Question for written answer E-007309/2012 to the Commission Rule 117 Nikos Chrysogelos (Verts/ALE) Subject: The historic Sea Garden, Varna, Bulgaria, is being sold off and destroyed The Sea Garden is Varna’s largest, oldest and best-known public park, and the largest landscaped park in the Balkans. Located along the city’s coast on the Black Sea, it is a major tourist attraction and a national monument of landscape architecture1. Recently there have been massive civil protests by nearly 2 000 citizens against the selling off of the Sea Garden under a controversial business plan (Alley One project) by companies related to the TIM consortium, which involve the demolition of the vast park’s seaside promenade to erect a number of business buildings2. The protests concern parts of the garden, including beaches, which have been sold off illegally, according to the citizens, as well as proposed building on the land and the part of the garden known as the Saltanat area. This civil dispute dates back to 2009, when six NGOs started to question and challenge the decisions at administrative level, proposed amendments to the development of the new overall city plan, and alerted the prosecution service and filed a report with the Commission concerning illegal state aid3. The prices paid for the land are believed to be at least ten times lower than the actual market price. These estimates are probably incorrect, given the deliberate withholding of information by the District Administration of Varna. The prosecutors did not provide any information during their inspections, either on the examination of the expert assessments or indeed on whether anything at all has been checked, so that the NGOs were unable to provide the information requested by the Commission on this issue. All this suggests that the Bulgarian state is unwilling or unable to deal with this case, which continues to provoke protests and lawsuits in the country for the third year in succession. 1. Is the Commission monitoring this case, and what has been done about it? Does the Commission regard the information submitted to it by the District Administration of Varna as reliable? 2. Does the Commission agree that this is a case of illegal state aid? 3. As a negative consequence, we started hearing also more about data theft and cybercrime, hence a greater need for digital protection or cybersecurity. China in news and Chinese products in our shelves became more visible. It was the country to export the Covid 19 virus, yet also the first supplier of the relevant vaccine to our market.

Jewellery set against the curves of human skin served as direct inspiration for a sensual architectural design. A three dimensional curved structure was incorporated into the existing interior. Layers of flexible Riflex boards were applied to a basic wooden framework. 8 long slits provide for ventilation. The plasterboard ceiling was completely covered with a layer of plaster, joins were filled with stucco. A soft carpet lines the walls creating an original, sensual atmosphere and harmony of light and form. Ivan Barakov, Union correct Ltd, Varna Timeless Horizons Located just 80 meters from the shore of the Black Sea, the famous restaurant from the mid sixties has now been converted into one of the most modern entertainment complexes in the region. On an area of almost 3000 square meters it hosts a restaurant, piano bar, night club and offices on the second floor. Science fiction like design motifs were incorporated into the existing steel structure, resulting in a combination of Gustav Eiffel’s aesthetics, Jules Verne Novels and an outer space station. All visible surfaces are made of plasterboard. A great variety of geometrical forms were shaped, ranging from elegant beams to sharp edges and ovals, which were painted in pastel shades.

From 1969 to 2007, she lived and worked in SoHo, New York City for 38 years, and in 2008, opened a studio in Long Island City. She received her Bachelor in Fine Arts degree from the National Taiwan Normal University in Taipei in 1960, and her Master in Fine Arts degree from the University of Colorado at Boulder in 1967. She taught art at Denver University in Colorado in 1967 to 1968. Since 1994, she has been on the Advisory Committee of the Fine Arts Department of the University of Colorado at Boulder. Since 1995, she has curated exhibitions for the new art movement, “Forces of Nature." Marlene is Founder and Curator of the Rain Forest Art Foundation from 2001 to present. In 2014, Marlene established her own museum in Shreveport, Louisiana, the Marlene Yu Museum. As of April 30, 2016, Marlene Tseng Yu has had 80 solo exhibitions in the United States, Europe, and the Far East. Marlene’s art has been reviewed in 9 languages in more than 200 publications, by numerous art magazines, newspapers, TV, and radio shows, such as ARTFORUM, Art in America, Art News, World Journal, and Barbara Walters’ Today Show. Marlene’s has received several awards for achievement in the arts. In 2005, she received the first “Muse” Fine Arts Award in the Muralist Paintings category at the inaugural ARTV Awards in Las Vegas.

LAND-SEA PROJECT “Sustainability of the Land-sea System for Ecotourism Strategies” PREPARATION PAPER SECOND STUDY VISIT 15TH OF DECEMBER 2017 VARNA, BULGARIA 1 INTRODUCTION The main objective of the project is to favour a more inclusive, effective and efficient processes of regional governance so to increase and to encourage the creation of institutional competences and skills for the development of a sustainable coastal system, able to preserve natural habitats and contextually to support the development of regional ecotourism strategies. For coastal areas, we mean a complex system identified not only with the coastline itself but also with its various subsystems and with its linked river basins. In fact, the EU coastal areas represent fragile and vulnerable systems in physical, territorial, anthropic, social and economic terms. Consequences are found in the emergencies of environmental degradation, scarcity of water, hydrogeological risks, loss of biodiversity and the effects related to the climate change. From here the need to cooperate for mutually learning how to conjugate the need to preserve and the need to develop a coastal territory. The project sees the participation of the River Basin Authority of the rivers Liri – Garigliano and Volturno/ Southern Apennines River Basin District acting as Leader partner, the Molise Region (Italy), the Regional Administration Varna (Bulgaria), the Free and Hanseatic City of Hamburg – Senate Chancellery (Germany), the General Government of Catalonia and the Barcelona Urban Ecology Agency (Spain). 2 VARNA REGION Varna region is one of the twenty-eight regions of Bulgarian regions. There are 12 municipalities - Avren, Aksakovo, Beloslav, Byala, Varna, Vetrino, Valchi Dol, Devnya, Dolni chiflik, Dalgopol, Provadiya and Suvorovo.
