or the local residents. PIRELLI Rally 2014 organizer prohibits any other traffic against the direction of the rally at the special stages. Organizer will also control speed and driving conduct during recce. Local police will also control speed and driving conduct during PIRELLI Rally 2014 recce. Local Police may punish competitors of any violations of local traffic rules. All competitors must obey all road and stop signs, also they must obey rally officials if they use hand held signs for STOP or others. If not, penalty will be excluding from the rally.

13.7.1. Duration

Reconnaissance starts from 26.09.2014 at 07.00 o’clock and ends 26.09.2014 at 16.00 o’clock.

Reconnaissance is allowed with the following restrictions: All special stages may only be driven twice during reconnaissance, including even those special stages which are used twice during PIRELLI Rally 2014.

Art. 14. Advertising

14.3. Advertisements

Windscreen sticker, competition numbers and drivers names according FRC rules and regulations. Organizer’s advertisements: on competition number plate PIRELLI and TAMREX, bonnet sticker details will be released later at competitors guide.

V RUNNING of the PIRELLI RALLY 2014

Art. 15. Start

Starting times will be published on the official information board as mentioned in official program of the rally.

Rally Leg 1.

Timecards are given to competitors at Start TC which is situated in Tampere stadium, RATINA. Start of the rally takes place at 26.09.2014 from 18.01 o’clock and start signal will be given at one minute intervals to each crew. There is no Parc Fermé in starting area of the rally.

If competitor retires from rally during Leg 1 or his/her start is refused by scrutineering, the competitor may repair the car and participate to Leg 2. Competitor must announce his/her will to start for Leg 2. in writing latest 26.09.2014 until 23.30 o’clock to the rally office. His/her time for the undriven Special Stages will be the fastest time in his/her class + 3 minutes. The rally car of any retired competitor, who wishes to continue the rally for Leg 2. Must present rally car for scrutineering in the area of Service Park, Tampere Stadium, RATINA, one hour before starting time of 1st competitor for Leg 2. Cars which pass this unique scrutineering are allowed to take part for Rally Leg 2. Details available in competitors guide.

Overnight – Parc Fermé

There is an overnight Parc Fermé area in use, situated at FinnPark P-Hämppi. More details in competitors guide. This overnight parc fermé is not in use for class 16 (VOC Mekonomen ) and retired crews which are going to start again for Leg 2.

Rally Leg 2.

Starting order for Leg 2. is the same as for Leg 1, also for the retired and ongoing competitors. Drivers may enter at the Parc Fermé area earliest 20 minutes before individual starting time for Leg 2. Timecard for Leg 2. will be given to crew at the TC 1G, which is situated at Tampere stadium, RATINA.

15.8. Each participating crew will receive a road book, where the route of this PIRELLI Rally is described in details and two route maps at the administrative check in rally office. If the given route is not followed on the road sections, it will lead to exclusion from the rally.

Art. 18. Re-Grouping and Service

During PIRELLI Rally 2014 there is one Re-Grouping for 20 min at Mobilia, Kangasala. During Re-Grouping is not allowed to do any service to vehicles. Service breaks; are as followings 2 x 30 minutes and 1 x 15 minutes during PIRELLI Rally 2014.

Art. 20. Parc Fermé

20.1.3. There is no Parc Fermé at the Finish of the PIRELLI Rally. Any protests against other competitors or vehicles must be placed in before they arrive into Finish line.

VI SCRUTINEERING

Art. 21. Scrutineering before start and during competition.

Optional pre-event scrutineering 25.09.2014 from 18.00 until 20.00 o’clock. Scrutineering 26.09.2014 from 15.00 until 18.00 o’clock. Scrutineering ends 30 minutes after the scrutineering time of the last rally car.

Art.24. Sealing of turbochargers

Organizer recommends that all race cars with turbochargers to be sealed should be brought to scrutineering on Thursday 25.09.2014 from 18.00 until 20.00 o’clock.

Art.25. Allowed tires

Total length of Special Stages in this rally exceeds 150 kilometers. It is allowed to use 14 pcs tires in this competition by the FRC rules and regulations art. 16.5. Markings of tires and tire checks are also been held by FRC rules and regulations.

Art. 26. Prizes

The number of competitors to receive a prize will be informed on the official message board.

Art. 27. Prize giving ceremony

Prize giving ceremony will take place at competition center Tampere Stadium RATINA. Timetable and location will be informed later at the competitor’s guide. All competitors who’s receiving a prize must be present at the prize giving ceremony. For personal reasons or force majeure, only Clerk of the Course may excuse the competitor from prize giving ceremony.
