AL Welcome to the 15th PVE General Assembly! I 1 One year ago, we had the first ever PVE Strategic Development 0

N Weekend as well as the 14th General Assembly where it was decided that ParaVolley Europe should become an organisation 2 more athlete-oriented and where major decisions were taken

EN regarding the future of our sports. Everything will be presented

I during the starting the day after our General Assembly. B European Paravolley is developing very fast and has a bright future. We have prepared a new frame for new kind of competitions and we are participating in the first EU project Erasmus+. This is a major turning point for our organization and it will pave the way for more projects. The new European championships system with groups A, B and C are almost ready to go, the New Nations tournament was carried out for the first time in and inclusive youth championships will be tested in five countries. Our goal is to organise in Europe different levels of competitions – competitions for everyone and we hope that in 2020 we will start European club competition too. The focus in 2019 is on inclusion – inclusion for youth. The planned test event will show if we can include into school programs and if we can promote sitting volleyball as a sport for everyone. We will try to convince European nations that are not our members yet far to join our family.

1 ParaVolley Europe (PVE) is the European

EPO Zonal Confederation of World ParaVolley, known as 0

R ECVD between 1993 and 2013 and renamed PVE in

- 2013. PVE is operating as an autonomous Zone affiliated to World ParaVolley and represents the 7

AL largest Zone in WPV in numbers of member nations. I 1 0 N The PVE Executive new Board members elected at the

2 2017 PVE General Assembly identified important key points and proposed at the first PVE Strategy Dialogue EN

I Weekend in 2018 the road-map by which PVE can improve the development of Paravolley in Europe. B

The focus is on communication improvement and IT technology implementation which eventually will help raise the social awareness of Paravolley for disabled people and the whole community in a mutual integration.

The necessity of Paravolley experts in numerous fields was recognised as one of the key points for future development. Therefore PVE in co-operation with WPV would like to get more member countries involved and to host courses for classifiers, referees and technical delegates to create better conditions for the future competition calendar.

available for every person irrespective of any physical 2

disability. This led to a partnership with the EU and N 0 FIPAV and resulted in the Erasmus + project 1 I

Prior to this, PVE signed a Memorandum of - 2

Understanding with the National Sitting Volleyball R

Training Base of (NSVTBC). PVE also secured 0 EPO

partnership with the Website and Livestream provider 1 FURKISPORT as well as the travel company provider 8 BTRAVEL in order to meet the increasing demands of

behind the scenes requirements. R

The PVE Workplace platform was launched early in T 2018 in order to improve the communication between the European Paravolley stakeholders. It has resulted in a better overview of Paravolley competitions being run in Europe as members are able to register their own events. In one year Workplace recorded more than 40 different tournaments running across Europe (although the number is larger).

PVE has also started publishing a monthly Newsletter launching its first issue in December 2017. It is available on the newly updated institutional PVE website as well as on PVE social media.

The PVE Strategy Dialogue Weekend detected the key points for development: we are here for the athletes.

2 Motion: The PVE Board recognize this oversight, and thanked Mr Ješić on his - suggestion, with the decision that this should be noted in GA report.

AL 15. Closing I 1 New PVE President Mr Mihorko in front of new Executive Board thanked the former PVE President Mr.Toralv Thorkildsen for his work in ParaVolley Europe 0 N as President, and also thanked Mrs Suvi Blechschmidt, former Development Director for contribution in ParaVolley Europe for the last several years and wish 2 them good luck for the future. Mr Toralv Thorkildsen received PVE Gold Medal during the closing ceremony and received the painting from Croatian artist. EN

I According to the PVE Regulation he has supported the President in his role. Special focus during the first full year of his function has been put on support

B of the organisational development and corresponding activities within the PVE community. To achieve this, a comprehensive set of activities have been initiated and are in the meantime implemented:

In a first time ever Strategy Dialog in October 2018, above topics were - 2

discussed and specific actions were defined together with a wide R

representation of the Nations. 0 During this first term the decision by the Executive Board was taken to move EPO the Marketing Function of the Vice President to a separate Board function, as it 1 will gain more focus in this way. 8 In development is still the decision of structure place of registration of PVE and the current Foundation. The Foundation “Stichting Promotie Volleybal voor de

Gehandicapen” was established in 1993 in The Netherlands with the aim to R support Paralympic Volleyball on a global level. As WPV and PVE have developed further since then and the operational and foundation work need a T

clear separation a new structure needs to implemented. Currently the concept is to register PVE in Luxemburg for its operational activities (e.g. competitions, marketing etc.) in preparation of a potential closer cooperation with CEV. Next steps will be to open a bank account there and have an external administrator to support PVE. The Foundation remains in The Netherlands and will cover promotion projects for Paravolleyball. Next steps: name change of the Foundation, actualize the statutes and open a bank account specific for the Foundation. In July 2018 the Vice President accompanied the President of PVE during some of the sessions organized by the WPV Board during the World Championships. PVE mission and vision, structure and plans were presented and discussed. In May 2019 the Vice President represented PVE at the General Assmbly of the European Paralympic Committee. PVE’s motion to include sitting volleyball for the 2021 EYPG and to jointly support the development of young paravolley athletes in the EPC member nation as well as sitting volleyball to be recognised as a standard sport in the programme of 2023 EYPG and going forward, was accepted by a majority vote.

The Future I had intended to step down as Sport Director at the General Assembly during the European Championships, due to growing commitments on my time. As much of the existing Board was also resigning at the same time, I agreed to continue in-post until the end of the year. At that time, I handed over to Helena Skogstrom and Zdravko Hranić.

2) Finland (PVE pts 225) T 2018 PVE Sub Zone Championships in Sitting Volleyball Sub-Zone C (men) This event was organized by Latvian Sitting Volleyball Association in Riga in April. 2 teams took part in the competition. 2019 2019 European Sitting Volleyball Championship - Qualification Tournament Men, Poreč (CRO) This event was organizing PVE in Porec (CRO) in February 2019. 7 teams took part in the competition. The qualifier was well covered by Livestream through PVE official Fecebook site. The WPV Classifier level 1 Workshop was the side event of the qualifier with 3 attendees from Croatia, Germany and Turkey.

This event hosted Hungarian Paralympic Committee and Hungarian Volleyball AL

Federation in Budapest in July 2019. 7 The event has 12 men teams and 9 women teams. I have had daily contacts with the host. PVE Sport Department was enforcing high standards in the - 2

organization following standards established during 2019 EC in Porec (CRO). R

0 My appointment in 2018 as PVE Sports Director brings a lot of challenges EPO established through PVE Executive Board meetings motions to produce the 1 number of forms and documents which will facilitate everyday Sports 8 Department working. PVE Secretary General help in technical support in formatting and producing all ideas to easier run or report competitions. Every produced document was tested during competitions in 2018 and will be a core R of documents for further competitions as well as PVE Generic Sports Regulations prepared. T

NEXT PERIOD - FUTURE During PVE Strategy Dialogue Weekend in Sv. Martin na Muri (CRO) in October 2018 present member nations through 5 successful workshops exchange ideas which built the routes for next period of competitions which are already announced through PVE website and social media; European Sitting Volleyball Championship Division A (for 12 best member countries); division B; potential division C (countries who are developing teams) and New Nations competitions as well. The plan is to know the host of next EC at least two years in advance, to educate at least 10 Classifiers in Europe, EC division A to run in odd years EC division B to run in even years to enable EC division A fulfill the last two slots of 12 teams (at least in men competition). The same structure shall be applied in women competition atthe time the number of women teams increase. Future to discuss and organize is the implementation of PVE European National League Men and Women, and PVE Champions League for which the Club Competition Commissioner was appointed in October 2018; Mr. Ivan Ćosić who closely cooperate with Sports Department in club competitions developing (previous Euro Cup).

EN Beach Volleyball I World ParaVolley has identified standing beach volleyball as an area for

B development around the world, with the ultimate aim of having the sport included in the 2028 Los Angeles Paralympic Games. In Europe, members are keen to pilot different formats of beach volleyball and PVE are looking to work with nations to deliver competitions in standing and sitting beach volleyball. There is also work to be done to review rules of the disciplines and how competitions should be structured Beach Volleyball Working Group In order to support the development of beach volleyball across Europe, a working group has been established to discuss ideas and support nations looking to deliver activity. The members of the group are: · Rich Stacey-Chapman · Zoe Kosmoglou · Raska Gyula · Nello Callea The group is still open to new members who are interested in supporting this piece of work.

2018 7 Strategy Development Weekend, October 2018 -

Following the successful strategy development weekend, a number of key 2

objectives were identified for the development commission: R

· To work with new nations to support their development and identify what 0 EPO requirements they may have. 1 · To create a collection of youth/teacher resources by sharing existing

videos or coaching material. 8 · To explore the potential of standing and sitting beach volleyball and evaluate different formats of the game. R Training and Education/ Una Dzalba T There has been a selection of training and education opportunities taking place in Europe including refereeing level 3 and classifier level 1 courses in France at the 2018 PVE Sub Zone New Nations.

2019 A WPV classifier level 1 workshop at the Men’s European Championship qualifier event in Croatia in 2019 pooled potential candidates for classifier level 2. There are also refereeing, classification and technical delegate courses planned for the 2019 European Championship in Hungary for which WPV Medical Classifier level 1 is confirmed, and Training and Educational Commissioner is working to establish the conditions for Classifier level 2 and Refereeing level 2 course for Hungary.

New Nations & Support ParaVolley continues to grow across Europe with new nations becoming more involved. France and the Czech Republic competed in their first competition whilst other nations are engaging with PVE to establish, re-establish or develop activity in their countries. Armenia, , , Ireland, Norway, Portugal, and are all hoping to increase their activity over the next few years.

to develop an inclusive format of sitting volleyball to allow young people with physical and mental disabilities to play alongside young people without a disability. Sit2Play was created by FIPAV, shall deliver national and international competitions and provide training material for teachers. The project launched in early 2019 and will run until the end of the year. This is the first EU project PVE is going to run together with the partners that will provide the experience for the future projects which will help in the increase of the member nations, athletes and put in the center the athlete with disability.

Communications Director’s Report AL 7

The role of the Marketing/Communication Department is one of the most -

important one when it comes to promotion and awareness of the ParaVolley 2 disciplines. Without communication about the events and the actions of the R

National Federations, the sport cannot really evolve. 0 EPO

1 However, due to the position of the Marketing Director being vacant one and

off for long period of time, a lot of work is required to start promoting the sport 8 in an effective manner. It is also important to point out that the Federations/Clubs have been used to doing their own promotions for a long time and should realise that their effort R can be shared with ParaVolley Europe in order to reach out to a wider T audience, not only in Europe but also Worldwide.

The aim of the department is to equally promote the sport in the various European countries by the means of social media mainly.

Marketing As per the last biennial report, the focus of the department has been mainly communication as it was decided in 2017 that the function of Marketing Director would change to Communication Director under the new Board.

Communication The main focus of the role has been on communication and on spreading the word in Europe about ParaVolley disciplines, mainly Sitting Volleyball and Sitting Beach Volleyball. The tools favoured have been social media as these are easily managed and can reach a wide audience in a very short time. The website was revamped and relaunched on 10th September 2018 after some extensive work done in cooperation with Furki Sport.

In the next few pages, you will find some details about the social media used by ParaVolley Europe and some analytics to give you an idea of how these have been increasing the awareness of the sport and institution.

Workplace is a communication platform aimed at facilitating exchange between stakeholders and open to anybody involved in sitting volleyball. It is like Facebook for “work” and allows people to share their activities and information only with other minded sitting volleyball athletes, coaches, classifiers or anybody involved in developing and promoting the sport. So far, we have: · 190 members · 18 groups Thanks to this platform, PVE has been able to get a better idea of national competitions happening since people are now sharing their events through this site. It has also helped some commissions coordinate their work in a more effective manner.

All in all, the last year has been a very positive year from a communication 2

- point of view with more events being shared via our social media.

N The PVE Communication department is now more focused on providing visual 2 information over written information during competitions. It will be compulsory for all competitions going forward to be live-streamed in order to share our

EN sport with our wider audience via our YouTube channel, Facebook page or I competition website.

B ParaVolley Europe still need to work closer and together with National Federations and Clubs in order to spread out information about our disciplines. Together we are stronger!
