1.0 EXECUTIVE SUMMARY

The proposed basalt stone (Minor Mineral) quarrying project of M/s Patil and Patil Son’s is falling under schedule 1(a) Category ‘B2’. The total lease area of the project will be 4.0 Ha (i.e. less than 5 Ha). As per MoEF Notification no – S.O. 141(E) & S.O. 190 (E) dated 15th & 20th January, 2016 respectively, the project falling under schedule 1(a), B2 Category (i.e. less than 5 Ha) are to be appraised by DEIAA (District Environmental Impact Assessment Authority) at District level.

Being a new minor mineral quarry project at Gut No. 431/2 Part, Pen Gramin Village, Pen Taluka, Raigad, Maharashtra; the project proponent has prepared & approved mining plan for 4.0 Ha lease area through RQP (Recognized Qualified Person).

7. EMP Cost 3 Lakh ➢ The proposed project site has proper road accessibility. ➢ The blasting will be done by an authorized agency ➢ Open cast quarrying method will be adopted for extraction of basalt stone. ➢ No ground water withdrawal is envisaged; however water requirement of the project will meet through tankers. ➢ No sensitive places of notified archaeological, historical or tourist importance within or nearby the buffer zone. ➢ Phase wise greenbelt area over 7.5 meters boundary of lease area will be developed on mined stone lease area; this will help to prevent transport of dust parcel over long distance. ➢ Mine closure plan will be implemented after extraction of stone reserves from lease area.

• Location: The proposed quarrying activity will be done at Gut No. 434/2 Part, Pen Gramin Village, Pen Taluka, Raigad District. The site is easily accessible from Pen road. • Size of the project: The total area of the project will be 4.00 Ha, out of which at the end of the mine lease (5th Year), the total excavated area will be 15741 Sq.m. whereas remaining area will be kept reserved for development of green belt, internal roadway and virgin lease area. • Production Capacity: The total reserves available in proposed mining area are approximate to be about 1186839 Tonnes. As per approved mining plan, the proposed stone extraction will be done as per following chart

• Land: The land typically is a land with sporadic vegetation. • Water: Water requirement of the project will be met through the water tanker. Company does not exploit any other water resources or ground water; therefore no adverse impact is anticipated on water environment. The water requirement is estimated to be around of 4 CMD. • Electric Supply: The power requirement for the project will be Nil. • Project Cost: The total cost of the project including all mandatory facilities is estimated to be INR 30 lakh • Soil Quality: The lease area is a slope terrain and barren waste land contains only few thorny bushes. Most of the area is covered with exposed basalt and covered with a thin layer (1-1.5M) of morrum soil and weathered basalt. The morrum soil and weathered basalt is used for making roads, development of infrastructure, filling for landscaping etc. to develop greenery. • Physiography:The area applied under quarry lease is a gentle slope. The highest point in the area is 170.531 m. RL. The area being a part of western ghat receives

average rainfall of more than 1500 during the rainy season. The area has moderate climate with maximum temperature drops to 11.0degree. • Ecology: There are no ecologically sensitive receptors or endangered species within the core and the buffer study area. Since no extra land will be acquired during the operation of the project there will be no adverse impact on some of the environmental aspect. In the area of the project proponent clustered green belt is found in the vicinity, hence there will not be any kind of deforestation. No rare or endangered species of flora and fauna are present in the immediate vicinity as well as the study area. Thus, there will not be any adverse impact on flora and fauna. • Socio-economic: The project will provide positive impact on the economic development of the region in terms of employment opportunities. The Employment opportunity will be created for skilled and especially unskilled people. Total 9 numbers of workers will be hired for performing proposed activity.

1.2 RISK ASSESSMENT & DISASTER MANAGEMENT PLAN

The mining operation in the lease area will be of manual nature. There is no perennial nalla/river or water bodies passing through the vicinity of lease area which can cause inundation or other water born disaster in the area. The area is free from any seismic activity and no such record of seismic activity area available in the area. Apart from this, to prevent workers from dust exposures Dust Mask & PPEs will be provided. The first aid injuries like cuts, bruises are likely to occur as there will be handling of the material and tools; hence the supervisor at the quarry is trained in administration the first aid to the injured. First aid boxes shall be available with the supervisor.

1.3 CONCLUSION

The minor mineral project of stone quarrying will not have any adverse impact on the environment. As all the necessary measures has been taken to avoid any kind of pollution. Altogether the project will have a positive impact on social environment by providing employment opportunity for the skilled and unskilled labors living in the surrounding villages. Also the infrastructure around the site will be improved due to the project. The project proponent will help in building a green environment by providing plantation around the site.

2.0 PRE-FEASIBILITY REPORT

2.1 INTRODUCTION

Basalt commonly known as Deccan traps in western is mostly used as construction raw material and road material all over the state. The abundance of basalt and its consistently growing market demand has prompt the entrepreneur to apply for mining lease of the area. M/s Patil & patil Son’s of Shri. Lalit Ravindra Patil has applied a quarry lease for an area of 4.00 Ha in Gut No. 434/2 Part, Pen Gramin Village, Pen Taluka, Raigad District, Maharashtra. Application was made an application to the District collector Raigad. The proposed activity of mining will be carried out in private land. The proposed mining area falls in Zone – III as per the seismic zone map and falls in moderate damage risk zone. as per guidelines of IBM (Indian Bureau of Mines)

2.2 NEED OF THE PROJECT

The project proponent has proposed inclusion of Stone quarry in the mining lease as explorations have shown that these deposits occur in the subject lease area. The proposed production is covered under the Ministry of Environment & Forests Notification 2006. This report of Prefeasibility Report is given here as a part of the information to be furnished to the DEAC, Govt of Maharashtra for obtaining Environmental Clearance as per office Memorandum No. S.O.141 (E) dated 15.01.2016 .To meet the ever-increasing local demand for Crushed stone by the building industry and Construction Company the project proponent intends to produce the following quantities of excavated stones by Manual method of quarry activity. The year wise production and development details for the five years plan period are summarized in the Table 2.1.

2.3 DEMAND SUPPLY GAP

Since it is an allied industry of the construction sector, growth in construction sector may be considered as proxy for the growth in stone crushing sector, i.e. around 7-8%. Crushed stone has a very minor share among the exports of non-metallic mineral products of India. It is observed that total export volume of the crushed stone has been very low, whereas, Marble has the highest share and remained at the top. The market scope for crushed stone is found to be encouraging in local market with the increased demand from building industry & construction fields. There is also a sufficient demand from Govt. Contractors for laying of roads and construction of industries etc. The entry in the target market is easy and there is a narrow gap in the supply and demand, which is expected to grow in the coming years. The business opportunity to fill the demand and supply gap would be quite profitable.

2.4 EMPLOYMENT GENERATION

The establishment of this project will improve the socio-economic status of the surrounding area by way of direct & indirect employment. The Employment opportunity will be created for skilled and especially unskilled people. 9 people are working at project site both skilled and unskilled workers are included.

2.6 LAND USE PATTERN AROUND SITE

The propose lease area is with minor slop terrain with contour difference of approximately 10 meters. There is no agricultural activity in lease area. Being the slope terrain the vegetation is very spares. Only small bushes are present near to the site.

2.7 EXTENT OF MECHANISM

The proposed mining operation is proposed to be of Mechanical opencast mining. Blast hole drilling will be carried out by compressed air operated DTH drills and blasting by slurry/Gelatin and Electric delay detonators to break the hard and compact basalt. Excavation and loading will be done by Hydraulic excavators at mine site. For transportation purpose PUC certified dumpers will be used. The equipment’s /machineries required for said operations will be; 1) Self propelled portable air compressor of 450cfm capacity – 2 Nos 2) Compressed air operated DTH drills – 3 Nos 3) Tippers/Dumpers – 2 Nos

The overburden (top soil) if any, from the quarry site is removed manually to the expose the underneath rock. Controlled Blasting is done for developing initial cracks inside the rock by a blasting license holder. The stone is then drilled out from the exposed cracks. The excavated stone is then crushed as per the desired size and then dispatched off.

2.8 BLASTING PARAMETERS

1) Depth and Diameter of the hole : 1.5 to 1.6 m depth and 34 mm dia 2) Blasting Pattern : Multi row blasting 3) Spacing between holes : 0.9 to 1.0 meters 4) Burden vertically between the holes : 0.9 to 1.0 meters 5) Charge per hole detonator: 500 g of Gelatin along with detonator 6) Powder Factor : 6 to 8 tonnes per kg explosives 7) Monthly consumption will be around 300 kg of Gelatin and 700 nos. detonators. 2.9 GRADE OF BASALT

The general mineral composition of basalt of Deccan trap is given in following Table 2.3 and analysis of Basalt is provided in Table 2.4.

As per mining plan, the reserves are calculated by proposing two section lines namely A-A’ and B-B’. The calculated reserves are as provided in Table 2.5.

The possible mineral excavation from lease area will be 4249242 Tonnes.

2.11 WATER SOURCE AND REQUIREMENT

Water is required in the project site for various purposes like spraying to control the dust generation. Water is also used during the drilling process. The water requirement will be around 4 CMD. The source of the water will be water tanker.

2.12 POWER SOURCE AND REQUIREMENT

Only quarrying activity will be carried out at site; Therefore power requirement of the project will be NIL.

2.13 EXPLOSIVE STORAGE

Project proponent conducts blasting at site through help of licensed practioner. Hence there is no storage of explosives on the quarry site.

2.14 ANALYSIS OF PROPOSAL

Overall the project will have positive and long term impact on environment. The project will also bring positive changes in terms of socio economic development by way of generating direct and indirect employment opportunities for the people of vicinity. Also the project will bring economic benefit to the state in terms of revenue generation.
