The cursed financial year is about to end. But the devils of pandemic is once again hovering on us. We are heading towards another period of uncertainty. The silver lining in this situation is the widespread vaccination programme initiated by the Government. The government also taken a important step in simplifying the registration process of MSMEs. Government has shifted from its initial stand regarding mandatory requirement of GSTIN for Udyam Registration. Numerous representations from various MSME Associations stated that the mandatory requirement of GSTIN is impacting the MSME registrations process. After examining the representations, the Ministry of MSME notified for aligning the mandatory requirement for filing GST returns with those enterprises that are exempted from filing returns on the Udyam registration portal on 05.03.2021. Thus, the MSME proprietor can now use only his/her PAN card for registering the enterprise. It is a real boost for the micro enterprises, who constitute the majority in the registered MSMEs in India.

The recent development make a strong statement for ease of doing business. The simplification of the MSME registration process will further help various MSMEs for obtaining registrations with ease. The MSMEs include skilled craftsmen, artisans and enterprises in the informal sector/unorganised sector. MSME-DI, Kolkata is also promoting this new changes through its various programme. Hope people who stayed away hitherto will register themselves through udyam registration portal.

Udyami Bangla 3rd Year, Vol: III, March 2021 Editorial: A fresh wave of Covid 19 infections is sweeping across the country causing stock markets to crash once again during the last week of March,2021. Equity benchmarks have fallen on several occasions due to a spurt in Covid 19 cases and fears of localised lockdowns have triggered sell offs.However, a word of assurance from RBI Governor, Sri Shaktikanta Das,at the Times Networks’ India Economic Conclave that Covid resurgence is unlikely to hit growth and revival of economic activity should continue unabated, has raised the morale and hopes of the gradually reviving economy. A fast paced vaccination drive and maintainence of Covid protocols will definitely go a long way to help the economy jump back to normalcy.

In the post lockdown period, several sectors are showing signs of perceptible recovery, specially the automobiles sector, real estate and residential home sales, infrastructure and construction sector and professional services.Since growth in the post lockdown period has to be demand driven, recovery of consumer demand and industrial demand can propel the economy towards its desired growth path. Another significant development in March 2021 has been the extension of the Emergency Credit Line Guarantee Scheme (ECLGS). The government has extended the Emergency Credit Line Guarantee Scheme (ECLGS) till June 30, 2021 and expanded its scope to cover enterprises in hospitality, travel and tourism, leisure and sporting sectors. ECLGS 3.0, which will cover the newly added service sectors, will involve extension of credit of up to 40 per cent of total credit outstanding across all lending institutions as on February 29, 2020. The tenor of loans granted under the scheme will be for 6 years, including a moratorium period of 2 years.

In the political arena too, the State is under massive preparations for the forthcomimg Assembly Elections scheduled from 27th March 2021 to 29th April, through a 8-phase election process for 294 Assembly seats. The Model Code of Conduct has already been imposed on the State for strict observation. The election results are scheduled for annoncement on 2nd May,2021.

The Gross State Domestic Product (GSDP) of for 2020-21 (at current prices) is estimated to be Rs 14,44,174 crore. This is based on a GSDP growth rate of 11.3% expected over the previous year (2019-20). I hope, we can effectively defeat the blow of the pandemic to move ahead on the growth path again. This issue of Udyami Bangla highlights the story of strength against all odds. In this issue we have showcased the story of Rani Rashmani, who valiantly fought against all odds in a conservative caste ridden society to weed out social evils and establish womens” rights for a brighter future.It is a highly motivating history with no parallels. Wishing all our readers a happy reading!

MSME – DI, Kolkata Activities

Entrepreneurship Awareness Programme organized at MSME-DI, Kolkata MSME–Development Institute, Kolkata has organized an Entrepreneurship Awareness Programme at MSME-DI, Kolkata from 02.03.2021 to 15.03.2021 for the unemployed youth in association with MSME-TC, Kolkata. Objective of the programme was to nurture the talent of youth by enlightening them on various aspects of setting up MSEs. There were total 25 nos. of participants were participated in the programme. Out of 25 nos. of participants, 17 were male (Gen 10, Sc 03 and OBC 4) and rest are female (Gen 06 & SC 2).

The programme was organized after the lockdown period. Due to the pandemic situation, all possible precautionary measures were taken as per the MHA order during the programme. The programme was inaugurated by Shri K D Bhattacharya, Joint Director, Head of Office, MSME-DI, Kolkata. He was accompanied by Shri Sudip Kr. Sen, Asstt. Director, MSME-DI, Kolkata and Shri Bipul De, Assistant Director, MSME-DI, Kolkata. Shri De welcomed the participants and described about the programme and its utility in the present scenario of our country and he briefed the aim of the Entrepreneurship Awareness Programme and other initiatives taken up by MSME-DI, Kolkata towards self entrepreneurship. Shri Sudip Kr. Sen, Asstt. Director, MSME-DI, Kolkata motivated the MSMEs towards self entrepreneurship. He requested all the budding entrepreneurs to rethink about self Entrepreneurship and if possible take the advantages of both State & Central Government for self entrepreneurship.

In his inaugural speech, Shri K D Bhattacharya enlightened the participants with practical example of entrepreneurships. The inaugural session ended with formal vote of thanks.

In technical session Shri Basudeb Banerjee, Secretary, AISDO, Kolkata has given lecture on Entrepreneurship concept, charms of becoming entrepreneur and entrepreneur’s quality. Eminent faculties from several institutes and industry associations, successful professionals took the technical sessions in the next 9 days. It was really motivating journey of 10 days. On the last day, there was an educative interactive session between the participants and the officials of MSME-DI, Kolkata. The queries raised from the participants were properly addressed.

In the valedictory session Shri K D Bhattacharya, Joint Director, Head of Office, MSME-DI, Kolkata & Shri Sudip Kr. Sen, Asstt. Director, MSME-DI, Kolkata was present in the programme and programme was concluded by the feedback from the participants. The participants expressed their Shri Bhattacharya was received a memento as a token of appreciation from the Participants.

Industrial Motivation Campaign for Youth at Agarpara, Kolkata MSME - Development Institute, Kolkata organized an Industrial Motivation Campaign for Youth at Narula Institute of Technology, Agarpara, Kolkata from 04.03.2021 to 05.03.2021 for the unemployed youth in Association with Narula Institute of Technology, Agarpara, Kolkata.

Udyami Bangla 3rd Year, Vol: III, March 2021 Objective of the programme Two day Industrial Motivation Campaign for Youth is an activity to identify and motivate traditional/non-traditional entrepreneur, having potential for setting up MSEs with an objective of leading them towards Entrepreneurship/Self-employment. In the first day, the programme has been attended by 63 participants {Male 48 (SC 3, ST 1, OBC 3, Gen 41), Female 15 (ST 1, Gen 14)} plus 5 Guests from different Government and Private organization. On 2nd day of programme 50 participants has been attended the programme for one to one discussion.

All possible precautionary measures were taken as per the MHA order to conduct the programme in the phase of post-pandemic situation. The programme has been started by lighting the lamp by the guest and welcomed the all guest by felicitating flower bouquet. After felicitation, welcome address has been given by Prof. (Dr.) M R Kanjilal, Principal, Narula Institute of Technology. During inaugural session, Bipul De, Assistant Director, MSME-DI, Kolkata briefed the aim of organization of Industrial Motivation Campaign for youths and other initiatives taken up by MSME-DI, Kolkata towards self entrepreneurship.

Shri Sudip Kr. Sen, Asstt. Director, MSME-DI, Kolkata motivated the MSMEs towards self entrepreneurship. He requested all the budding entrepreneurs to rethink about self Entrepreneurship and if possible take the advantages of both State & Central Government for self entrepreneurship. Dr. Sandhya Pattanayak, Convener-MHRD-IIC Section of NIT motivate the participants of the programme and also informed that if they have any idea then they may approached to incubation section because they are DC (MSME) approved host institute. The inaugural session ended with formal vote of thanks given by Dr. Saradindu Panda, Dean R & D, Narula Institute of Technology. During technical sessions, Shri Bipul De, Asstt. Director, MSME-DI, Kolkata delivered lecture on Schemes & various initiatives taken up by DCMSME, New Delhi, Ministry of MSME, Govt. of India for development of budding Entrepreneurs especially Incubator, Lean, finance related schemes and “ Step by step process on How to start your own Business” and followed by role of MSME-DI, Kolkata for setting up of own venture. Sri Basudev Banerjee, Sr. Coordinator, EDI delivered lectures on achievement motivation and motivated the participants by using various tools and techniques and requested the participants for self entrepreneurship. The programme was started by formal welcome address given by Mrs. Nidhi Singh, Registrar, Narula Institute of Technology. In the technical session Sri Rajarshi Maji, Asstt. Director, MSME-

Udyami Bangla 3rd Year, Vol: III, March 2021 DI, Kolkata delivered lectures on IPR and brand promotion with protection. Shri Salan Bage, Lead Bank Manager, N 24 Prag. given presentation on financial schemes for MSMEs.

There after one to one discussion held. The programme has been attended by 50 participants. One to one discussion was held on the following issues. a) Credit facility for starting of MSME. b) Marketing assistance provided by MSME-DI, Kolkata for selling of products. c) Self entrepreneurship development programme. d) Skill development programme organized by this office. e) Initiative and role of MSME-DI, kolkata for development of budding entrepreneurs. f) UAM registration & Correction. The interactive session between the participants and the officials of MSME-DI, Kolkata and LDM was educative and queries raised from the participants were properly addressed.

Industrial Motivation Campaign for Youth was ended with the vote of thanks given by Dr. Sandhya Pattanayak, Convener-MHRD-IIC Section of NIT.

One Day Awareness Programme on Safety and Standards related to Various Type of Toys/Games MSME-DI, Kolkata organized a one day awareness programme on Safety and Standards related to various type of Toys/ Games in association with SALMWA, Bolpur and Toy association of India, on 19th February 2021, at Milan Tirtha, Sreeniketan, Bolpur. The programme was organized after the lockdown period was over due to the pandemic situation for breakout of Covid -19. All possible measures were taken as per the MHA order to conduct the programme. Masks were made compulsory to enter the workshop hall and hand sanitizer and masks were made available at the registration counter. Publicity of the programme was made through e-mails sent to various other Govt. Organizations/Associations for dissemination of information among the local MSME toy manufacturing units. The programme was attended by 120 (approx.) participants including representatives of MSMEs, Other government officials, faculties, Members of both the Industries Association etc.

The Programme was inaugurated by Prof. Santanu Kumar Jena, Viswa Bharati University with the lightening of Lamp followed by National Anthem. Welcome address was given by Shri Tapas Roy , Investigator (Mech), MSME-DI, Kolkata who welcomed all Dignitaries in the Dias and participants and requested all participants to come forward and join hands for Atmanirvar Bharat and Make in India for the toy sector also.

In the inaugural session, Shri Nirmal Chowdhury described about the programme and why we should maintain the safety parameters in the related Indian Standard and Foreign Standards while manufacturing of Toys and similar products. He also informed that from 01.01.2021 onwards it is mandatory requirements to get BIS certification for manufacturing and sales of Toys in Local or International market.

Udyami Bangla 3rd Year, Vol: III, March 2021 Shri Anirban Gupta, Secretary, The Toy Association of India tell us about the present scenario of the Toy industries in India. It is the right time to start a Toy manufacturing unit in India as there is a huge gap in production and supply due to imposed / restriction on some Importing country , he added. Shri Buddhadeb Sengupta, President, SALGMA, Bolpur, also focused on the Toy sector with data and statistics.

Prof. Santanu Kumar Jena, Viswa Bharati University, Santiniketan, explain elaborately why Export is necessary to sustain ourselves. He also emphasized the necessity to sell of our traditional toys in the International Market where our artisan may get the more value in respect of selling in to the local market. So it is the right time to unite them under one Umbrella in the form of Cluster approach. In the Key note address, Shri Sudip Kumar Sen, Asst. Director & Incharge of Br. MSME-DI, Suri explain about the objectives of the programme. He is more emphasizes to utilize the scheme of MSE-CDP, to setup a common facility centre. Micro & Small unit can get the benefit up to 20 cores for procurement of modern Plant and Machinery in the CFC for the improvement of Quality and competitiveness. He also told that the initiative taken by the Central Government and state Government to develop of this sector.

Shri Souman Kumar Dutta, General Manager, DIC, Government of West Bengal, chaired as chief guest of the programme, focused upon the awareness among the participants to maintain the guideline of Standards while production of any types of toys. The Govt. of West Bengal has decided to set up a Toy park at Khas Jangle Industrial estate, Medinipur, where 12 acre of Land has been acquired and inaugurated by Honorable Chief Minister of West Bengal he added. Out of 12 acre 10 acre land to be distributed among the Toy Manufacturing units and rest 2 acre will be set up a common facility centre under the MSE- CDP seheme of Govt. of India. He hope that the Toy park will be a future destination of the toy industries. The technical session began with the address of Shri S Dhar, Sc-E, BIS, Kolkata. In his speech he elaborately explain the standards for Electrical and non electrical toys and certification procedure through power point presentation. Those who are registered with DC – Handicraft for making traditional toys are exempted for BIS Registration she added. There are four Nos of Bank Manager from Different Bank were present in this Programme. All of them are explain and motivate the participants regarding the role of Banking sector to revamp and financial assistant to the MSMEs. Mr. Manish Prakash, Branch Manager, UCO Bank has handed over five Nos. of Loan sanctioned letter among the entrepreneurs. Shri Manikanchan Ganguly, IDO, Govt. of West Bengal explain the various scheme of State Government including Karma sathi and Banglashree scheme.

Shri A. K. Mitra, Asst. Director, MSME – Testing Centre, Kolkata explain the scope and available facility of Testing and Calibration in the MSME Testing Centre. For Testing and Calibration, 25% rebate to be given for those who are registered with MSME Udyam

Shri Anirban Gupta, CEO, Matrix Educare Pvt. Limited, shared his experiences as a successful Toy manufacturing Entrepreneur.

In the interactive session, good response noticed among the participants. All the questions have been resolved by the different faculties as per requirements of the entrepreneurs. Industrial Motivation Campaign held at Vidyasagar Industrial Park, Kharagpur MSME-DI, Kolkata organized Industrial Motivation campaign (IMC-Y) at Vidyasagar Industrial Park, Kharagpur, Poschim Midnapur in association with Confedaration of Purba and Poschim Midnapur district chamber of commerce & Industry and Kharagpur chamber of commerce , Poschim Medinipur on 3rd to 4th march 2021

Publicity of the programme was made through e mail, the DCCI, Purbo & Poschim Midnapur, and through other government organizations. The programme was attended by 62 (apprx.) participants including MSMEs, MSME-DI officials, guests etc. The welcome address was given by Shri Tapas Roy, Investigator, MSME-DI, Kolkata who welcomed all participants and requested all participants to come forward to start their own enterprises and to become self sufficient.

After the Welcome address, Chief Guest, Dr. Siddhartha Das along with other dignitaries inaugurate the programme through Lighting of Lamp ceremony followed by National Anthem.

Shri A.G. Maity, President , DCCI, described the role of association for the development of the Entrepreneurs in this district. In the inaugural session, Shri Nirmal Chowdhury, Assistant Director, MSME-DI, Kolkata focused upon the possibilities of different kind of micro and small industries may be set up in such a place like, Kharagpur and surrounding area. He also discussed various scheme of MSME departments from which the upcoming entrepreneurs may get benefited. He also explained the liaison of inter departments for the betterments of MSMEs. He also thanked to DCCI for associating MSME-DI, Kolkata to organize such an Industrial Motivational Campaign in this district which paved a way for motivation for the budding entrepreneurs. Shri Choudhury, also discussed about the procedures to start a new industry and the licenses will be required for that. He also explained the possibilities of export of the local products and also explained the functions of Export development cell of MSME-DI, Kolkata to promote new generation exporters.

Udyami Bangla 3rd Year, Vol: III, March 2021 Shri Ashim Kumar Pandit, Ex Lead Bank Manager, Purbo Medinipur explained the facilities of the Banks to promote new entrepreneurs. He explained the correct procedures to approach the Bank for any financial support for starting up and also for expansion of any kind of Industries.

Shri S.K. Shaha, Chief Manager, NSIC has described elaborately how to get benefit from the Role and different schemes of NSIC and assured the help of the Entrepreneurs at all times whenever required.

Shri Ramakant Sagar, Sc – D, BIS and Shri S. Sen, Sc-C, BIS has elaborately described through PPT regarding role of BIS and the procedure for granting certification from BIS. As many items / product are required mandatory certification, so the rules and regulation for getting the license from BIS must know the procedure by the entrepreneurs for manufacturing those mandatory items. In the key note address, Shri K.D. Bhattacharya, Director Incharge, MSME-DI, Kolkata has motivated the potential entrepreneurs and called them to come forward and take the benefit/utilize the various scheme of Ministry of MSME, Govt. of India. He main focused upon the PMEGP Scheme and SFURTI / MSE-CDP scheme. A team of four professor from IIT, Kharagpur under the leadership of Dr. Siddartha Das, Managing Director of Science and Technology Entrepreneurs Park ( STEP), Indian Institute of Technology, Kharagpur, chaired as Chief Guest of this programme described the role of STEP and IIT, Kharagpur for the product / process development and technology transfer through STEP. He also emphasizes the schemes of PRISM wherein the innovative products may develop through this subsidized scheme. In the interactive session, good response noticed among the participants and the existing unit holders. All the questions have been resolved by the different faculties as per requirements of the entrepreneurs.

Industrial Motivation Campaign held at Seminar Hall, Red Cross Society, Paschim Midnapur MSME-DI, Kolkata organized Industrial Motivation campaign (IMC-Y) at Seminar Hall, Red Cross Society,Library Road, Dist.- Paschim Midnapur in association with Confedaration of Purba and Poschim Midnapur District Chamber of Commerce & Industry ,Purba & paschim Medinipur on 4th to 5th March 2021. Publicity of the programme was made through e mail, Confedaration of Purba and Poschim Midnapur District Chamber of Commerce & Industry ,Purba & paschim Medinipur and through other government organizations. The programme was attended by 77 (apprx.) participants including MSMEs, MSME-DI officials, IIT, Kharagpur , Bank and other guest etc.

The welcome address was given by Shri Tapas Roy, Investigator, MSME-DI, Kolkata who welcomed all participants and requested all participants to come forward to start their own enterprises and to become self sufficient.

A team of four professor from IIT, Kharagpur under the leadership of Dr. Siddartha Das, Managing Director of Science and Technology Entrepreneurs Park ( STEP), Indian Institute of Technology, Kharagpur, chaired as Chief Guest of this programme described the role of STEP and IIT, Kharagpur for the product / process development and technology transfer through STEP. He also emphasizes the schemes of PRISM wherein the innovative products may develop through this subsidized scheme.

About 51 participants joined in the programme including DICs, members of various Export Promotion Councils, Members of Industrial Associations, Exporters and MSMEs. Shri Goutam Podder, Asstt. Shri Samrat Mukherjee, DGM, NABARD, Kolkata explained various activities initiated by NABARD for developing Socio- economic scenario of rural area. He specially emphasized the CGTMSE scheme for getting finance to start manufacturing activities by potential entrepreneurs. He also explained nicely the functions & objective of Food Producing Organizations (FPOs) Some of FPOs in West Bengal are really performing good activities. We need further support systems to encourage them to produce quality products for boost up export particularly in Fruits, Vegetables & Agro Products. Mr. S. Majumdar, representative of NABARD, explained all the activities reg. Off- Farming and told that NABARD is also extending support & assistance to SHG for starting Off-Farming activities being an artisan in order to strengthen the economic status of rural people.

Shri V.K. Vidyarthi, GM, APEDA, New Delhi, while presenting his topic on Sanitary & Phyto Sanitary (SPS) and Technical Barrier for Trade (TBT) – Measures in Agriculture, has appreciated the effort made by MSME – DI, Kolkata to promote Agro & Food Processing Industries particularly in the state of West Bengal.

He nicely explained various parameters/ aspects of SPS & TBT measures to be taken by Individual MSMEs/ FPO for hassle free export activities of Agro & Processed Food Products. He also reiterated that Regional Officer-In – charge, Kolkata will extend all sorts of co-operation to all MSMEs interested for export activities. He also indicated the RCMC free structure for getting full support from them. There was a question & answer session in the event and the experts made interaction with the participants effectively. CHAMPIONS OF ENTREPRENEURSHIP IN BENGAL

Bengalis are perceived as singularly unsuited for doing business. The term ‘Bengali entrepreneur’ was perceived as a contradiction in terms. Although second to none as far as intellectual abilities or educational/professional attainments go, the bhadralok Bengalis are considered to be devoid of entrepreneurial drive. The ones straying into trade and industry are either those with not-so-honourable credentials or real gentlemen, who may have done better confining themselves to the less murky world of Rabindra Sangeet, Satyajit Ray, Coffe House and football.

This is most unfortunate given the great history of entrepreneurship Bengalis actually have, going back to Dwarkanath Tagore or even Rani Rashmoni. No less visionary an industrialist was Rajendra Nath Mookerjee, whose engineering firm, Martin & Co, was at the turn of the 20th century executing major water-works stations, feeder railways and building projects all over India – including Kolkata’s magnificent Victoria Memorial.

Equally significant were the various Bengali industrial ventures born out of the Swadeshi movement during the early part of last century: Bengal Chemicals & Pharmaceuticals, Calcutta Chemical Company, Bengal Immunity, Bengal Lamps, Bengal Waterproof, Bande Mataram Match Factory, Banga Laxmi Cotton Mills, etc.

The promoters in these were largely men with impeccable educational backgrounds. Bengal Chemicals’ founder, Prafulla Chandra Ray, had a chemistry doctorate from the University of Edinburgh. Bengal Waterproof’s Surendra Mohan Bose and Bengal Lamps’ Kiran Shankar Roy were fired by nationalistic zeal, even while studying at Berkeley and Oxford, respectively. Rajendra Nath Mookerjee was an engineer, who, in fact, presided over the Indian Science Congress session in 1921.

‘Udyami Bangla’ wishes to show case some of these Entrepreneurs, who defied the common notion that Bengalis, cannot do business. We started with paying our tribute to Acharya Prafulla Chandra Ray. On this edition, we will be paying our tribute to the ‘Bengal’s Entrepreneurship Idol’, Rani Rashmani.

It is our humble feat to motivate the upcoming generations of West Bengal to focus on entrepreneurship.

Rani Rashmani Rani Rashmoni of , Kolkata was a pillar of strength in the mid-nineteenth century, amidst the male dominated society. She is a legend for establishing the Temple on the bank of and for her spiritual association with Ramkrishna Paramahansa Deb, but she deserves to be remembered also as a successful entrepreneur.

Her husband passed away leaving her all alone. Though initially thunder struck, Rashmoni was quick to recover from the shock and took charge of the family business and drove away the vultures hovering around. With the help of her son-in-law Mathur babu, who was married to her third and youngest daughter, Karunamoyi, she not only expanded the business but also became a champion for the people. The responsibility of administration the zamindari and commerce after her husband's bereavement brought out her management traits and inbuilt supervisory skills.

Few women shine through the history of Bengal like she does. Rani Rash Moni has left an indelible mark on Kolkata, way back in the early 19th Century. She was born on 28th September, 1793 to Hare Krishna Das and Rampriya Deve, who were her agriculturist Mahishya Hindu parents. She was born and lived in Kona village, in present day , North 24-Parganas in West Bengal. The story of Rani Rashmoni broke through patriarchy, orthodoxy and other social ills, to rise up in the 19th Century India, is truly breath-taking. Rashmoni was married off at an age of 11 years to a scion of a rich aristrocratic Zamindari Landlor family of Janbazar, North Calcuttta. For Babu Raj Chandra Das, this was his third marriage. Babu Raj Chandra Das was an educated erudite man, mentally quite ahead of his time. Rashmnoni was lucky to have a progressive minded husband who was unconventional and liberal in outlook. Rashmoni was encouraged to participate in daily administrative affairs of the vast Kamindari estate. Rashmoni had four daughters – Padmamani, Kumari, Korunamoyee and Jagadamba. Mathuramohan Biswas, the widower, husband of

Udyami Bangla 3rd Year, Vol: III, March 2021 Karunamoyee was married off later to Jadamba. In Mathuramohan, Rani Rashmoni found the son, which she did not have bio-logically.

Rani Rashmoni was a very pious Hindu woman and was a mother figure. She was also feisty and a defiant lady. Dwarakanath Tagore, one of the first Indian industrialists (details published in Udyami Bangla, January 2021 issue) had mortgaged a part of his Zamindari to Pari Rashmoni for his passage to London in 1847. This part of the land was in Sunderbans and hence was marshy and almost uninhabitable. A very few families could dwell in that part. Rani Rashmoni persuaded and helped those families to build up fisheries in the surrounding water bodies that later turned into large bheries (fish ponds). This also helped the families to give up their old ill habits and hence transform themselves into a community of fishermen.

Rani Rashmoni never tolerated dominance by the officials of the East India Company over the poor people. Her clashes with the East India Company are legendary. The officials of the East India Company once imposed tax on poor fishermen for fishing in the River Ganga. Rani Rashmoni immediately tool a step by taking a lease against payment of huge sums, the portion of the River Ganga, from Ghusuri to Metiabruz and laid strong chains across the river. This caused great hindrance for big ships to pass over that part of the river and hence resulted in collapse of trade and commerce. The officials were hence forced to withdraw the tax they did impose. Thereafter, Rani Rashmoni made the iron chains to get removed from the river. The second protest against the officials of the East India Company was made by Rani Rashmoni over an issue about a Puja procession. Here also the English officials had to bow down to the protests and public demand. The third protest was made by Rani Rashmoni when the English soldiers from indigo plantations were disturbing the local Hindu Bengali women. As a result of her protests, the English officials wanted to enter the sanctom sanctorum of her Raghunathjee’s temple in her worship room. Rani Rashmoni defended and guarded the room with vengeance.

The most famous construction that Rani Rashmoni initiated and hence constructed amongst many hassles and hazards, was the Dakshineswar temple, which houses Goddess Kali. A long term plan of Rani Rashmoni materialized, which she had longed to perform, after the death of her husband, Babu Raj Chandra Das who died with an unfulfilled wish of constructing a Kali temple. The land of the temple complex measures 60 bighas. The Dakshineswar temple was not only dynastic in nature, but also proved the dynamism of Rani Rashmoni. The Kali Temple is a symbol of national unity being standing on the land once owned by both Muslims and Christians.

Rani Rashmoni was also the chief patron of the revered Hindu Saint of the 19th Century, Ramkrishna Paramahansa Deb, who was also the spiritual Guru of Swami Vivekananda. After realizing the ecstatic trance like devotion, Rani Rashmoni gave Deb, a free hand for worshipping goddess Kali. He stayed for 12 years in the temple complex. The temple complex includes a Navarantna temple, 12 Shiva temples, a Vishnu temple and Namandir.

Udyami Bangla 3rd Year, Vol: III, March 2021 Rani Rashmoni purchased 20 acres of land in 1847 for building the shrine, the gates of which were opened to the public in 1855.

Charitable works by Rani Rashmoni are many. She built a road from the Subarnarekha Riveer to Puri for the pilgrims. She donated land and money for the Beliaghata Canal, the Madhumati Canal, etc. She also made substantial financial contributions to Imperial Library (now National Library), Hindu College (now Presidency College), Bengal Famine Relief Fund and numerous other known and unknown charitable trusts and institutions. She also patronized Vidyasagar’s Widow Remarriage Movement with substantial financial help. She also submitted a draft bill against polygamy to the East India Company. Some other remarkable contributions by Rani Rashmoni include Babu Ghat (named after her late husband), Ahiritola Ghat and Nimtola Ghat for daily bathers and religious purposes in the river Ganga. She also contributed for the construction of the Nimtala Ghat as a cremation ground for public convenience. The descendants still reside at Jan Bazar Palace in Central Kolkata and at Rani Rashmoni Bhavan on Rash Behari Avenue in South Kolkata. Rani Rashmoni expired in 1861. She will be forever recalled as one of the greatest philanthropists of Bengal and as a woman, everyone should remember. She was also termed as the 19th Century Ahilyabai Holkar of Bengal.

Udyam registration further simplified

Udyam Portal , a roaring success with enterprises, crosses 25 lakh registrations already!

Even as the new Udyam Registration Portal (https://udyamregistration.gov.in) has evoked enthusiastic response amongst stakeholders, the requirement for registering on the portal has been further simplified by the government. The objective of the portal is to provide a single- page registration, consume less time and simplify processes of registering any enterprise under MSME.

The definition and details, as given in the Notification dated 26.06.2020, had specified GSTIN as one of the mandatory conditions for registration on the Udyam Registration Portal, with effect from 01.04.2021. However, a number of representations were received from various MSME Associations stating that the measure of making GSTIN mandatory is impacting the registration process as many enterprises are exempt from the mandatory requirement of filing GST Returns as per the GST Act/notifications. A significant proportion of MSME may have annual turnover less than the threshold limit for exemption from registration under GST Act. The matter has been examined and a notification has been issued by the Ministry of MSME on 05.03.2021 to align the mandatory requirement for filing Udyam Registration with those for filing GST Returns, in the interest of those enterprises that are exempted from filing returns.

Further, the Udyam Registration portal has been a roaring success, with massive response from the stakeholders on account of its simplicity, objectivity and transparency, besides user- friendliness.As on 5.3.2021 (6.53 PM), the Udyam registration portal has achieved a total registration of 25,20,341.

This facilitation would further help various micro enterprises including skilled craftsmen and artisans and other enterprises in informal sector/unorganised sector to get the registration done easily. The proprietor may use his or her PAN for registration of the enterprise in the Udyam Registration Portal.

Khadi Mujib Jackets to Add Sheen to Celebrations during Hon’ble PM’s Visit to Bangladesh Khadi, the heritage fabric of India, is all set to catch eyeballs during the Hon’ble Prime Minister Narendra Modi’s two-day visit to Bangladesh on March 26 & 27. Khadi and Village Industries Commission (KVIC) has supplied 100 custom-designed “Mujib Jackets” that will be the attire of dignitaries during the visit of the Prime Minister. “Mujib Jacket” is famed as the signature garment worn by Bangabandhu Sheikh Mujibur Rahman, who is called Bangladesh’s Father of the Nation. As Bangladesh celebrates “Mujib Borsho”, the birth centenary of Sheikh Mujibur Rahman, Indira Gandhi Cultural Centre of the Indian High Commission in Dhaka, had placed an order for 100 Mujib Jackets, ahead of the Hon’ble PM’s visit.

The specially designed Mujib Jackets have been made of high quality handcrafted Poly Khadi fabric. The black Mujib Jackets have been designed with 6 buttons, two pockets on the lower half and a front pocket on the left, as worn by Rahman. In keeping with the eco- friendly nature of the Khadi fabric, the covers for these jackets too have been made of black Khadi cotton fabric with Khadi India’s logo embroidered over it. KVIC Chairman Shri Vinai Kumar Saxena said that “Mujib Jacket is historically significant in Bangladesh and it is a matter of great pride that Mujib jackets made of Khadi will be adorned during the Bangladesh visit of Prime Minister Shri Narendra Modi, who is the biggest brand ambassador of Khadi”.

Shri Saxena said that “Mujib jacket is an immensely popular outfit in Bangladesh. For the older generation Mujib Jacket is symbolic of the ideology of their great leader Sheikh Mujibur Rahman while it has increasingly become a fashion statement for the youths of Bangladesh. Likewise, Khadi, the heritage fabric of India, is a unique blend of tradition and fashion. Mujib jackets made of Khadi will add significantly to the historical and cultural values of the celebrations”. He added that this will also promote Khadi on the global and diplomatic platform in a big way. The diplomatic consignment has already been dispatched to Dhaka. Since, the jackets were meant for diplomatic purposes, KVIC accorded top priority to it and delivered the consignment before time.

Bamboo Industry has potential to be worth Rs.30,000 crore: Nitin Gadkari

Minister for Road Transport & Highways and Micro, Small and Medium Enterprises, Shri Nitin Gadkari addressed a virtual exhibition on Bamboo Technology, Products and Services through video conferencing on March 23. The exhibition was organised by the Indian Federation of Green Energy (IFGE).

In his address, Shri Gadkari said that there is a need to increase demand for bamboo. He said that bamboo has potential to be used as an alternative to coal and can also be used in construction. Shri Gadkari said that use of jute and coir mattresses is soon going to be made mandatory for all NHAI roads. He advocated varied use of traditional materials like jute, coir and bamboo by developing them further. Shri Gadkari expressed hope that, with integrated efforts from all stakeholders, bamboo industry in India will be worth 25-30 thousand crore rupees.Technologically proven, cost effective and attractive product designing can establish and promote the use and demand of bamboo, which will encourage people to go for bamboo plantation. He assured all assistance from Ministry of MSME for any scheme related to promotion of bamboo. The Minister said that we need more research, more appropriate approach for product development, market support. He also said that he is trying to get 50 per cent subsidy from Railways for bamboo and bamboo sticks. He exuded confidence that by increasing use and requirement of bamboo will lead to increase in its plantation. He said that bamboo can also be used to make bio-CNG and charcoal and IITs can be roped in to conduct further research on this with help of special grants from Bamboo Mission.

ESDP on Photography

Entrepreneurship Skill Development Programmes (ESDP) are being organized regularly to nurture the talent of youth by enlightening them on various aspects of industrial activity required for setting up MSEs. After a long gap, O/o DC (MSME) allotted funds to MSME-DI, Kolkata for organizing ESDP.

In the new regime of social and online media and advertisement, the industry needs skilled photographers with the updated knowledge of the technology and related software. To develop such professionals to promote entrepreneurship among the educated and unemployed youth, an Entrepreneurship & Skill Development Programme (ESDP) on Photography was organized bt MSME-Development Institute, Kolkata during 15.02.2021 to 26.03.2021 at Institute’s own campus. For faculty and technical support, the programme was organized in association with one of the premier Institution of photography in Kolkata and India, Dum Dum Foto Unit.

The programme was attended by 25 participants including 17 male and 8 female candidates. One candidate belongs to minority community too. The candidates were selected on the basis of merit and interview. The training programme started with a brief introduction on the role and activities of MSME-DI Kolkata and various schemes offered by MSME. Participants were taught in brief, the concept of entrepreneurship, charms of becoming an entrepreneur, the qualities an entrepreneur must be possessing. They were also taught about communication skill and how entrepreneurs may publicize their product. A brief idea of Project Report Preparation, Marketing, Sales Management were also imparted. Basic book keeping, maintenance of accounts for small entrepreneurs and provision of taxation for small business enterprise were also covered. Participants were taken for photowalk around Bagbazar area for better understanding of the exposure and composition. Participants were very enthusiastic to joinall the activities actively during the training.

A special module for Digital Photo Editing was included for better post-production of the photographs. In depth study about the software and its uses has been discussed by noted faculties. Several special classes were arranged. One is a class on Industrial and Aerial Photography, in which Digital Photo Editing class is being taken by Shri Tapas participants were, demonstrated the nuances of Basu, Associate Scientist, ISI, Kolkata Drone operations and photography.

Another class was taken by ace advertisement photographer Shri Asish Saha on Outdoor portrait photography using Artificial Lights. Professional model and makeup artist were hired for the shoot. It was scheduled on the last day, which taken the excitement and enthusiasm of the participants to the top.

Director & Head of Institute along with Shri Sitanath Mukherjee, Asstt. Director (G&C), Head of Training Division, MSME-DI, Kolkata, Shri Subrata Banerjee, Asstt. Director (EI), a proclaimed artist, and Shri Chitresh Biswas, Asstt. Director (Stat), Programme Coordinator of the ESDP Programme. Participants’ feedback were taken by the Head of Institute himself and it was overwhelming. They have treated this course as an excellent opportunity to learn the nuances of photography as well as they learned to use the skill to become an entrepreneur in future.

Out of 25 participants, 1 participant have discontinued in the middle. Hence, 24 participants finished the course. Participants were handed over the participation certificate on the valedictory session. The valedictory session ended with a vote of thanks.
