INTRODUCTION CATCHMENT ACTION PLANS are designed to be a simple, practical means of directing resources to achieve environmental improvements on a priority basis, between and within catchments* They set out the essential routine tasks, and a five year programme of specific actions for each catchment to meet regional and national targets. Changes may occur where unplanned work such as an extreme drought requires priority. The NRA has inherited a legacy of environmental challenges arising from the use and abuse of our natural resources. Although significant progress has already been made it will be many years before all the work needed can be assessed, funded and carried out. To achieve the environmental objectives will require not just the clear, vigorous direction of the NRA towards priority work but the help and support of the whole community. The NRA has consulted with the Regional Advisory Board and Advisory Committees and the local interests about the draft action plans and the format is the outcome of those discussions. Progress to achieve the Action Plan objectives will normally be reviewed on an annual basis but more frequently where severe problems have been identified. 2. ROUTINE SERVICES Despite the fact that the NRA is largely a reactive, regulatory body it is possible to plan for much of the environmental protection work even the fact that unpredictable events will occur! Much of the routine workload such as monitoring, enforcement of statutes and dealing with pollution and flooding incidents needs to have clear priority to ensure that it is dealt with to satisfactory standards throughout the region.

    HIW/20/6 Public Rights of Way Committee 5 March 2020 Definitive Map Review Parish of Hockworthy Report of the Chief Officer for Highways, Infrastructure Development and Waste Please note that the following recommendation is subject to consideration and determination by the committee before taking effect. Recommendation: It is recommended that no Modification Order be made in respect of Proposal 1. 1. Introduction The report examines the one proposal for change arising out of the Definitive Map Review in the Parish of Hockworthy (within Borden Gate Parish Council) in Mid Devon. 2. Background The original parish survey under s. 27 of the National Parks and Access to the Countryside Act 1949, completed in September 1950, initially proposed four routes for inclusion as public rights of way. After review by Tiverton Rural District Council and Devon County Council and the inclusion of a footpath connecting to Somerset; two footpaths and three bridleways were published on the draft definitive map in 15th April 1958. These five routes were subsequently recorded on the conclusive Definitive Map for Tiverton Rural District Council published on the 9th June 1964. The Devon County Council county wide reviews of the Definitive Map under s.33 of the 1949 Act, commenced in 1968 and 1977 but were not completed. In the 1968 review Hockworthy parish proposed that Bridleway No. 3, Hockworthy should be continued down Redgate Lane to Durley, Beer Down Cottage and out to Wood End. In the 1977 review the parish proposed the addition of path from top of Redgate Lane to Beerdown Cottage. The Limited Special Review of Roads Used as Public Paths (RUPPS), also carried out in the 1970s, did not affect this parish.

Recommendation: It is recommended that: (a) no Order be made to which the application relates; (b) the addition of a footpath between points D – B on drawing no. ED/PROW/06/18 be reconsidered if further supporting evidence is submitted during the general parish review of the Definitive Map. 1. Summary The report examines an application by Mr RM Heywood of Lea Barton, Hockworthy to delete and downgrade part of Bridleway No. 4, Hockworthy and to add a new section of public footpath as shown on plan ED/PROW/06/18. The application was submitted on 5 April 1997 and supported by seven witness statements and a plan of the Hockworthy Estate of 1953. Additional supporting evidence has been supplied by Mr and Mrs Hannaford, of Hurds Farm situated at the southern end of the bridleway. 2. Background to Application Confusion about the status of Bridleway No. 4 appears to have arisen when it was signed as a ‘Public Footpath’ in or about 1986/87 by the former Manpower Services Commission. These signs remained in place until the Autumn 1996 when correct ‘Public Bridleway’ signs were erected. This prompted several letters from one landowner, Mr Ward, in October 1996 as he believed the route to be a footpath.

A ghostly iridescence lights the bay and lazy leaves are sighing in the breeze. A small boat heading west inscribes its wake: night fishermen, just under way from port. Six hours from now, tomorrow’s dawn will break with tales of what’s been lost and what’s been caught. For us, the day is done: it’s time for bed. Let’s climb the wooden hill, exchange goodnights and snuggle down; give Morpheus his head. I’ll draw the curtains. You put out the lights. Jeff Vinter The Blue Anchor Hotel at the east end of the promenade at the Somerset seaside village of Blue Anchor is closed now, seemingly the victim of dithering and indecision by a range of agencies including insurance companies, local authorities and the Environment Agency. Basically, it is falling into the sea. For over a decade, large gabions lined the promenade road, but they were never deployed to stabilise the hotel. Thus, another village pub closed and another rural community was impoverished by a reduction in its facilities. My wife and I spent many happy evenings at The Blue Anchor, including with our children when they were young in the well-appointed garden, where a large wooden galleon provided wonderful opportunities for imaginative play. We count ourselves lucky to have watched the sun set often from this place, in all sorts of weather and through all four seasons, and are sad that this simple pleasure can no longer be enjoyed.
