465,000 Ro-Ro units with Holyhead in 2017
• Two ferry lines: Irish Ferries and Stena Line • 3¼ hour crossing • Incoming freight units drive straight off the ship and onto the public road network without delay • Up to 8 kilometres of trucks arrive in before 06:00 • Three other waves of arrivals in the day as shown below • Key BREXIT challenge is to keep the ferries discharging without delay and getting the trucks out of Dublin Port without delay.

Landbridge
1. Within the 870,000 UK Ro-Ro units, 120,000 is landbridge 2. Already shipping lines (CLdN and Irish Ferries) are putting new and bigger ships on direct services to Continental Europe 3. Landbridge takes about 12 hours to get from Dublin to Calais 4. Direct services are slower: • Cherbourg – 22 hours • Zeebrugge – 36 hours • Rotterdam – 48 hours 5. Direct services will not work for perishable, time sensitive cargoes
Dublin Port Preparations for BREXIT
1. DPC will have primary inspection facilities in place by March 2019 for the Ro-Ro terminals. 2. Main challenge is to ensure that Customs and DAFM checks do not cause delays. 3. Ships and terminals work 24/7 in Dublin Port. 4. After BREXIT, Customs clearance will be required for a Ro-Ro trailer before it leaves the terminal. 5. In addition, DAFM will have to do documentation checks, identification checks and physical checks on food, animals and plants. 6. Both Customs and DAFM will also do secondary physical checks (i.e. empty the trailer and inspect the goods) on a small number of units selected. 7. DPC is working with OPW to identify suitable existing facilities in Dublin Port where secondary checks can be carried out. 8. DPC has run two BREXIT workshops with stakeholders (including State agencies, ferry lines, container terminals): 1st February 2018 and 28th May 2018. A third workshop is planned in December to confirm the state of preparedness of all stakeholders. 9. DPC met HM Revenue and Customs on 2nd May 2018 10. Workshop with Irish Ports (Dublin, Rosslare, Waterford, Cork, Shannon Foynes), French Ports (including Le Havre, Calais, Dunkirk, Cherbourg, Brest, Nantes-St. Nazaire) and shipping lines in Dublin Port on Thursday 27th July 2018 11. DPC is liaising with Government Departments (DTTAS and DAFM), OPW and Revenue at the highest levels.

Construction of border posts underway
What will BREXIT ultimately mean to Dublin Port?
1. Lower volumes than we otherwise would have had 2. More volumes to Continental Europe 3. Lower berth utilisation 4. Land devoted to border checks instead of cargo transit 5. Higher operating costs
In summary, BREXIT will erect Cockfield barriers and create Cechinni costs
