Henry, II, M.D., President of the Board of medical Examiners of the State of North Carolina called the meeting to order on Wednesday, June 3, 1992, at 7:30 p.m. The meeting was held at 1203 Front Street, Raleigh, Nforth Carolina. Board members present at this meeting included: Hector H. Henry, II, M.D., President; John W. Nance, M.D., Secretary; John T. Daniel, Jr., M.D.; Ernest B. Spangler, M.D.; Walter M. Roufail, M.D.; Nicholas E. Stratas, M.D.; F. M. Simmons Patterson, Jr., M.D.; and Mrs. Kathryn H. Willis. Staff members present included: Bryant D. Paris, Jr., Executive Secretary; Diane Meelheim, Assistant Executive Secretary; Donald R. Pittman; William H. Breeze, Jr.; Robert J. Broyles; L. D. Beaver; Edmund Kirby-Smith; Dale Lear; Kathy Burke; Wanda Long; Julie Suggs; Joy Cooke; Rhonda Lavelle; Jenny Olmstead and Leslie Newton. EMS APPLICATIONS PROCESSED On June 6, 1992, during the EMS report, Dr. Nance reported that the following applications were reported to the Board by the Department of Emergency Medical Services for the period of February 18, 1992 —April 30, 1992. TRANSYLVANIA CGIJNTY EMS PROYID~ —Complaint On June 6, 1992, during the EMS report, the Board reviewed a letter from Bob Bailey, Chief, Office of EMS; a memo from Michael JaVan Morgan, Regional EMS Coordinator; an Investigation Report; and the initial complaint by Evelyn Taylor Fletcher. The Board adopted a motion made by Dr. Patterson and seconded by Mrs. Willis to send a letter drafted by Dr. Nance to Ms. Fletcher, stating that the Transylvania County EMS provider had not violated any protocol in place at the time of the incident. On June 6, 1992, during the Agenda report, the Board adopted a motion made by Dr. Patterson and seconded by Dr. Henry to approve the minutes of the March 1992 meeting with the correction that Dr. Stratas abstained from the vote on Dr. Varelas. -2- 4167S CONFERENCE CALL '9rOR KNOTS On June 6, 1992, during the Agenda report, the Board adopted a motion made by Dr. Patterson and seconded by Dr. Stratas to ".porove the minutes of the conference call as presented. On June 6, 1992, during the Agenda report, the Board voted to schedule the May 1993 meeting for Mav 19-23, 1993, and the July 1993meeting for July 28-August 1, 1993 R~tx EAT On June 6, 1993, during the Agenda report, it was reported to the Board that the retreat had been scheduled for October 23-24, 1992. It will be held at Kingston Plantation, N. Myrtle Beach, South Carolina. Dr. Henry and Mr. Paris will select a Facilitator. ATTOP~ GENERAL'S OPINION On June 6, 1992, dung the Agenda report, the Board reviewed an Attorney General's opinion regarding Medical Pre-Certificaton 8r. Utilization Review Activities. As a result the Board adcpted a motion made by Dr. Stratas and seconded by Dr. Roufail that this information be shared with the Medical Society. On June 5, 1992, during the Agenda report, the Board requested that Mr. Paris confirm the meeting with with the Deans of the four major medical schools with the Board in September 1992. We wish to express our confidence in Martyn Percy. We Know him in our various capacities, as a man of consistently good character, an exceptional scholar, a respected public servant, and an outstanding Christian leader. We do not speculate on the reasons why some members of the Governing Body of Christ Church wish to go to such extreme lengths to destroy the reputation of their Dean and to break his spirit. But we do know that : • The recent letter is the latest episode in a sustained campaign against the Dean led by senior members of the college Governing Body since his appointment. • The specific allegations against Martyn Percy have changed over time, but each allegation has been disproved. In August of last year Dean Percy was wholly exonerated after an extensive investigation by Sir Andrew Smith, a retired High Court judge. - 1 - • The signatories of the letter are far from objective. Several of them were revealed by Sir Andrew to have employed devious methods and offensive language in their efforts to breaK his resolve, and some will be parties to an Employment Tribunal to be heard next year.
