SPRING QUARTERLY MEETING THE SPRING QUARTERLY MEETING of the Association was held on Tuesday and Wednesday, 1st and 2nd May, 1962, under the Presidency of Dr. William McCartan, at Cambridge, by invitation of the Management Committee of Fulbourn , the Board of Governors of Addenbrooke's Hospital and the Cambridge Psychiatric Service.

MORNING SESSION at the University Department of Chemistry The President stated that the Minutes of the Autumn Quarterly Meeting had appeared in the Supplement to the March Issue of the Journal of Mental Science, but as it had so recently been published Members had not yet had a chance to read them, and confirmation would therefore be held over until the next Quarterly Meeting.

REPORT OF COUNCIL PROCEEDINGS The General Secretary read the following Report of the Council proceedings: Council met at Fulbourn Hospital, Cambridge, on Tuesday, 1 May, 1962. It was decided to appoint a Special Committee consisting of the principal Officers, with power to co-opt, to consider the possibility of arranging improved accommodation for the Association. The Report, prepared by Dr. Peter Scott, on the Conference for Crime Prevention, having been circulated, was adopted. Discussion of the proposal of the Mental Deficiency Section to set up an investigation into the effects of drugs on psychotic children was postponed until July. The Finance Committee reported on the financing of the International Congress for Psychotherapy, 1964. Financial and legal advice had been obtained which indicated that the Association would almost certainly have to back the Congress financially even if a Limited Company was formed as suggested at the February meeting of the Council. The legal and financial advisers were agreed that if the Association were to back the Congress financially it would be better to administer finances through a Special Committee and not through a Limited Company. Council agreed that the Association should guarantee to the Congress 3 a sum of £3,000, this to be drawn upon only after the present £8,000 in guarantees had been used. The Association's liability would be limited to £3,000. The Members previously chosen to act as Directors of the proposed Company, together with the President, the General Secretary and the Treasurer-Elect, were appointed as a Special Committee to administer the finances of the Congress. One of the points of some weight was that any profits would accrue to the Association. It was agreed that in future the Examiners for the Gaskell Prize should be paid travelling expenses in addition to the usuai fee. The Parliamentary Committee reported their considération of H.M. (62) 12 on redundancies arising from Hospital Plan. They recommended that Council should set up a Special Committee consisting of the President, the General Secretary, the Chairman and Secretary of the Parliamentary Committee and Dr. W. Warren to report to Council on this document in July.

PAPERS The following papers were read: "A Therapeutic Community in a Women's Refractory Ward." Dr. D. F. Hooper and Dr. R. Schureck. "The Therapeutic Community—Ward and Staff Meetings." Dr. D. V. Martin.

AFTERNOON SESSION The following papers were read: "Prospects for Long-Stay Patients." Dr. E. G. Oram. "Problems in the Resettlement of the Chronic Schizophrenie." Dr. D. H. Bennett.

SEMINARS The Seminars were held at Addenbrooke's Hospital on Tuesday, 1 May. In the morning, papers on "The Outpatient Treatment of Depressed Patients" and "Some Problems of Teaching Psychotherapy in a Provincial Mental Hospital" were read by Dr. E. Beresford Davies and Dr. Bernard B. Zeitlyn, and in the afternoon Dr. D. Russell Davis presented a paper entitled "Psychiatric Aspects of the Family". Düring the day Fulbourn Hospital, Winston House, the Department of Expérimental Psychology and the Medicai Psychology Labora- tory were open to vistors.

FILM SHOW The Films Sub-Committee arranged a showing of the film "Twelve Angry Men", which was followed by lively discussion.

HOSPITALITY On Tuesday Members and their wives were guests of the Fulbourn Hospital Management Committee at a very successful lunch, and in the evening were entertained by the Regius Professor of Physics at a sherry party held in the University Combination Room. On Wednesday, there was a most enjoyable buffet luncheon at Adden- brooke's Hospital, when Members and their wives were the guests of the Board of Governors. On both afternoons the Ladies were conducted on tours of the Cambridge Colleges. 4 SCOTTISH DIVISION THE SPRING MEETING of the Scottish Division was held at Lennox Castle, Lennoxtown, on 2 March, 1962. Dr. Angus MacNiven was in the chair, and 38 members and a number of guests were present. The Division paid tribute to the memory of the late Dr. Thomas Tennent and Dr. D. H. Williamson. Dr. MacNiven congratulated Dr. Laura Mili on becoming an Officer of the Order of the British Empire. It was warmly agreed that the Secretary should send a telegram of good wishes to Dr. Craigie on the occasion of his wedding. The Minutes of the last Meeting were confirmed. Dr. D. M. Kissen and Dr. M. Sheridan were unanimously elected members of the Association. The following were elected Office Bearers for the year 1962-63: Chairman: Professor T. Ferguson Rodger. REPORT FROM COMMITTEE OF MANAGEMENT The Secretary read the letter from the Registrar of the General Nursing Council for Scotland giving an assurance that they had informed ali appropriate Bodies of impending changes. Some Members feit that this did not go far enough and they asked that the Secretary should again approach the Nursing Council, either directly or through Dr. James Milne. 5 KILBRANDON AND MCBOYLE COMMITTEE Dr. Stalker outlined the Report of the R.M.P.A. Special Committee in relation to the Kilbrandon and McBoyle Committee. There was considerable discussion about the recommendations being put forward. Dr. Bailey criticized the Police Juvenile Liaison Scheme and there was also discussion and criticism about the role of Medical Assessors, and the Juvenile Boards instead of Courts. Certain Members asked to have time to study the Report, but after discussion the Chairman said that as this was a Special Committee with powers and time was limited, the Sub-Committee should proceed to submit the Report. REPORT ON WRIGHT COMMITTEE Dr. Tait outlined the findings of the Sub-Committee. The application of the formula for arriving at the requirements for medical staffing met with general acceptance, and Dr. MacNiven congratulated Dr. Tait and the Members of the Committee on the work they had devoted to this difficult question. Dr. MacGillivray, our host, had indicated earlier in the day that if time was running short he would not be offended if he did not give his Paper. The Chairman asked the feeling of the Meeting regarding this and as Dr. MacGillivray himself felt that time was too short, it was agreed to postpone this Paper. There was further discussion about the arrangements of the Meetings—in the first place with regard to the starting time in the morning. The Chairman suggested 10 a.m. but a number of Members felt that 11 a.m. was more suitable. Dr. A. K. M. Macrae and Dr. Timbury proposed that the procedure agreed to at the previous Divisional Meeting should be carried out and it would obviate this difficulty in future. There was further general discussion about the arrangements. In the forenoon the Historical Section met and Dr. John Campbell gave a talk entitled "Some Historical Notes on Mental Deficiency". The Research and Clinical Section also met and Dr. Sinclair-Gieben gave a Talk on "Psychiatric Aspects of Gastric Surgery". All Members who were present will wish to thank Dr. R. C. MacGillivray and his Staff for the trouble they took to make the day a very pleasant one.

IRISH DIVISION THE SUMMER QUARTERLY MEETING of the Irish Division was held on Wednes- day, 27 June, 1962, on the kind invitation of Dr. J. Moore Johnston, at the Tyrone and Fermanagh Hospital, Omagh. Twenty-nine members and six visitors were present. The meeting commenced with lunch, at which a short address of welcome was given by Dr. Watson, Chairman of the Board of the hospital. A vote of thanks was proposed by Dr. W. McCartan, and seconded by Dr. C. Robinson. Dr. T. M. J. Haran read a paper on "'Ospolot' in Epilepsy". He had done a trial on 48 patients, 7 of whom were much improved, and 5 improved. As well as the improvement in the number of convulsions, patients improved in their behaviour, and there was a definite reduction in attacks of violence. Side-effects noticed were paraesthesiae, which occurred in 57 per cent, of patients, gastric symptoms, headaches and dizziness. The paper was discussed by Dr Whitfield, Dr. McCartan and Dr. McCarthy. Dr. Moore Johnston read a paper on "The Planning of a Combined Hospital". The present hospital in Omagh is due to be demolished, and plans are going ahead for a new combined hospital, which would cover the present General Hospital, Maternity Hospital and Mental Hospital. They are endeavouring to break down the numbers in the Mental Hospital by making accommodation for the Geriatric patients elsewhere, and there would also be a Colony attached to the Hospital for long stay patients, where they could live and go out to work, if suitable. 6 Dr. Moore Johnston showed slides of possible plans for the hospital, and they were discussed with interest by Drs. T. Foley, J. V. Glass, J. B. Nabney, W. McCallum, W. P. Berrington and R. A. McCarthy. The next meeting was fixed for 28 November, 1962, at the College of Physicians, Dublin. There was no other business. The members were hospitably entertained to tea, and the meeting then adjourned.

NOTICES BY THE HONORARY LIBRARIAN The Library is open to members between the hours of 9 a.m. and 5 p.m., Saturdays, 9 a.m. and 12 noon. Books are issued to borrowers during these hours. The Hon. Librarian will endeavour to obtain, as far as possible, any books on psychiatry and allied subjects required by members.

Library Lending Department Regulations 1. Books shall be lent to members within the United Kingdom and Eire who are not in arrears with their subscriptions. 2. No member may borrow from the Library more than three volumes at one time. 3. Books and journals are sent carriage paid from the Library, but members are responsible for the books from the time they leave the Library until they are received back, and for the return postage. 4. Books damaged or lost while in possession of a member will be repaired at his expense or must be replaced by him. 5. A member shall be entitled to retain a book or periodical borrowed from the Library for a period of twenty-eight days (or longer by special arrangement), unless the book is required by another member, in which case it can be recalled by the Librarian at the expiration of fourteen days. 6. In the event of a member failing to return any book or periodical within seven days after receiving notice from the Librarian (on the expiration of the period referred to in Rule 5), the Library Committee shall be at liberty to purchase another copy, the cost to be charged to such member, who shall not be allowed to borrow another book until the sum thus expended shall have been paid. 7. THE ASSOCIATION'S MEDALS AND PRIZES, 1962-63 Attention is specially drawn to the Medals and Prizes which are offered annually by the Association. The conditions of award are set out fully in the Year-Book. Bronze Medal and Prize Dissertations for the Association's Bronze Medal and Prize should be for- warded to reach the Registrar not later than 30 April.

Divisional Prizes Papers certified as eligible for this competition must be forwarded to reach the Registrar not later than 30 April.

Gaskell Medal and Prize The examination for the Gaskell Medal and Prize is held in May. An entrance fee of £3 3s. is charged, returnable to bona-fide candidates. Entrance fees are due by 31 March.
