Sir Keir Starmer, newly elected Leader of the UK Labour Party, set about building his first Shadow Cabinet, following his election win in the Labour Party leadership contest. In our parliamentary system, a cabinet reshuffle or shuffle is an informal term for an event that occurs when the head of a government or party rotates or changes the composition of ministers in their cabinet. The Shadow Cabinet is a function of the Westminster system consisting of a senior group of opposition spokespeople. It is the Shadow Cabinet’s responsibility to scrutinise the policies and actions of the government, as well as to offer alternative policies. Towns Fund Governance Document 1. Purpose of Document 1.1 The purpose of this document is to outline the governance arrangements for Sandwell’s Towns Fund Programme. 1.2 It includes Roles and Responsibilities, Code of Conduct for Board Members, Decision Making arrangements, Scrutiny arrangements, Transparency and Accountability and a List of Members of the Towns Fund Superboard, and three Local Boards 2. Governance Diagram 2.1 Governance will be provided to this programme through the Towns Fund Superboard, and three Local Boards. Towns Fund Superboard Chair: Jude Thompson, President of the Black Country Chamber of Commerce. However, it was agreed that I should write, as the OAs form part of my portfolio. Overview As you know, the OAs are 12 areas with historically poor educational attainment and low social mobility; they form part of my Department’s contribution to the Government’s ambition of levelling up. We invested £72m in the OAs over the first three years of the programme (2017-20), and are investing a further £18m this year. This note details some of the things we have invested in and the impact we are having. However, it is important to explain upfront that the OAs are not just 12 sets of initiatives. Each one is taking a place-based approach to achieving lasting culture and system change. The changes in each area are chosen to respond directly to the specific local context. They are co-designed by local leaders, and therefore have longer-lasting buy-in from them. The aim in each area is not just to run a successful set of one-off initiatives but to strengthen the local system’s capacity to sustain and improve itself in the longer term. This place-based approach is even more important in the context of Covid.
