87. “That Dáil Éireann: notes the importance of ensuring that every premises, school and business in Ireland should have access to high speed broadband; acknowledges that the National Broadband Plan (NBP) aims to address this conclusively; notes the importance of ensuring that no home, school or business is left behind in the implementation and delivery of the NBP; and calls on the Minister for Communications, Energy and Natural Resources to: — ensure, in particular, that services provided by the telecom sector can be delivered in rural Ireland; — where there is a doubt of delivery by the telecom sector, provide assurance that those homes schools or businesses will get an affordable high speed broadband connection and can be included as part of the State intervention if necessary; and — update the House on the status of the National Broadband Plan procurement process.” — Mattie McGrath, Michael Collins, Michael Harty, Noel Grealish, Danny Healy- Rae, Michael J. 2. To insert the following after “National Broadband Plan procurement process”:

P.T.O. “notes that State ownership of the proposed National Broadband Plan network would best ensure the future needs of the homes and businesses covered by this contract are met and the State’s investment protected to the best extent possible; calls on the Government to: — ensure the evolving high-speed broadband needs of the locations covered by this contract are met and remain in step with those areas covered by the commercial marketplace, taking into consideration future technology advances; — take action to reduce the cost of high-speed broadband by transposing immediately the European Broadband Directive (2014/61/EU); and — ensure the service provided under the National Broadband Plan will guarantee connection speeds of at least 100 megabytes per second initially; and resolves that the ownership of the network proposed in the State’s National Broadband Plan revert to the State at the end of the contract period.” — , Bobby Aylward, John Brassil, Declan Breathnach, James Browne, , Thomas Byrne, , , Pat Casey, , Jack Chambers, Lisa M.
