MINUTES OF BUSINESS MEETING OF MAY 19, 2011

The monthly Business Meeting of the Piscataway Township Board of Education was held on Thursday, May 19, 2011 at the Administration Building. The meeting was called to order at 7:00 PM by the Board President, Ms. Maas.

VI. SUPERINTENDENT'S REPORT

SCHOR MUSICIANS DEBUT AT LINCOLN CENTER The Schor Jazz Band and Chamber Choir, under the direction of Mark Fischer and Rebekah Sterlacci, participated in an outdoor concert on the plaza of Lincoln Center as part of the Young Makers program. Twenty-eight students performed selections that included Shenandoah, Hey Jude and In the Mood, receiving thunderous applause at the conclusion of the event.

PISCATAWAY ALUM VISITS FROM NASA Cathy Bahm, Piscataway graduate, currently serving as an aerospace engineer at NASA, will be visiting King and Arbor Schools next week to speak with students about her responsibilities at NASA’s Dryden Flight Research Center in California and to present the district with a tile from a retired space shuttle. Cathy was inspired to pursue a career in science by her Piscataway teachers, from her first years at Grandview to graduation from .

KING STUDENTS MAKE MEMORIES WITH ORPHANS IN INDONESIA The phrase “a picture says a thousand words” has meaning for Lucy Wei, Klaudine Celario and Sayuni Dias, 5th grade students at King. They participated in The Memory Project, a nationwide initiative in which students create artwork to be sent to children in orphanages around the world. Under the direction of art teacher Irina Nikitovic, the three students created portraits of children from Indonesia, which were sent overseas. The Indonesian students responded by sending their own photos holding their King portraits. Ms. Nikitovic and her students hope to share the message that “art connects us all…”

RANDOLPHVILLE TOPS IN COUNTY FOOD DRIVE Randolphville has earned the distinction as the top elementary school in the Middlesex County 2011 Spring Food Drive. Students collected 6,750 pounds of food during the drive, which incorporated math activities and lessons on community service into a cooperative competition between classes. The school will be recognized with a proclamation at an upcoming meeting of the Middlesex County Board of Chosen Freeholders.

HIGH SCHOOL STUDENTS WIN FIRST PLACE IN “DON’T DRIVE DANGEROUSLY” CONTEST Piscataway High School was awarded the top two prizes in the Middlesex County "Don’t Drive Dangerously" contest for public service announcements created in our broadcast studio. The first place video, “Flash Forward,” was produced by 11th grader Kristen Perrello, 12th grader Yery Ysabel, 9th grader Cody Hughes, and 9th grader Vernon Johnson. The first place audio, “Save Yourself!” was produced by Justin Miranda, Shaquille John, Kevin Castro, Felipe Cabrera and William Proulx, all seniors in the Piscataway club. The award-winning video is featured on the Piscataway High School morning news and the audio can be heard on WVPH 90.3 FM. Both are posted on the district website under “News and Broadcasts.”

KNOLLWOOD STUDENTS “ON TAP” WITH WATER CONTEST Students in Elizabeth Spasiano’s third grade class worked with music instructor Jennifer Sernotti to create an original song entitled “Don’t Waste a Bottle, Don’t Waste a Can” for submission in the Scholastic/NJ American Water Contest, “Tap for Tap.” The song promotes the drinking of tap water from reusable water bottles as a way to help the environment.

PROJECT HEALTHLINKS RECEIVES STATEWIDE HONOR “Project Healthlinks,” the district initiative designed to introduce Piscataway middle school minority students to careers in the field of medicine, has been selected as a winner of the 25th Annual School Leader Award, sponsored by the NJ School Boards Association. The award, recognizing unique and innovative district programs, was presented at a ceremony at the Trenton War Memorial last week.

PISCATAWAY FACULTY IN THE NEWS Scott Foglyano, Faculty Adviser to the Piscataway High School Chieftain, has received a Fellowship with the 2011 American Society of News Editors Reynolds High School Journalism Institute at the University of Texas in Austin. Ed Cohen, science teacher at Quibbletown, has been selected to participate in the 2011 Japan-U.S. Teachers Exchange Program, a component of the Fulbright Experience for Global Leaders, taking place in various areas of Japan this summer. Nancy Ostrowski, Piscataway High School business teacher and adviser to Future Business Leaders of America, has been named to the National FBLA Adviser Wall of Fame at the National Center in Virginia.

HEAR YE! HEAR YE! MOCK TRIALS DEMAND ORDER IN THE COURT! Rumplestiltskin, Simba and Peter Rabbit have been summoned to court in a series of Mock Trials taking place throughout the district. Researched from favorite books and stories, and written and rehearsed by students, the court proceedings include “Charlie vs. The Chocolate Factory” at King, “Matilda Wormwood vs. Mr. and Mrs. Wormwood” at Grandview, “Rumplestiltskin vs. Queen Meredith” at Arbor, “The Trial of the Lion King” at Knollwood, “Wolverine Wolf vs. Tommy H. Huckleberry” at Eisenhower, and “Mr. McGregor vs. Peter Rabbit” at Randolphville. Check school websites for date and time to report for jury duty!

PISCATAWAY HIGH SCHOOL STUDENTS WINNERS AT CONGRESSIONAL ARTS COMPETITION Senior Stephanie Wademan received a 2nd Place award in the 2011 Congressional Arts Competition for her self portrait in colored pencil. Senior Lindsay Brown and Junior Jennifer Lynn Grare received Honorable Mention designations for their artwork.

QUIBBLETOWN MUSICIANS TAKE THEIR SHOW ON THE ROAD The Quibbletown Jazz Band and Chamber Ensembles entertained senior citizens at Sterling Village and the Piscataway Senior Center in a concert that included popular tunes such as Tequila, Georgia on my Mind, and Superstition. The performers received resounding applause and a standing ovation. Bravo!

ORIGAMI EXHIBIT TAKES SHAPE AT CONACKAMACK, KING AND KNOLLWOOD Origami art creations by 7th grader Zachary Lopez, and 6th grader Anya Lopez at Conackamack were selected by Origami USA for display at the Fashion Institute of Technology in New York. 7th grader Andrew Lerner at Conackamack, 4th grader Christopher Lopez at King and 1st grader Basheerah Ali at Knollwood received Honorable Mention awards.

KING MUSICIANS EARN TOP RATING IN BAND COMPETITION On Friday, May 6, the King Concert and Jazz Band, directed by Thomas Seeland, participated in the Dorney Park Band Competition in Allentown, Pa. Both ensembles earned a superior rating. The Concert Band accomplished this with a score of 92, while the Jazz Band earned a score of 93.

CONACKAMACK VIOLIST PERFORMS WITH ALL-STATE ORCHESTRA Conackamack Orchestra member Tiger Li performed in the All-State Orchestra concert last Saturday, May 14th. He is the only middle school student in our district who made it to All State String Orchestra this year.

CLIMBING THE WALLS AT GRANDVIEW Grandview School will dedicate a new rock-climbing wall on Friday, May 20 at 9:30 a.m. Plans are in place to integrate use of the rock wall to develop motor skills during physical education classes. Funds for the project were raised by the PTO and through Box Tops for Education.

IX. PUBLIC COMMENTS FROM THE FLOOR

The Board of Education recognizes the value of public comment on educational issues and school matters of community interest. In support of this position, the law establishes a period of public comment at every Board meeting. Individuals wishing to speak must state their name and address. Comments are limited to three minutes’ duration, but an individual may speak a second time after all others who wish to speak on the topic have been heard. The Board may require that individuals register to speak prior to the beginning of the meeting. Participants may submit written material in support of their position.

All statements and/or questions shall be directed to the presiding officer and no participant may address or question Board members individually. All speakers are requested to express themselves in a civil manner, with due respect for the dignity and privacy rights of others whose legal rights may be affected.

Please note: While it is not the Board’s intention to stifle comment on matters of legitimate concern to the school community, the public should be aware that if their statements violate the rights of others under the law governing defamation or invasion of privacy, they may face personal liability to the injured party. If speakers are uncertain of the legal ramifications of their comments, the Board urges them to seek guidance beforehand from their own legal advisor.

Explanation:

Nonpublic schools apply for funding through the State Department of Education under Chapters PL 192/193 Laws of 1977. The district’s responsibility is to ensure that all nonpublic invoices submitted for reimbursement are in accordance with the grant agreement.

F. TRANSFER OF CAPITAL PROJECT INTEREST INCOME

Explanation:

Interest earned on unexpended referendum funds/capital outlay cannot be used for other project expenditures but must be transferred by board resolution. It is the Business Administrator's recommendation to allocate interest to the general fund to be used for tax relief. As of April 30, the district has earned $11,547.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the School Business Administrator to transfer the interest earnings received and accrued in 2010-2011 from the referendum funds/capital outlay (Fund 30) to the General Fund (Fund 10).

G. APPROVAL OF CHANGES TO GROUP INSURANCE PROGRAM (COBRA)

Explanation:

In accordance with the provisions of the Consolidated Omnibus Budget Reconciliation Act (COBRA), the district is required to provide certain post-employment services to qualifying employees. Our health insurance broker, Brown & Brown, has distributed Requests for Proposal (RFP) for these services for the upcoming year.

BE IT RESOLVED that, per the recommendation of Brown & Brown, the Piscataway Township Board of Education hereby resolves, effective June 1, 2011, to make the following changes to its group insurance program:

1. Terminate its contract for COBRA services with Horizon.

2. Select Ameriflex as its COBRA administrator, at the rates, and terms, and conditions represented in the report from Brown & Brown.

3. Designate Brown & Brown, Inc., of Murray Hill, NJ as the Board’s group insurance broker-of-record for our new Ameriflex Plan COBRA program.

4. All appropriate Board of Education staff are authorized to take such action and affect such documentation as necessary to implement this change.

H. APPROVAL OF RENEWAL OF FOOD SERVICE CONTRACT (YEAR 3 OF 5)

BE IT RESOLVED that, upon recommendation of the School Business Administrator, the Piscataway Township Board of Education award the contract for School Food Service Management for the 2011- 2012 school year to Sodexo Management, Inc. subject to the following contractual provisions:

The Food Service Management Company shall receive, in addition to the costs of operation, a fee of $.23575 per reimbursable meal and meal equivalent to compensate the Food Service Management Company for administrative and management costs. This fee shall be billed monthly as a cost of operation. The Local Education Agency guarantees the payment of such costs and fee to the Food Service Management Company.

Total meals are calculated by adding reimbursable meal pattern meals (breakfast, lunch and after school snack meals) served and meal equivalents. The number of School Breakfast Program, After School Snack Program, and National School Lunch program meals served to the children shall be determined by actual count. Cash receipts, other than from Sales of National Lunch Program and School Breakfast Program meals and After School Snack Program meals served to the children, shall be divided by $2.00 to arrive at an equivalent meal count.

The per meal management fee of $.23575 will be multiplied by total meals.

Sodexo guarantees that District shall receive an annual financial return of One Hundred Fifty Thousand Dollars ($150,000.00) for the 2011-2012 school year. If the annual financial return for the Food Service program falls short of the aforementioned amount, Sodexo shall pay the difference to District. Sodexo reserves the right to recover any such reimbursement made during the current contract year from that year’s Surplus on a monthly basis. This guarantee is contingent upon the guarantee requirements as stated below.

Changes in District's policies, practices, and service requirements, including but not limited to, changes in bell schedules, meal service periods or proposed staffing, will result in an appropriate adjustment. The projected number of full feeding days shall remain at, Elementary - 176, Middle - 176 and High School - 176. There shall be no reduction in number of full feeding days (breakfast, if applicable, and lunch) and average daily attendance as a result of inclement weather, delayed opening or early dismissals resulting in lost full days. Changes in legislation, regulations, reimbursement rates, meal components and quantities required by the National School Lunch Act, the National School Lunch Program or changes in the State’s School Nutrition policies will affect the guarantee. Cash and/or food assistance levels from State and Federal sponsors do not decline below the previous year’s levels. Usable commodities, of adequate quality and variety required for FSMC's proposed menu cycle for the current contract year, valued at no less than the per Pattern Meal value for the previous contract year. The state or federal minimum wage rate and taxes in effect as of July 1, 2010, shall remain consistent throughout the year. Vendor prices shall remain constant throughout the year. If prices do increase, it may result in a mutually agreed upon change in the guarantee reflecting the additional costs. Due to the volatile nature of raw material costs, Sodexo and Local Education Agency shall review quarterly, costs associated with paper and plastic supplies and fuel surcharges on other deliveries. Any significant or substantial changes in Sodexo's costs may result in a mutually agreed upon change in the guarantee reflecting the additional costs. Average daily attendance (“ada”) and the number of free and reduced price participants shall remain at the same levels as the previous contract year. Special function sales shall remain at or exceed the levels of the previous contract year. Prices to be charged for meals during the 2011-2012 school year shall be as follows:

There shall be no competitive sales during all service hours. Any additional breakfast expenses will be taken off guarantee (equipment and additional labor hours over budget). Ala Carte sales shall be permitted at all locations for the term of the contract. The District shall not inhibit Sodexo from being able to serve hot breakfasts. Sodexo shall commence all vending operations and ala carte and snack programs on the first day of the school year and shall continue said operations until the last day of the school year. Explanation:

Future Business Leaders of America is an organization for students interested in careers in business. Nineteen of our high school students won competitive events at the state competition in March and are now eligible to move on to the national level of competition. This year, the FBLA National Leadership Conference will be held in Orlando, FL from June 26 - July 2, 2011. The Piscataway Rotary Club and the NJ State FBLA will cover registration costs and the students will fundraise the remaining cost of this trip.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes nineteen student members of the Piscataway High School FBLA Chapter, Advisor Nancy Ostrowski and Board approved chaperone Mary Lynn Fracaroli to attend and participate in the Future Business Leaders of America (FBLA) National Leadership Conference to be held in Orlando, FL June 26 - July 2, 2011. This trip will be at no cost to the Board since funds for the trip will be raised through donations to the FBLA and fundraising by the student participants.

C. AUTHORIZATION TO OPERATE A SUMMER PROGRAM

Explanation:

C. RESOLUTION TO ENTER INTO AN INTERGOVERNMENTAL SHARED SERVICES AGREEMENT

Explanation:

The Piscataway Township Board of Education and the Somerset County Educational Services Commission have agreed on the terms and conditions of a shared services agreement for the provision of educational services to special education students, together with ancillary staffing and services, consistent with the provisions of N.J.S.A. 18A and the regulations of the State Board of Education.

BE IT RESOLVED that the Piscataway Township Board of Education approves the intergovernmental shared services agreement between the Piscataway Township Board of Education and the Somerset County Educational Services Commission which would permit the use, by the Commission, of one of Piscataway Board of Education classrooms for the provision of educational services to special needs students, together with ancillary staffing and services, consistent with the provisions of N.J.S.A. 18A and the regulations of the New Jersey State Board of Education, commencing on or about July 1, 2011, in accordance with the terms and conditions set forth in the Agreement which the Board President and Business Administrator are hereby authorized to execute on behalf of the Board.

B. AUTHORIZATION TO ACCEPT DONATIONS

1. Explanation:

The Merck Adopt-A-Class sponsorship has named Randolphville Elementary School as a recipient of their program for the 2010-2011 school year. This sponsorship will entitle them to 35 student admissions and 5 chaperones to Liberty Science Center compliments of the Merck Institute for Science Education. Total value of this donation is approximately $400.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept a donation from The Merck Institute for Science Education to Randolphville Elementary School for the cost of admission for 35 students and 5 chaperones at the Liberty Science Center. The approximate value of this donation is $400.

2. Explanation:

The Piscataway Soccer Club would like to donate a Woods Heavy Duty Grader to be used to repair and maintain the district athletic fields which the Soccer Club also uses. The district Grounds Department has specified the equipment to be purchased. The value of this donation is $2,400.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept a donation from the Piscataway Soccer Club of a Woods Heavy Duty Grader for use by the Grounds Department to repair and maintain the athletic fields. The value of this donation is $2,400.

3. Explanation:

Mr. Daniel Wormann, a district employee, would like to donate a used slate top bumper pool table to the Pupil Services Department to be placed in the Haven Recreation Room at Piscataway High School for use by Piscataway students. The approximate value of this donation is $300.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept a donation of a slate top bumper pool table from Mr. Daniel Wormann to be used by the Haven Recreation Program at Piscataway High School. The approximate value of this donation is $300.

4. Explanation:

Bob’s Discount Furniture Store has donated a gift card to the Pupil Services Department which will be used to purchase furniture for the S.A.I.L. Program. The value of the gift card is $1,000.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept a donation of a Bob’s Discount Furniture gift card to purchase furniture to be used by the students in the S.A.I.L. Program at the Administration Building. The value of the card is $1,000.

5. Explanation:

Robertet Flavors, a local Piscataway business, would like to donate a Hitachi Spectrophotometer for use in the high school chemistry lab. This donation will include a linked PC, with the necessary instrumentation which they will deliver and install, along with training on the use and maintenance of the equipment. This equipment has been assessed by a staff member and the Science Department Chair and found to be suitable for the high school chemistry lab. The total value of this donation is approximately $7,000.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept a donation of a Hitachi Spectrophotometer with the necessary instrumentation and instruction from Robertet Flavors of Piscataway. This equipment will be installed in the chemistry lab at Piscataway High School for use by the students. The approximate value of this donation is $7,000.

C. APPROVAL OF CONTRACTED SERVICES

Explanation:

The following resolution reflects the need for contracts with outside service providers on the part of the Office of Pupil Services. These contracts are necessary in order to ensure that the district may comply with Individual Education Program (IEP) requirements in the areas of evaluation, instruction, and related services.

BE IT RESOLVED that the Piscataway Township Board of Education approve the Bergen County Special Services School District (BCSSSD) be contracted to provide home instruction services to Piscataway students at an hourly rate of $60, not to exceed a maximum of ten hours billed per student in any given week, for the remainder of the 2010-2011 school year.

D. APPROVAL TO PARTICIPATE IN THE NEW JERSEY STATE INTERSCHOLASTIC ATHLETIC ASSOCIATION

Explanation:

All district athletic teams participate in events sanctioned and governed by NJSIAA. Dr. Wanko is recommending that we continue our enrollment in that organization.

BE IT RESOLVED that the Piscataway Township Board of Education, School District No. 4130, County of Middlesex, State of New Jersey, as provided for in Chapter 172 Laws 1979 (N.J.S.A., 18A:11-et seq.) herewith enrolls Piscataway High School as a member of the New Jersey State Interscholastic Athletic Association to participate in the approved interschool athletic program sponsored by the NJSIAA.

E. APPROVAL OF SETTLEMENT

BE IT RESOLVED, that the Piscataway Township Board of Education hereby approves a settlement in the matter of Piscataway Township Board of Education v. Design Resources Group Architects, A.I.A., Docket No.MID-L-8285-09, on terms reflected in a written settlement agreement in a form acceptable to the Board Attorney, and that the Board President be authorized to execute said agreement.

F. APPROVAL OF RENEWAL OF EMPLOYEE MANAGEMENT (OUTSOURCING) CONTRACT FOR 2011-2012 SCHOOL YEAR

Explanation:

The contract will continue cover the outsourcing of paraprofessionals, substitute teachers, substitute office clerical staff and other positions with no increases in charges from the 2010-2011 contract.

BE IT RESOLVED that, upon recommendation of the School Business Administrator, the Piscataway Township Board of Education renew the contract for Employee Management for the 2011-2012 school year to Source4Teachers, LLC, subject to the contractual provisions outlined in the original bid proposal with a management fee (percentage of employee wages) of 26.5% (no increase from 2010-2011), along with the agreed upon contractual guarantees.

G. AUTHORIZATION TO REQUEST PROPERTY FROM THE TOWNSHIP OF PISCATAWAY

Explanation:

The Township of Piscataway currently has title to a 2.10 acre parcel of land between the Randolphville School property and the back of the residential property on Ambrose Valley Lane. This property, along with the adjacent Board of Education owned property would enhance the recreational area for school and community purposes.

WHEREAS, the Township of Piscataway is the owner of real property known as Lot No. 4.03 in Block 497.2 as designated on the Tax Map of the Township of Piscataway; and

WHEREAS, the Board has determined that said property would enhance the recreational area for school and community purposes;

BE IT RESOLVED that the Board of Education be authorized to request a transfer of the property known as Lot No. 4.03 in Block 497.2 as designated on the Tax Map of the Township of Piscataway, from the Township to the Board of Education.

H. RESOLUTION TO ENTER INTO AN INTERGOVERNMENTAL SHARED SERVICES AGREEMENT

The Piscataway Township Board of Education and the Manville Borough Board of Education have agreed on the terms and conditions of a shared services agreement for the provision of before and after-care services.

BE IT RESOLVED that the Piscataway Township Board of Education approves the intergovernmental shared services agreement between the Piscataway Township Board of Education and the Manville Borough Board of Education which would provide before and aftercare services in the Manville Borough School District (administrated by the Piscataway Adult & Community Education Department) for the 2011-2012 school year in the form of contract, which contains the terms and conditions set forth in the proposal, which the Board President and Business Administrator are hereby authorized to execute on behalf of the Board.
