Artha Vijnana Vol. LII, No. 1, March 2010, pp. 27-47 Regional Variations of Social Sector Development: District Level Study of West Bengal State Satyen Sarkar The study makes an attempt to examine the inter-district disparities in social sector and their impact on social development through cross-sectional data and inter-temporal analysis of 18 districts in West Bengal. Social sector development is directly related to broader enhancement of human well-being and quality of life. This includes not only an adequate level of consumption of food and other consumer goods but also access to basic social services, especially education, health, drinking water facilities and basic sanitation. The study reveals that two dimensions come out to be meaningful, namely, quantitative and qualitative dimensional development. The study finds that there are sharp disparities among the districts in the State of West Bengal. I Introduction Social sector development acquires a very important role in a developing economy as it performs the task of development of human resources through education and health. Social sector development is directly related with broader enhancement of human well-being and quality of life. This includes not only adequate level of consumption of food and other consumer goods but also access to basic social services, especially education, health, drinking water facilities and basic sanitation. Social development programmes and their implementation fall largely under the jurisdiction of the State Government. Nevertheless, the Central Government supports the State Government’s efforts by making additional resources available for specific programmes through centrally, sponsored schemes, additional central assistance and special central assistance.

There are variations of their social and economic activities within the region. Ten major tribal groups have been identified in Mal subdivision arranged as per descending numeric strength: Oraon, Munda, Santal, Lohar, Mahali, Kharia, Tamang, Limbu, Malpaharia, and Mech. There are also variations of their HDI scores based on selected parameters among these tribes. Attempts have been made in this paper to find out their development in the light of statistical techniques through micro level study. Keywords: Ethnic group, Development, HDI, Micro-level study. However, one should never lose sight of the fact that acquisition of knowledge bears its sanctity only when it transcends into creating favourable conditions for the growth of a democratic space, opportunities and equity. So, the teachers and students alike must engage their knowledge with issues like deprivation, poverty, inequality, displacement, oppression, empowerment and most importantly, sustainable development. The civil society of Jalpaiguri must be seeking Ananda Chandra College to build a road map for furthering quality education. Being the Principal of the College, I am committed to that cause so that our institution becomes a centre of excellence and finds a place of pride in the firmament of higher learning.
