 State grants support daily service from Washington to Lynchburg as an extension of Amtrak’s service   State grants also support Northeast Regional services south from Washington to Richmond, Newport News, and Norfolk   Over 278,000 Virginia residents are members of the Amtrak Guest Rewards frequent user program

Amtrak Service & Ridership Amtrak operates over 20 daily in Virginia. These include the state-supported Amtrak Virginia Regional service to Lynchburg, Richmond, Newport News, and Norfolk as well as the following National Network trains:  The Auto (daily Lorton, Va.- Sanford, Fla.)  The (tri-weekly -Washington, DC-Charlottesville-Cincinnati-Chicago)  The (daily New York-Charlottesville-Atlanta-New Orleans)  The Palmetto (daily New York-Richmond-Savannah)  The Silver Meteor (daily New York-Richmond-)  The Silver Star (daily New York-Richmond-Tampa-Miami) Amtrak also operates one other state-supported train through Virginia, the (daily New York- Richmond-Charlotte).

Additionally, Amtrak estimates that well over one million of the 5 million Amtrak passengers using reside in Northern Virginia.

Procurement/Contracts Amtrak spent $117,068,250 on goods and services in Virginia in FY15. Most of this was in the following locations:

Employment At the end of FY15, Amtrak employed 880 Virginia residents. Total wages of Amtrak employees living in Virginia were $82,499,163 during FY15.

2 PRIIA Section 209 and State-Supported Services The Passenger Rail Investment and Improvement Act of 2008 (P.L. 110-432) required, by October 2013, an equitable arrangement of cost sharing between Amtrak and state or public agency partners that provide funding for short-distance, intercity train services. During the 2013 regular session of the Virginia General Assembly, the previously authorized Intercity Passenger Rail Operating and Capital Fund (IPROC) was funded with a dedicated mechanism through legislation that called for restructuring the existing state sales tax. This fund is used by the Department of Rail and Public Transportation to support both the operation of the Amtrak Virginia services and qualifying intrastate capital needs for rail infrastructure. The IPROC legislation is the first known dedicated funding source to be created by a state to support intercity passenger rail operations and capital projects. Subsequently, agreements were reached with all parties, including Virginia, by the 2013 deadline, and the services continued to run without interruption.

State Partnerships On December 12, 2012, Amtrak and the DRPT inaugurated service to Petersburg and Norfolk from Washington and Richmond. This new daily service brought Amtrak service back to Norfolk for the first time since 1977.

On January 9, 2014, then-Governor Bob McDonnell announced plans to bring Amtrak service to Roanoke. Capital improvements have to be made to the Norfolk Southern route from Lynchburg and a new facility is needed in Roanoke. Plans call for the service to begin sometime in 2016.

Station/Facility Improvements  Clifton Forge: Amtrak has endorsed a plan by the Town of Clifton Forge and the Chesapeake & Ohio Historical Society to move the station to a newly constructed C&O replica station located on the Society’s museum grounds. When complete, it will be outfitted with an ADA accessible waiting room, restrooms and a new platform. The current station is in a CSX building in a yard area.  Norfolk: During 2013, the City built a new, $3.75-million station next to the platform that had been served by Northeast Regional trains and Newport News-Virginia Beach Thruway buses since December 2012. The station opened on December 2, 2013. The site is on the east edge of downtown, adjacent to a light rail stop and the ballpark.
