    Critical Social Thinking: Policy and Practice, Vol. 2, 2010 School of Applied Social Studies, University College Cork, Ireland Whose Frame Is It Anyway? A Semiotic Analysis of RTÉ Television News Mark Cullinane, BSocSc Abstract This article serves as an exploration of the extent, if at all, to which RTÉ Television News disproportionately embodies the attitudes, beliefs and assumptions of particular worldviews. Using a multiplicity of theoretical paradigms, the project sought to examine to what extent RTÉ News output could be considered ‘system-maintaining’ or ‘system-challenging’, and to detail the means by which the ‘preferred meaning’ of news- if one exists- is generated. Informed by the framework of framing/agenda- setting theory and semiotics, a combination of analyses were chosen and applied to uncover latent meanings embedded within news texts. A small selection of news texts concerning the nationalisation of Anglo Irish Bank in January 2009 comprised the data sample. The textual analyses revealed a strong preponderance of system- maintaining frames; frequent editorialising; an absence of competing discursive positions; and a heavily episodic orientation that focused on personalities and near- term sequences of events rather than broader systems-level analysis. The objective is to determine what this history reveals about the changing roles of both the national language and national cinema in Ireland. The study of Irish- language film provides an illustrative and significant example of the participation of a minority perspective within a small national cinema. It is also illustrates the potential role of cinema in language maintenance and revitalization. Research is focused on policies and practices of filmmaking, with additional consideration given to film distribution, exhibition, and reception. Furthermore, films are analysed based on the strategies used by filmmakers to integrate the traditional Irish language with the modern medium of film, as well as their motivations for doing so. Research methods included archival work, textual analysis, personal interviews, and review of scholarly, popular, and trade publications. Case studies are offered on three movements in Irish-language film. First, the Irish- language organization Gael Linn produced documentaries in the 1950s and 1960s that promoted a strongly nationalist version of Irish history while also exacerbating the view of Irish as a “private discourse” of nationalism. Second, independent filmmaker Bob Quinn operated in the Irish-speaking area of Connemara in the 1970s; his fiction films from that era situated the regional affiliations of the language within the national context.

Journalism, politics and the Celtic Tiger Journalists dominated the 2009 end-of-year bestseller lists with books castigating Ireland’s financial and political elites for causing the financial crisis that would eventually claim the country’s economic sovereignty. In The Bankers Shane Ross criticised bank executives and regulators for their close relationship that facilitated years of reckless property speculation, while in Who really runs Ireland? Matt Cooper laid out the elite nexus of bankers, developers, politicians and media owners that he argued allowed a thriving economy to overheat. In Ship of Fools, Fintan O’Toole traced the entwined Irish histories of economic mismanagement, political corruption and financial fraud that combined so disastrously in the crisis. In Follow the Money, David McWilliams described a panicked Irish government amid the 2008 global financial meltdown, as then finance minister Brian Lenihan, eating garlic to stay awake, paid a late-night visit to the columnist’s house for advice. In Anglo Republic, Simon Carswell forensically examined the succession of high-risk financial decisions by Anglo Irish Bank executives that forced the government to guarantee bank debts and deposits. These books unflinchingly laid out the national systemic political and financial failure that found apt symbolism, among international media, in the half-finished ‘ghost estates’ that littered the Irish countryside. 190 These post-crash books were cutting and critical. But such comprehensive analyses, commentators noted, were mostly absent during the boom years, from the mid-1990s to the mid-2000s, when Ireland’s economy expanded with unprecedented growth.

Dr Emmanuelle Schön-Quinlivan received the ‘Best Conference Paper’ award for ‘The Troika in Ireland: An Institutional Analysis of Financial Regulatory Change’. Emmanuelle was presented with her award by Dr Thomas Hennessy from Canterbury Christ Church University College in Kent (see picture above). Also at the PSAI annual conference, RTÉ’s Miriam O’Callaghan launched a special issue of Irish Political Studies which was co-edited by Fiona Buckley and Professor Yvonne Galligan (formerly of the Department of Government in UCC, now Queen’s University Belfast). The special issue is entitled ‘Politics and Gender on the Island of Ireland: The Quest for Political Agency’ and is published by Taylor and Francis. For his mix «shots were fired» for the section «war» from the Norient exhibition Seismographic Sounds the Irish radio journalist Bernard Clarke combined radio news samples with musically deconstructed war sounds. «shots were fired» is a deeply personal response to a tragedy and farce played out in a Paris dripping with blood and a media whipping up a frenzy; to and of the forgotten victims in France and around the world; and of and to the so-called world leaders who seized on this outrage for a media opportunity, a «selfie». Western societies are not the havens of rationalism that they often proclaim themselves to be. The West is a polychromatic space, in which both freedom of thought and tightly regulated speech exist, and in which disavowals of deadly violence happen at the same time as clandestine torture. And yet, at moments when Western societies consider themselves under attack, the discourse is quickly dominated by an ahistorical fantasy of long- suffering fortitude in the face of provocation. Yet European and American history are so strongly marked by efforts to control speech that the persecution of rebellious thought stands as a bedrock of these societies. Witch burnings, heresy trials, and the untiring work of the Inquisition shaped Europe, and these ideas extended into American history as well and took on American modes, from the breaking of slaves to the genocide of American Indians to censuring of critics of «Operation Iraqi Freedom».
