7 English Cricket Board Association of Cricket Officials

ECBACO is an international cricket organisation which provides education and training and the only recognised qualification for umpires and scorers. It is compulsory that all SYSCL umpires are members of ECBACO. All umpires on the league list have either ACU&S or ACO qualification or have satisfied the league umpires association they know the laws of the game. They are also all DBS (formerly CRB) cleared. The association, along with the League is constantly seeking to recruit more umpires. Since the league umpires association was formed in 1995 it has built up strong links, first with ACU&S and now with ACO. As other leagues throughout the county and beyond see number of trained umpires falling dramatically the SYSCL has bucked that trend and increased steadily over the years. 47 SECTION 1 LEAGUE ADMINISTRATION

1.  OBJECT To provide a high standard of competitive cricket for Clubs in and around South Yorkshire.

2. TITLE The name of the League will be ‘The South Yorkshire Senior Cricket League’ (SYSCL) together with a sponsor’s name, if applicable.

3. CONSTITUTION (a) The League will be managed by a League Management Committee (LMC). (b) The League will comprise so many member Clubs and so many divisions as the LMC deem appropriate at the end of the year preceding the next season. (c) Promotion and relegation will normally operate each season. (d) New member Clubs will enter the League at the level that the LMC judge appropriate. (e) In any dispute about the interpretation of these rules the decision of the LMC shall be final and binding. (f) It is considered a disciplinary offence for a member, player or club to act in a manner which could prejudice the standing or interests of the SYSCL or any member of it to fail to act promptly to control and/or discipline a player, member or official or any other person involved in an incident of misconduct within the curtilage of the club premises; or could harm or prejudice the standing or interests of the SYSCL wherever it may take place.

4. OFFICIALS The officials of the League will be:- (a) The President; Vice-Presidents; The Chairman; Chief Executive; General Secretary; and the Treasurer. (b) With the exception of the Vice-Presidents, these officials will be elected annually by the AGM. (c) At least once a year the Treasurer must submit the League accounts for an examination by an accountant who is appointed at the AGM. (d) If an official resigns, becomes unavailable, or is removed from office, the LMC will appoint a person or persons to carry out his duties until the next AGM. (e) Honoraria will be determined by the AGM.

48 49 5. MANAGEMENT COMMITTEE (a) The LMC will comprise all the officials listed in Rule 5, plus Life Members, plus 12 other persons elected annually at the AGM. (b) It will meet regularly throughout the year and at any other time deemed necessary to conduct business. (c) A quorum will be 7. (d) It can co-opt as necessary and may appoint sub-committees to deal with particular aspects of the Leagues business. Such sub-committees can co-opt as necessary.

6. GENERAL AND SPECIAL MEETINGS (a) The following meetings will be attended by the LMC and member clubs:- (i) Annual General Meeting after the end of each season. (ii) Special Delegates Meeting before the start of each season. (iii) Extraordinary General Meeting as deemed necessary. (b) A minimum of 7 days notice will be given for any such meeting. (c) All League officials and one representative from each member club will be entitled to vote. (d) Member clubs who fail to attend will be fined £50. (e) Clubs and/or individuals submitting agenda items must give written notice to the General Secretary as follows:- (i) Annual General Meeting by 30th September (ii) Special Delegates Meeting by 1st March (f) An EGM may be called by the President, Chairman or CEO, acting on behalf of the LMC, as deemed necessary. (g) An EGM may also be called by 12 member clubs in writing to the General Secretary, specifying the issue or issues that they wish to raise.

7. SUBSCRIPTIONS (a) The annual membership subscription will be determined by the LMC. (b) It must be paid by 30th April (c) There may be a surcharge on clubs if there are inadequate funds to meet League expenses

49 SECTION 2 – CLUB AND PLAYING ADMINISTRATION

8. STANDARDS REQUIRED BY ALL CLUBS ORGANISATION 1. Club Umpires All clubs are required to provide Club Umpires. League fees now include an additional fee as per rule 9(f) which is payable by clubs not providing a Club Umpire for Saturday League matches for the qualifying period during the season. Clubs providing an umpire will receive a one off £100 bounty for the first season the umpire stands for the qualifying period. Should any match played under the banner of the SYSCL take place without two umpires appointed by the SYSCL Umpires Association, the clubs and Captains concerned will take full responsibility in ensuring that all aspects relating to the rules regarding Child Protection are strictly adhered to, and in particular, if only one umpire is present, a club shall not send a junior who is not a qualified umpire to stand at square leg. 2. Club Teams (a) A Club may play up to four teams in the SYSCL. 3. Scorers Representative Before the start of the season, all Clubs must appoint and advise the League of the name and contact details of a Scorers Representative. From the start of season 2019, all Clubs must have at least one scorer who is a member of the ACO. From the start of season 2019, all Championship Clubs must have at least one scorer who is qualified to at least ECB ACO Level 1 standard. 4. Club Administration Each club is required to provide to the League each year as and when requested by the LMC with:- (i) Club Directory (ii) Changes to Fixtures (iii) Cricket Ball Requirements A breach of this rule shall result in a fine of £50 5. Club Insurance for Clubs without Club mark (i) The Secretary of every Club that does not have Club mark is responsible for ensuring that a current insurance certificate is forwarded to the Cricket Committee Chairman by 31st March each year.

50 51 (ii) No Club will be allowed to fulfil fixtures without a valid certificate. (iii) Each Club must ensure that its players are adequately insured against personal injury. The insurance must also cover Clubs for public liability. (iv) Where clubs fail to comply, it will result in the match being declared a 9-0 win for the non-offending team and may also result in a deduction of 9 points against the offending team. In cup matches the offending team will lose the tie, and be deducted 9 League points.

FACILITIES 1. Clubs are expected to achieve the standards in facilities set by management both on and off the field, and regular inspections will be undertaken by members of the Management Committee to ensure that the set standards are met. 2. Teams will not be eligible for promotion unless all of the standards of the Division to which they aspire, are attained by the end of the season; or the Management Committee is satisfied that they will be attained by the start of the following season. 3.  Square and Outfield. The square must be:- (a) Flat i.e. free from bumps and hollows. (b) Free from weeds, moss and wormcasts. (c) Of sufficient size to accommodate all League fixtures (d) Repaired and maintained to a high standard throughout the playing season and the close season The outfield must:- (a) Be reasonably flat (b) Not contain any ruts (c) Have no encroachment from other games during the playing season (d) Be maintained to a high standard (e) Boundary must be clearly marked by a line or rope or markers to be used if any part of the boundary is not visible from the pitch. (f) Have a water supply complete with hose and sprinkler or pop ups must be available on the ground. 4. Pavilion/Clubhouse (a) There must be a clean and adequate changing room and clean and efficient showers readily available for both teams. (b) There must be a clean and adequate separate changing room large enough to accommodate two umpires with clothes pegs and mirrors installed.

51 (c) All requirements of the Child Protection Act must be enforced with notices provided in all changing rooms (d) There must be a clean and adequate tearoom with enough tables and chairs for all players, scorers, and officials. (e) There must be clean and efficient toilets for players, officials and spectators. (f) The tea provided must be adequate and available to players, umpires, scorers and visiting club officials and provide reasonable value for the charge made. (g) The rooms provided for the opposing team, the umpires and the scorers must be secure, with keys being provided to the captain, the umpires and the scorers as appropriate (h) There must be a suitably stocked First Aid box, with clear markings as to where it is to be found. 5. Score-Box (a) Must be covered and protected from the weather with easy accessible numbers (electronic or manual) (b) Must have power installed and toilet facilities if possible. These must be available in any new score-box development. (c) The score-box must be easily seen from the field of play and have adequate visibility available to the scorers. (d) The score-box must be kept in a clean and tidy condition and be safe in all respects. (e) Drinks are to be provided to scorers during the drinks interval in each innings. (f) The home club is responsible to ensure distraction is avoided from both players and spectators. (g) A scorer from both teams must be available at all matches and given reasonable training to carry out his tasks. 6. Equipment (a) There must be cutting and rolling equipment (light and heavy rollers), adequate pitch covers, and adequate and easily moved sightscreens at both ends. (b) There must be pitch marking and sweeping equipment, sawdust and two sets of good quality stumps and bails (with spares) (c) It is the home team’s responsibility to ensure covers are used to maximise play.

52 53 7. Sightscreens (a) Championship Clubs must have double sightscreens at each end, and all other Clubs one at each end. (b) The sightscreen must be completely roped off so that they will be completely beyond the boundary including if they have to be moved during a match. The boundary shall not be moved in the course of a match (c) A painted white line satisfying the above criteria is acceptable. (d) The captain of the batting side must delegate people to move sightscreens as required during that innings if requested to do so by the fielding side captain. 8. Local Conditions (a) Clubs must post clear notices in the away team and umpires changing rooms detailing any local conditions under which matches are to be played. The captain of the home team is responsible for explaining these in the pre-toss discussion with the umpires and the away team captain. (b) The minimum distance for the boundary to the leg and off side must be 35 yards. (c) No pitch shall be artificially watered or in any way tampered with during the period commencing 36 hours before the scheduled start of the match. 9. Disrepute Any action by a club, official, player or spectator that in the opinion of the LMC brings the League or the LMC into disrepute will be dealt with by the LMC . 10. Ground reporting and Inspection If the LMC receives any adverse reports on grounds and/or facilities, an official inspection will take place. The club concerned will be advised in writing of any action that needs to be taken. Inspections may also be carried out on an ad hoc basis. 9. MEMBERSHIP (a) Membership will be available to clubs in and around South Yorkshire who have reached the standard on and off the field set out in the ECB Guidelines. Clubs which did not have ECB Club mark by 1.4.2019 will undertake to use their best endeavours to attain it by 1.4.2020 and the League will give them full support to do so. Clubs must have Club mark to be promoted to Division 2. Clubs wishing to join or to leave the League must follow the procedure set out in Rule 9.4.1 of the Rules of the Yorkshire Cricket Board (b) Promotion to the Championship or Divisions 1 and 2 will require higher standards and will not be automatic, but will be subject to LMC approval. (c) All Championship clubs must have junior teams playing in junior leagues

53 at Under 11, Under 13 and Under 15 age groups. Divisions 1 and 2 must have 2 junior age group teams. (d) Membership of the League will include membership of the Yorkshire Cricket Board (YCB). (e) New member clubs must serve a probation period of at least two seasons. (f) The penalties for having no club umpire will be determined by the level at which the 1st XI plays. The following will be applied in 2019; Clubs with 1 or 2 teams in a recognised Saturday League should provide a minimum of 1 umpire (umpiring a minimum of 16 league matches in total) Clubs with 3 teams in a recognised Saturday League should provide a minimum of 2 umpires (umpiring a minimum of 32 league matches in total between them). Clubs with 4 or 5 teams in a recognised Saturday League should provide a minimum of 3 umpires (umpiring a minimum of 48 league matches in total between them). Financial Penalties 2019 1st XI in Yorkshire PL - £350 1st XI in Championship - £250 1st XI in Division 1 and 2 - £200 1st XI in Division 3, 4 and 5 - £150 1st XI in Division 6, 7 and 8 £100 There will be a reduction in the fee based on the % of matches completed by a club umpire.

10. FIXTURES (a) All fixtures will be arranged by the LMC, which will issue a provisional list for each team. (b) All clubs must ensure that their ground is available for 22 Saturdays during the designated season. (c)  Championship, Division 1 and Division 2 teams must play all games on the allotted dates. (d) Teams in other Divisions can make changes ONLY by mutual consent. The club initiating any such change must notify the League immediately in writing and must complete and notify re-arrangements by 31st December. Such rearrangements shall be within 14 days of the original scheduled fixture date and can be a Bank Holiday Monday, if this is not possible then it must be played within 14 days of original fixture, but shall not be after the designated

54 55 final Saturday of the season. If the fixture cannot be played within 14 days the fixture will be declared an outright win to the team available to play. (e) Only in exceptional circumstances will a request for change, made after publication of the Handbook, be accepted by the LMC. Such a request may incur a fee up to a maximum of £50. If it is accepted, the club which made it is responsible for informing the opposing team, the original match umpires, and the Appointments Secretary of the SYSCL Umpires Association of the new arrangements. (f) All fixtures must be completed. If a club is unable to fulfil all of its fixtures on the same pre-arranged date, the 1st team fixture must be played. If a club is unable to field complete teams on the same day, the 1st team must field 11 players, this includes all divisions. At the discretion of the LMC defaulting clubs in the Championship, Divisions 1, and 2 may be fined £50 and deducted 18 points. In a League match, the team available to play the game will be awarded 9 points and the match declared a win in their records and a loss in the defaulting team’s records plus a point’s deduction as follows; 1. Championship, Division 1, Division 2 – 9 points deducted 2. Division 3, Division 4, Division 5 – 6 points deducted 3. Division 6, Division 7, Division 8 – 3 points deducted. 4. In any cup match the team available will go through to the next round. The defaulting team will be deducted 9 league points. (g) The team unable to play will pay expenses. If an away club concedes after 16.00hrs Friday it must pay expenses of a minimum of £44 to the home club. (h) Any team reaching a forfeiture threshold in any given season will be put on probation for 2 seasons. If that threshold is reached again in the next 2 seasons, they will automatically lose membership at the end of the season unless they can show the steps and measures being taken to improve the situation. Trigger points as follows; 1. Championship, Divisions 1 & 2 - 1 match forfeited. 2. Divisions 3, 4 & 5 - 2 matches forfeited. 3. Divisions 6, 7 & 8 - 3 matches forfeited.

11. CORRESPONDENCE (a) Correspondence relating to cricket matters must be sent to the Secretary of the Cricket sub-Committee. (b) Correspondence relating to the League Organisation or any other item should

55 be sent to the General Secretary. (c) All clubs must provide the League with a current and valid e-mail address for at least two officers, including the Secretary and Treasurer. It is the clubs responsibility to advise the League of any changes to these addresses. (d) Clubs wishing to put forward any new rules or amendments to existing rules must submit them in writing to the SYSCL Rules Revision Chairman by the 31st August each season. The submissions must be by the proposing club Hon Secretary.

12. PENALTIES Offences Infringement of any of the League Rules renders the club responsible liable to a penalty. (a) Failure to supply any of the following will result in a penalty or a point’s deduction. (i)  teams ( in the Championship, Division 1 and Division 2) playing with less than 11 players (Rule 19) (ii) late start or delay in re-starting after tea interval (Rule17) (iii) teams which fail to bowl their overs within the permitted time (Rule 20) (iv) failure to post a detailed scorecard on Play Cricket (Rule 24) will result in a points deduction from the team. See rule 12 (c) (v) failure to have a scorer (Rule 13) (vi) failure to complete an umpires marking assessment on whostheumpire within 5 days of the game being played (this applies to the Championship, Divisions 1, 2, Whitworth & Mick Savage Cups only) will result in a points deduction from the team. See rule 12 (c). (vii) failure to respond within an agreed time and without justifiable cause to a request from the LMC or one of its officers. (viii) failure to register players correctly and then have to be rejected during player registration Rule 28 (c). (ix) entering a player on the scorecard who did not take part in the match Rule 24 (c) & (d) or did not match or appear on the umpires team card Rule 14. This will be classed as an unregistered player and the match will be awarded to opposition and a 9 points deduction for the offending team. (b)  Unpaid Fines and Subscriptions All fines, invoices, subscriptions and any other monies due to the League should be paid within 21 days of the date of, invoice. If any such monies due

56 57 to the League are not paid, there will be a 10% surcharge and all points gained by the Club after that date and prior to payment shall be deducted. If the expiry of the 21 day period shall fall in the close season and the payment remains outstanding, then points earned by the Club from the start of the season shall be deducted for that period of time. (c) Points Deductions (d) All point’s penalties will happen when they occur, unless application makes no material difference to the League table for the current season when they should be the following season. 1st occasion email warning 2nd occasion final email warning advising next occasion point’s deduction. 3rd occasion deduction of 2 points from the offending team. Every offence after this will be 2 points from the offending team.

SECTION 3 CONDITIONS OF PLAY

Save as varied by these Rules, the laws of Cricket 2017 and 2018 revisions will apply. The League will also apply all current ECB Regulations, Directives and Guidelines in relation to the safety of young cricketers.

13. UMPIRES SCORERS & CAPTAINS Umpires (a) All umpires officiating in the SYSCL must have a valid and currentDBS Enhanced Disclosure Form. (b) Umpires must be members of the ECBACO and the South Yorkshire Senior Cricket League Umpires Association (SYSCLUA). Umpires wishing to join the Panel should, in the first instance contact any official of the SYSCLUA. Umpires must satisfy the Association of their competence. Umpires in their first year on the list will not stand with a regular partner without the permission of the SYSCLUA Committee. (c) Umpires who cannot fulfil a fixture must decline the fixture via WTU up to 48 hours before the fixture is scheduled to take place. If declined within the 48 hour period the umpire must also contact the Umpire Appointments Officer. (d) All umpires must follow the dress code laid down by the League, ie black or navy dress trousers, tie, white footwear, white shirt or white polo shirt. ACO white Baseball caps may be worn. Failure to follow this code will affect future appointments.

57 (i) It is also important that the umpires are dressed identically so as to give the appearance of being a team rather than two individuals. If the umpires disagree on the wearing of white coats or polo shirts and ties, then the status quo will prevail and coats and/or ties must be worn. (ii) Clubs must have 2 clean umpire’s jackets available for all matches. (e) Umpires expenses will be set by the LMC prior to the start of the season. (f) should pay one umpire each. (g) If only one umpire is present, he will officiate at the bowling end throughout, receive one and a half times the normal fee, and the clubs will share the cost. (h) Umpires must be paid before or during the tea interval and should not resume play unless they have been paid. (i) If an umpire travels to the ground, and play does not take place, then half the fee will be paid. (j) If both clubs agree that a match is to be cancelled due to inclement weather, the home club must inform both umpires of the cancellation no later than two hours before the scheduled start. (k) The umpire must advise the Results Secretary within 48 hours from the match concerned of:- (i)  A delay in resuming play after tea because of non-payment of an umpire (ii) All late starts and unusual incidents not in the best interests of the League (iii) A copy of any disciplinary report must be sent to the SYSCLUA secretary (iv) Teams who have less than 11 players (v) Teams who do not provide a scorer for the whole game (vi) Clubs with fewer than 2 sightscreens, unless they have a dispensation from the League (vii)Teams taking longer than the permitted time for the innings unless there are mitigating circumstances. (viii) Any other relevant matters (l)  Umpires must arrive at the ground no less than 45 minutes before the scheduled start of the match. (m) Should only 1 umpire be appointed by the League, it will be the responsibility of the batting team to provide a square leg umpire. (The umpire must be suitably dressed in an umpires coat not in casual dress or shorts) (n) Where no umpires are appointed by the League, it shall be the responsibility of the batting side to provide umpires. Umpires and captains A mandatory pre match meeting will take place at the toss to:-

58 59 (a) Exchange completed and signed team cards, specifying the dates of birth of all players aged under 19 on the 31st August in the year before the match. (b) Provide umpires with match balls and spares. (c) Clarify any local rules. (d) Clarify match regulations – cup competitions in particular. (e) Clarify interpretation of ‘Spirit of Cricket’ and mandatory reporting expectations. (f) Observe the toss of the coin and its result. Umpires must check the scorecards at the end of each innings. Together, the captains and umpires set the tone for the conduct of a match and umpires have been instructed by their local association (the SYSCLUA) not to commence games until ALL of the above points have been dealt with. Umpires and scorers (a) If a team fails to provide a scorer, a playing member of that team must score throughout the match. (b) Clubs are referred to Rule 8.4

14. NOMINATION OF PLAYERS Before the toss for innings the captain of each side must nominate his players, in writing, to the umpires. He must state the dates of birth of all players aged under 19 on 31st August in the previous year before the match on the approved cards. All players must wear conventional cricket clothing.

15. DURATION OF MATCH (a) The Championship, 100 overs, unless reduced due to ground or weather conditions. (See Rule 21(f). Division 1 and Division 2 will play a match of 100 overs maximum and 60 overs minimum. Divisions 3 to 5 will play a match of 92 overs maximum and 50 overs minimum. Divisions 6 to 8 will play a match of 80 overs maximum and 50 overs minimum. (see Rule 21 (g), (h) & (i)). (b) The incoming batsman should enter the field from the pavilion area and cross with the outgoing batsman on the field of play. The outgoing batsman must not delay his departure from the field. (Players are reminded of Law 40 – Timed Out) (c) The side batting first will take up a maximum of half the allotted overs. Any overs, excluding odd balls, not taken up by the side batting first, will be added to their opponent’s quota.

59 (d) A tea interval, not exceeding 30 minutes, will normally be taken between innings. It can be taken earlier or later, if circumstances make either a sensible option, but only at the umpires’ discretion. (e) No bowler will be allowed to bowl a total of more than 15 overs in Championship, Division 1 and Division 2 League games, 13 overs in Divisions 3 to 5 and 10 overs in Divisions 6 to 8. If the start of a match is delayed or overs are reduced, the maximum number of overs permitted per bowler will be as follows:-

Innings Championship to Division 5 20-24 overs- maximum 7 overs per bowler 25-28 overs- maximum 8 overs per bowler 29-33 overs- maximum 9 overs per bowler 34-36 overs- maximum 10 overs per bowler 37-39 overs- maximum 11 overs per bowler 40-43 overs- maximum 12 overs per bowler 44-46 overs- maximum 13 overs per bowler 47-49 overs- maximum 14 overs per bowler Divisions 6 to 8 20-24 overs- maximum 6 overs per bowler 25-28 overs- maximum 7 overs per bowler 29-32 overs- maximum 8 overs per bowler 33-36 overs- maximum 9 overs per bowler 37-40 overs- maximum 10 overs per bowler 16. START TIMES (a) Matches will start as follows:- Championship, Division 1 and Division 2: 12.00 Other Divisions: 13.00 These times will apply to all League games For Cup start times see Rule 32 A (2) (b) (b) The home club’s facilities must be available to the visiting team no later than 60 minutes before the match is due to start (c)  The toss will take place on the field of play not later than 15 minutes before the scheduled start and not earlier than 30 minutes before the start. A side not represented by 8 players will be deemed to have lost the toss. (d)  Teams must not take the field before the umpires at the start of the match or after any interval.

60 61 (e)  All players, including substitutes must wear conventional cricket clothing when taking part in the game. (f) Captains are wholly responsible for enforcing this rule.

17. LATE STARTS Punctuality is essential. A club responsible for a late start or delay in restarting after tea will incur the minimum permitted fine. This is also a ‘totting up’ offence.

18. LATE ARRIVAL OF PLAYER When a player arrives after the match has started, the following will apply in the Championship, Division 1 and Division 2:- Fielding Side He will not be allowed to bowl until he has been on the field of play for an equivalent number of completed overs to that which had been bowled prior to him appearing on the field of play. Batting Side He will not be allowed to bat until he has been present at the ground for an equivalent number of completed overs to that which had been bowled prior to his arrival (except on the fall of the 9th ). Both Sides (a) The onus is on the captain to notify the umpires that the player has arrived. (b) A player who arrives 90 minutes after the scheduled start of the game, or after completion of the first innings, can only take part as a substitute. Divisions 3 to 8, any player arriving late may take a full part in the match. Immediately on the arrival of the late player, the captain must inform the umpire of their arrival.

19. LESS THAN 11 PLAYERS A minimum of 8 players constitutes a team. (a)  Clubs must notify the Cricket Committee within 48 hours of the commencement of the match if they are unable to field 11 players and provide a scorer in any match, with an explanation as to the reason. However, save that for teams in Divisions 3 to 8, in the event that a Club cannot field 11 players in all of its Club fixtures on a particular day, then a lower team must not field more than or equal to the number of players in the higher team. (for example, if the Club has 19 players available, the Club may play 11 in the First team and 8 in the Second team, or 10 in the First team and 9 in

61 the Second team. If there are 30 players available for Club that has 3 teams, then the Club may play 11 in the First team and 11 in the Second team, and 8 in the Third team; or 11 in the First team, 10 in the Second team, and 9 in the Third team). (b) Clubs playing less than 11 players in matches in the Championship, Division 1, and Division 2 may incur the minimum permitted fine and a points deduction. (Rule 10(f). (c) In all cases the Cricket Committee will consider any necessary assistance that may be made available to the Club to resolve the problem, including the attraction of additional players if necessary. (d) Clubs are also reminded of the Player Loan facilities in Rule 28 (d).

20. OVER RATES WIDES AND FIELDING RESTRICTIONS (a)  Championship, Division 1 and Division 2 clubs must bowl their allotted overs within 3 hours 10 minutes (or pro rata) Division 3 to Division 5 clubs must bowl their allotted overs within 2 hours 55 minutes (or pro rata), and Division 6 to Division 8 clubs must bowl their allotted overs within 2 hours 30 minutes (or pro rata) except where either team declares or an innings is completed in fewer than the allotted overs. Umpires will be the judge of any extenuating circumstances. The times specified in this clause shall include any drinks breaks, but it shall be a matter for the discretion of the umpires as to whether to extend the times as a result of any other stoppages. In the CHAMPIONSHIP, DIVISION 1, DIVISION 2, WHITWORTH CUP and MICK SAVAGE CUP, all sides are expected to be in a position to bowl the first ball of the last over within their allocated playing time. (Championship, D1 and D2 matches of 50 overs - 3hours and 10 minutes and in the Whitworth Cup and Mick Savage Cup of 45 overs - 2 hours and 50 minutes). In the event of them failing to do so, the full quota of overs will be completed, and the batting side will be credited with 5 runs for every over that has not been started. This will apply to both innings of the match. If the side batting second is credited with runs in this way, and this consequently takes their score to or past their victory target, then the match will be deemed to have been won by the side batting second. All penalties in this regard will be imposed immediately the ball first becomes dead. Play must not continue until the Umpires and Scorers are satisfied that the score is displayed on the scoreboard. If the innings is terminated before the scheduled or re-scheduled cut-off time, no over rate penalty shall apply. If the innings is interrupted, the over-rate penalty will

62 63 apply based on the re-scheduled cessation time for that innings. (b) In Championship, Division 1, Division 2, Whitworth Cup, and Mick Savage Cup matches, umpires are instructed to apply a very strict and consistent interpretation of the law relating to leg side wide balls. Any ball passing down the leg side of the batsman and outside the line of the leg stump which does not come into contact with the bat or any part of the batsman’s person shall be called and signalled Wide Ball regardless of whether the batsman has moved across or not. (c) Fielding Restrictions. Throughout the match, the fielding side shall have minimum of 6 fielders (including the bowler and wicket keeper) inside a designated area which is defined by two semi circles, each with a radius of 30 yards, with their centres being the middle stumps. The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the same side of the pitch. Either umpire shall call and signal ‘No Ball’ at the instant of delivery if this rule is not observed. Clubs must ALSO use white discs to mark out the designated area. White lines alone are not sufficient. (d) Any full pitched ball (regardless of pace) which passes or would have passed above waist height of the striker standing upright at the crease shall be called a ‘No ball’. The umpire shall implement the procedures set out in Law 41.7.1 to Law 41.7.6. (e) A bowler shall be limited to bowling two fast, short pitched balls in an over (the umpire at the bowlers end shall make it clear to both the bowler and the batsman when he considers that such a ball has been bowled). A fast short pitched delivery is a ball which passes or would have passed above the shoulder of the batsman standing at the crease. If this limit is exceeded, the umpire at the bowlers end shall call and signal ‘no ball’ on each such occasion. (f) A team shall field no more than 5 fielders on the leg side at any time, in any division or cup competition. Any breach either umpire can call and signal no ball.

21. MATCHES AFFECTED BY ADVERSE WEATHER OR GROUND CONDITIONS (a) No match can be cancelled due to adverse weather or ground conditions more than 4 hours before the scheduled start time. Any club wishing to cancel a game due to weather or ground conditions must obtain prior agreement from the visiting team and must not present their opponents with a ‘fait accompli’. The visiting side shall have the right to reject the cancellation and insist on travelling, in which case the home team must make every effort to stage the

63 game. A club failing to comply with this requirement may be regarded as conceding the game and suffer the appropriate penalty. (b) If the away team chooses to travel, and there is no play, they must pay both umpires expenses and a fee of £44 by way of compensation for teas. (c) If an umpire travels to the ground, and play does not take place, then half the fee will be paid. (d) In these circumstances the umpires are the sole judges as to whether or not conditions are fit for play. (e) If the match is cancelled, the home team must make verbal contact with the opposition, both umpires, the fixtures secretary and the umpire’s appointment secretary. (f) Except as in Rule 21 (i) and Rule 32 A.1 (a), if play cannot begin within 2.5 hours of the scheduled start time the match result must be entered as cancelled. (g) If adverse weather delays the start of a match, umpires will deduct overs as follows:- Up to 7.5 minutes – 1 over each side Up to 15 minutes – 2 overs each side Up to 22.5 minutes – 3 overs each side Up to 30 minutes - 4 overs per side And so on (ie further reductions of 1 over per side for every 7.5 minutes or part thereof) down to a minimum of 60 overs in Division 1 and Division 2 or 50 overs in other divisions. CHAMPIONSHIP (i) START of PLAY. Unless ground or weather conditions do not permit, all games will commence at the scheduled start time. If play has not started within 3 hours, an early tea should be taken at that point. In order to allow a minimum of 20 overs per side to be played, no game will start after 3 hours and 45 minutes after the scheduled start time. (ii) DURATION of PLAY - The normal duration of play will be 50 overs per side, unless reduced due to ground or weather conditions – see paragraph (iv) below. Any unused overs in the first innings will not be carried forward into the second innings. In order to achieve a result, both sides must have had the opportunity of batting for a minimum of 20 overs. Where bad weather is anticipated later in the day, if both sides agree, the duration of the match may be reduced. In these circumstances, a match of at least 30 overs per side must be played.

64 65 (iii) INTERVALS - A tea interval of 30 minutes will be taken between innings, unless tea is taken during a stoppage due to ground or weather conditions. If the tea interval is not taken between innings a further 15-minute interval will be taken between the innings. One drinks interval will normally be taken in each innings; this may be dispensed with or added to only by agreement of both captains. (iv) TIME LOST BEFORE AND DURING THE GAME - All time lost after the scheduled start time will be aggregated. Any time lost due to ground, weather or light conditions (except as in (v) below) will result in the deduction of four overs for every further complete 15 minutes lost. (v) Where overs are reduced after the scheduled start of the match, the result will be determined by the DLS method (vi) Where, for whatever reason, the first innings lasts for less than 3 hours 10 minutes, or any proportionally reduced time, the balance of unused time will be added before overs are reduced in the second innings. For example; when the first innings lasts for 2 hours 30 minutes, there is an unused balance of 40 minutes, which means that in the second innings, 40 minutes will be allowed before overs are deducted as above. (h) All other divisions - After a match has started there can be no deductions of overs, and the match will continue to its conclusion so long as the umpires consider conditions are fit to do so. If the match is not completed the result must be entered as abandoned. (i) In Divisions 1 and 2, if bad weather is forecast on the day, teams may play a reduced over match, minimum 30 overs per side. If the captains can’t agree the umpires will decide. The umpire’s fees will remain unchanged in the reduced overs game. (j) From Divisions 3 to 8, if bad weather is forecast on the day, teams may play a reduced over match, minimum 25 overs per side. If the captains can’t agree the umpires will decide. The umpire’s fees will remain unchanged in a reduced overs game. (k) Matches without umpires, where captains disagree on a reduced over match status quo will apply. (l) Umpires and Captains must be aware of Child Protection Guidelines when there are ground weather and light issues, or a match continues after its normal finishing time.

65 22. COVERS (a) In the event of rain delaying or interrupting a match, the HOME team is responsible for making every effort to make play possible. (b) Clubs must use covers to completely or partially protect the pitch during inclement weather, if adverse weather causes a delayed start to a match, or immediately there is an interruption of play. Umpires must report any club failing to do so. (c) Clubs must ensure that, where necessary, covers are used in the days prior to the match. If it is established that every effort has not been made on the day of and the days prior to the match to ensure that the match takes place the Cricket Committee can rule that the match has been conceded by the host club

23. OTHER THAN HOME GROUND (a) If more than 24 hours before the scheduled start of the match, the home team’s ground is unfit or unavailable, and the visitors ground will be fit and available, then the match will take place as scheduled but at the visitors ground. Rules 21 and 24 shall apply if the match is further affected by the weather. (b) A club may play on a ground other than their own, only with the permission of the LMC. If permission is granted, the club must pay all expenses incurred by the host club and/or owners of the ground. The alternative ground must meet SYSCL standards. Clubs playing any game on a ground other than shown in the Club Directory must notify the umpires, the Umpires Secretary, their opponents and all interested parties for each match. 24. POINTS SYSTEM (a)  Points will be awarded as follows:- Where DLS is applied the points will be awarded depending on the target score. 9 Win points - Side scoring most runs and the opposition innings completed. 7 Win points -Side scoring most runs and the opposition innings incomplete. Losing team Batting second to any win will receive the following:- 2 Batting bonus points - Side batting 2nd and score at least 90% of opponents score 1 Batting bonus point - Side batting 2nd and score at least 75% of opponents score Losing team batting first will receive 2 bowling bonus points for 8 and 1 bonus bowling point for 6 wickets taken in the second innings. 4 Tied points - For each side when scores are level when the match is

66 67 completed. Plus any bowling bonus points both sides have earned. 2 Bowling bonus points - Side bowling 2nd and 8 wickets taken 1 Bowling bonus point - Side bowling 2nd and 6 wickets taken 9 points - For a side whose opponents do not fulfill the fixture 3 points - For each side when a match is cancelled or abandoned. Abandoned matches will attract batting or bowling bonus points after the first innings has been completed and the following milestones have been achieved in the second innings:- 2 Batting bonus points - Side batting 2nd and score at least 90% of opponent’s score. 1 Batting bonus point - Side batting 2nd and score at least 75% of opponents score 2 Bowling bonus points - Side bowling 2nd and 8 wickets taken 1 Bowling bonus point - Side bowling 2nd and 6 wickets taken. (b) In the event of two or more teams in the same division having the same number of points at the end of the season, the highest league place will be determined by applying the following criteria in order:- 1. The team with most wins 2. The team with most Bonus Points 3. The net run rate (runs scored / entitled overs) – (runs conceded / entitled overs) 4. The team with most points in the games against each other. (c) The full detailed scorecard of the match, together with the leading performances, must be posted by the home team on the ECB ‘Play Cricket’ Internet site by midnight on the day of the match for all matches. The home team must confirm the result on their club’s Play-Cricket website by midnight on the day of the match. The away team must confirm the result by midday on the day following the game, on their club’s Play Cricket site. (d) Both the Home and Away clubs must ensure that all players are registered and identified correctly in all aspects of the administration scorecard by midday on the Thursday following matches played on the Saturday, Sunday or Bank Holiday Monday before confirming the result as described below. Any player not identified correctly in all aspects of the scorecard on the administration scorecard will result in a team penalty as per rule 12 (c) (e) Cup Games cannot be entered as abandoned or cancelled as a result must be obtained at some time. Do not enter any result, scorecard or other detail if the game was abandoned, cancelled or requires a replay. Instead, notify the competition administrator of the date of the re-scheduled game.

67 25. TEAS All visiting clubs will pay for a minimum of 11 teas and the maximum charge that shall be made to the visiting club shall be £4.00p per tea. In addition the home Club shall provide teas free of charge for the umpires and scorers. Refer also to Rule 21 (b). If in event of inclement weather the away team turn up at the request of the home team and the match does not start the away team will not be charged for teas.

26. MATCH BALLS (a) Clubs are responsible for the collection of their cricket ball orders. The League will not accept responsibility for any cricket balls (or equipment) not collected on the appointed date. Any financial loss as a result of a clubs failure to do so, shall be the responsibility of the club concerned (b) Championship, Division 1 and Whitworth Cup, clubs must use the Reader Sovereign ball. All other Divisions and cups can use the Reader Sovereign or League Special ball. All such balls used must have the SYSCL stamp. (c) If the away team, when fielding, lose the match ball and the spare, the home team shall provide all additional balls which shall be approved by the umpires. (d) Members of the batting side must search for any lost balls during play (e) A new ball must be used at the start of each innings unless mutually agreed by captains and umpires prior to the toss.

27.PROMOTION AND RELEGATION (a) Two teams will normally be relegated from the Championship to Division 1, and two teams promoted from Division 1 to the Championship. Three teams will normally be relegated from Division 1 to Division 2, and two teams promoted from Division 2 to Division 1. One team from the Pontefract league (Champions or 2nd placed) as part of the pyramid system will go into Division 1 if they meet the required criteria. Should they not meet the criteria in any given season the promotion spot would go to the 3rd placed team in SYSCL Division 2. Should a team that has been promoted into SYSCL Division 1 via the Pontefract route finish in the bottom 3 (i.e. a normal relegation position), then they would return to the Pontefract League rather than SYSCL Division. This will be mandatory, to protect the Pontefract League and to ensure that travelling isn’t increased in the lower divisions of the SYSCL. If, however

68 69 they finished outside of the relegation places, they should retain their place in the normal course of business. This would not affect any future Champions or 2nd placed teams of the Pontefract League being promoted, subject as always to the entry criteria. Promotion and Relegation, from Divisions 3 to Divisions 8 will be 2 promoted, 3 if a Pontefract team does not come into the league, and 3 relegated from each division, decided on an annual basis by the LMC, and have the right to adjust, taking into consideration new applicants, and will be conveyed to clubs as soon as possible after the YCB deadline for applications. (b) The LMC may adjust promotion and relegation as necessary, for example if a new Club has been accepted for admission to the League. The LMC will announce this at the Delegates Meeting immediately before the start of the season. (c) Teams will also have to satisfy the Facilities conditions as to the Division into which they are to be promoted, and should they fail to do so, the team that finishes highest of the teams that would otherwise be relegated, shall not be relegated. (d) Where a 2nd XI is due for promotion to the same division as the Club’s 1st XI no promotion will take place, and the next eligible team in the lower division may be promoted instead. (e) Where a club’s 1st XI is due to be relegated to the same division as its 2nd XI, its 2nd XI will be relegated to the next lower division and may be replaced by the next eligible team from that division.

28. REGISTRATION AND QUALIFICATION (a) Club Registration and their Officials (i)  All Clubs must have their own registered ECB Play-Cricket website (ii) All SYSCL Clubs must identify the following minimum number of Club Officials in the About Us section of their Play-Cricket website under the Officials tab, namely:- Chairman, Hon Secretary, Hon Treasurer, Fixtures Secretary, all Website Main Administrators, Child Welfare Officers, Head Groundsman, Team Captains (this is taken from the Teams Tab of the website), Hon Results Administrators and Cancellations Contact. (iii) Any Official who has more than one role should be entered for each role, as e-mail sent through the website will be directed to each person in that position. (iv) Club Officials who are not registered players with the SYSCL must be members of the SYSCL Play-Cricket website.

69 (v) All Club Officials are required to include their telephone numbers with the exception of the Club Secretary, who must include his full postal address and postcode as per the Handbook (b) Player Registration All Clubs must register their players via their own ECB Play-Cricket website to the ECB South Yorkshire Senior Cricket League play cricket website www.sycl.play-cricket.com (c) Registration of Players Players are available to register for any SYSCL cricket club at any time in or out of season providing they have not played in any other ECB Saturday League in the current or the previous season. In any other case see Rule 29. All players over 16 years of age will require their own online Play-Cricket account assigned to their respective clubs and will consist of:- (i)  The Players full First names and Surname. (ii) The Players e-mail address (Club e-mail addresses are not acceptable) (iii) The Players correct date of birth (iv) The Players full residential postal address and post code. (v) The Players contact telephone numbers (Club phone numbers are not acceptable) (vi) For Players who genuinely do not have e-mail addresses, that box must remain blank. The Players named and a statement that the Player does not have an e-mail address should be added in the Comments on Nomination as supplementary information during registration. (vii) Players under 16 should be registered in accordance with the Play- Cricket – The sign up process for junior members which can be downloaded from, http://www.play-cricket.com/ (viii) Players with Play-Cricket online accounts, ie they have their own username and password, will be dealt with first as they are less likely to have any mistakes, but should be nominated by 10.30am Wednesday, just in case there are some further checks to be made. (ix) As the Children Act defines players under the age of 18 as Children, any text and e-mail messages from the Club to a player aged 16 or 17 must be sent to the players parents or carers; but may be sent to the player AND the parents or carers PROVIDED that the parents or carers have given written consent to this. Players over the age of 16 who genuinely do not have e-mail addresses can be a Temporary registered Players, ie those being registered by details as in (i) to (v) above being inputted by Clubs Main Administrators, will be actioned in order of nomination,

70 71 but must be accurately inputted by 10.30am on Monday. Any incorrect nomination rejected will go to the back of the queue on their return and may not be completed before the Wednesday deadline. (x)  All players registered with the SYSCL clubs must be selected for a least one team within the Squad Player tab in each player’s Edit Roles. (xi)  After this date any new YCB affiliated players will have to comply with Rule 29 (xii) Non YCB affiliated Players, not registered, must be advised in writing to the umpire prior to the person playing in the match, and advised to the general secretary within 24 hours of playing. (xiii) No overseas Player may be registered after 30th June. (xiv) At the end of the season, all overseas players will be removed from the SYSCL registration. (xv) The above deadlines are there to be fair to all parties, but nominations are a continuous process and will continue beyond the deadlines. (d) Player Qualification A player will normally qualify to play in the SYSCL competitions if:- (i) He was born in the UK or (ii) One of his parents was born in the UK and he is living , and has for the last 4 years been living in the UK or (iii) He is living and has been living in the UK for the last 7 years or (iv) He is living and has been living in the UK for the last 4 years, which includes his 14th birthday, and must be either a UK or Irish citizen (v) However a player who does not qualify under the above criteria, but is ordinarily resident in the UK, may register to play in the SYSCL, if, and only if the following apply (vi) He has lived in the UK for 18 consecutive months before the date of the registration and has not been out of the UK longer than 35 days consecutively, or a total of 70 days in total during those 24 months. (vii) A player who does not qualify under (i) may register as an ‘overseas player’. A club can only play one ‘overseas player’ per team. This does not preclude registration of more than one. (e) Junior Qualification (i) Players under 12 on 31st August of the previous year are not eligible to play in senior cricket, save that players aged 11 on the 1st September in the year preceding the season may play only if they have been selected in a County U12 or above ‘District Level’ squad, and have written parental consent.

71 (ii) Players under 13 on that date are allowed to play in senior cricket only with the written approval of their parent AND a Level 2 coach, but see Age Group Table. (iii) All players under 15 on that date are allowed to play in the Championship Division and Division 1 only with the prior approval of the Cricket sub-Committee

A breach of Rule 28 shall be considered by the LMC and the penalty imposed shall be at the discretion of the Committee up to the maximum imposed for a breach of Rule 31.

72 73 SECTION 4 CLUBS and PLAYERS TRANSFERS & SELECTION

29. TRANSFERS (a) Player Transfers Periods (i) At the end of the season, players remain registered with the club with which they were most recently registered in the season just ended. The players are not free agents. Any club wishing to sign a player from another club must not contact the player directly, but should follow the YCB transfer procedure which is set out in rule 30 (ii) Players wishing to transfer between clubs will commence on 1st October at the end of the season and be completed by 31st July the following season. (iii) Overseas transfers will also remain unchanged from the 1st October preceding each season to 30th June of the ongoing season. (iv) Registrations for Temporary (Helper) Members remains what it should be for those who are helping out for the odd game. (b) Player Transfers (See also Rule 30 YCB Guidelines) (i) All players over 16 years of age and transferring either from within the SYSCL clubs or transferring into the SYSCL must have a Play-Cricket online account. (ii) All players over 16 years of age with Play-Cricket online accounts transferring within the SYSCL can be transferred without a YCB transfer form. (iii) All players under 16 within the SYSCL can be transferred electronically on Play-Cricket without a YCB transfer form subject to the written consent of the lending club official, the written consent of the player’s parent or guardian and subject to the SYSCL registration requirements. (iv) All paperless transfers from within the SYSCL can be initiated by the player loging on to his new intended cricket clubs Play–Cricket website and clicking on his name and from the drop down menu click on Join this site. (v)  The player’s present club via their club website will have 48 hrs in which to raise any valid objections or accept the transfer to proceed immediately within the 48 hours. The 48 hours commences as soon as the player’s new club has applied for the player’s transfer to the SYSCL website becomes pending.

73 (vi) When the player’s written permission has been received from the player’s present club the registration details must then match those required in Rule28 (c) the transfer application can be made to the SYSCL Play-Cricket website by one of the player’s new club main administrators by applying the player for a transfer registration. On the application the player’s new club must identify the name and the official’s position of the player’s present club who has agreed by email to the transfer. The email agreeing the transfer will be held by the player’s new club for the remainder of the current season do not send it to the player registrar unless it is requested by the player registrar. (vii) The player’s present club need take no action after giving by email written permission to player’s new club other than clicking to agree the transfer on their Play-Cricket website when the new club has made the nomination. The player will automatically be transferred by the Play- Cricket system following early agreement from the player’s present club or any time 48 hours after the application has been submitted correctly. (viii) Any written request by email by a player or a player’s intended new club for permission to negotiate must be answered within 7 days. (c) General Information (i) Regulations as laid down by the YCB as set out in Rule 30 will apply with the following additions. (ii)  Any player who is a member of a club affiliated to the YCB must obtain an official transfer from his existing club on the approved YCB transfer form or Play cricket before playing in the SYSCL. (iii) Transfers from outside the County must be accompanied by an appropriate transfer form or an official letter from the club concerned signed by a senior club official (ie Chairman, Secretary or Treasurer). (iv)  This transfer must be registered on Play cricket and approved before the player appears for his new club. (v)   Players wishing to change clubs at the start of a new season must obtain a transfer from their previous season’s club. (vi)  Clubs may only withhold a request if a player has failed to fulfil all financial or contractual obligations. (vii)  A player may not transfer to any other affiliated club if he has failed to pay any fine imposed under a League’s disciplinary rules. (viii) No transfers will be allowed between August 1st and September 30th. (ix) A player will have the right of appeal to the LMC if a transfer is refused or delayed without just cause.

74 75 (x) No such player, whether Junior or Senior, involved in a loan transfer, shall be permitted to sign for the borrowing Club for the current or subsequent season without the permission of the loaning Club and approval of the Cricket Committee Chairman. (xi) A breach of Rule 29 shall be considered by the LMC and the penalty imposed shall be at the discretion of the LMC up to the maximum imposed for a breach of Rule 31. (d) Loan Player Transfers for the 2019 Season (i) Loan players will only be allowed to play in the lowest team in any club. (ii)  No loan players will be allowed and in the Championship, Division 1 and 2. (iii) No loan player will be allowed in any cup competition except for (vii) (iv) A club’s lowest ranked team or single team club in Divisions 3 to 5 will be able to loan players from other clubs from a lower division. (v)  A club’s lowest ranked team or single team club in Divisions 6 to 8 will be able to loan players from other clubs one Division higher or lower. (vi)  Loan player transfers over 16 years and under 19 years of age will be on a week to week basis and must be transferred back following the scorecard being locked off. (vii) Junior players under 16 maybe loaned out for a complete season subject to the written consent of the lending club official, the written consent of the player’s parent or guardian and subject to the SYSCL registration requirements. (viii) Loan players will be allowed from other leagues. (ix) No loan players will be allowed after the last Saturday in August with the exception of (vi) above. (x) The loan system is intended to assist clubs who are short of players. Any club using this system to strengthen their team will result in the penalties in rule 31 being applied.

30. TRANSFER OF CLUBS AND PLAYERS (YCB Guidelines) 9.2.1 Where a player is a bona-fide member of two or more clubs, affiliated to a Member Saturday League(s), his-her registration shall only be held by one of those clubs. Any movement for playing purposes between these clubs shall comply with all the transfer requirements of other sections of the rule. 9.2.2 When a Club has teams in more than one league, arrangements for the movement of players between the Leagues concerned should be agreed with the respective leagues prior to the commencement of the Season.

75 9.2.3 Should a player registered with any Member club, being under the age of 21 and not being capped by any County Club, be invited to play with the Yorkshire Academy team, he may do so and subsequently return to the club with which he is registered without the need for a YCB Player Transfer Form to be completed in either case. YCCC Academy players cannot be dual registered with clubs in the same division.

9.2.4 A player having played for a club in the current or immediately preceding season and wishing to play for a new club in his current league or any other league, must obtain a transfer from their previous club on the necessary YCB Player Transfer Form or similarly approved transfer form certifying that he has no obligations, financial, disciplinary or otherwise to that club. Any further change of club can only be by consent of the parties concerned following the procedure in the first paragraph. Where a player has entered into a written contract with a club for the following year, and in the event of a subsequent wish to further change clubs, the club for which he has signed the contract is deemed to be his previous club and the contract, unless terminated by consent, means he has an obligation to that club. Copies of all completed transfer forms must be submitted to the League Officer responsible for player registration.

9.2.5 A Club may also seek the transfer of a player from another club by use of an electronic transfer on the Play-Cricket platform, provided that the player has no obligations, financial, disciplinary or otherwise and that this is confirmed by his current club and approved by the Registration or other Officer of the League for the transfer of players in which the player may be taking part.

9.4 TRANSFER OF CLUBS

9.4.1 A Club affiliated to a member league shall not negotiate with another member league with the intention to leave the former to join the latter without first obtaining permission, in writing through the YCB Club Transfer Form, from the member League to which it is affiliated. Such permission shall only be withheld if the club has failed to fulfil its financial obligations or has failed to observe the Rules of the member (league) in respect of withdrawal of membership which should not conflict with the Rules of the

76 77 YCB. In the event of a dispute between the parties not being resolved within 21 days YCB may be asked to mediate in special circumstances on a case by case basis.

9.4.2 Permission to negotiate shall not be interpreted as resignation or dismissal but should the date by which resignations are due to be received pass without further written notification of future action from the club, the written permission to negotiate shall then be deemed to be invalid without further action being necessary by the member (league). 9.4.3 Clubs (or one of their teams) wishing to resign from any League or Association should give notice in writing before 30th June in the year previous to the season in which they intend to play in the new League or Association.

9.4.4 A list of clubs who are promoted or relegated into another league within the pyramid structure will be given to the YCB at the end of the season. Transfer forms will not be required.

The penalty for not following the procedure will be 9 points deducted from the club 1st XI.

31. PLAYER SELECTION (a)  All clubs are expected to play within ‘The Spirit of the Game’ and this should be reflected in their team selection. It is not acceptable to select players from a higher league or division to play in a lower ranked team to strengthen that team. For the guidance of clubs, this would exclude players recovering from injury or loss of form and Yorkshire Academy Players (who are members of Clubs in the ECB Yorkshire Premier League South and are not selected on that day to play for the Academy) from playing in the SYSCL for the Club with which they are registered, (as they would be prevented by Academy Rules from playing in the YPLS for the Club with which they are registered). (b) If a club feels that their opponents have breached this Rule they or any other club adversely affected by such breach, should report the matter to the Secretary of the Cricket sub-Committee in writing within 10 days of the match, giving all relevant details of the complaint. Complaints must be accompanied by a £50 deposit refundable if the complaint has merit; otherwise this will be donated to Junior Cricket. For the avoidance of doubt, the LMC may impose a penalty outside the 10 day time limit, but will take into account when deciding

77 whether or not to do so, the reasons why a complaint has not been made within the time limit by the opponent or any club affected.

Violation of Rule 31 in League matches will result in the match being declared a 9–0 win for the non-offending team and will also result in a deduction of 9 points against the offending team. In cup matches the offending team will lose the match, and be deducted 9 League points.

SECTION 5 CUP COMPETITIONS

32. A. THE WHITWORTH, MICK SAVAGE, PRESIDENT’S AND BILLY OATES CUPS 1. Eligibility In all cup competitions the decision where teams are placed will be at the discretion of the Cricket Committee. Duckworth Lewis Stern will be used in all finals. The SYSCL will provide a DLS scorer for the finals and a ‘Super Over’ if scores are level. (a) Whitworth Cup – 12 Championship teams. (i)  START of PLAY. Unless ground or weather conditions do not permit, all games will commence at the scheduled start time. If play has not started within 3 hours, an early tea should be taken at that point. In order to allow a minimum of 20 overs per side to be played, no game will start after 3 hours and 45 minutes after the scheduled start time. (ii)  DURATION of PLAY - The normal duration of play will be 45 overs per side for Whitworth, Mick Savage, the Presidents Cup. The Billy Oates will be 40 overs per side unless reduced due to ground or weather conditions – see paragraph (iv) below. Any unused overs in the first innings will not be carried forward into the second innings. In order to achieve a result, both sides must have had the opportunity of batting for a minimum of 20 overs. Where bad weather is anticipated later in the day, if both sides agree, the duration of the match may be reduced. In these circumstances, a match of at least 30 overs per side must be played.

(iii) INTERVALS - A tea interval of 30 minutes will be taken between innings, unless tea is taken during a stoppage due to ground or weather conditions. If the tea interval is not taken between innings a further 15-minute interval will be taken between the innings. One drinks interval will normally be taken in

78 79 each innings; this may be dispensed with or added to only by agreement of both captains. (iv) TIME LOST BEFORE AND DURING THE GAME - All time lost after the scheduled start time will be aggregated. Any time lost due to ground, weather or light conditions (except as in (v) below) will result in the deduction of four overs for every further complete 15 minutes lost. (v) Whitworth Cup, where overs are reduced after the scheduled start of the match, the result will be determined by the DLS method (vi) Where, for whatever reason, the first innings lasts for less than 2 hours 50 minutes, or any proportionally reduced time, the balance of unused time will be added before overs are reduced in the second innings. For example; when the first innings lasts for 2 hours 20 minutes, there is an unused balance of 30 minutes, which means that in the second innings, 30 minutes will be allowed before overs are deducted as above. (b) Mick Savage Cup - Division 1 and Division 2 teams (c) Presidents Cup – Divisions 3, 4 and 5 teams. (d) Billy Oates Trophy – Divisions 6, 7 and 8 teams. (e) Entry to the Whitworth Cup and Mick Savage Cup shall be mandatory. Clubs may opt out of entry to the Presidents Cup and Billy Oates Trophy prior to the draw. Any club which doesn’t opt out, will be entered automatically. Only one team per club may compete in each competition.

2. Rules All matches will be played on a knock-out basis and initially be played on Sundays. The reserve date will be the Sunday following the original fixture date unless shown otherwise in the handbook. (a) League Rules will apply save as set out in this rule (b) All matches will start at 1.30 (except that the Final of each competition shall start at 12.00. (c) Matches will comprise a maximum 45 overs and a minimum 20 overs per innings in the Whitworth, Mick Savage, and the Presidents Cup. The Billy Oates 40 overs and a minimum of 20 overs per innings. (d) Teams must bowl their 45 overs in 2 hours 50 minutes and 40 overs in 2 hours 30 minutes (or pro rata). The penalty for failure to do so will be the minimum permitted fine. For the Whitworth and Mick Savage Cups, see Rule 20 (a). Umpires will be the judges of any extenuating circumstances. (e) Fielding Restrictions For the first 15 overs, or pro rata if the overs are reduced,

79 there must be no more than 2 fielders outside the designated area. For the remaining overs, no more than 5 fielders are permitted outside that area. The area is defined by two semi circles, each with a radius of 30 yards, with their centres being the middle stumps. The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the same side of the pitch. Either umpire shall call and signal ‘No Ball’ at the instant of delivery if this rule is not observed. Clubs must use white discs to mark out the designated area. White lines alone are not adequate. (f) A team shall field no more than 5 fielders on the leg side at any time, in any cup competition. Any breach either umpire can call and signal no ball. (g) No bowler may bowl more than 9 overs in Whitworth, Mick Savage and Presidents Cup. The Billy Oates 8 overs. If, before the match starts, there is a reduction of overs in each innings, the overs should be reduced pro rata. There will be no reduction of overs due to adverse weather after the match has started. (h) Wide Balls Except in the President’s and Billy Oates Cups, umpires are instructed to apply a very strict and consistent interpretation of the law relating to leg side wide balls. Any ball passing down the leg side of the batsman and outside the line of the leg stump which does not come into contact with the bat or any part of the batsman’s person shall be called and signalled Wide Ball regardless of whether the batsman has moved across or not. (i) Except as provided in ‘j’ below, the winners of a match will be the team scoring most runs. (j) If more than 24 hours before the scheduled start of the match the home team’s ground is unfit or unavailable, and the visitors ground will be fit and available, then the match will take place as scheduled but at the visitors ground. If that ground is unfit at the scheduled start time such that the match cannot be completed that day, and as a result does not start, then ground advantage shall revert to the original home team on the date that the match is rescheduled to take place, but the provisions of this rule shall apply to the rescheduled date. (k) (i)  Duckworth Lewis Stern will be used in the Whitworth Cup and in all cup finals. See Rule 32 A.1. (a) In all other competitions the scorers must keep a tally, over by over, of the score and number of wickets. This will provide a point of comparison at the end of the match which cannot be completed due to adverse weather or bad light. However, in order to achieve a result, the team batting second must have completed 20 overs

80 81 (ii) The winners of such a match will be the team that has scored the greater number of runs in that number of overs completed in the second innings. (iii) If the scores are level, the winners will be the team that has taken more wickets at that stage. (iv) If the number of wickets is the same for each team, the comparison of runs and then wickets should be repeated for one over earlier and so on until an outright winner emerges. (v) In a completed match, where the scores are level, the side losing the fewest wickets is the winner. (vi) If the scores are level, a count back will be made to the over at which one side has scored the most runs. (l) When a start time is delayed due to adverse weather or ground conditions, overs will be reduced as for League matches to a minimum of 20 overs (Rule 21). If a match does not produce a result it must be played on the following Sunday unless authorised by the Cricket sub- Committee. The home team must determine the availability of the original umpires for the new date and inform the Umpires Appointments Secretary and the Cricket sub-Committee of the arrangements. (m) If a fixture is cancelled and no alternative Sunday is available, a 20/20 game may be arranged with the approval of the Cricket sub-Committee. In such games, the following conditions will apply:- Bowlers – 4 overs maximum Fielders – 2 only allowed outside the designated area for the first 6 overs, then no more than 5 for the rest of the innings. A new ball must be used at the start of each innings. Starting times will be 6pm unless mutually agreed. When arranging these matches, the home side must offer a minimum of two dates prior to the date of the next round. The umpire’s expenses for this type of match will be £20 each (n) In the event that it is not possible for a tie to be resolved by a T/20 match, a bowl out will be held. If a bowl out can’t be held, it will be by the toss of a coin. (i) Five players from each team will each be nominated to bowl two balls alternately with a bowler of the opposite side, at a full set of stumps at a full pitch of 22 yards. The captains will toss for preference of bowling. (ii) The balls to be used must be agreed with the umpire. A front foot no-ball, or a ball which does not pitch in front of the popping crease is counted as one of the team’s balls, but cannot be counted as a wicket taking ball.

81 (iii) The team achieving the highest number of strikes will be deemed to be the winners. (iv) Should the number of strikes be equal after each team has bowled the allotted ten balls, then the teams will proceed to a sudden death format. Captains will again toss for preference of bowling. (v)  One player from each team will bowl one ball at the stumps. After equal bowls, and a strike having been made, the team to have missed a strike will be deemed the losers. (vi)  Artificial surfaces, inclusive of net availability, may be used. (vii) Two umpires from the League Panel will officiate, and the home team are to arrange this through the Umpires secretary. The umpire’s expenses of £20 will be shared by the clubs. (viii) In the event that a tie cannot be resolved by a 20/20 match or a bowl out, then the tie will be resolved by the toss of a coin. (o) No player shall play for more than one club in a season in any Competition in which he has already played. (p) The Finals The LMC will determine the venues for all finals. Match balls will be provided for finalists. When not in use the Match balls and spares shall be retained by the Match Manager, who shall also be responsible for the payment of the umpires. The League will make a financial grant to the teams hosting the finals towards the cost of teas for players and officials in the finals and agree with the hosting clubs the admission charges. (q) All revenues from gate money, programmes, raffles, etc will go to the host club. The Home Clubs (and winning finalists) must post the scorecard on Play Cricket before midnight on the day of the match.

32B The National T/20 Competition (a) All Clubs (other than those with a First XI playing in another League) shall be entitled to enter a team in the competition. (b) The home Club must offer the away Club two dates upon which to play the match including rearranged matches for bad weather. One of these dates must be accepted by the away Club. These dates can include any day with the exception of Saturday. Matches arranged for Sundays will start at 1.30pm and midweek matches at 6.00pm unless varied by mutual agreement. The Cricket Chairman must be informed of the date and time of the match, with a minimum of 48 hours notice.

82 83 (c) If more than 24 hours before the scheduled start of the match the home team’s ground is unfit or unavailable, and the visitors ground will be fit and available, then the match will take place as scheduled but at the visitors ground. If that ground is unfit at the scheduled start time such that the match cannot be completed that day, and as a result does not start, then ground advantage shall revert to the original home team on the date that the match is rescheduled to take place, but the provisions of this rule shall apply to the rescheduled date. (d) The Playing Rules of the National T/20 Competition will apply to all matches. NB The National Rules exclude overseas players. (e) A new ball must be used at the start of each innings (f) The Home Clubs (and winning finalists) must post the scorecard on Play Cricket before midnight on the day of the match (g) All matches should be decided before the starting date of the next round. If a match is not completed, the Cricket Committee will decide which Club progresses to the next round. (h) Any matters not covered by these Rules will be decided by the Cricket Committee.

SECTION 6 TROPHIES AND MERIT PRIZES

33. LEAGUE TROPHIES Clubs are responsible for the safety protection and insurance of League trophies in their possession and for their repair and cleaning before the return to the League by 30th September. The League will be responsible for the cost of engraving trophies won by League Teams in League and Inter-League Team Competitions. It is the SYSCL cricket clubs responsibility to ensure that all players’ statistics have been correctly allocated to the players via the relevant match scorecards. The LMC will provide clubs with a list of qualifiers, which must be verified by each club secretary. All Rounder An all-rounder award will be given for the Championship only.

Senior Wicketkeeper. A Wicket keeping Award will be given for the best wicketkeeper in each Division. Qualification, Championship to Division 5, 20 victims and Divisions 6 to 8, 16 victims. If two players tie for First Place the winner will be the one who has most stumpings.

Junior Wicketkeeper An award will be given for the best junior wicketkeeper. (a) A junior player is one who has not reached his 19th birthday by August 31st in the previous year. (b) If no-one qualifies for a particular prize, the LMC has discretion to make an award to the most successful player in that category. (c) Junior players must be indicated accordingly on the Play Cricket website.

SECTION 7 DISCIPLINARY REGULATIONS

35. DISCIPLINE REGULATIONS With slight modification, the SYSCL follows and applies the Model Discipline Regulations and Guidelines laid down by the ECB as are set out on the following pages of this Handbook. The modifications are:- (a) Any failure to comply with Section 1 of the Regulations (The Code of Conduct & Spirit of Cricket) may lead to either Umpire awarding five penalty runs and may also lead to disciplinary action following a report from the Umpires. Other than the award of penalty runs, this also applies to Clubs playing matches not under the jurisdiction of this League.

85 (b) Under Regulation 1.2.5 it is also considered against the Spirit of the Game for a player to use foul or abusive language, not directed towards an opponent or umpire, but which is loud enough, in the opinion of either Umpire, to be heard by people beyond the boundary. (c) In any conflict between the SYSCL Disciplinary Code of Practice and Procedure and the ECB Model Discipline Regulations and Guidelines, the SYSCL Discipline Code of Practice and Procedure will apply.

The SYSCL Disciplinary Code of Practice and Procedure 2019 1. The ECB Code of Conduct and Spirit of Cricket The principles and objectives set out in the ECB Code of Conduct and Spirit of Cricket form the cornerstone of this Code of Practice and Procedure 2. Disciplinary Code of Conduct (a) Principle (i) The ECB Code places a responsibility on players and all Club members to behave in an acceptable manner, upon team captains to ensure such behaviour on the part of their players at the ground, and upon the Clubs to deal in a fair and speedy manner, with misconduct by players, members and captains, once such an incident has been reported to them. The League Management Committee (LMC) will monitor the actions taken via the Disciplinary sub Committee within the guidelines which are based on the ECB model. (ii) It is considered a disciplinary offence for a member, player or club to act in a manner which could prejudice the standing or interests of the SYSCL or to fail to act promptly to control and/or discipline a player, member or official or any other person involved in an incident of misconduct within the curtilage of the club premises; or could prejudice the standing or interests of the SYSCL wherever it may take place. (b) Complaints Umpires will normally be the instigators of disciplinary reports but written reports are also acceptable to the LMC from a club chairman/cricket chairman or other acceptable officer acting on behalf of a club committee, an officer of the league or club appointed Child Welfare Officer or Spectator. All reports will be dealt with by the Disciplinary sub Committee and clubs will be expected to deal within the timescales laid down within this Code. 3. Procedure Consideration of the complaint by the Club (i) Umpires advise captain(s) during or at end of match of the intention to

86 87 submit a Report. The captain(s) must inform their players. (ii) For reports, one umpire takes the responsibility to inform the SYSCL Disciplinary Chairman or Deputy as soon as possible by telephone or e-mail within 24 hours of the close of play The SYSCL Disciplinary Chairman or Deputy will advise the sub committee of the incident by forwarding details of the disciplinary report together with any additional information and also forward details of the report to the Cricket Chairman/Secretary of the club(s) concerned. Should there not be a suitable club contact available for notification of the report, the Discipline Chairman or Deputy will be advised accordingly. (iii) The Chairman will urgently establish contact with the club(s) concerned and establish action taken. Clubs are expected to convene an internal enquiry and convey the action taken to the Disciplinary Chairman or Deputy by midday of the Thursday following the day of the match in which the incident occurred, having taken into account any previous misconduct attaching to the individual(s) concerned. (iv) The action taken will be: (a) agreed by the Disciplinary Chairman or Deputy who will notify the SYSCLUA Secretary (to advise both umpires involved in the match), the club(s) concerned and the webmaster for the noticeboard, or (b) disagreed, when a disciplinary hearing time, date and venue will be notified to the club(s) and a panel appointed, within a 7 day period and the SYSCLUA Secretary advised; Consideration of the complaint by the League Disciplinary Committee (i) The Club will write before the hearing advising the Chairman of the reasons and matters that it has taken into account for failing to discipline the individual(s) or for failing to impose a penalty which the Chairman could endorse. (ii) the Disciplinary Hearing Panel will consist of a Chairman plus 2 members and, if required, a minute taker who will have no involvement or vote on the proceedings. The panel will have the power to make any order as to costs that it thinks just and appropriate. The minutes will be made available to an appeal panel if such appeal should subsequently take place. (iii) The intention is that any ban /penalty will be placed in force prior to the next league fixture scheduled to take place after the match from which the report arises. In the event of the club(s) taking no action, the Disciplinary Chairman may impose a one week ban pending the hearing. (iv) Bans will be imposed for offences which occur in any league or cup competition fixture and will apply to all matches under the auspices of the

87 ECB. In addition the League may impose a penalty which relates to SYSCL matches only. Bans imposed for a period which continues beyond the end of a season will be carried forward into the following season. (v)  A player charged with more than one offence will receive (if guilty) separate penalties which are cumulative and NOT concurrent. (vi)  The Panel may decide that the Club has not adequately dealt with the complaint and impose a penalty against the Club for such failure. (vii) Umpire(s) requested to attend a Panel hearing will receive expenses equivalent to their match fee for the game in question. The Panel will have an absolute discretion as to the order, if any, that it shall make as to who (Club, player or SYSCL) shall pay the umpires fees, and the travel or any other expenses of the Panel members, and those of any other witnesses. Consideration by the Disciplinary Appeals Committee (i) An appeal should be made in writing to the Chairman within 5 days of the date of the original decision, accompanied by a cheque for £100.00 payable to the SYSCL which amount will be refunded in the event of such appeal being successful. The club is responsible for the cost of the appeal hearing. In the event of the appeal not being correctly received within the 5 day period, the decision of the Disciplinary Hearing Panel will stand. (ii) The Appeals Panel has the power to increase or reduce penalties and to uphold or set aside the decision of the Disciplinary Hearing Panel, and to increase the penalty if it is of the opinion that the appeal is frivolous or without merit. (iii) Every suspended ban will take effect from the date of imposition and operate for a period of 52 weeks or such greater period as the Panel shall stipulate. (iv) Umpire(s) requested to attend a Disciplinary Appeal hearing will receive expenses equivalent to their match fee for the game in question. (v) The Appeal Panel will have an absolute discretion as to the order, if any, that it shall make as to who (Club, player or SYSCL) shall pay the umpires fees, and the travel or any other expenses of the Panel members, and those of any other witnesses. Matters common to Club Consideration, Disciplinary Panel Consideration and Appeal Panel Findings (i) Bans will be imposed in weeks (as multiples of seven days) commencing midnight Friday to midnight Friday. (ii)  All matches within the auspices of the ECB or the SYSCL during such period will apply.

88 89 (iii) The past history of a player’s behaviour will be taken into account in deciding appropriate ban, or other penalty. (iv) Bans imposed for a period which extends beyond the end of the season will continue into the following season with specific dates defined as in 2 above. (v)  In all cases and for all offences, an admission of guilt will almost certainly result in a lesser sentence being imposed than if the matter is contested – credit being given for the admission. (vi)  Should a player commit a further offence whilst in receipt of a suspended sentence, the suspended sentence will apply immediately and the further offence should be considered by the Club (and if then appropriate by the Disciplinary Committee) as a separate matter. (vii) Bans of four weeks duration will be reported by the SYSCL to the Yorkshire Cricket Board for national circularisation. Such Bans will normally apply to all cricket played under the auspices of the ECB. (viii) For lesser offences, after consultation and agreement with the umpires, the Chairman may advise the club that a suspended ban may be imposed, and not an immediate ban. (ix) Any immediate ban will carry an automatic suspended ban of twice the length as the immediate ban, the suspension being for 52 weeks from the date of the imposition of the immediate ban. (x) A player unable to attend either the Disciplinary hearing or the Appeal Hearing may have a representative attend on his behalf. 4. Players May be reprimanded, fined (to the maximum recommended in the ECB Regulations – currently £500 ), suspended or expelled from the SYSCL by either the Disciplinary Hearing or the Appeals Hearing (subject to expulsion ratification by the LMC) – all within the ECB Guidelines. 5. Clubs (a) The Disciplinary Committee may reprimand, fine, deduct league points, expel from a Cup competition or expel clubs from the SYSCL. Expulsion shall be subject to LMC approval. A club may be fined in addition to any other penalty imposed. (b) A club shall have the right of appeal to the Disciplinary Appeal Panel. Notice of Appeal setting out the grounds must be given in writing to the Honorary Secretary within five days of the decision of the Disciplinary Committee or the LMC as appropriate, together with a deposit of £100.00

89 (c) If Notice of Appeal is given the penalty shall not take effect pending the hearing of the Appeal, which shall take place as soon as is practicable. (d) The Appeal shall be by way of a hearing or a re-hearing before a different Committee. The composition of the Panel shall be at the discretion of the Chairman of the SYSCL Disciplinary sub-Committee and shall consist of not less than three persons, none of whom shall be connected with the player, the Club or their opponents at the time of the alleged breach. The club shall have the same rights of attendance and representation at any hearing or re-hearing and to call witnesses. (e) The Appeal Panel may confirm, vary or reverse the decision of the Disciplinary sub-Committee or LMC as appropriate and it shall have the power to increase the penalty and award the costs of a hearing or an appeal hearing. Decisions of the Appeal Panel shall be by majority vote; where necessary, the Chairman shall have a casting vote. (f) The decision of the Appeal Panel, or, if no appeal, of the Disciplinary sub- Committee or Management Committee, as appropriate, shall be final and binding. 6. Disciplinary Tariff Guidelines THE OFFENCES (a) Intentional Physical Assault upon an Umpire, another player (either side), or spectator – minimum ban 16 weeks Examples: Deliberate physical contact with the victim by body, or equipment (b) Assault by way of word or action (short of physical assault) upon an Umpire, another player (either side), or spectator – minimum ban 8 weeks Examples: Threats by word or gesture giving reasonable apprehension in the mind of the victim of fear of physical assault. (c) Racial abuse of an Umpire, another player (either side), or spectator whether or not directed towards another person – minimum ban 8 weeks Examples: using language or a gesture that offends, insults, humiliates, disparages or vilifies another person on the basis of that person’s race, religion, colour, descent, or national or ethnic origin. (d) Dissent towards any umpires decision by word or action, not amounting to A, B, or C above – minimum ban 2 weeks Examples: Equipment abuse, gesticulation, not leaving the field promptly, verbal abuse. (e) Verbal abuse or disrespect to an Umpire (not amounting to A to D above) or another player (either side), or spectator (not amounting to A to C above) – minimum ban 2 weeks

90 91 Examples would include:-abuse of equipment, club property or premises; gestures; foul, abusive or offensive language, spoken or written; (f) General bad behaviour not within the Spirit of Cricket. It is a matter for the discretion of the Umpires on the day, as to whether the behaviour merits a warning only, a warning and the award of 5 penalty runs and a report with a recommendation of no further action, or a report (with or without penalty runs) for disciplinary action – minimum penalty 2 week suspended ban Examples will include; comments intended or capable of being interpreted as intended to provoke an opponent into abusive behaviour; foul or abusive language in self-frustration which in the umpires opinion could be heard beyond the boundary; excessive or orchestrated appealing including ‘ridiculous’ LBW appeals from a position where the fielder could not possibly make a considered appeal; premature ‘celebrations’ prior to the umpires decision; advancing towards the umpire in an aggressive manner when appealing, (but not within B above); gesturing or pointing to the pavilion upon dismissal of the batsman or any other form of aggressive ‘send off’; throwing of the ball at or near a player, umpire, team official or spectator in a careless manner ( if intentional, B above would apply) any actions whatsoever considered by both umpires not to be within the Spirit of the Game. 7. Captains Responsibility Repeated infringements by a team are likely to result in the captain being held responsible for the conduct of his team (whether or not individual players are also identified for disciplinary action) and being called before a disciplinary hearing. The penalties available include a ban. When issuing the penalty, the Disciplinary Committee may take account of instances of poor team discipline in previous years, particularly where the on the field captain is the same and the prior record of any individual charged. Captains should ensure they understand their responsibility for the ‘on the field’ behaviour of themselves and their team members. If a ban is the penalty, this will normally take place immediately, and be for a minimum period of two weeks (The ECB guideline for such an instance is FOUR weeks which will be noted by the Disciplinary Committee in making a decision, having taken account of any suspensions imposed (and served) or suspended suspensions currently in force which have been previously imposed by a player’s club.)

91 8. Mandatory reporting under the laws The umpires after consultation are instructed to report transgressions under the following headings: (i) Law 18.5 - deliberate short runs (ii) Law 21.2(c) - fair delivery – the arm (iii) Law 41.3 - changing the condition of the match ball (iv) Law 41.4 - deliberate attempt to distract striker (v) Law 41.5 - deliberate distraction or obstruction of batsman (vi) Law 41.6, 7 and 8 - dangerous and unfair bowling (vii) Law 41.9 - time wasting by the fielding side (viii) Law 41.10 - batsman wasting time (ix) Law 41.11, 12, 13, 14 and 15 - bowler, fielder or batsman damaging the pitch (x) Law 41.17.1 - batsmen stealing a run (xi) Law 42 - players’ conduct Player failing to comply with the above Laws: - Ban :- MINIMUM period of ONE week. The guilty player’s captain is liable to be suspended for a period of a MINIMUM of ONE week if it is found that reasonable steps were not taken to ensure compliance by the player. 9. Spectator behaviour Clubs will be liable to fines and/or points deductions as considered by the Disciplinary Committee should the conduct of members or non-member spectators be reported to be abusive, offensive, etc., towards umpires, players, club officials or other spectators.

SECTION 8 - ECB SAFEGUARDING OF CHILDREN IN CRICKET

36. GUIDANCE FOR CLUBS AND LEAGUES All clubs must recognise that they have a duty of care towards all young players who are representing the club. This duty of care also extends to Leagues that allow the participation of young players in adult teams in their League. The duty of care should be interpreted in two ways: (a) Not to place a young player in a position that involves an unreasonable risk to that young player, taking account of the circumstances of the match and the relative skills of the player.

92 93 (b) Not to create a situation that places members of the opposing side in a position whereby they cannot play cricket as they would normally do against adult players. All clubs must adhere to the ‘safe hands’ Safeguarding and Protecting Policy Statement which appears on the ECB web-site and the clubs duty of care as described in it. Each club must have its own Safeguarding Policy Statement along the lines of the model published by the ECB and appoint a Club Child Welfare Officer. All Regulations, Directives and Guidelines of the ECB are automatically incorporated into the rules of the SYSCL. Brief Summary (see the ECB website for full details) (‘children’ throughout means anyone under the age of 18)

WEARING OF CRICKET HELMETS BY YOUNG PLAYERS Applies in open age and junior hardball cricket matches and practice sessions to all players under 18 Helmets with faceguards must be worn when batting, together with pads, gloves and, for boys, a box. Wicket keepers must wear a helmet with a faceguard when standing up to the stumps. FIELDING REGULATIONS No U15 player should field less than 8 yards from the middle stump, except behind the wicket on the off-side. No U13 player should field less than 11 yards from the middle stump, except behind the wicket on the off-side. No U18 player may field within 6 yards of the bat without a helmet (and for boys a box), except behind the wicket on the off-side. 93 FAST BOWLING DIRECTIVE The maximum number of overs per spell and overs per day that may be bowled by a young player are as follows:- Matches U13 5 overs per spell 10 overs per day U15 6 overs per spell 12 overs per day U19 7 overs per spell 18 overs per day The maximum number of balls per session and sessions per week that may be bowled by a young player are as follows:- Practice U13 30 balls per session 2 sessions per week U15 36 balls per session 2 sessions per week U17 36 balls per session 3 sessions per week U19 42 balls per session 3 sessions per week In any 7 day period a fast bowler must not bowl more than 4 days or for more than 2 consecutive days.

After completing a spell, a fast bowler cannot bowl again until the same number of overs as his spell has been bowled from the same end, or there has been an interruption of play for over 40 minutes after he finished his spell. A fast bowler may change ends whilst continuing his spell. The regulation still applies if the bowler reverts to bowling spin, but does not apply if the bowler is bowling spin throughout. But a spin bowler cannot revert to bowling fast until the same number of overs as his spell have been bowled from the same end. CHANGING ROOM AND SHOWERING FACILITIES 1. Adults must not change or shower at the same time using the same facility as children 2. Adults should try to change at separate times to children during matches i.e. when padding up. 3. If adults and children need to share a changing facility, the club must have consent from the parents that their children can share a changing room with adults in the club. 4. If children play for adult teams, they and their parents must be informed of the club’s policy on changing arrangements. 5. Mixed gender teams must have access to separate male and female changing rooms. 6. Mobile phones must not be used in changing rooms.

94 95 JUNIOR PLAYERS IN OPEN AGE GROUP CRICKET In particular:- (a) Players aged 11 on the 1st September in the year preceding the season may play only if they have been selected in a County U12 or above ‘District Level’ squad, and have written parental consent. (b) U13 age group players may play only with the written consent of a Level 2 coach, and the player’s parent. (c) U14 and above age group players may play in open age group cricket. (though in SYSCL Divisions 2 and below). (d) U15 age group players may only play in the SYSCL Premier League and Division 1 with prior written approval of the League Cricket sub-Committee (SYSCL Rule) Junior cricket age groups are set by the age of the player on the 31st August preceding the season of play.
