CHAIRMAN’S REPORT 2007

On behalf of the inaugural board of the Northern Football League it is my pleasure to present the League’s 2007 Annual Report.

The Beginning

It was critical from the outset that this newly formed League had sound and modern day governance practices in place. At the fore- front of this need was the early introduction and acceptance by our clubs of a newly developed statement of purposes, a statement of rules and a set of by-laws. All of these provide the very foundation for the newly elected board of directors and appointed administrators to conduct the business of the League.

Our thanks go out to the Board and staff of AFL Victoria who worked tirelessly on behalf of this League’s member clubs to develop these guiding but highly necessary principles to ensure season 2007 commenced in a timely and professional manner.

Particular thanks to Darryl Collings, Wayne Holdsworth and Shawn Wilkey from AFL Victoria, along with Craig Braddy, for their considerable input into positioning our League prior to the board’s elec- tion and commencement of a newly appointed administration team. Our General Manager, Kevin Crompton was appointed and also commenced in early May, Lee Hartman, Football Operations Man- ager in April and Michael McLaughlin, Media Manager, also in April.

Developing Our Plan

At the board’s initial meeting in late May we agreed it was essential we move quickly into developing a strategic plan for the League. The process started immediately. Consultation with our stake- holders was considered critical and a series of appropriately focused and meaningful discussions were held over a period, including discussions with all club Presidents (or their representatives) from both senior and junior level, the umpires board and association, representatives from AFL Victoria’s Community Football and Planning Departments.

David Doherty, AFL Victoria board member and a resident of Yarrambat, provided considerable sup- port to the process over several months. I would like to thank David for his contribution to the final product, which has now become a working document for the board to move forward.

Our task was to develop a strategic plan for the period 2008 – 2010 aimed towards building and sus- taining the prosperity of the League and it’s member clubs.

The outcome is a plan now approved by the board with a value based approach to our future. Brand and image were considered highly important by all stakeholders in the consulting process and to achieve our potential in these areas requires leadership, commitment and a courage towards en- hancing the level of professionalism both on and off the field and from all involved in the league, across all levels.

The Theme-“Communities Working Together”

In formalizing the plan, the concept of “Communities Working Together” evolved. Clearly there is more to community football than just being overly and passionately competitive. We see the future as one where this League can grow strongly through enhanced community involvement. Our aim must be to achieve this through the further development and growth of the existing communities within the League, along with those people currently outside of our League who would be attracted to an organisation with a value based approach which is closely aligned to today’s acceptable commu- nity based standards.

The challenge is ours.

The Way Ahead

Apart from growing in size (particularly at junior level) and enhancing the quality and professionalism of our competitions in all respects, we see considerable upside for the League. Opportunities exist to create alternative revenue streams and working together this can be achieved for the ultimate benefit of all stakeholders.

As with all businesses the capacity and skill of our people (mostly volunteers) at all levels is critical to continually improving all that we measure ourselves by in community football. The Quality Club Pro- gram, introduced by AFL Victoria in 2006, provides the framework and the opportunity for clubs to be rewarded and recognized for enhancing the skills and expertise of their people and ultimately becom- ing the best club they can become. We want every participant in the NFL, no matter what their role, to be the best they can .Striving for a best practice environment can only assist with the ongoing re- cruitment and retention of these highly important volunteers, along with coaches and players.

The Volunteers and Clubs

In this day and age where volunteering becomes more and more challenging due to increasing com- pliance and governance, our challenge is to grow, develop and retain our volunteer base.

I would like to thank and acknowledge the efforts of all of the volunteers who contribute to the con- duct and running of our League and our member clubs. The passion and commitment of this group is the very essence of community football, in particular the Northern Football League. It is certainly a live example of “Communities Working Together" and provides an excellent base for the League to work with clubs to make the “volunteer” experience even more rewarding for all who wish to partici- pate, no matter what the role.

Our People

Thank you to the board, all volunteers, who have worked hard in the short time we have been to- gether. The year has been one of observation, listening and contributing to the conduct of the League’s business. Plenty of late nights as we strived to set the foundations in place for the future, but all still acknowledging there is a lot more to do to take us to the level to which we aspire.

The administration team under Kevin Crompton’s leadership, Lee Hartman Football Operations Man- ager, Delwyn Berry Administration Manager and Michael McLaughlin, Media Manager, thank you for your commitment and dedication to the many pressures and challenges in season 2007. A particular thank you for the time and effort you devoted to what were successful junior and senior finals series.

To Kevin Crompton, unending energy and capacity, plenty of balls in the air simultaneously, working tirelessly with the board on the urgent planning for the future, whilst running and actively participating in the day to day affairs of the League. Unfortunately, at times, spending too much unproductive time with Lee on matters which shouldn’t happen in the football world we aspire to. Kevin, thank you for your support and the considerable progress we have made as a League in such a short time.

Summary

The year of 2007 will be remembered as one of significant change and many challenges for all in- volved. Overall we can be pleased with the outcomes but must always be striving to be better.

Our strategic plan certainly provides us with the framework to pursue that goal, but we will only do so through our theme of “Communities Working Together”.

As a board we will measure progress against actions and targets implemented from the plan.

GENERAL MANAGER’S REPORT 2007

Members of the Northern Football League,

To have a role in the creation of a new football league is an opportunity that does not come around very often and for me it has been a challenging and a very rewarding one. The overwhelming support from clubs to enthusiastically embrace change with an air of optimism and excitement on what the future holds for our league has been sensational.

On the surface our year-end Trading Profit of $141,037 looks a great result, however it needs to be put into prospective. Our financial year runs Novem- ber to October; the NFL started trading May 1, 2007. This means we only traded during our income- generating period; very little income is produced November to April. As a result, we need to examine a seasonally adjusted profit and estimate on what the likely profit would have been had we traded 12 months.

My estimate is a 12-month profit of $20,000 - $30,000 after Auditor’s provisions.

This result was achieved due to in creditably good budgets set by AFL Victoria through Craig Braddy. We only fell short on recouping our expenses in three areas:

1. Football Records: Amount charged to clubs was insufficient to meet the production costs; how- ever this was compensated by advertising fees received. 2. Umpires: A result primarily due to workcover claims 3. Senior Presentation Night: A result of not achieving the budgeted ticket sales over and above the compulsory ticket allocation.

Umpires: Thankyou to all the umpires who took the field this year. We were terribly undermanned, however every fixtured game this year had official umpires appointed. This was only achieved because of the incredible workload a vast number of umpires took on over the weekend to ensure all games were covered. To the Umpires Board: Brian Morrison, Steve Luckman, Brain Moore, Darren Agnew and Dick Norman all did a wonderful job in educating, training, mentoring, and appointing our um- pires this year. On a sad note, we were all shocked and saddened by the death of NFL boundary umpire, Ross Bransgrove. Ross collapsed at umpire training, paramedics were quickly on the scene but were unable to revive him. Ross was also a past president of Whittlesea Juniors.

2007 Highlights:

1. The method of our fee billing to clubs was based on the user pays principle, which provided an in creditably equitable billing system.

2. The way all the clubs came together over a 3 week period to discuss and provide input to the development of the Northern Football League Strategic Plan. Thankyou to David Doherty for his leadership and guidance through this process

3. Finals: 23,661 people paid to attend our junior and senior finals this year. Producing a profit of $219,210.

4. Finals @ Cramer Street Oval: Atmosphere, Spectator Comfort, Players Facilities being the most talked about benefits of moving finals to Preston.

5. Senior Presentation Night: Our aim is to develop the senior presentation night into a Magnificent Gala Night, where partners accompany invitees to enjoy high quality entertain- ment, food, audiovisual presentations and dancing.

6. Panton Hills under 10’s winning the clubs first premiership flag in over 50 years.

2008 Priorities

- Develop appropriate and Innovative income streams to fund development of the league and member clubs.

- Develop an effective structure for junior competitions with regard to the desire for quality, even- ness and competitiveness.

- Review and reinvent Umpiring structure, direction, management, recruitment, retention and on- going development.

- Review and enhance the NFL’s approach to junior talent identification programs, representative teams and other related initiatives.

- Define the NFL brand and desired image and create appropriate promotional material.

- Provide appropriate facilities for the umpiring group to assist in attracting, retaining umpires and improving the standard of umpiring.

I’d like to thank our Board: Chairman Frank Rosbrook, John Anderson, Rob Young, Jeff Parkes, Dean Philpot and Tony Toppe for the support l have received and for their commitment to the suc- cess of the Northern Football League.

I would also like to thank my staff: Lee Hartman, Delwyn Berry and Michael McLaughlin. All worked tirelessly in their areas of responsibility and together as a team to provide a well run and organised league.

FOOTBALL OPERATIONS MANAGER’S REPORT 2007

Well what a Season…..

So much change and so much to implement before a ball was even kicked. Our season, due to the drought, was put back 2 weeks to May 5th, which turned out to be a blessing in disguise, as we had to write and implement new rules, by-laws and match day procedures for clubs, players and um- pires alike. Taking on this role at the start of April, I knew it would be chal- lenging with all the changes, but I was really unaware of the depth of the changes to be made and the work needed to get there.

Life was made easier once the Board was elected and a General Manager was appointed. I would like to personally thank the AFL Vic guys that got everything up and running, To Darryl Collings, Wayne Holdsworth and Sean Wilky, thank you. Dar- ryl’s support and guidance in my role was invaluable.

Fixturing was a difficult task, The Div 2 Senior Draw was shortened to 16 Rounds and the fixture was redrawn to eliminate the Queen’s Birthday weekend. The Div 1 Senior Draw was kept at 18 Rounds but the Finals were put back one week. The Juniors Draw was even a bigger challenge with the fix- ture being released weekly as the grounds available each week due to the drought was unknown. We got through the Junior season with the help of several clubs hosting games that did not involve their own team, the season could not have been completed without this help. Fixturing 83 junior games each week so 5000+ kids could have a kick was high on our list of weekly objectives.

Working with the councils on the drought issue was a very hard and long process, with some coun- cils more willing to work towards a solution than others. In the End we got all the grounds open for playing and training and for the clubs that could not train or play at home, I thank you for your pa- tience.

A thank you to the club volunteers that give up many hours to run their clubs and most do it for the love of the game and their club, the club support of all the changes has made it easier to implement and achieve what we did this year. Strong clubs with great administration who can share the League’s vision will only make the NFL a better League to be associated with.

A big thank you to Brian Morrison and his Board of Umpires Advisors, Steve, Darren, Brian and Dick. Brian handled any issue I had with umpires matters with urgency and competency. Also to Craig Herman and the Umpires Association, a stronger link with the League was forged through Craig and moving forward this will make umpiring an attractive way to be involved in football. To all the Um- pires for the completion of match day paperwork and the implementation of the new rules and by- laws, a big job well done. To Don Casey and Don Stanley, Tribunal Chairmen, thank you for your time this season, we tried to keep your night outs to a minimum with the introduction of set penalties for offences and this was a successful change to the rules.

The Junior and Senior Finals series this year were a huge success that took a lot of planning and the rewards were certainly visible on all Grand Final days. The Junior Finals were great, very well at- tended and well run by the host clubs. Thanks to the League appointed Ground Managers, a big job to make sure the day ran on time and as per the rules. The Senior Finals were played at Preston City Oval and the people let their feet do the talking - both Senior Grand Final days had Preston packed out and all the planning done seemed to have paid off. This was confirmed with the gate re- ceipts and feedback from clubs involved. Thank you to Preston. Steve, Garry and Quentin, a job well done.

A closer relationship has been forged with the and going forward will work together to make the Northern Football League a breeding ground for future AFL Stars. Thanks to Peter and Simon.

The Junior and Senior Presentation nights took on a new look and were well received. A lot of plan- ning also, but the new image of the League called for such.

Finally to the NFL Staff that helped me get through the season, To Delwyn, Thank you for your hard work in the Admin and for your dedicated work for the League. To Michael, your Media work and work on the record was well received by all, and your help on the Junior fixtures was appreciated, and to Kevin, Thanks for your support and guidance during the Season, your vision for the league is a strong one and will only make the League stronger.

More work is to be done in the off season for 2008 and beyond, more changes and more progress will be made, these changes, like the ones for 2007 will build the Northern Football League into an attractive place for players, clubs, supporters and community members alike.

JUNIOR DEVELOPMENT REPORT 2007

Only a few months ago the NFL was created with a new board and administra- tion which was given the onerous task of firstly getting a competition underway and secondly developing an organization capable of delivering Australian Rules football to the northern region. We have set in place a number of proc- esses to deliver a much better product and with the assistance of all clubs we will bring about the necessary change to make the NFL a leader in community sport.

Our main aims are: • To improve and promote the game to attract more clubs into the NFL • Grow the brand; improve its reputation to attract major sponsors • To build a financial base that will deliver lower costs to the clubs • To have our sport and brand embraced by the community

Of course none of this can happen without the goodwill and support of the clubs who must ultimately push through and drive the change necessary for us to achieve our goals. The board and the admini- stration are committed but clubs must also embrace the change which will deliver a much better com- petition.

The junior development program also plays an important role by bringing together players from many different cultural backgrounds which encourages a higher level of social responsibility within the com- munity. I applaud the work our development coaches do and sincerely thank them for the time, effort and personal sacrifices they make to deliver the program. I will take this opportunity to thank all the volunteers who every week does a job at the club, you are the heartbeat of clubs and without your help clubs could not operate effectively. A special thank you to the Epping, South Morang, Lalor Stars and Mernda clubs for hosting other clubs home games during the season. Without your support and assistance it would have put our whole junior season in jeopardy.

Congratulations to all the best and fairest winners we hope this inspires you to achieve bigger and better things in the future. Also congratulations to all teams that competed in the final series we hope those teams that did not win the premiership continue to improve and perhaps be in the running again next season.

This year has been very challenging on a number of fronts as the Northern Football League embarks on delivering a competition that all stake holders can be proud to be associated with. The task is an onerous one but with your support and drive we can be a competition that others are very envious of.

MEDIA MANAGER’S REPORT 2007

It is with much pleasure that I present this report on the media activities of the Northern Football League for season 2007.

NFL Football Record

Like most other activities within the NFL for season 2007, we initially started with a blank sheet in regard to the preparation of the Football Record. And there was plenty of trepidation as the season quickly ap- proached and we scrambled to have our first edition ready, particularly as we were all new to the production preparation and had a new printer onboard. In the end it all worked out well and the first edition for the new League was sent to the clubs, and I believe was well received.

During the season we continued to improve the layout of the Football Record and include new items. Indeed, on a couple of occasions the Football Record totaled some 72 pages of editorial content. Of particular interest to many clubs was the inclusion of the best players and goal kickers from the un- der-age matches, where clubs took the opportunity to provide this information.

Another new initiative was the changing front cover and the inclusion of action photos from selected matches each week. In this regard, I would like to thank Neil Lyons from Sportz Shotz, who each week supplied a host of action shots from these matches.

During the season our regular contributors included Bill Bray, who provided the statistical information on the clubs previous meetings, Noel Smith, who provided information on the activities of the League’s Junior Development program, Brian Morrison in providing an insight into the umpires inter- peration of the rules, Daniel Henery who provided information on the umpires activities and Dan Fisher who supplied information on the Northern Knights.

All senior clubs took the opportunity to provide weekly Club Notes and to these club correspondents, in particular Lou Galea (Bun), Joel McConvill (DCrk), Mal Brown (Elth), Ron Livingstone (Epp), Nigel Sandholm (Gboro), Greg Sheahan (Heid), Adrian Williams (Mont), Ken Gillett (NHeid), John Lewis (NPark) and Graham Mills (WPL) from Division 1 and Rohan Edwards (HW), Duane Bruni (LP), Mi- chael Lovett (Macl), Joel berry (Mern), Michael Sabelberg (Pside), Scott Walker (PHill), Trevor Jer- ram (SMor), Christian Chapkoun (Ttown), Neil Langbourne (Wall) and Roy Dyson (Whit) from Divi- sion 2, who provided weekly and regular submission of copy, your efforts were very much appreci- ated.

Other regular contributors included Mark Donnely, Jackson Bellingham and David Kuchmar who pro- vided previews of the matches and to Laura Jolley and Peter Marcato, who along with the three pre- viously mentioned, participated in the weekly selection of winners.

Radio

Each Saturday afternoon, a selected NFL match were broadcast thru 88.6fm Plenty Valley Radio, and along with the programmed Sunday matches, provided many of the League’s supporters with a link to the Northern Football League that they would otherwise not have been able to obtain.

I wish to personally thank Mark Donnelly for his commitment and assistance during our broadcasts. Mark was my co-commentator and we shared some memorable moments atop the clubrooms of a number of clubs so that we were able to provide the broadcast. I would also like to thank Paul Gaynor from Yarra Valley Scaffolding who provided a scaffolding box at a number of the venues.

During our Sunday matches we were able to utilize the services of David Kuchmar, who gave us a unique angle to our calls.

Our broadcasts would not have been possible without the great technical assistance and on-site trou- ble shooting from Kent Cochran, who was another volunteer who enjoyed being part of the team.

Thanks are extended to Greg Fallon and Roly Simms from Plenty Valley Radio for their great assis- tance and guidance in the presentation of our broadcasts and programs and to Jack Ridley who spent each Saturday afternoon as our panel operator and pseudo producer.

As well, a Saturday morning preview show was also aired on Plenty Valley and along with Mark Don- nelly and Laura Jolly we were able to provide team selections for those clubs that provided this infor- mation and extend our thoughts on the upcoming matches.

As well, two additional radio shows were also aired during the season. Dylan Maxwell hosted a Jun- ior News program with great help and guidance from Noel Smith, with these two being joined by Damian Di Lala on most occasions. Jackson Bellingham and guests provided a forum for clubs to advertise their upcoming social activities and news around their club.

During the Finals Series we were able to broadcast both the Division 1 and Division 2 finals and I would like to thank Mark Donnelly, Robert Hyndman, David Kuchmar, Mal Cooper, Laura Jolly, Jack- son Bellingham and Ryan McLaughlin for their assistance. During the early rounds of the Finals Se- ries with matches at various locations on the same day, we were able to provide listeners with news and scores from non-broadcast venues.

NFL Website.

The new-look League website, courtesy of the League’s move to utilize the SportingPulse Competi- tion Management system, allowed more freer and timely dissemination of information to the broader football community and with the availability of these free websites to all clubs, it is hoped that even more use of these facilities will be utilized in season 2008 and beyond.

UMPIRES BOARD REPORT 2007

The Umpires Appointment Board was pleased to assist the Northern Football League and its clubs by carrying out its duties appointing and administering umpires for Northern Football League matches in 2007.

In Saturday football the three disciplines required 66 umpires each week for field, boundary and goal. Lack of umpires is a constant concern. With some dedicated efforts by umpires officiating in two games on many occasions on Saturday all matches received official NFL umpires. During the sea- son twelve ‘B’ grade games were officiated with one field umpire.

The boundary umpiring list had many young and 1st year umpires. This group has the biggest turn over each year. In 2007 34 umpires were recruited but 32 umpires from 2006 did not return.

The goal umpiring group had to battle on under-manned throughout the season. I thank the group for their commitment throughout the year. Every week many umpires officiated at two games and on many occasions the same two goal umpires completed the ‘U19’, ‘B’ and ‘A’ grade on the same day.

As far as Sunday football was concerned in the juniors, Darren Agnew as the junior umpire coach in 2007 did a great job appointing umpires to the Sunday matches. The mentor program for young field umpires on Sunday proved another success with our new umpires wearing the green shirts and be- ing guided by a senior umpire on the sidelines. Thanks to the NFL junior clubs for their encourage- ment of these young umpires.

I thank the members of the Appointment Board, Stephen Luckman, Dick Norman, Darren Agnew and Brian Moore for their valued time at selection meetings each week with myself.

To the umpire’s coaches Stephen Luckman (field), Darren Agnew (field for junior football), Brian Moore (boundary) and Dick Norman (goal) thanks for your dedicated instruction to umpires.

Congratulations to the NFL board of management headed by Mr. Frank Rosbrook for setting the fu- ture direction of the League. With many new challenges ahead I am sure they will succeed. To the NFL General Manager Mr. Kevin Crompton, in a very challenging year your administration skills and vision for the future was appreciated. Your willingness to discuss issues and make changes when needed was appreciated. To the NFL Football Operations Manager, Mr. Lee Hartman, in a tough first year you tied up the loose ends, thanks for your guidance and assistance to me over the season. Many thanks to Delwyn Berry for her administration skills and assistance to the Umpires Appointment board when matters arose. Also many thanks to Michael McLaughlin for his assistance with umpire acknowledgements in the NFL Football Record.

Umpires fitness adviser George Smith, well done on your commitment at training this year. Tuesday and Thursday nights were busy with 70-80 umpires attending.

Thanks to Mark O’Neill for his help at training with the set-up and recording of those who attended.

Congratulations to all NFL umpires for your committed efforts this year. You all performed to the best of your ability and showed some quality signs for the years ahead.

To the umpires who were appointed to junior and senior grand finals congratulations on your achievements in 2007.

The umpires association provided great support for umpires this year and thanks to Craig Herman as President for his efforts working with the League and the Umpire’s Board. Congratulations to Daniel Henery (field) on winning the ‘Golden Whistle’ award for 2007.
