Many obstacles have challenged me during the near decade that it has taken me to complete this dream. I eventually quit counting the number of times an event beyond my control nearly halted this project. The Universe, at times, seemed against me as one life event after another hindered my progress. Many times I had no choice but to make these ancillary events the top priority, and consequently, I often questioned whether or not I should continue on this path. I lost confidence, motivation and drive more times than I can count. However, in spite of all the obstacles and road blocks, a flicker of light remained that somehow kept me focused on and trudging toward my goal. That guiding beacon was the encouragement and support I received from numerous people in my life. I may have finally finished this project, but I have not done it alone. Although only my name appears on the cover of this dissertation, it belongs, in a certain respect, to many individuals. It is the result of collective efforts from my advisor, committee members, parents, siblings, friends, and the project participants. I am most deeply indebted to my advisor, Dr. Pat Griffin. I admire Pat greatly and feel that I was mentored by the best. She is a distinguished scholar, and I had the fortunate opportunity to be her research assistant for two years. She was my Chair up until her retirement six years ago, but true to her commitment she continued to stay with me until I finished. I am exceptionally fortunate to have had an advisor who stood by me through many mishaps and crisis situations. She empowered me to finish this dissertation. Chances are that had she not been willing to continue to advise me after her retirement, I v would never have completed this dissertation. I thank Pat for her gentleness, patience, flexibility and genuine caring. She never judged and pushed me just enough when she knew I had to juggle other priorities. For this, I cannot thank her enough and am forever grateful. The other members of my dissertation committee, Dr. Barbara Madeloni and Dr. Alex Deschamps, also gave generously of their time and expertise to better my work. I thank them for their contribution and good natured support. It was a pleasure to work with these fine educators who are both personally committed to social justice. I thank Alex for coming on board so late in the process without even knowing me and contributing so much personal passion to my defense. Barbara helped me tackle the challenge of completing a dissertation long distance. At one point, via the telephone, Barbara generously went through my comps line by line for over five hours. She also helped me structure and develop my writing and ideas. At my defense her question, “How do we institutionalize disruption?” will stay at the forefront of my own social justice work. I will be forever grateful for the summer I spent in London with Brandon and Josie. Soon after my arrival, Brandon and I developed a productive routine. After commuting in on the tube and bus, the morning would start at the London Business School coffee shop for my caffeine boost. We’d then climb the three flights of stairs to Brandon’s office where we would write our daily agendas on the white board (not that we ever completed all our goals). After listening to “The Eye of the Tiger,” we would begin our first thirty minute work session. I would just get started when the computer’s sheep would baa telling us it was time for a break. It was a bit of a struggle to adapt to vi Brandon’s short, but intense, ADD work sessions. The orange juice breaks at the executive education center always came at the most needed moments. Our daily lunch outings were always the highlight of the day and I experienced some of London’s finest eating establishments (however, we will skip the salt beef sandwiches next time). I will always cherish this time that I had with my little brother, both of us in the midst of the academic experience, both of us working together and experiencing the daily successes and failures. He thanked me one afternoon for the role I played in supporting him as he was growing up. He mentioned how I turned him into a star baseball catcher when I gave him knee pads to wear. With them, he was no longer afraid of the ball. He also reminded me how well I prepared him for his baptism. It is interesting how the tables turn when we grow up and I am now learning from him. He has become a fine academic and I admire him greatly. I appreciate his patient mentoring, especially his willingness to engage in discussions of social justice while sitting in London’s finest institution of capitalism. When we arrived home in the evenings, Josie turned the childcare over to Brandon, put on her academic hat, sat with me, and reviewed the work I’d done that day. Her guidance and mentoring were invaluable. We went through so many revisions and reorganizations that I can’t count them all. At times I wanted to say “Isn’t this good enough?” But Josie pushed me to create the best product I possibly could. When I hit bottom, she was my constant unwavering cheerleader. She never let me entertain thoughts of quitting. I thank her for sharing her own dissertation experience with me. She spent so many hours reading multiple revisions, suggesting additional directions and pushing me to a more thoughtful analysis. Josie is my role model. In addition to being the vii brightest, most intelligent woman I have ever known, she is also a terrific mother and wife. I am blessed to have her as a sister in law. Laurie, fondly known as my “very extensive editor,” has been crucial to this project and I have been amazingly fortunate to have had her as a partner on this journey. I don’t think she had any idea what she was in for when I asked her to help me with my comps. I’m sure if she had known she was making a five-year commitment she would have turned me down. I’m quite sure she spent well over a hundred hours reading and editing my work. Her tolerance for my inability to focus is amazing. She knows my dissertation as well as I do and the many hours of discussion we had greatly enhanced my thinking. Laurie has been a pillar of strength and support for me. Her patience and selflessness have been invaluable. She was always available to offer insightful comments and constructive criticism at the many different stages of this project. I am deeply grateful to her for the long discussions that helped me sort out and focus my ideas. And, having my friend attend my defense was the highlight of the process. Thank you. Caroline and Yvonne greatly facilitated my research by welcoming me into their home and providing me with a sense of family and security when I was far away from my own. I appreciate their allowing me to come and go at all hours as I was racking up the frequent flyer miles. As proof of their friendship, they let me park my car on their property for years. They were my closest friends in Massachusetts, and I knew I could always count on them. When I visited, they always gave me a comfortable room and warm meals. Caroline helped me maintain my sanity by introducing me to the network of hiking trails that surrounded the area. Seeing Yvonne at my defense was also a great support. viii Many friends helped me to stay sane through these difficult years. Their constant caring and support helped me overcome setbacks and stay focused on my graduate studies. They celebrated the landmarks along the way with me and I greatly value their friendship and deeply appreciate their belief in me.

    Phil Smith Lecture A SKETCH OF POLITICALLY LIBERAL PRINCIPLES OF SOCIAL JUSTICE IN HIGHER EDUCATION Barry L. Bull Indiana University John Rawls was probably the world’s most influential political philosopher during the last half of the 20th century. In 1971, he published A Theory of Justice,1 in which he attempted to revitalize the tradition of social contract theory that was first used by Thomas Hobbes and John Locke in the 17th century. The basic idea of this tradition was that the only legitimate form of government was one to which all citizens had good reason to consent, and Locke argued that the social contract would necessarily provide protections for basic personal and political liberties of citizens. In the Declaration of Independence, Thomas Jefferson charged that the English King George III had violated these liberties of the American colonists, and therefore the colonies were justified in revolting against English rule. Moreover, the Bill of Rights of the Constitution of the United States can be understood as protecting certain basic liberties—freedom of religion and expression, for example—on the grounds that they are elements of the social contract that place legitimate constraints on the power of any justifiable government. During the late 18th and 19th centuries, however, the social contract approach became the object of serious philosophical criticism, especially because the existence of an original agreement among all citizens was historically implausible and because such an agreement failed to acknowledge the fundamentally social, rather than individual, nature of human decision making, especially about political affairs. In light of this criticism, British philosophers, in particular Jeremy Bentham and John Stuart Mill, suggested that the legitimate justification of government lay not with whether citizens actually consented to it but with whether it and its policies were designed to maximize the happiness of its citizens and actually had that effect.

Introduction The purpose of this essay is to critically examine Friedrich Hayek’s broadside against the conceptual intelligibility of the theory of social or distributive justice. This theme first appears in Hayek’s work in his famous political tract, The Road to Serfdom (1944), and later in The Constitution of Liberty (1960), but he developed the argument at greatest length in his major work in political philosophy, the trilogy entitled Law, Legis- lation, and Liberty (1973-79). Given that Hayek subtitled the second volume of this work The Mirage of Social Justice,2 it might seem counterintuitive or perhaps even ab- surd to suggest the existence of a genuinely Hayekian theory of social justice. Not- withstanding the rhetorical tenor of some of his remarks, however, Hayek’s actual con- clusions are characteristically even-tempered, which, I shall argue, leaves open the possibility of a revisionist account of the matter. Jonathan Moreno and Sam Berger. 2009. MIT Press. pp. 163-188. Abstract A principal challenge facing the progressive bioethics project is the crafting a consistent message on biopolitical issues that divide progressives. The regulation of enhancement technologies is one of the issues central to this emerging biopolitics, pitting progressive defenders of enhancement, "technoprogressives," against progressive critics. This essay will argue that technoprogressive biopolitics express the consistent application of the core progressive values of the Enlightenment: the right of individuals to control their own bodies, brains and reproduction according to their own conscience, under democratic states that work for the public good. Insofar as left bioconservatives want to ensure the safety of therapies and their equitable distribution, these concerns can be addressed by thorough and independent regulation and a universal health care system, and a progressive bioethics of enhancement can unite both enthusiasts and skeptics. Insofar as bioconservative concerns are motivated by deeper hostility to the Enlightenment project however, by assertion of pre-modern reverence for human uniqueness for instance, then a common program is unlikely. After briefly reviewing the political history and contemporary landscape of biopolitical debates about enhancement, the essay outlines three meta-policy contexts that will impact future biopolicy: the pressure to establish a universal, cost-effective health insurance system, the aging of industrial societies, and globalization. Technoprogressive appeals are outlined that will can appeal to key constituencies, and build a majority coalition in support of progressive change.

We thought it was important to bring together a diverse group of progressive advocates who are working to promote social justice for two reasons. First, we wanted to learn from your unique experiences about the challenges and opportunities the regulatory system presents for building a more just society. The variety of perspectives in turn would help to inform better solutions for reforming the regulatory system so it can do a better job of promoting social justice and addressing unmet community needs. Second, and more broadly, we hope that this event will help build new connections and strengthen existing relationships among the members of the progressive community to reinforce the broader movement to build a more just society. The goal of this memo is to stimulate participants’ thinking about the major issues that will be addressed during the conference.     RACIAL EQUITY AND SOCIAL JUSTICE COMMITTEE PROGRESS REPORT July 6, 2021 In the University of Houston President Renu Khator’s June 10, 2020 message to the campus, expressing sympathy, sorrow and frustration in the aftermath of the George Floyd killing, she announced that she would establish a university-wide group that would be charged with asking the right questions, facilitating dialogue and generating actionable ideas for UH to be part of the solution to bring about change. She also requested that all deans and directors host dialogues, listen and reflect on necessary steps to building inclusion. And, she committed to convening Houston Guided Pathways to Success, a consortium of 13 public university and community colleges in greater Houston, to discuss the role and responsibility of higher education in combating racism. This dialogue took place on July 9, 2020, with Ruth Simmons, President of Prairie View A & M University, as the featured keynote participant. By July 6, 2020, the Racial Equity and Social Justice Committee (RESJC) was appointed by the President. Elwyn Lee, vice president of Neighborhood and Strategic Initiatives, and Robert McPherson, dean of the College of Education, were named co-chairs for the group. The 28 committee members consisted of UH faculty, staff, students and alumni along with several resource participants from the University’s Marketing and Communications, Student Affairs and Enrollment Services, General Counsel and Governmental Relations offices. The July 6 charge to the RESJC was very broad: “The Racial Equity and Social Justice Committee (RESJC) is charged to assist the university in evaluating its own policies, practices and attitudes as they relate to racial equities and social justice.

Studies reveal that teachers face trouble when transferring from the concept of social justice as theory to social justice as practice. A scale which will be developed on social justice may enable teachers to better comprehend the process of movement from attitude to action. Moreover, examining which factors affect teachers’ behaviors towards social justice will contribute to the arrangement of social justice studies in learning environments. Purpose of the Study: The primary aim of the study is to analyze the psychometric characteristics of the Social Justice Scale’s Turkish form. The secondary aim is to determine the effects of social justice attitudes, subjective norms and perceived behavioral control on behavioral intentions. Method: The scale adaptation process was conducted with 515 participants (376 female, 139 male), and structural equation modeling was conducted with 410 (313 female, 97 male) participants. The data were collected through the Social Justice Scale. In analyzing the data, Pearson Correlation Coefficients, confirmatory factor analysis and Cronbach Alpha coefficients were utilized. The effects of social justice attitudes, subjective norms and perceived behavioral control on behavioral intentions were analyzed through structural equation modeling.

    Social Justice and Individual Liberty: More Friends than Foes Michael Wiebe [email protected] University of Western Ontario September 1, 2013 Can individual liberty and social justice be reconciled? While libertarians have traditionally thought that these two ideas are fundamentally opposed, I will argue that they are largely compatible. Before answering this question, we need to draw some distinctions. The concept of individual liberty can roughly be captured by the concepts of positive and negative liberty. Positive liberty means that you are free to the extent that you have the capacity or ability to take control of your own life or to fulfill your own potential. For example, rich people in first world countries have more positive liberty than poor people in the third world. In contrast, negative liberty means that you are free to the extent that other people do not interfere with your ability to control your own life. For example, you have freedom of speech if no one prevents you from speaking your mind. Both positive and negative liberty are obviously valuable and important. Being free from wrongful interference and having the effective power to lead your own life are both crucial aspects of living a good life. 1 While the term “social justice” is often used loosely in popular discourse to mean redistribution from rich to poor or to refer to Progressive activism, here I will use “social justice” in the technical sense of a standard for evaluating the justice of a social system as a whole. Social Justice Social justice is both a process and a goal. The goal of social justice is the full and equal participation of all groups in a society that is mutually shaped to meet their needs. Social justice includes a vision of society in which the distribution of resources is equitable and all members are physically and psychologically safe and secure. A socially just society is one in which individuals are both self-determining (able to develop their full capacities) and interdependent (capable of interacting democratically with others). Social justice involves actors who have a sense of their own agency as well as a sense of social responsibility toward and with others and society as a whole. The process for attaining the goal of social justice should also be democratic and participatory, inclusive and affirming of human agency and human capacities for working collaboratively to create change. Domination cannot be ended through coercive tactics; but through a "power- with" rather than power-over paradigm for enacting social justice goals. However, developing a social justice process in a society steeped in oppression is not easy. For this reason, a clear way to define and analyze oppression is needed to understand how it operates in personal, cultural, and societal ways - or a theory of oppression. 2. Systemic Oppression Theory (also called Critical Social Theory) Within this widely-accepted theory of oppression, the basis of oppression is difference.

Condemned with the misfortune of not being endowed with natural resources, relative to her mainland African counterparts, Mauritius, nonetheless, was able to break the shackles of limited economic options and one of being the ‘basket-case’ to gradually evolving into being the upper-middle-income country - thus depicting it to be one of the most encouraging economies within the developing world.
