Legislative findings and purpose. The legislature finds the 2 New York state parks, and natural and cultural lands under state manage- 3 ment which began with the Niagara Reservation in 1885 embrace unique, 4 superlative and significant resources. They constitute a major source of 5 pride, inspiration and enjoyment of the people of the state, and have 6 gained international recognition and acclaim. 7 Establishment of the State Council of Parks by the legislature in 1924 8 was an act that created the first unified state parks system in the 9 country. By this act and other means the legislature and the people of 10 the state have repeatedly expressed their desire that the natural and 11 cultural state park resources of the state be accorded the highest 12 degree of protection.

A Selection of Biodiversity Conservation Agencies & Programs A variety of state agencies and programs, in addition to the NY Natural Heritage Program, partner with OPRHP on biodiversity conservation and planning. This appendix also describes a variety of statewide and regional biodiversity conservation efforts that complement OPRHP’s work. NYS BIODIVERSITY RESEARCH INSTITUTE The New York State Biodiversity Research Institute is a state-chartered organization based in the New York State Museum who promotes the understanding and conservation of New York’s biological diversity. They administer a broad range of research, education, and information transfer programs, and oversee a competitive grants program for projects that further biodiversity stewardship and research. In 1996, the Biodiversity Research Institute approved funding for the Office of Parks, Recreation and Historic Preservation to undertake an ambitious inventory of its lands for rare species, rare natural communities, and the state’s best examples of common communities. The majority of inventory in state parks occurred over a five-year period, beginning in 1998 and concluding in the spring of 2003. Funding was also approved for a sixth year, which included all newly acquired state parks and several state parks that required additional attention beyond the initial inventory. My name is Robin Dropkin and I am Executive Director of Parks & Trails New York. We have been the state’s leading advocate for parks and trails for nearly 30 years and are dedicated to improving New Yorkers’ health, economy, and quality of life through the use and enjoyment of green space. Thank you for this opportunity to speak out on behalf of New York’s magnificent state park system and to explore ways to efficiently and effectively manage existing assets while continuing to enhance the park system and maximize public use and enjoyment of its facilities. A State Parks Renaissance New York State has a long and proud tradition of being a leader in environmental protection and our state park system is second to none. Today, our 214 state parks and historic sites are significant economic drivers, while also strengthening New Yorkers’ health and fitness, enhancing their quality of life, and preserving invaluable landscapes, ecosystems and historic and cultural treasures. Thanks to the leadership of the Governor and the Legislature, state parks have received an historic infusion of capital funding through the New York Works initiative to restore and rebuild state parks’ aging and dilapidated infrastructure. The $179 million committed in the last two state budgets is breathing new life into a park system that has suffered from decades of underfunding while creating thousands of local jobs and helping to grow the state’s economy.

March 2015 The U.S. Fish and Wildlife Service’s (USFWS’s) most recent 5-Year Review for the piping plover (Charadrius melodus) recommends increasing “efforts to restore and maintain natural coastal formation processes in the New York-New Jersey recovery unit, where threats from development and artificial shoreline stabilization are highest, and in the Southern Recovery Unit, where the plover’s habitat requirements are the most stringent …. This action is also critical to reducing adverse effects of accelerating sea level rise” for the breeding range of the federally listed (threatened) Atlantic Coast population (USFWS 2009, p. 195). Data are needed to identify habitat modifications that have altered natural coastal processes and the resulting abundance, distribution, and condition of currently existing habitat in the United States (U.S.) Atlantic coast breeding range. Two previous studies (Rice 2012a, 2012b) provided these data for the U.S. continental migration and overwintering range of the piping plover, including North Carolina where the breeding and overwintering ranges overlap. This assessment provides these data for one habitat type – namely sandy oceanfront beaches from Montauk Point to Virginia along the Atlantic coast of the U.S. prior to Hurricane Sandy in October 2012. A separate report assesses tidal inlet habitat prior to Hurricane Sandy (Rice 2014). Additional separate reports will assess the northern portion of the U.S.

    Inventory of Habitat Modifications to Sandy Beaches in the U.S. Atlantic Coast Breeding Range of the Piping Plover (Charadrius melodus) prior to Hurricane Sandy: Maine to the North Shore and Peconic Estuary of New York1 Tracy Monegan Rice Terwilliger Consulting, Inc. June 2015 Recovery Task 1.2 of the U.S. Fish and Wildlife Service (USFWS) Recovery Plan for the piping plover (Charadrius melodus) prioritizes the maintenance of “natural coastal formation processes that perpetuate high quality breeding habitat,” specifically discouraging the “construction of structures or other developments that will destroy or degrade plover habitat” (Task 1.21), “interference with natural processes of inlet formation, migration, and closure” (Task 1.22), and “beach stabilization projects including snowfencing and planting of vegetation at current or potential plover breeding sites” (Task 1.23) (USFWS 1996, pp. 65-67). This assessment fills a data need to identify such habitat modifications that have altered natural coastal processes and the resulting abundance, distribution, and condition of currently existing habitat in the breeding range. Four previous studies provided these data for the United States (U.S.) continental migration and overwintering range of the piping plover (Rice 2012a, 2012b) and the southern portion of the U.S. Atlantic Coast breeding range (Rice 2014, 2015a).
